HomeMy WebLinkAbout1997_12_01 Board of Ethics Minutes BOARDETHICSmin1 December 1, 1997 At a special meeting of the Town of Mamaroneck(TOM) Board of Ethics (BOE), on December 1, 1997 in Conference Room A, Mamaroneck Town Center, meeting called to order by Chairwomen at 8:20 P.M. Present: Anna Reisman, Chairwoman, Christine Helwig Martin Ronan Robert Degen Absent: Barry Weprin. liaison The minutes of October 8,1997 meeting were approved. Reports: Chairwomen reports that two additional disclosure statements have been submitted. Chairwomen reports that the Human Rights Commission requests nominations for annual MLR award. ISSUE: One disclosure form is from the employee who resigned in August. The second disclosure is from the building inspector. Presently, all fifty of fifty required disclosure statements have been received. No conflicts nor any appearance of conflict noted. ISSUE: Should Town Counsel keep a list of Town employees to refer to in private practice in order to avoid conflict of interest? BOE members not certain that this matter requires BOE recommendation. BOE notes the following: *Town Counsel should be advised to refer to §17-5 of the Code, (conflicts of interest, etc.); *the list of Town employees should be made available to Town Counsel if requested; *all employees should be reminded that the BOE is available to consider matters and render confidential advisory opinions to employees. ISSUE: Chairwomen expressed disappointment and regret at repeated reference to BOE during recent political campaigns. Hopes it can be avoided in future. Discussion followed. BOE members agree that there is nothing the BOE can do as a board. Any BOE response dignifies the coverage. As members of BOE, no one gives up speech and political rights. It is important that BOE remain and appear non-political. If an issue ever arises which requires a member to recuse himself or herself, the member will do so. This may be required in political matters. Members stress that the BOE will not be used by parties for political advantage. ISSUE: Chairwomen asks for recommendations for vacancy on BOE. She has suggested names to Supervisor -- no action as yet. She will resubmit names to Supervisor and remind of vacancy. Meeting adjourned at 9:15 P.M. 41‘All discussion paraphrased.
