TOWN OF MAMARONECK, NEW YORK
HELD FEBRUARY 18, 1941
At the Town Offices, 158 West Boston Post Road, Mamaroneck, N. Y.
The meeting was called to order by Supervisor McCulloch
at 11 A. M.
Present: Supervisor McCulloch
-- Councilmen Bates and Griffin
Absent: Councilmen Mandeville and Meginniss
The presence was also noted. of Town Clergy. Payne, Town
Attorney Delius, Comptroller Luceno and Public Welfare Officer
DeVinne .
On motion of Councilman Bates, seconded by Councilman.
Griffin, the following preamble and resolution were presented:
WHEREAS, the following certificate has been received
from the Supervisor:
"CERTIFICATE OF AWARD OF BONDS AT PUBLIC SALE
I, BERT C. McCULLOCH, Supervisor of the Town of
Mamaroneck, in the County of Westchester, New York,
HEREBY CERTIFY that the following sealed bids, and
no others, were received by me prior to 11:00 o' clock
A. M. EASTERN STANDARD TIME on the 18th day of February,
1941, for the $65,000 General Bonds of 1911, Series I.
of the Town of Mamaroneck, New York,previously advertised
to be sold at said time at the Town Offices .

I FURTHER CERTIFY that all of the said bids were
duly opened in public at said time and place and that I
did then and there award said bonds bearing interest at
the rate of one and seventy hundredths per centum (1.70%)
per annum to MESSRS. HALSEY, STUART & CO. , INC. , 35 Nall
Street, New York, N. Y. , the successful bidder, at the
price of $65,000.20, and that all other bids for said
bonds were rejected and the checks which accompanied said
bids were returned to and accepted by the other bidders
for said bonds .

HALSEY, STUART & CO. , INC. at their bid of $65,044.20 is
hereby approved, ratified and confirmed, and all of said
bonds of said issue shall bear interest at the rate of
one and seventy hundredths per centum (1.70%) per annum.

RESOLUTION DETERMINING THE FORM OF $65,000. GENERAL
BONDS OF 1941, SERIES I, OF THE TOWN OF MAMARONECK, IN
THE COUNTY OF WESTCHESTER, NEW YORK.
RESOLVED BY THE TOWN BOARD OF THE TOWN OF MAMARONECK,
IN THE COUNTY OF WESTCHESTER, NEW YORK, AS FOLLOWS:
Section 1. The $65,000. General Bonds of 1941,
Series I, authorized by virtue of a resolution entitled:
"Resolution appropriating the sum of $65,000. to pay a
portion of the cost of public improvement work relief
projects in the Torun and authorizing the issuance of
$65,000. bonds of the Torun of Mamaroneck for said purpose" ,
adopted February 5, 1941, shall be in substantially the
following form:

No. GENERAL BOND OF 101, SERIES I $1,000.00
The Torun of Mama.roneck, in the County of Westchester,
a municipal corporation of the State of New York, hereby
acknowledges itself indebted and for value received promises
to pay to the bearer of this bond, or, if it be registered,
to the person in whose name it is registered, on the let day
of March, 19 , the sum of One thousand Dollars ($1,000.00) ,
and to pay interest on such sum at the rate of
per centum ( %) per annum, semi-annually on the first days
of September and Parch in each year from the date of this
bond until it matures upon presentation and surrender, as
they severally mature, of the coupons therefor annexed
hereto or, if this bond be registered, to the registered
holder. Both principal and interest of this bond will be
paid in lawful money of the United States of America, at
the office of the First National Bank of Mount Vernon,
Mount Vernon, New York, or, at the option of the holder,
at the principal office of the Guaranty Trust Company of
New York, in the City, County and State of New York.
At the written request of the holder, this bond may
be converted into a registered bond and such registration
-- shall be entered on the books of the Town, kept in the
office of the Town Clerk and the coupons annexed 'hereto
cut off and destroyed and a certificate of such registry
shall be endorsed upon this bond by such Torun Clerk after
which the principal and interest of this bond shall be
payable only to the registered owner, his legal representa-
tives, successors or assigns, and this bond shall be trans-
ferable only upon presentation to such Town Clerk with a
written assignment duly acknowledged or proved. The name
of the assignee shall be entered upon this bond and such
books.
This bond is one of an authorized issue, the aggregate
principal amount of which is $65,000. , the bonds of which
are of like tenor, except as to maturity, and are issued
pursuant to the follotiring laves of the State of New York,
as amended: Chapter 782 of the Laws of 1933 , the Town Law,
constituting Chapter 62, and the General Municipal Law,
constituting Chapter 24 of the Consolidated Laws, and by
virtue of a resolution of the Town Board of the Town of
Mamaroneck duly adopted on February 5, 1941.
The faith and credit of said Town of Mamaroneck are
hereby irrevocably pledged for the punctual payment of
the principal of and interest on this bond according to
its terms .
It is hereby certified and recited that ail conditions,
acts and things required by the Constitution and statutes
of the State of Neiw York to exist, to have happened and to
have been performed premdent to and in the issuance of this
bond, exist, have happened and have been performed, and
that the issue of bonds of which this is one, together with
all other indebtedness of said Town is within every debt
and other limit prescribed by the Constitution and laws of
said State .
IN WITNESS WHEREOF, th.e Town of Mamaroneck, in the
County of Kestchester, has caused this bond to be signed
by its Supervisor and its corporate seal to be hereunto
affixed and attested by its Town Clerk and the coupons
hereto attached to be authenticated by the facsimile
signature of its Supervisor and this bond to be dated as
of the first day of March, 1941.

