Carpaneto, Director of Building1��, CALL TO ORDER 6, 8 IA The meeting was called to order by Chairman Jacobson at 8:07 p.m. APPROVAL OF MINUTES Mr. Jacobson informed those present that there were no Minutes of the last meeting for approval. Mr. Jacobson said the applicants were going to be called in a slightly different order, to get the smaller • projects out of the way first. Chairman Jacobson called the following application as follows: SOLO CLEAN DRY CLEANERS/Adamo/Neptune Signs-1262 Boston Post Road-Block 407,Lot 192- sign Peter Grenci, appeared, representing Adamo Neptune Sign Company for Solo Clean Dry Cleaners of 1262 Boston Post Road. Mr. Jacobson asked if Solo is the owner's name. Mr. Grenci said that the owner's name is Scott Solomon, and that's his logo. Mr. Jacobson asked if he has other stores with that same logo. Mr. Grenci said yes. Mr. Jacobson said the sign is straight forward, except for the Solo Clean with the zipper symbol. It's not appealing to Mr. Jacobson. He asked if of the Board had any reactions to the sign. The Board members said they had the same reaction. Ms. Commender said the Board generally tries to avoid having logos on the sign. Mr. Immerman said he's not sure that's correct, that the Board tries to avoid having logos on signs. • After some discussion, Mr. Jacobson asked what Mr. Immerman's thoughts are about the sign. Board of Architectural Review June 21, 2001 Page 2 • Mr. Immerman said it's going to go on that strip, they're all like this,they all have the bronze background, they all have white letters and he wouldn't object to it if that's what their image is. Mr. Grenci said he did discuss that with the owners, and they definitely would prefer to have the logo on there. Mr. Jacobson said the zipper and Solo Clean just looks so hokey. He said he's simply inclined to say find some other way to do it. He said he doesn't know what to suggest, to make this better. He thinks it's just not as good as it could be. Mr. Immerman said you can improve it by not changing the logo, but could make Dry Cleaners all on one line and smaller letters for cleaners. Mr. Jacobson said that's an excellent idea. Mr. Immerman said then it would simplify it. Mr. Jacobson said the word "cleaners"jumps right off the sign at you and he thinks that it would quiet the sign down a bit if"Dry Cleaners" were resized. Mr. Grenci asked if he meant on one line, the same size lettering. Mr. Jacobson said yes. Mr. Immerman said half-way between the two sizes of"Dry" and "Cleaners". It would make the ball like • the dot on an exclamation point. Mr. Grenci said he would try to get it onto one line, depending on the type size. Mr. Jacobson said you see the word "Dry", if all the lettering were the same size as "Dry" it seems to him it would work. Mr. Grenci said that "Cleaners" is the key word. Cleaners are always dry cleaners really. The word "Dry" is really secondary. The main thing is they are cleaners. Mr. Jacobson said then take out "Dry". Mr. Immerman said then make the "c" the same as the others. Mr. Jacobson said he thinks the fact that the lettering for "cleaners" is so large relative to its field, is awkward also. He said if Mr. Grenci got rid of Dry, drop the size of the "C", got it back up in the middle of the sign so that there's a better relationship with this field, then he thinks the overall sense would be a little better. Mr. Grenci asked and keep the logo? Ms. Commender suggested that the logo be dropped. Ms. Washington said her comment might be that if Mr. Grenci changes the type face that didn't have such a difference between the broads and the narrows and was more uniform then it's stroke, there might be a way to compress the lettering if the type style chosen wasn't quite so wide. • Mr. Grenci said that they were trying to get some visibility, since it is tucked in. Those stores are set back, that's the problem. Mr. Jacobson said that's the best the Board can do in terms of suggestions. Board of Architectural Review June 21, 2001 Page 3 • Mr. Jacobson asked if the owner would be amenable to dropping the word "Dry". Mr. Grenci said that he's not sure. Ms. Washington asked if Mr. Grenci can call Solo Clean and revisit the Board this evening. Mr. Grenci said he can try. Ms. Commender said I also want the Minutes to reflect that we had quite a discussion with them about the fact that it's not just the building,but we talked to them about the parking lot, taking care of the fence and the landscaping. Mr. Jacobson asked him to try to do that, and then the Board will just defer a vote until he returns. Ms. Washington made a motion that the Board defer this until the meeting is over and adjourn it if he doesn't reappear or rehear him at the end of the meeting. Mr. Jacobson asked if anyone was present for the following: PSPA OF STS. JOHN & PAUL CHURCH/Karen G. Corrigan - 280 Weaver Street - Block 217, Lot 1 - sign (adjourned 4/19/01;5/17/01) Mr. Immerman said he didn't think so. Mr. Jacobson asked Mr. Carpaneto to let Ms. Roma know that if an applicant doesn't supply the Board III with new material, they may not be carried over. Chairman