CALL TO ORDER
The meeting was called to order by Chairman Wassman at 8:03 p.m.
APPROVAL OF MINUTES
Approval of the June BAR meeting will be deferred until the people present at that meeting are present to
vote on it.
Chairman Wassman read the application as follows:
® HOURS CLEANERS II - 170 Myrtle Boulevard - Block 133, Lot 657 - awning
Mr. Wassman said the application is Hours Cleaners II to change the front valance of existing awning with
new lettering. The owner is Hof&Pof Realty. He asked whoever is present to represent the applicant
to come forward and give us your name please.
Hyun Choi said she is the applicant.
Mr. Wassman asked if any members of the Board have any questions of Ms. Choi?
Mr. Immerman said this is a sample .... is this the same as your neighbor?
Mr. Choi said yes.
Mr. Immerman said it's going to be new?
Ms. Choi said not new.
Mr. Wassman said just a new curtain on the front.
Ms. Choi said we just changed the awning lettering. Instead of Laundry we put Cleaners, Expert Tailors.
Mr. Wassman said, it's only this front panel, with which Ms. Choi agreed.
Mr. Immerman said I have one suggestion. I think the sign would look a little better if the bottom of
Tailors lined up with the bottom of Cleaners and the top of Expert lined up with the top of Cleaners. In
order to do that, instead of having 4 inch letters, I think you could do it with 31/2 inch letters. Then it
would line up.
After some discussion, Mr. Immerman said I know this company, Acme Awning. I've dealt with them.

Mr. Wassman asked if Ms. Commender agreed. She said yes.
Mr. Immerman said therefore the application will be changed in this following respect. The lettering,
EXPERT TAILORS, will be in 3' inch letters with a 2 inch separation, and the top and bottom will line
up with the top and bottom of the word, CLEANERS. Is that correct?
Mr. Wassman said that's correct.
Mr. Wassman said before we act on this matter, I think we have some questions about the appearance of
the windows of the shop. The window appears to exceed the allowance of the Ordinance for having
signage on the window by a substantial degree. All this listing of things, this Free Box Storage, etc.
Mr. Wassman asked, is the percentage 20% of the glass area?
Mr. Immerman said yes.
Ms. Commender said or 8 sq. ft., whichever is smaller.
Mr. Wassman said it's the percentage of the glass area. Did you measure it up?
Mr. Immerman said no. The code says, 20% or 8 sq. ft., whichever is smaller.
Mr. Wassman said Ms. Choi before you ask the Board to vote on this application tonight we have to bring
this to you attention, because I think that we would like to see it reduced to comply with the code.
Ms. Commender said there are too many signs in the window.
Mr. Wassman pointed out to Ms. Choi on the picture with the application, the signs he was referring to
are too many, too much. He said in total it can't be more than 20% of the window.
Ms. Commender said or 8 sq. ft.
Mr. Wassman said the window size determines what the 20% is. I'm not going to argue about what it
says. It's hard enough to explain to this young lady what it is. I think 20% of the size of that window.
You're probably close to 40%, maybe more.
After some discussion, Mr. Wassman said Ms. Choi said she would take out the box storage sign.
Mr. Wassman said the Building Department will come and help you determine how much you're allowed.
Mr. Immerman said that's a part of the law, the rule. We apply that to all the store fronts to try to contain
... have the store glass represent what is allowed by the code. Our Building Inspector will help you and
we appreciate your cooperation.
Ms. Choi said, so this is too much you mean?
Mr. Immerman said certainly the "free box storage" makes it exceed the allowance. That's pretty bold.
That's terribly bold.
Mr. Wassman said you'll have put that inside somewhere.
Ms. Choi said I'll take it out or put it smaller inside.
Mr. Wassman said or you could put it inside, through the window but not on the glass.
Mr. Immennan said on the bottom of your counter, the wainscot of your counter.

