The meeting was called to order by Chairman Jacobson at 8:04 p.m.
APPROVAL OF MINUTES
Mr. Jacobson asked if there were any additions or corrections to the Minutes of the March 16, 2000
meeting. There being none, upon a motion made by Mr. Wassman, seconded by Ms. Washington, the
Minutes of the March 16, 2000 meeting were unanimously approved.
• Chairman Jacobson read the application as follows:
GJOKO, INC. - 176B Myrtle Boulevard - Block 133, Lot 642 - sign
Mr. Jacobson said that a representative from Gjoko's is not present at this time. However, the matter
shall be reviewed by the Board. Mr. Jacobson asked if there were any questions or comments about the
application.
Mr. Jacobson said the typography and the color of signage will match the other two existing signs. Mr.
Jacobson said that the Board was requested by Ms. Commender to discuss the issue of planting in front
of the shops. The photograph showing the potted plants is an old one. At the present time there are only
two pots of flowers in front of the nail shop. He said that Sue Ellen Commender, who is not present this
evening, brought up the issue and Mr. Wassman shares her feelings about getting more plantings in front
of the shops. Mr. Jacobson said the Board would like to make this an issue to be dealt with with this
application.
Mr. Jacobson said that the applicant has now appeared. He said as a matter of form he has to inform Mr.
Shkreli, the owner of Gjoko, since there is only a quorum of the Board this evening the approval of the
application has to be unanimous in order for it to be approved. He doesn't think that should be any
problem this evening. He informed Mr. Shkreli the Board was reviewing his application. With regard to
the graphics and the signage, the Board does not have any questions or comments. However, the Board
was just discussing the matter of plants in pots in front of the shops.
Mr. Shkreli said he is putting in some beautiful topiary plants, 4 ft. by 4 ft. about 5 ft. tall and explained
where they will be put. He said the small plants have flowers, which will go in front of all the stores.
• He said he will get someone who designs store frontage plantings. He said he is only concerned about the
trees, because when they get big they will push the sidewalks up because he thinks they are Oak trees and
explained his concerns. He said the Town is planning to do some street renovation possibly in August,

• and he would like the Town to remove those trees and replace them with something that will not cause
serious problems.
After some discussion regarding the damage that can occur from these trees, Mr. Shkreli said if the Town
doesn't want to do something about the trees he will do it himself.
Mr. Wassman asked what tree can be put in there that wouldn't cause some damage.
Mr. Carpaneto said there are some low growing varieties, but the root system will still want to grow. He
said Mr. Shkreli has Krete over his utility lines and he should be pretty well protected from any roots.
Mr. Shkreli said he is still concerned. He didn't want to cut them down and put in something else. He
wants to see something nice and they have to be pruned all the time to retain their shape.
Mr. Carpaneto said he will make a recommendation to the Administrator of the Town, to look at this
particular species.
Mr. Jacobson said that there will be trees as part of the street renovation of lower Myrtle Boulevard.
Ms. Washington asked if the BAR will be reviewing that plan.
Mr. Carpaneto said the Board probably will be reviewing that plan. He said that Mr. Altieri gave the
Board the Post Road plan.
Ms. Washington said receiving the plan as early as possible, is highly desirable.
• Mr. Carpaneto said Mr. Altieri had said the first concept will be available probably by the end of July.
On a motion made by Ms. Washington, seconded by Mr. Wassman, the following resolution was
unanimously ADOPTED:
WHEREAS, Gjoko Shkreli/Gjoko, Inc. has submitted an application to the Building Inspector,
together with plans to erect an exterior sign; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Gjoko Shkreli/Gjoko, Inc., submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is APPROVED, subject to the
following conditions:
1. The application is accepted as submitted, with the addendum of the planting that the
owner will be putting in.
Mr. Jacobson informed Mr. Shkreli that he has a great looking interior in his shop.
• Mr. Shkreli thanked Mr. Jacobson and asked if he stopped by to see it.
Mr. Jacobson said he looked in it today.

• Mr. Shkreli said that the same thing will be in the second store too.
Mr. Carpaneto told Mr. Shkreli to inform the sign company to see the Building Department when he is
ready.
OTHER BUSINESS
Ms. Washington said that she asked Mr. Carpaneto about the car wash sign at the High Tech Car Wash.
Mr. Carpaneto said they gave been issued a violation,because they did change the sign. Mr. Carpaneto
said they got the new sign because the sign company did it for nothing. He said that the sign company
should know that even a gift should be reviewed. Mr. Carpaneto said he has another ten days or so before
summons, but Mr. Carpaneto is trying to hold off on that. If not, he is going to put back the original sign
and a permit fee will be paid for it.
Mr. Jacobson said it is not in keeping with what is up there.
Mr. Carpaneto said he informed High Tech that his sign is not going to be acceptable and he should go
back to what he had.
Mr. Wassman said as a matter of record he wanted to bring up the plan about the landscape on the Boston
Post Road at the chinese cafeteria. Several trees are dead and need to be removed or replaced.
Ms. Washington asked if he was referring to Ming's Buffet.
• Mr. Wassman said that is correct.
Ms. Washington thanked Mr. Carpaneto for getting the Video Update store to put their sign back together.
Mr. Carpaneto said it took a little time, because he thinks they are in Chapter Eleven. The father store
is out west somewhere and the mother store they are going to call it. It was tough for them to get money
to be able to do that. They were kept in court until it happened.
Mr. Wassman asked if they are going to change the name.
Mr. Carpaneto said no, they repaired the sign. Probably a large truck backed into it. It took them a few
months to do so, but he reiterated they are having financial problems.

The next meeting of the BAR will be held on July 20, 2000.

Upon a motion duly made and seconded, the meeting was unanimously adjourned at 8:35 p.m.