Jacobson called the following application as follows: WINGED FOOT GOLF CLUB/Lawrence Gordon- 851 Fenimore Road -Block 347, Lots 1.1 and 1.2- site improvements Lawrence Gordon said they are proposing a modular building. Ms. Washington asked if this is another building, an additional building. Mr. Gordon said yes. When the Board last saw them, they were doing a renovation and addition to an existing building. Ms. Washington asked if this is the building the Board reviewed before, the one that says existing building. Mr. Gordon said yes. He said that nothing was ever done to that building. After some discussion regarding the drawing that pertains to this matter, Mr. Gordon said that they're proposing this new building and will do some modification to this existing building, so there's some relationship between the two buildings. It's housing, bedrooms for the staff. Mr. Gordon presented the color of the windows and trim around the windows. Ms. Washington asked if the facade of building is going to be vinyl. IIIMr. Gordon said yes. After further discussion,Mr. Gordon said if the Board has any questions on the modular system itself, this gentleman, Mark Mitchell, can answer them. Board of Architectural Review June 21, 2001 Page 4 IIIMs. Washington asked what the patio is going to be made of. Mr. Gordon said flagstone, brick, concrete. Mr. Jacobson asked if there were any comments. Ms. Washington said she thinks it's fine. Mr. Immerman said he has no comments. On a motion made by Ms. Washington, seconded by Ms. Commender, the following resolution was unanimously ADOPTED: WHEREAS, Winged Foot Golf Club/Lawrence Gordon, 851 Fenimore Road,Block 347,Lot 1.1 and 347, Lot 1.2, has submitted an application to the Building Inspector, together with plans to construct a new one-story staff housing building; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Winged Foot Golf Club/Lawrence Gordon submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and • NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is APPROVED, subject to the following conditions: 1. The plans be accepted as proposed. Chairman Jacobson called the following application as follows: STOP & SHOP SUPERMARKET COMPANY/Karen Buckley - 1326 Boston Post Road - Block 410, Lot 463 - site plan amendments Donald S. Mazin, the attorney for Stop&Shop, and Ron Fuerst, of the engineering firm on behalf of Stop & Shop, appeared. Ron Fuerst, of Langan Engineering, representing Stop & Shop, is the site engineer for this project. He addressed the Board. As outlined in the cover letter, Stop & Shop is in the process of remodeling the inside of the store. As part of that, they've basically come to the conclusion that the store will shut down in its entirety for about a two to three week period in order to finish that work. Mr. Fuerst said what they are proposing to do with regard to site work, is to build a retaining wall right where the curb line is now, adjacent to the GAP property, bring in fill, raise the grade, redo the parking lot and restripe it, in order to make it more efficient. Mr. Mazin said in looking at this proposed work, you can't see it from the Boston Post Road. In addition, IIIthey're going to try to make the exit a little more accessible. Mr. Fuerst presented the proposed plan, indicating which areas will be changed, and which will be maintained. They will also maintain a series of Pine trees and larger Oak trees. Board of Architectural Review June 21, 2001 Page 5 • Mr. Fuerst said they are going to take out the islands that are currently within the middle of the parking lot. The reason they want to do that is because of the smallness of this lot in general and the heavy use that it gets. He said they would like to eliminate those. What they're going to do is expand the end islands. They want to make the end islands more pronounced. They are going to make the aisles more consistent in width. Mr. Fuerst said while they do this, they would like to upgrade the lighting by replacing existing fixtures with new fixtures. They are proposing to use 400 watt fixtures, which is what is out there now. They want to get better distribution within the lot, but also better lighting with a new fixture and a new lens. They're hoping that's going to help with that. He said they are not proposing to put any lighting along the rear, because of the concerns of the residents. He said they are proposing to put two lights at the entrance, because this is relatively dark. He said they're really going to fill in the blanks. They're actually only adding three (3) poles to the entire plan. They will not be touching the lighting that's on the retail side that's facing the Boston Post Road and they still propose to put shields on the lights that are there. They will continue to be turned off as they are today, about 10:00 p.m. or 11:00 p.m. He's not exactly sure, but whatever it is today they will continue to do the same, with the exception of the lights at the entrance. Mr. Jacobson asked if Mr. Fuerst had another catalogue cut of the lights. Mr. Fuerst said they're in the package that was submitted, and he had