The Supervisor stated that he was very happy to report that
Councilman Griffin was recovering very nicely following an attack of
influenza. All of the members of the Board expressed the wish that
he would soon join them again in carrying on the Town's affairs.
The Supervisor suggested that Councilman Stiner include with
his report the petitions received from the Assessor usually presented
by Councilman Griffin.
Councilman Stiner stated that there was nothing to report
for his departments and that he was very much pleased to present the
pttition received from the Assessor.
Following some discussion, on motion by Councilman Stiner,
seconded by Councilman Embury, the following resolution was unanimously
adopted:
WHEREAS , the Assessor has presented a petition
for the corredtion of the assessment rolls for
certain years , pursuant to the provisions of
Section 33 of Chapter 105 of the Laws of 1916 ,
as amended , known as the Westchester County
Tax Act ; and
WHEREAS , after due consideration this Board finds
it desirable to grant said petition for the cor-
rection of said assessment rolls;
NOW, THEREFORE , BE IT
RESOLVED, that the assessment roll of 1942, taxes
of 1943 and the assessment roll of 1943 , taxes of
1944, which show property now appearing on the
rolls as follows:

Councilman Feeler stated that before he started with his
regular report he wished to call to the attention of the members of
the Board a pamphlet which was being mailed out by the Common Council
for American Unity, 222 Fourth avenue, New York City , citing an in-
cident which was first reported in the Larchmont Daily Times and then
carried in large newspapers.
He presented a letter received from the Common Council for
American Unity and the pamphlet referred to which carried the story
about Teddy Mmtsumoto and his Victory garden, which garden had been
trampled during one night in June , 1943. That the garden had been
replanted by the citizens of the community, which symbolized the
American way of life in a small community. He pointed out that Larch-
mont was mentioned and the Larchmont Daily Times referred to. He stated
that he wished the Board to take note that this literature was being
mailed to all parts of the country and was a great compliment to the
residents of our community.
Section 3. That a bond be required for the faithful
performance of the duties of each of the following
officials in the amounts stated, with sufficient
sureties to be approved by this Board and the form
to be approved by Town Attorney:

Superintendent of Highways 1,000.00
Section 4. That the following positions shown in the
Budget or Estimate are hereby continued and the annual
compensation for the same in the year 1944 is hereby
fixed and shall be paid from the amounts appropriated
in the annual Estimate or Budget for the year 1944 or
so much thereof as shall be sufficient to pay such
annual compensation as hereby fixed, all such salaries
and compensation to be paid as of January 1st , 1944:

Section 5. That the employment of the last named
persons to the aforesaid positions , is in accordance
with the classifications made by the County Personnel
Officer, under the provisions of the Civil Service
Law of the State and any vacancies which now exist
or which may , from time to time , occur in said
positions , are to be filled at salaries set in
accordance with the provisions of the salary scale
adopted by the Town Board and in conformity with
the Civil Service Rules and amendments thereto ,
for towns , villages and special districts in
Westchester County, New York.
Section 6. That a bond be required for the
faithful performance of the duties of each of
the following employees in the amounts stated ,
with sufficient sureties to be approved by
this Board and in the form approved by the
Town Attorneys

Section 7. That the following persons are
hereby appointed to positions classified as
exempt under the Civil Service Law, such ap-

and to continue at the pleasure of the Town
Board , at the annual salary or rate of com-
pensation hereinafter stated, which is to be
paid from the amounts appropriated in the
annual Budget or Estimate for the year 1944,

the provisions of Chapter 47 of the Laws of

Section 10. That the members of the uniformed
police force, including temporary patrolmen,
are to receive in addition to salary as fixed
in this resolution, temporary war emergency
compensation at the rate of 5% of their several
salaries , which is to be payable together with
their salaries up to and including the salary
and compensation for the month of February 1944
and there is hereby appropriated from the item
in the 1944 Budget or Estimate , for police patrol-
men ($39 ,842) , the sum of $435.64 for the purpose
of paying such emergency compensation.
Section 11. That the salaries of all officers ,
elected and appointed, and of all employees , be
paid semi-monthly on the 1st and 15th days of
each month.
Section 12. That the annual Estimate or Budget
for the year 1944 is hereby amended so as to
provide and appropriate the sum of $2,400 as the
salary for the Building and plumbing Inspector ,
less a credit for services on building cards and
assessment maps amounting to $300 charged to the
Department of the Assessor and less a further credit
of $300 charged to the Department of Town Engineer
which amount is hereby appropriated from the item
"Office Expenses , 51,500 Department of Town Engineer"
and the amount of such item, i.e. "Office Expenses
Department of Town Engineer" is hereby decreased
from $1, 500 to $1 ,200.
Section 13. That there is hereby appropriated from
the item in the annual Estimate or Budget for the
year 1944 for the Department of Highways , Item 1,
the sum of $1, 500 and from the Sewer Department,
Supervising foreman (P.T. ) the sum of $1 ,200 as the
annual salary and compensation of Michael A. Merola,
Assistant Superintendent of public Works for services
as foreman in the Departments of Highways and Sewer.

