HomeMy WebLinkAbout1941_01_04 Town Board Minutes SPECIAL AND ORGANIZATION MEETING OF THE TOWN BOARD TOWN OF MAMARONECK, NEW YORK HELD JANUARY 4, 1941 At the Town Offices, 158 West Boston Post Road, Mamaroneck, N. Y. The meeting was tailed to order by Supervisor , McCulloch at 10 A. P. . Present: Supervisor McCulloch Councilmen Bates, Griffin, Mandeville, lileginniss Absent: None The presence was also noted of Toting Clerk Payne, Town Attorney Delius, Assessor Smith, Comptroller Luceno, and Town Engi- neer Foote . The Supervisor suggested that the Board consider the appointments necessary for the several departments of the Towwn. Councilman Griffin moved and Councilman Mandeville seconded the following resolution .nick was upon roll call unanimously adopted: RESOLVED, that the salaries or compensation of all elected and appointed town officers be fixed for the year 1941 at the rate per annum set forth in the Annual Estimate or Budget for the year 1941; FURTHER RESOLVED, that all other employees of the town as of December 31, 1940, other than the Board of Review, except Joseph H. Cowham, Building Inspector, resigned, be retained at the pleasure of the Town Board and that their salaries or compensation be fixed for the year 1941 at the rate set forth in the Annual Estimate or Budget for the year 1941, except lairs . Ruth James, Case Worker No. 4 of the Public Welfare Department, whose salary is fixed at $1,200 per annum; FURTHER RESOLVED, that the appropriation for seven (7) drivers in the Fire Department in the total sum of $14, 530 as allowed in said Annual Estimate or Budget be appropriated as follows : Patrick Nolan $25400 Michael Gallagher 2,400 Michael Barrington 25350 Joseph Ililler 15980 Alfred Noll 1,800 Earl Mellor 1,800 Louis Testa 1,800 FURTHER RESOLVED, that the following appointments are hereby made to the Police Commission, Park Commission and Police Pension Committee, the appointments so made being to fill vacancies occurring January 1, 1941: Name Term Expires Compensation To Succeed Police Commission: Clair V. Morrison is hereby appointed Building Inspector of the Town of Mamaro- neck, pursuant to the provisions of the Town Law to serve at the pleasure of the Board and at a salary of $1,200 per annum, provided he file a bond for the faithful performance of his duties, in the sum of $1,000, and turn over all monies coming into his hands on such form as shall be approved by the Town Attorney; FURTHER RESOLVED, that William J. Yarmy 1E hereby appointed Constable to serve at the pleasure of the Board, provided he file a bond for the faithful performance of his duties, in the sum of $1,000, the premium to be paid by the Town of Mamaroneck, to be approved by the Town Attorney, said Constable to serve without salary. The Town Clerk announced that pursuant to Subdivision 10 of Section 30 of the Town Lava, State of New York, he had appointed Miss Alice E. vvheelock as Deputy Town Clerk of the Town of Mamaroneck or the term of office ending December 31, 1941. A letter dated December 30, 1940 was received from the Receiver of Taxes and Assessments, stating that subject to the ap- proval of the Town Board he had deputized Mr . Leo Orsino as assistant to the Receiver of Taxes and Assessments to perform any and all the duties of the Receiver of Taxes and Assessments, including there- among the duty of receiving tax money, giving proper receipt therefor in his name and entering same upon the records and depositing the tax money in the bank as required by law. The Board unanimously approved of the action of the Receiver of Taxes and Assessments . A letter dated January 3, 1941 signed by Charles D. DeVinne, Public 'ffelfare Officer, including the list of the employees of his department recommended for the positions as set forth was received. A letter dated January 2, 1941 was received from Henry R. Dillon, Receiver of Taxes and Assessments, requesting that the Board authorize an increase in the charge for tax searches from $1.50 per Parcel to $3 .50 per parcel . He stated that he had discussed the matter with the Town Attorney. On motion by Councilman Mandeville, seconded by Councilman Bates, upon roll call, it was unanimously RESOLVED, that the original resolution adopted December 5, 1934, authorizing the Receiver of Taxes and Assessments to institute a charge of $1. 