some extra copies. Ms. Commender asked if this lighting fixture is similar to the lighting fixtures that are on the other part of the parking lot. Mr. Fuerst said the existing pole light fixture is about the same. • Ms. Commender asked which trees are they removing. Mr. Fuerst said there are two in each of the center islands right now,which get beat up by the cars because the island is only about 2 ft./2'/i ft. wide. The cars hit the trees on both sides. He said they're taking out these trees, and they are going to put four of the new trees in. Mr. Immerman said they're Honeylocust. Ms. Commender said that the two on Weaver Street are pretty mature trees. Mr. Fuerst said they had intended to replace them. He said they're nice looking, and he is going to try to keep them. He really doesn't want to tear them out. If the work doesn't impact this area, they'll do whatever they can to try to maintain those trees. He just can't guarantee it, until they start working in that area. Ms. Commender said she feels the trees in the island aren't so great. There was further discussion regarding the trees. Ms. Washington asked if there has been thought about a set of stairs somewhere along the retaining wall so that one can walk from one parking lot to the next - Stop & Shop to the GAP. Mr. Mazin said there is only one problem with this idea, that's the kids going to school. It may become a hazard, because then they'll cut across the parking lot. If you put the stair in there, they're going to go across two parking lots. • Mr. Jacobson said he has often thought about the connection, but he is sure there are problems associated with it. Mr. Mazin said there are a lot of problems. Board of Architectural Review June 21, 2001 Page 6 • Ms. Commender said it would really be nice if there could be some green in the center of the parking lot, maybe one tree in each of those islands. Mr. Fuerst said right now there is only one tree in each of these islands. They are actually going to put two trees now in the end islands and try to make up for losing some centers. Ms. Commender asked again how many trees are they taking out? Mr. Fuerst said they are taking out a total of 8 in the middle and then they are going to be replacing these 2 on the end. Then they are going to put 8 back in, in lieu of those. Ms. Washington said he's taking out 10 and putting back 8. Mr. Fuerst said that's correct. Ms Washington asked if there's any striping in the middle of the parking lot to prevent cars from driving around and doing what they want. Mr. Fuerst said yes. There are no raised dividers. They get knocked around and they become more problematic and become a liability for the owner. With regard to trees, Mr. Jacobson said he thinks the Board's focus has been on what it is like to be in the parking lot in the summer when it's hot. That's why the Board is hanging on to this whole tree thing. If there were a reasonable way to get some additional trees in there, it makes a big difference on what it's like to be in that parking lot in the summer. • Ms. Washington said more what's it's like to return to your car after an hour inside the store. Mr. Jacobson said he thinks Mr. Fuerst has adequately dealt the perimeter. The Board is lamenting the fact that something can't be done to soften the long view of all the paving. Mr. Mazin said that the parking is the key back there, because you want as many spaces as possible with the least chance of any liability. He said he does a lot of shopping over there. He thinks the trees on the end of the rows would break it up, and they're putting additional trees on the end, so he thinks between the two of them, Mr. Mazin said it won't be unsightly. Mr. Jacobson said it is what it is. There's no question in the Board's minds that if it were possible to get some additional trees half way it would improve it enough. He thinks that's obvious. Mr. Mazin said it takes away from the parking that they can use. Ms. Washington said if they put the trees where the corral is, it doesn't necessarily take away from the parking. Ms. Commender said put the corrals in the center of the lot, with the tree fit in the middle. Mr. Jacobson said the Board would like to strongly suggest that they find a way to get a tree in the middle of each long row of cars. Mr. Fuerst said they're trying to do the timing of this shutdown for basically the first week of August. The reason being, it's the best time to do it, the least amount of traffic, and school hasn't started yet. In • order to do that, they're trying to get through to both the Planning Board and the Zoning Board, including the BAR. They would like to get some kind of recommendation this evening. Mr. Jacobson said he will. What the Board is saying is get another tree in each long row. Board of Architectural Review June 21, 2001 Page 7 • On a motion made by Ms. Washington,seconded by Immerman, the following resolution was unanimously ADOPTED: WHEREAS, Stop&Shop/Salvatore Pepe has submitted an application to the Building Inspector, together with plans for a Site Plan Modification; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Stop&Shop/Salvatore