within bond with a written request by the owner thereof
for its conversion into a bond registered as to both
principal and interest, we have this day cut off and
destroyed coupons attached thereto, of the amount

On motion of Councilman Bates, seconded by Councilman
Griffin, the foregoing resolution was adopted by the following
vote :

NOES: None
Public Welfare Officer DeVinne appeared and informed the
Board that Iiirs . Ruth James had tendered her resignation as investi-
gator in the Welfare Department, the same to take effect March 1,
1941. Pe stated that the reason was that a situation in her family
did riot permit her to cars, on with her work. He said that several
applicants had been interviewed and that they found Mrs . Lorna L.
Iuiarts of 98 Highview Place, White Plains , New York, to be the most
satisfactory applicant . He recommended her appointment.
On motion duly made and seconded the Board accepted ,with
regret the resignation of Mrs . "Ruth James .
On motion by Councilman Griffin, seconded by Councilman
Bates, on roll call, it was unanimously
RESOLVED, that i'jirs . Lorna L. Marts of 98 Highview
Place, White Plains, New York, be appointed to the
position of investigator in the Public Welfare De-
partment of the Tovm to serve at the pleasure of the
Board, at a salary at the rate of {1,200 per year;

Councilman Griffin referred to the Town assessment roll
and stated that he had compared certain assessments with those of
the Village of Larchmont and found that they were out of line .
Assessor Smith informed Mr . Griffin that he had been over
the matter with Assessor Harding of the Village of Larchmont.
Supervisor McCulloch explained that the Town and Larchmont
rolls had been compared but that the Village of Mamaroneck and the
Town rolls had not been compared. He said that he expected that
when Mr. Smith received the figures, there irould be a wide difference
in the assessments . He pointed out that the difference in the Town
and Larchmont rolls were not as bad as expected..
In a letter dated February 15, 1941, the Supervisor asked
the Board to approve of his action in granting the Midfield Realty
Corporation an extension of ninety days in which to pay tax arrears
on the following described property at a reduced rate of interest:
Section 8. Block 53, Lots 1, 2A, 2B, 3, 29 and 29A.
On motion by Councilman Griffin, seconded by Councilman
Bates, on roll call, it was unanimously
RESOLVED, that the action of the Supervisor in
granting ninety days ' extension to the idIidfield
Realty Corporation for the payment of ce'r'tain tax
arrears on the following described property at a
reduced rate of interest: Section 8, Block 53,
Lots 1, 2A, 2B, 3, 29 and 29A, be and it hereby is
approved; and be it
FURTHER RESOLVED that all other terms and conditions
contained in the original resolution adopted November 6,
1940 remain in full force and effect.
--' The minutes of the meeting of December 4, 1940 were
approved as presented.
A letter dated February 5, 1941, was received from
William H. Johnson, Village Manager of the Village of Mamaroneck
requesting the rental of nine voting machines and other equipment
at the rate of $10.00 per machine for the village election to be
held March lb, 1941. The Town Clerk informed the Board that the
cost of equipment had increased considerably in the past two years
and that he thought that the rental charge should be increased.

He read a letter dated February 18, 1941, received from
Edward I . Graff, Village Clerk of Larchrmont, also requesting the
rental of machines and other equipment for their village election
to be held on March 18 1941.
Following some discussion the members of the Board decided
that inasmuch as the village budgets for the elections referred to
were prepared a year ago, the rental rate remain the same for this
fear. The Town Clerk was instructed to advise the villages that
there would be a slight increase in rentals for the following year.
The Annual Report of the Supervisor for the Fiscal Year
Encing December 31, 1940, was received and filed.
The report of the Town Clerk for the month of January,
1941, was received and ordered filed.
The report of the Idamaroneck Health Center for the month
of January, 1941, was received and ordered filed.
At 11:45 A. M. the Board unanimously resolved to adjourn.
