BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK
• SEPTEMBER 22, 2004, IN THE SENIOR CENTER, TOWN CENTER

CALL TO ORDER
Chairman Wassman called the meeting to order at 8:00 PM.
APPROVAL OF MINUTES
Upon a motion made and duly seconded the minutes of the August 19, 2004 meeting were unanimously
approved.
Chairman Wassman read the
411 applications as follows:
COMMERCE BANK- 1289 Boston Post Road (adjourned 7/15/04,8/19/04)
Block 412, Lot 489-signs and site plan
Craig Tompkins, applicant's representative, addressed the Board and explained the following changes to the
plan:
1. The curb cuts to the parking lot have been removed from Rockridge Road.
2. The parking lot has been rearranged to accommodate additional parking on the east side.
3. The planting plan has been revised to show additional planting and tree locations.
Mr. Tompkins also explained the location of the hvac units, which were to be hidden on the roof behind
parapet walls.
The Board was concerned with the site lighting and asked that a new photometric plan be submitted that is
consistent with the changes that have been made to the parking lot.
Mr. Rand Rosenbaum, Architect for the project, addressed the Board. Mr Rosenbaum explained the street
elevations and showed the Board brick samples for the proposed building. He explained the proposed
building will be half the size of the Castro building and the height was consistent with the other buildings in
the area. He also explained the building design and proposed details. He stated the building was as far
forward on the site as it could be in order to increase the rear yard dimension to the residential homes to the
rear of the site.
The Board had the following comments and concerns:

1. The building was a mix between modern and colonial designs and the building didn't
represent either design and had a mixed vernacular. The architect was compliant for the
alteration details, which were a great improvement in detail to the prior submissions.

2. The building was over detailed and had weightiness to the design.
3. The applicant considers softening the brick possibly by soldier courses and stacking rather
than straight bond.
4. The curved entry fascia should be cut to be straight.
5. The Board wanted to see the sign component on the next set of drawings they felt some of
the changes would possibly be in conflict with the design.
6. The Board was concerned with the building lighting and asked the applicant to clarify the
lighting proposal regarding the building.
7. The Board was concerned with the milky glass above the entry regarding illumination. The
applicant explained no light would show thru this feature and it was designed the hide hvac
unit above the entry for the ATM machine.
8. An ambient sound test be conducted for the site regarding the hvac units.
9. The proposed signage should be shown on building elevations and plans Monument signs as
well as building signs.
Chairman Wassman directed the application to be held over to the next meeting and that the architect submit
a complete set of plans including changes discussed this evening together with evidence of the curb cut
approval by the State.
Chairman Wassman read the next application:
IHOP- 1375 Boston Post Road (adjourned 6/17/04, 8/19/04)
Block 411, Lot 196.1 -awing
• Pam Bilotta, representative for IHOP, addressed the Board.
She explained the awning material and color would not change and the lettering would be added to the
current sign. She also explained the four gooseneck lighting fixtures shown in the plan would illuminate the
awning sign.
The Board approved the application with the fixture modification as submitted.
On a motion made and seconded, the following resolution was ADOPTED:
WHEREAS, IHOP has submitted an application to the Building Inspector, together with
plans for an awning; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds the
review by the Board of Architectural Review is required; and
WHEREAS, IHOP submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application
and has heard all persons interested in this application; and
NOW THEREFORE, BE IT
RESOLVED, the subject application be and the same is GRANTED, subject to the following
conditions:
• 1. The applicant should reduce the gooseneck fixtures to three with one
centered over the sign and two adjacent fixtures centered in the half-
timber panels of the facade.

BELLIZZI RESTAURANT- 1262 Boston Post Road
Block 407, Lot 192 -sign and facade
Mr. Albanese addressed the Board and explained proposed changes, colors and materials.
He presented a facade model showing the colors of the wood and framework and the colors of the panels on
the walls. He also stated the sign was reduced to 32 inches. He reported the owner might be willing to do
the entire roof with the new proposed roof material and possibly raise the signage throughout the center to
the level of the proposed Bellizzi sign.
On a motion made and seconded, the following resolution was ADOPTED:
WHEREAS, Bellizzi Restaurant has submitted an application to the Building Inspector,
together with plans for sign and facade; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Bellizzi Restaurant submitted an application for approval to the Board; and
WHEREAS,this Board has examined the plans, inspected the site, reviewed the application
and has heard all persons interested in this application; and
NOW THEREFORE, BE IT
IIIRESOLVED, that the subject application be and the same is GRANTED, subject to the
following conditions:
1. The roof material would not be approved until a letter was submitted from
the owner of the center approving the entire roof change.
NEW BUSINESS
Motion was made and unanimously approved that the Director of Buildings require applicants to henceforth
submit, in the time specified before a hearing, all material to be presented to the Board for approval including
colors, samples, lighting details, etc. and all drawings.
NEXT MEETING
The next meeting of the BAR will be held on October 21, 2004.
ADJOURNMENT
Upon a motion duly made and seconded, the meeting was unanimously adjourned.
