BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK

CALL TO ORDER
Chairman Wassman called the meeting to order at 8:00 PM
APPROVAL OF MINUTES
• Upon motion made and duly seconded the minutes of the April 18 and May 20, 2004 meetings
were unanimously approved as amended.
Chairman Wassman read the applications as follows:
NORTH FORK BANK/Wroclawski - 1370 Boston Post Road
Block 410, Lot 1 -facade, lighting, site plan approval
(Adjourned from May 20, 2004)
Mr. Alex Hadjiyane made the presentation for North Fork Bank.
Mr. Hadjiyane addressed the Board regarding the site landscaping. He reported that the
Planning Board asked if an additional tree could be planted in the planting bed to the left of
the parking lot exit to Winthrop Ave. The Planning Board also requested a tree be planted to
close up an opening in the buffer strip.
The Board had the following comments and concerns:
1. The Board felt a white pine should be planted in the bed to the left side of the
exit to Winthrop Avenue in order to add additional screening to the site. The
placement of the tree should not infringe upon the line of site for vehicular
traffic on Winthrop Ave.
2. With regard to the opening in the buffer strip, the Board felt the area the
• Planning Board suggested to plant a tree would not be a good location due to

• rock in the area. Planting of a tree in this area would create a maintenance
issue. The Board therefore recommended repair of the fence in order to
close the opening in the screening.
On motion made and seconded, the following resolution was ADOPTED:
WHEREAS, North Fork Bank has submitted an application to the Building
Inspector, together with plans for site landscaping; and
WHEREAS, the Building Inspector has declined to issue such permit on the
grounds that the review by the Board of Architectural Review is required;
and
WHEREAS, North Fork Bank submitted an application for approval to the
Board; and
WHEREAS, this Board has examined the plans, inspected the site,
reviewed the application and has heard all persons interested in this
application; and
NOW THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED as
amended.

Mr. Hadjiyane then addressed the Board regarding lettering and color choice of the building.
The Board addressed the exterior facade and had the following comments and concerns:
1. The Board was pleased to see that the size of the lettering was reduced by
10%, and felt the reduction was an improvement to the overall facade.
2. The Board, after some discussion, felt the colors presented were not good and
by a vote of 3 nays and 2 ayes the color choice presented was not approved.
The Board suggested that the applicant send several different alternate color
schemes and they would be circulated by the Director of Building for approval
prior to the Planning Board meeting.
3. The Board approved the overall plan as submitted with the exception of the
colors presented.
On motion made and seconded, the following resolution was ADOPTED:

WHEREAS, the Building Inspector has declined to issue such permit on the
grounds that the review by the Board of Architectural Review is required;

Board; and

amended.
Mr. Hadjiyane then addressed the site lighting. He explained that some of the lighting
calculations were in excess of the code requirements. The reason for this was the area of the
ATM is to be illuminated by that of Federal standards. Mr. Hadjiyane also explained the
overage was very mild in comparison to the Code requirement and should not have a
negative effect on the site.
The Board addressed the site lighting and had the following comments and concerns:
1. The Board approved the site lighting as proposed according to the plan
submitted.
On motion made and seconded, the following resolution was ADOPTED:

Chairman Wassman read the following application:
IHOP - 1375 Boston Post Road
• Block 411, Lot 196.1 - signs

• Peter DeGast, owner of the property, presented the application to the Board.
Mr. DeGast explained that the signage on the window shades was an oversight and he did
not realize that permits were necessary for the additional signs. He explained that these
signs were within 6 inches of the window and would be regulated as signs.
After some discussion the Board had the following comments and concerns:
1. The Board felt that the proposed sign on the awning, although not yet
installed, and the present monument sign are adequate signage for the
building. Additional signs would be excessive and not needed.
2. The Board voted unanimously not to approve the application as submitted and
the owner will either remove the signs on the shades or turn the sign so it can
only be read from the inside of the store.
NEW BUSINESS
The Board expressed concern that the new VAC building was relocated without re-approval.
The Board felt the Town should have gone through proper channels to relocate the building.
Mr. Wassman will contact the Town regarding this matter.
NEXT MEETING
The next meeting of the Board of Architectural Review will be held July 15, 2004.
ADJOURNMENT
Upon a motion duly made and seconded, the meeting was unanimously adjourned.