Pepe submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is APPROVED, subject to the following conditions: 1. The plans are accepted as presented, with the amendment that the applicant provide a tree in each parking row in either a shopping cart corral or a diamond,however the applicant chooses to make it happen. Mr. Fuerst and Mr. Mazin thanked the Board for listening to them. Chairman Jacobson called the following application as follows: DUNKIN DONUTS/Patsis - 1311 Boston Post Road - Block 412, Lot 288 - facade (adjourned 11/16/00; 12/21/00; 1/18/01;3/15/01) Al Elnaial, from Design Group Architectura, the designer of Dunkin Donuts on the Boston Post Road appeared to address the Board. Mr. Elnaial said they did not include the perspective in the drawings, but he will give the Board an idea of what the design intention is since the last meeting. Mr. Elnaial said that the earlier design that was presented included the metal siding,the awning and stucco. They decided to keep the mansard shape as proposed as one of the suggestions. Also, take out the signs and propose a simpler sign. He said he thinks also the Board's intention at the last meeting was to keep the existing brick, even though they're proposing here to put stucco over it to give it a modem look. The reason for that is that a lot of additions were done to the building. The rear side is stucco. He said they found it more feasible just to apply stucco on the entire building instead of having separate brick colors. Mr. Jacobson said it appears that they intend to grid the windows, breaking down the scale. Mr. Elnaial said that's a suggestion,but it is also open for suggestions if the Board feels like it's better not to have the grids on the windows. Mr. Immerman said he thinks it looks better. Mr. Jacobson said that the sign is a big improvement. Ms. Commender said as long as there is no sign facing the Boston Post Road. 411) Mr. Elnaial said they did not propose one. Mr. Jacobson asked if the mansard roof is the same stucco finish as the wall surface. Board of Architectural Review June 21, 2001 Page 8 • Mr. Elnaial said that's right. Ms. Washington asked why that is. Why is it not like a roof material. Mr. Elnaial said he is here representing this proposed design from Dunkin Donuts. They are trying to give their new image a stone look. That's the intention. That's why they're proposing the stucco. Mr. Jacobson said it seems odd that the mansard roof would give the impression of stone. Mr. Elnaial said he can change the colors where they try to give the building sort of a lighter color than the mansard. The mansard will be sort of sand colored and the building will look sort of white. Mr. Immerman said Mr. Elnaial had originally said gray. Mr. Elnaial said that's right, that's a new color that Dunkin Donuts just came up with. Ms. Commender asked if he had samples of the colors. Mr. Elnaial said he doesn't have any samples of the colors with him, but they can get them if the Board wants. He said that the colors have recently been released from Dunkin Donuts. The new image has been released. Ms. Washington asked if the sign is still orange and the logo still two colors, orange and plum. Mr. Elnaial said yes. 410 Mr. Jacobson said just to restate a point that was made at the last hearing, the roof should be a dark color, and the existing brick is a recessive tone. It doesn't jump out at you on the street. It's relatively dark itself. Those are the appealing things about the existing store. Mr. Immerman said he doesn't think there is anything appealing about the present store. Mr. Jacobson said if he has to prioritize the problem issues, it's the roof plane that is high on the list. He just can't image this mansard roof plane in a single,unbroken homogeneous light color. It just doesn't say roof. Mr. Elnaial said it's not going to be a roof, it's going to be like a parapet. Mr. Jacobson said he's going to try to make this simple. We don't want to get hung up on the semantics, but this building has the representation of a mansard roof. The representation of a mansard roof is just inappropriate in a beige, stucco material. Mr. Jacobson said from his perspective, if it's going to appear to be a mansard, it's got to have some kind of roof material on it. There's no point in the Board talking about the fact that the roof is really a thin line that runs around it. Mr. Elnaial said it's only a metal siding. It doesn't even have the shingles on it. Mr. Immerman said he can do something like that. He can do a sophisticated gray material that isn't stucco. • Mr. Jacobson said the important thing is let us clarify for you what the Board thinks the deficiencies are in the presentation. The roof is a significant one. Mr. Immerman asked if that relates to the shape or only the material on it. Board of Architectural Review June 21, 2001 Page 9 • Mr. Jacobson said the material on it. As far as the wall surface, Mr. Jacobson said he thinks it's terrific that it's so glassy. A motion was made and seconded that the Board defer action on this application until the next meeting.