On motion by Councilman Embury, seconded by Councilman Keeler ,
it was unanimously
RESOLVED, that in accordance with a request re-
ceived from Henry R. Dillon, Receiver of Taxes ,
this Board hereby approves of his appointment of
Leo N. Orsino, Senior Account Clerk as Deputy Re-
ceiver of Taxes and his designation of Alexander
Finson, Accountant , as a person authorized to re-
ceive tax money, give proper receipt therefor in
his name , enter such payments upon the record and
deposit tax money in the bank.
The Town Clerk reported that pursuant to Subdivision 10 of
Section 30 of the Town Law of the State of New York, he had appointed,
on December 29 , 1943, Miss Wilhelmina Schroeder as Deputy Town Clerk,
for the term of office ending December 31, 1944.
On motion by Councilman Embury, seconded by Councilman Keeler,
upon roll call , it was unanimously
RESOLVED, that the appointment by the Town Clerk of
Miss Wilhelmina Schroeder as Deputy Town Clerk in
accordance with his certificate dated December 299
1943 and this day presented to the Board, is hereby
approved.
,The Town Clerk called to the attention of the Board that it
would be necessary, under Section 373, Article XX of the Public Health
Law, to appoint the Registrar of Vital Statistics for the term ending
December 31 , 1945.
It was on motion by Councilman Keeler , seconded by Councilman
Stiner , upon roll call, unanimously
RESOLVED, that Robert D. Payne be and he hereby
is appointed Registrar of Vital Statistics of
the Town of Mamaroneck for the term ending
December 31 , 1945.
FURTHER, that the Supervisor be and hereby is
authorized to sign the Certificate of Appoint-
ment of the Registrar of Vital Statistics to
be filed with the New York State Department
of Health.

On motion by Councilman Keeler , seconded by Councilman Embury,
it was , upon roll call, unanimously
RESOLVED, that in accordance with Article 2 ,
Section 12 of the Plumbing Code of the Town
of Mamaroneck that the following be appointed
to the Examining Board of Plumbers to serve at
the pleasure of the Board:

It was on motion by Councilman Stiner, seconded by Councilman
Keeler, upon roll call, unanimously
RESOLVED, that in accordance with the provisions
of Chapter 465 of the Laws of 1935, which amends
subdivision 1 of Section 102 of the Town Law, the
Town Board of the Town of Mamaroneck hereby de-
termines to allow and pay the following Town of-
ficers and employees in an amount not to exceed
six cents (60) per mile , for the use of their own
automobiles for each mile actually and necessarily
travelled by them in the performance of the duties
of their several offices or positions :

On motion by Councilman Stiner , seconded by Councilman Keeler ,
it was , upon roll call, unanimously

in which the funds of the Town of Mamaroneck and its
various districts and departments are now deposited
shall continue to be the depositories of such funds
for the year 1944 upon the same terms and conditions
as now obtain, including security deposits now in
effect:

On motion by Councilman Keeler , seconded by Councilman Stiner ,
it was unanimously
RESOLVED , that "The Daily Times" of Mamaroneck be
designated as the official newspaper of the Town
of Mamaroneck for the purpose of publishing notices.
On motion by Councilman Embury, seconded by Councilman Keeler ,
it was unanimously
RESOLVED , that the War Council of the Town of
Mamaroneck shall continue as now constituted with
Mr . Henry E. Mendes as chairman.

Councilman Keeler presented the public official bonds for
the following positions, which bonds , he stated, were in the form
approved by the Town Attorney,mnd the amounts provided for in an
earlier resolution:

It was on motion by Councilman Embury , seconded by Councilman

with the Town Law.
At 11:45 p.m. the Board unanimously resolved to adjourn.
