JULY 15, 2004, IN THE SENIOR CENTER, TOWN CENTER
740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK

CALL TO ORDER
Chairman Wassman called the meeting to order at 8:00 PM.
APPROVAL OF MINUTES
Upon a motion made and duly seconded the minutes of June 17, 2004 meeting were
4110 unanimously approved as amended.
Chairman Wassman read the applications as follows:
EXCELSIOR CLEANERS - 1320 Boston Post Road
Block 410, Lot 463 -facade
Mr. Kaplan, owner of Excelsior, addressed the Board and explained the application.
The Board discussed the application and had the following comments and concerns:
1. The building surface should be cleaned. (Ron will inquire about cleaning the
building surface.)
2. Pictures of the surrounding area would have been helpful.
3. The proposed insect screens would not be appropriate because they would
cloud the look of the clear glass.
4. The metal used for the framework should match what is presently on the CVS
portion of the building.
5. The 4 hopper windows proposed over the doorway were too crammed and
busy.
On a motion made and seconded, the following resolution was ADOPTED:

WHEREAS, Excelsior Cleaners has submitted an application to the Building
Inspector, together with plans for the facade; and

WHEREAS, the Building Inspector has declined to issue such permit on the
grounds that the review by the Board of Architectural Review is required; and
WHEREAS, Excelsior Cleaners submitted an application for approval to the Board;
and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the
application and has heard all persons interested in this application; and
NOW THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to
the following conditions:
1. No insect screens would be used with the windows.
2. The color of the metal-used would match the CVS portion of
the building.
3. The 4 hopper windows will be changed to 2 hopper windows of
equal size over the front entry doors.

Block 412, Lot 489 -signs and site plan
Mr Craig Tompkins, of Bohler Engineering, addressed the Board and explained the application.
The Board discussed the application and had the following comments and concerns:
1. The scale of the proposed building in relationship to the site and to the Boston
Post Road was overpowering and the building was too tall. The look of the
proposed building was massive with too many flat surfaces and not at all right
for the site.
2. The height of the building in relationship to the residential homes on Rock Ridge
Road was too high. The building would be approximately 8 feet higher than the
average grade of the yards on that section of Rock Ridge Road. The Board had
concerns regarding the noise that would be generated from the mechanical
equipment and how it would impact the nearby residential homes.
3. The color of the building was a good choice but the Board would like to see
samples of the proposed materials.
4. More street trees should be added to the site and more shrubbery should be
incorporated into the landscape design. The lawn areas in the front section of
the parking lot should be planted rather than leaving just lawn space. The
Board expressed concerns regarding the number of trees that were to be
• removed from the site.

5. The height of the monument sign should match the height of the Duane Reade
monument sign. Also, the blue area of the monument sign should be black and
the curved edge of the sign should be squared off. The red "C" to the left of the
front door should be reduced (the total number of signs proposed may require
variances by the Zoning Board).
NEW BUSINESS:
Chairman Wassman reported the Board had chosen Option "C" for the North Fork Bank
building color scheme and the Planning Board approved the application for the site plan.
Sue Ellen reported that a new sign was installed at the beauty parlor on Myrtle Boulevard near
the computer store. Ron will contact the owner regarding the violation.
Chairman Wassman asked the status of General Bronze. Ron reported the owner was
directed to appear in front of the Board some time ago. Ron will give summons to owner.
The Board was upset the VAC building had been moved on the site without approval of the
BAR. The concern was the least attractive elevation was now the most visible from Weaver
Street. The Board felt the Town should have taken the application back to the BAR for
• approval prior to moving the building.
NEXT MEETING
The next meeting of the BAR will be held on August 19, 2004.
ADJOURNMENT
Upon a motion duly made and seconded, the meeting was unanimously adjourned.