On a motion made by Mr. Immerman, seconded by Mr. Wassman, the following resolution was
unanimously ADOPTED:
WHEREAS, Acme Awning Co., Inc. have submitted an application to the Building Inspector for
Hof& Pof Realty, Hours Cleaners II, together with plans to change the front valance of the existing
awning with new lettering; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Acme Awning Co., Inc. submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to the following
conditions:
1. Subject to the Building Department helping Ms. Choi reduce the window sign to legal
limits.
Ms. Choi said she has a question. I can put writing in the window, some paintings?
Mr. Wassman said no. That's more signs.
Ms. Choi said the computer shop put....
Ms. Commender said the computer shop never came before us to have their awning and their sign
approved.
Ms. Choi said so I just can put a little sign. This is too much in the window, entirely too much.
Ms. Commender said the computer store sent us an application sometime during the winter and it was
incomplete. They didn't have enough information on it. We sent it back and said that they had to come
forward and they never came back again. They went ahead and did whatever they were going to do,
without coming for approval.
Mr. Wassman said then we will have the Building Inspector send them another notice, subject to them
being issued a summons.
After further discussion, Mr. Immerman said if they don't have approval, then they're in violation of the
law. Thank you for bringing it to our attention. We will notify them again.
Mr. Moore said we've probably already sent them a violation notice.
After some discussion, Mr. Wassman said I wasn't aware of the fact that they had not applied or that they
had applied and they never followed through.
® Ms. Choi said they didn't come before the Board. Ms. Choi said my husband told me, you don't have to
go. I said no, I have to go, because people waiting for me. That's why I come.
Mr. Wassman said thank you very much. You did the right thing.

Ms. Choi said nothing to, any paper, we just do it.
Mr. Wassman said you tell our comments to your awning contractor.
Mr. Moore said I'll come down tomorrow with the code enforcement officer. We'll measure your window
and tell you what percentage of the window can be covered with signage. Then it's your discretion what
signs you want to keep in the window to keep that percentage.
Mr. Wassman said meanwhile you can go ahead and order your awning.
Mr. Immerman said you have to tell the awning people though. Don't let them get started with the
incorrect order. Correct their order.
Mr. Wassman said Mr. Immerman gave you the layout of what we've approved.
Mr. Moore said you can call our department if you have any questions also with the sign.
Mr. Wassman asked, any new business?
Mr. Immerman should we add to the agenda that notice about the computer store, new business, a record?
Ms. Commender said I guess we could do it. The other thing is that Tony DiRoma, the styling place, also
has the windows covered with posters.
® Mr. Wassman asked, which one is that? The one next door to this or the other one down the street?
Ms. Commender said it's right next door.
Mr. Wassman said does he have them up there?
Ms. Commender said you can see them in the picture. They're great big posters in the window that pretty
much block the window.
Mr. Wassman said when you're there with Mr. Torre, then you can speak to them, please.
Mr. Moore said yes.

The next meeting of the BAR will be held on September 19, 2002.
ADJOURNMENT
Upon a motion duly made by Mr. Immerman and seconded, the meeting was unanimously adjourned at
8:22 p.m.

ADDITIONAL DISCUSSIONS FOR THE RECORD:
Mr. Wassman said I have a problem. In the parking lot, CVS, Stop & Shop, there aren't any traffic
direction arrows on the paving and I wondered when they did that new paving last year sometime, they
marked the parking lot but I find, particularly when the lot is not heavily parked, people parking in the
right direction sometimes go right through and try to go out, and I had a head-on situation twice this past
week. The person causing the problem said they're not wrong because there are no arrows. They're
exactly right. There are no arrows.
Mr. Immerman said I don't think there were ever arrows.
Mr. Wassman said you don't think so?
Ms. Washington said I think there were.
Ms. Commender no, I don't think there were arrows.
Mr. Immerman said it's logical, but it's embarrassing....
Mr. Wassman said the place where it's more obvious is on the Post Road side.
Mr. Wassman said it's in and out. There's no in and out at the curb. That exit and entrance there does
not have an arrow in and an arrow out. I think the parking lot markings should be reviewed.
O Judy Myers said this would be a good time to bring up the shopping plaza, because the owner of that whole
area would like get more space on the property for Stop& Shop.
Mr. Wassman said, how's he going to do that?
Ms. Myers said there's Town owned land behind the plaza that he would like.
Mr. Wassman asked, is it Town owned land?
Ms. Myers said yes, he would like to make a swap. We're actually going to take a bus trip and go down
and visit it.
Mr. Wassman said there should be a buffer between the parking and the residential area.
Ms. Myers said you are here instead of the buffer and that's not fair.
Mr. Wassman said no, it's not fair. Probably when zoning approved that originally,I think they kept that
in consideration that it's to be a buffer.
Mr. Immerman said they never did what was approved. They didn't change the grading. They didn't put
that banner wall in.
Mr. Wassman said, what did they do?
Mr. Immerman said they just repaved it.
