BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK
AUGUST 19,2004, IN THE SENIOR CENTER,TOWN CENTER

CALL TO ORDER
Chairman Wassman called the meeting to order at 8:00 PM.
APPROVAL OF MINUTES
Upon a motion made and duly seconded the minutes of July 15, 2004 meeting were unanimously approved
• as amended.
Chairman Wassman read the applications as follows:
COMMERCE BANK- 1289 Boston Post Road, Block 412, Lot 489-signs and site plan (adjourned 7/15/04)
Mr. Tompkins and Mr. Rosenbaum addressed the Board and explained the application. Mr. Tompkins spoke
regarding the changes made since the last meeting and changes requested by the Planning Board.
Mr. Rosenbaum,Architect for the project, reviewed the architectural issues. He described the floor plan of
the building, changing the materials,which reduced the massive look of the building. Lowering the grade of
the existing site will also reduce the mass of the building.
The Board discussed the application and had the following comments and concerns:
1. Questions were raised regarding two curb cuts on Boston Post Road. (Ron to look into this
matter.)
2. The architecture may not be right for Boston Post Road. The revised rendition is better than
the original plan but more accurate plans and elevations are required to better evaluate it.
The color tone was better than the first submission. The height of the building appears to be
too tall.
3. Requested specifications for the air conditioning units to be placed on the roof for sound level
evaluation above ambient level.
4. More plantings are needed to soften the look at street level. A planting plan is to be
submitted.

Peter DeGast, owner of the property, addressed the Board. He requested a change in the awning color.
The Board discussed the application and had the following comments and concerns:
1. Requested the sign have front lighting, not fluorescent lights from underneath.
2. Awning should not be translucent.
3. Change in material is requested.
4. Color change was approved unanimously.
Applicant will resubmit with samples at next meeting.
BELLIZZI RESTAURANT- 1262 Boston Post Road, Block 407, Lot 192 -sign and facade
Mary McCabe, owner, and Isadore Albanese addressed the Board.
The Chairman read for the record the letter received from Kramont Realty Corp. and he pointed out that the
owner made no mention of the roof change.
Ms. McCabe presented the following items to the Board:
1. Removal of moldings from the front the of the building.
2. Changing the doors.
III 3. Installation of awnings.
4. Change of roof materials.
5. Sign mounted on the roof edge above the regular elevation.
The Board discussed the application and had the following comments and concerns:
1. A picture of the entire building was requested.
2. Questions were raised concerning the changing of the roof over the restaurant only.
Suggested extending it to the tower.
3. Opposition to the roof facade change pending further information from Kramont Realty Corp.
4. Further information requested for the awning; awning material, sign size, colors, lighting of
area under awning, etc.
5. The Board approved ordering the unfinished mahogany doors due to lead-time. Stain
samples to be submitted for approval.
6. The Board requested color and material samples for the roof and facade.
7. The elevation of the sign was to be reviewed with the Director of Buildings.
Application is to be carried over to subsequent meeting for more details.

This application was withdrawn.

• Jim Fleming, architect for the project, presented the sign design to the Board. There are three lights painted
red to illuminate the sign and individual lettering would be blue.
The Board discussed the application and had the following comments and concerns:
On a motion made and seconded, the following resolution was ADOPTED:
WHEREAS, International Nail and Spa Corp. has submitted an application to the
Building Inspector, together with plans for signs; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds
that the review by the Board of Architectural Review is required; and
WHEREAS, International Nail and Spa Corp submitted an application for approval to
the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the
application and has heard all persons interested in this application; and
NOW THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to the
following condition:
1. The color of the lettering is to be changed to red.
111 2. Three barn style lights to be installed.
NEW BUSINESS
Board member Andrew Fredman made a point of the applications being incomplete. Would ask Ron to
make sure all information is submitted for future meetings.
Valerie O'Keeffe expressed concern about the final design and location of the VAC building. Also, the
process and roll of the BAR regarding this structure. She asked the BAR to assist with landscaping to help
improve the look of the building.
NEXT MEETING
The next meeting of the BAR will be held on September 22, 2004.
