HomeMy WebLinkAbout1941_11_19 Town Board Minutes REGULAR MEETING OF THE TOWN BOARD TOWN OF MAMARONECK, NEW YORK HELD NOVEMBER 19, 1941 At the Town Offices, 158 West Boston Post Road, Mamaroneck, N. Y. 8 P. IM. The meeting was called to order by Supervisor McCulloch at Present: Supervisor McCulloch Councilmen Bates, Griffin, Mandeville, Meginniss Absent: None The presence was also noted of Town Clerk Payne, Town Attorney Delius, Assessor Smith, Comptroller Luceno and Engineer Foote. The minutes of the meetings of September 2, September 17, October 1 and October 15, 1941, were approved as presented. The Supervisor asked the Town Clerk to read the communication-5. The following petition received November 15, 1941 and signed by eleven residents on Fulton Road, was read: "We the undersigned taxpayers owning property located in the Village and Town of Mamaroneck, N . Y. , which property is particularly located on street known as FULTON ROAD, do respectfully petition your Honorable Body to change the present name of FULTON ROAD to REVERE ROAD. Said change is requested because of the present confusion of duplication with a similar name of street. Our request for the name of REVERE ROAD is made because it will not conflict with any other name of street located in the Village and Town of Mamaroneck, New York." Following some discussion it was on motion by Councilman Mandeville, seconded by Councilman Griffin, upon roll call, unanimously RESOLVED, that the name of Fulton Road shown on the assessment maps of the Town of Mamaroneck New York, as lying and being in the unincorporated area of the Town, starting at its intersection with Harmon Drive and ending at the Town and Village line of Mamaroneck, New York, be and it hereby is changed to Revere Road FURTHER RESOLVED, that the Superintendent of Highways be directed to erect the proper street signs and the Town Clerk be directed to notify all interested parties . The Supervisor recommended the following resolution, which was on motion by Councilman Griffin, seconded by Councilman Bates, upon roll call unanimously RESOLVED, that the Receiver of Taxes and Assessments be and he hereby is authorized, empowered and directed to accept payment of the following taxes on Section 7, Block 23, Lot 14 (new description Block 709, Parcel 372) , -- the liens for which are held by the Town, at the face amount of the liens, provided payment is made within thirty days: Tax Sale Amount of Year Year Lien 1938 1939 $ 45 .47 1939 1940 43 .05 1940 1941 44.78 5 7 9 Councilman Bates reported that work was progressing on the Ferndale Street drain, also that the Sewer Department was completing a sewer connection for two houses off Harrison Drive. Councilman Mandeville stated that there was nothing to report for the Highway Department. He recommended that the bid proposals for the garbage collection contract be for a period covering two years because of the requirement that the trucks should be of a model later than January 1, 1939 . He added that it might be necessary for some of the bidders to consider the cost of new equipment. Following some discussion it was on motion by Councilman Mandeville, seconded by Councilman Griffin, upon roll call, unanimously letter: RESOLVED, that bids for the collection of garbage in Garbage District No. 1 of the 'Town of Mamaroneck, New York, for a period of two years beginning January 1, 1942, be received by this Board at its meeting on December 3, 1941, at 5 P. M. at the Town Offices, 158 West Boston Post Road, Mamaroneck, New York; and be it FURTHER RESOLVED, that notice of said receipt of bids be given byA publication in "The Daily Times", the official newspaper of the Town, on November 22, 1941. Councilman Griffin presented and read the following November 17, 1941 Town Board Town Offices Boston Post Road Mamaroneck, N . Y. Gentlemen: This is to inform you that the Veteran Department has now used up its appropriation for the year 1941 and I would suggest that you pass a resolution allowing this office to continue the issuing of Veteran Relief with funds to be taken from the Public Welfare Department's budget. Very truly yours, (signed)C. D. DeVinne CDDeV:EW Public Welfare Officer mr. Griffin informed the Board that Mr. DeVinne' s estimate for the balance of the year for the Veteran Department was approxi- mately $1, 500. Mr. Griffin recommended that the transfer be made and offered the following resolution, which was seconded by Councilman Bates: WHEREAS, the budget appropriation for the Veteran _ Relief Department is insufficient to provide the amount required to carry out the work of the depart- ment for the balance of the year 1941; NOW, THEREFORE, BE IT RESOLVED, that there be transferred from the appro- priation account of the Public Welfare Office the sum of $1, 500 to the appropriation account of the Veteran Relief Department and that the Comptroller be and he hereby is authorized and directed to record such transfer upon the books of record in his office. The foregoing resolution was unanimously adopted by roll call. Councilman Meginniss offered the following resolution which was seconded by Councilman Griffin, and upon roll call unanimously adopted: RESOLVED, that Messrs. Glick-Freedman, certified public accountants of New Rochelle, New York be and they 'hereby are appointed auditors of the Town of Mamaroneck for the year 1941 at the compensation set forth in the budget, namely, $1,000. The members of the Board agreed to deviate from the first and third Wednesday meetings of the month to the following schedule for the month of December, 1941, because of certain dates being set by law: December 31 1941 - At 5 P. M. at the Town Offices for the purpose of receiving bid proposals for the garbage contract and such other business as may come before the Board. December 10,1941 - At 8:15 P . M. in the auditorium of the Senior High School for the purpose of holding a public hearing on the proposed budget for 1942 . December 12,1941 - At 8 P. M. at the Town Offices for the purpose of considering such business as may come before the Board. December 29,1941 - At the Town Offices for the purpose of holding a statutory meeting of the Town Board as required by Section 62, Paragraph 1 of the Highway Law. The report of the Town Clerk for the month of October, 1941 was received and filed. The report of the Mamaroneck Health Center for the month of October, 1941, was received and filed.
