HomeMy WebLinkAbout2004_02_26 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK FEBRUARY 26,2004, IN THE SENIOR CENTER,TOWN CENTER • 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK Present: E. Robert Wassman, Chairman Sue Ellen Commender Edward Z. Jacobson Tony Spagnola Ronnie Wadler Judith Myers, Liaison Also Present: Ronald A. Carpaneto, Director of Building CALL TO ORDER The meeting was called to order by Chairman Wassman at 8:05 PM. APPROVAL OF MINUTES Upon a motion made and duly seconded the minutes of December 18, 2003 meeting were unanimously approved. Chairman Wassman read the application as follows: • BONNIE BRIAR COUNTRY CLUB-808 Weaver Street- Block 225, Lot 1.1 -sign On a motion made and seconded, the following resolution was ADOPTED: WHEREAS, Bonnie Briar Country Club has submitted an application to the Building Inspector, together with plans for signage; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Bonnie Briar Country Club submitted an application for approval to the Board of Architectural Review; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW THEREFORE, BE IT RESOLVED, that the subject application be and the same is GRANTED, subject to the following conditions: 1. The style and colors of the sign is approved as submitted. 2. The Board agreed that the bottom edge of the sign should be no higher than 18 inches above the top of the stone wall. 3. The sign must be illuminated by ground lighting that will not interfere with vehicular traffic on Weaver Street. • Chairman Wassman read the next applications as follows: WEBSTER BANK/Melron - 1265 Boston Post Road - Block 412, Lot 449 -façade (adjourned from 01/16/04 meeting) Board of Architectural Review February 26, 2004 Page 2 • DUANE READE/Melron - 1245 Boston Post Road - Block 412, Lot 449-façade and sign (adjourned from 01/16/04 meeting) The Board felt the submissions were not detailed enough for certain comment. The Board also felt the submissions were more compatible with the new design guide lines adopted this year. The Board discussed the applications and had the following comments and concerns: 1. The block work at the base of both the buildings is architecturally too "heavy". 2. The"legs"of both buildings should be brought down through the block work to grade in order to break up the massing of the block work on the lower portion of the buildings. 3. The masonry joints should be tooled and as thin as possible and the same color. 4. The color of the buildings and the metal roofs and awnings were acceptable. 5. The Duane Reade signage needs to be addressed further as the script and the test of the overall sign is concerned. The spacing of the letters in a sign band in a plane below the main letters and the inclusion of"1 hr. photo" is not favored by the Board and its elimination will be considered by the Duane Reade management. 6. The lighting of the signs needs to be addressed. The Board pointed out that the reveal where the lights will be mounted for the signs needs to be enlarged so a shadow is not cast upon the proposed signs. 7. The location of the monument or any other signs will have to be approved by the Board. 8. A more precise landscaping plan should be presented. The Board felt that certain plantings in certain areas needed to be arranged differently in order to accent the site and help with the massing and locations of the buildings. • The Board agreed to approve the application as a work in progress and will submitt a report to the Planning Board stating that the remaining items listed above would be addressed at the March 18, 2004 meeting of the Board of Architectural Review. The Director of Building offered that the final approval of the plans for the issuance of a building permit would reflect the approval granted by the Board of Architectural Review. NEW BUSINESS There was no new business to discuss. NEXT MEETING The next meeting of the BAR will be held on March 18, 2004. ADJOURNMENT Upon a motion duly made and seconded, the meeting was unanimously adjourned.
