Mark Davies reviewed the draft, dated May 23 , 1988 , of the
"Proposed Ethics Act for New York State Municipalities. " He
noted that a bill before the Assembly proposed by the Attorney
General would apply the same provisions of the State ethics law
to centers down to 10 ,000 population, and that the draft under
discussion took into account more carefully the situation in
smaller centers. He suggested that a written comment by the Town
411 of Mamaroneck would be seriously considered by the Commission on
Government Integrity.
In the discussion, Mr. Davies acknowledged the value of the
short "disclosure" form adopted by the Town that would require
all Town employees to acknowledge acquaintance with the ethics
law. Questions raised during the discussion included:
1) In Section 4 , j , the absence of a time limit after
termination of employment before an ex-employee might appear
before a municipality.
2) In Section 6 , 2, the absence of required disclosure for
family members beyond a spouse.
3) In Section 7 , the fairness of making public disclosure
statements of other than elected officials.
4) In Section 20 , and following, the fear that new layers
of bureaucracy would be established to oversee ethics rules.
