MINUTES of meeting of Ethics Committee of the TWn of
Mamaroneck held on December 15 , 1988 at 8 : 00 P.M. at Town Center .

David Willey
David Willey, Chairman, read a letter dated December 7,
1988 from Hall, Dickler , Lawler , Kent & Friedman, copy
attached. The letter refers to an advisory opinion given by this
Committee relating to a member of that firm. David Willey plans
to write to that firm with a copy to the Supervisor stating that
this Committee was not requested to give an advisory opinion on
the subject covered in the letter and that, if requested to give
such an opinion by the Supervisor , the Committee would be glad to
do so.
The Committee then discussed various aspects of the
Ethics Code of the Town.
Regarding form, Mr . Willey suggested that Section 24-1
should refer to the creation of the Board of Ethics but not to
the scope of its activities . Therefore, the words "to render
advisory opinions to town employees of the Town Board as provided
for herein" should be deleted from 24-1.
Mr . Willey pointed out that Section 24-4 combines two
subjects which in fact should be separated, namely Paragraph A
which deals with conflicts of interest and Paragraphs B, C and D

which deal with disclosure. He noted that 24-A should be
included in Section 24-5 entitled "Standards" and 24-B and C and
D should be in a section entitled "Disclosure" .
The Committee decided, in order to consider the
substance of the Code of Ethics, topics should be assigned to
various members of the Committee. Each of the Committee members
present agreed to analyze a designated portion of the Code of
Ethics and to compare it to the corresponding proposed State law
and to report at the next meeting of the Committee.
The next meeting of the Committee was scheduled for
January 11, 1989 at 8 : 00 P.M.
The meeting was then adjourned.
