HomeMy WebLinkAbout1941_04_16 Town Board Minutes 0 REGULAR MEETING OF THE TOWN BOARD TOWN OF MAMARONECK, NEW YORK HELD APRIL 16, 1941 At the Towwn Offices, 158 West Boston Post Road, Mamaroneck, N. Y. The meeting was called to order by Supervisor McCulloch at 8 P. 1. Present: Supervisor McCulloch --- Councilmen Bates, Griffin and Idandeville Absent: Councilman Meginniss The presence was also noted of Town Clerk Payne, Town Attorney Delius, Assessor Smith and Town Engineer Foote. The minutes of the meetings of March 19 and April 2, 1941, were approved as presented. The Supervisor and members of the Board joined in to welcome I;'Ir. Griffin who had been ill for a number of weeks . The Supervisor suggested that the meeting proceed with reports of committees . Councilman Griffin presented and read the report of the Welfare Department which showed as follows: March 1940 Case Load 414 Individuals 1733 Case Days 12553 Total Relief Expended $17, 628.21 Average Cost Per Case 42.58 Average Cost Per Individual 10.17 Average Cost Per Case Day 1.40 Average Cost Per Individual Per Day .334 March 1941 350 1433 10215 $16,003.10 45 .72 11.17 1. 57 .384 Councilman Griffin ;presented three petitions received from the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes . On motion by Councilman Griffin, seconded by Councilman Mandeville, the following resolution was upon roll call unanimously adopted: WHEREAS, the Assessor has presented petitions for the correction of the assessment roll for the year 1940, taxes of 1941, pursuant to the provisions of Section 33 of Chapter 105 of the Laws of 1916, as amended, known as the Westchester County Tax Act; and WHEREAS, after due consideration this Board finds it desirable to grant said petitions for the correction of said assessment roll; N0ffd THEREFORE, BE IT RESOLVED, that the assessment roll for the year 1940, taxes oil 1941, which shows property now appearing on the roll as follows: Section Block Lot Owner Land Imp. Total 7 43A lA Randol Taylor $ 2,800 $ 2,800 (715-313) 7 43A 1 Gaetano Gianetti 14,450 14,450 (715-279) Councilman Miandeville reported that the Highway Department had rented the street sweeper from the Village of Mamaroneck for a few days; also that plans were being made for the annual clean-up week. Councilman Bates reported that everything in his department was in good order . The Supervisor asked if there was any one present who wished to address the Board. Mr. Orson A. Raynor, attorney for the Pine Brook Syndicate, appeared and requested that his clients be permitted to pay certain tax arrears at a, reduced amount. Following a lengthy discussion it was decided that an in- spection of the property was necessary before the Board could consider the request. The Supervisor suggested that Councilman Mandeville and any one else who wished to could make the inspection. He told Mr. Raynor that the Board would advise him within a few days . On motion by Councilman Griffin, seconded by Councilman Mandeville, it was upon roll call unanimously RESOLVED, that in accordance with the provisions of Section 34 of the Vvestchester County Tax Act a notice of the sale of tax liens, which sale shall be held on May 28, 1941, be and it hereby is ordered Published once in each week for three weeks consecutively commencing on Wednesday, May 7, 1941, in "The Daily Timest', the official newspaper published in the Town of Mamaroneck; and be it FURTHER RESOLVED, that the matter of attending to the Publication of this notice of sale be and it hereby is referred to the Receiver of Taxes and Assessments; and be it FURTHER RESOLVED, that said notice shall have appended thereto a particular and detailed state- ment of the property, the tax lien on which is to be sold, giving the section, block and lot numbers together with the name of the owner thereof as set forth in the records of the Receiver of Taxes and Assessments . A letter dated April 15, 1941, was received from Mr. Frank M. Totton of 139 Rockland Avenue, in which he referred to a conversa- tion held with Plumbing Inspector Rate and Town Engineer Foote over the problem involving his house sewer connection which overflows during stormy weather. He said that he had gone to the expense of installing a check valve but that this was not enough. He asked that the Town have the condition corrected. Following some discussion it was on motion by Councilman uandeville, seconded by Councilman Bates, on roll call unanimously RESOLVED that the Town authorized to contract tion of a check valve Mr. Totton' s property; FURTHER RESOLVED, that 675 .00 . Engineer be and he hereby is for the purchase and installa- to the sewer line connecting and be it the expense shall not exceed Councilman Mandeville suggested that the Supervisor be authorized to have erected in a suitable place in the Town a bronze plate bearing the names of the men who are entering the armed forces of the United States . He recommended a plate which would Permit the names to be added as each group was called into service . The Supervisor stated that he thought it was a grand idea and suggested that Mr. Griffin ask the Park Commission for a suitable location in the station park area. He asked Mr. Mandeville also to serve on the committee and suggested that he contact Mr. Neal Quinn who is a local member of the Defense Council. The Supervisor stated that it would be in order for the Board to appoint the member of the Board of Review for the year 1941- He recommended that those who served in 1940 be re-appointed. On motion by Councilman Mandeville, seconded by Councilman Griffin, it was upon roll call unanimously RESOLVED, that Messrs. Munroe Stiner, Percy M. Bibas and Donald K. Dobbs be and they hereby are appointed members of the Board of Review to serve at the pleasure of the Town Board at the amount fixed in the 1941 budget. The Supervisor asked Assessor Smith if he was prepared to present the list of assessment figures showing a comparison between the Village of Mamaroneck assessments and the Town assessments. Mr. Smith advised that the list was about complete and would be presented at the next Town Board meeting. The following reports were received and ordered filed: (1) Report of the Town Clerk for the month of March; 2} Heport of Kamaroneck Health Center for the month of March; and 0) Report of County of Westchester Department of Health for the month of February. At 10:10 P. M. the Board unanimously resolved to adjourn.