50 per parcel for searching back taxes be amended to change the charge to $3.50 per parcel for searches, the same to be effective January 4 1941- 0 The Supervisor advised the Board that it would be necessary to provide funds for the preliminary work in connection with the W. P. A. project for the reconstruction of the Bonnie Briar Lane bridge. On motion by Councilman Mandeville, seconded by Councilman Bates , on roll call, it was unanimously RESOLVED, that the Supervisor be and he hereby is authorized to borrow upon the credit of the town the sum of $2, 500 to pay for the portion to be borne by the town for preliminary work on the public improvement work relief project No . Ma-140 entitled "Reconstruction of the Bonnie Briar Lane Bridge" . On motion by Councilman Mandeville, seconded by Councilman Griffin, it was unanimously RESOLVED, that "The Daily Times" of Mamaroneck, Hev, York, be designated as the official newspaper of the Town of Mamaroneck for the purpose of pub- lishing notices . Councilman Mandeville suggested that a letter be sent to "The Daily Times" expressing the appreciation of the Board for the fine cooperation on the part of the newspaper; also for the splendid service rendered the community over the fifteen years of its existence . The Town Clerk was directed to write the letter and add that it was the desire of the Board to extend the full policy of placing all of the town's problems before the public through the columns of the paper Councilman Mandeville stated that there was nothing to report from the Highway Department Councilman Bates stated that there was nothing to report for his department Councilman Griffin presented and read the report of the Public Welfare Department for the month of December 1940 which showed as follows: 1939 1940 Case Load 387 325 Individuals 1650 1256 Case Days 11323 9513 Total Relief Expended $16,621. 57 $15,232,43 Average Cost Per Case 1.2.95 46,87 Average Cost Per Individual 10.07 12.13 Average Cost Per Case Day 1.47 1 .60 Average Cost Per Individual Per Day .345 .415 Councilman Griffin presented a petition received from the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes . On motion by Councilman Griffin, seconded by Councilman Mandeville, the following resolution was upon roll call unanimously adopted: VEIEREAS, a petition has been received from the Assessor for the correction of the assessment roll for the year 1939, taxes of 1940, pursuant to the provisions of Section 33 of Chapter 105 of the Laws of 1916, as amended, known as the Westchester County Tax Act; and WHEREAS, after due consideration this Board finds it desirable to grant said petition for the correction of said assessment roll; NOW, THEREFORE, BE IT RESOLVED, that the assessment roll for the year 1939, taxes of 1940, which shows property now appearing on the roll as follows: Section Block Lot Owner Land. Total 2 26 3-4 Corn Exchange Bank $ 1,800 71000 8,800 (219-300) Trust Co . & Robert Knowles as Trustees 2 26 1-2 Colrex Realty Co. 1,200 1,200 (219-289) Councilman Meginniss presented the following financial reports for the period from January 1 to November 30, 1940; of Receipts and Disbursements; (1) Summary and Expenditures; (2) Statement of Budget Appropriations (3) Analysis of Estimated Revenues . He also pre- sented a Statement of--W. P. A. Projects. The reports were ordered filed. Town Attorney Delius reported that he had filed an answer to the action taken by the attorneys for Maria De Bartolo on the matter of zoning. The Supervisor re-appointed the following members to the Examining Board of Plumbers at the salaries fixed in the 1941 budget: Dr. William G. LeFurgy Victor J. Kriss Prank P:. McGeough The Supervisor informed the members of the Board that an attorney representing a manufacturing concern had called at the office to find out certain information in connection with the building known as the Myrtle Avenue Garage . He said that the garage had been used by the United States Army to house enlistments up to the end of the year and that the firm interested in the building wanted it for the manufacture of brass fixtures . He added that at present they were negotiating with the owners of the property. He said that he had sent a letter to Congressman Gamble to find out if a commission had been appointed to locate small in- dustries for the production of war materials . He pointed out that there was a large section of the town zoned for industry and that this might be a means of solving the local unemployment situation. He asked Councilman Mandeville to confer with him on the subject to see if some plan could be arranged. The Supervisor suggested that the public hearing on the application of the uuestchester Street Transportation Company, Inc . to be held January 8, 1941, should be cancelled as the applicants have withdrawn their application. On motion duly made and seconded it was ordered that the above mentioned public hearing be cancelled and that all concerned be notified of the action of the Board.
