SPECIAL MEETING OF THE TOWN BOARD
TOwIT OF MAMARONECK, NEW YORK
HELD NOVEMBER 24, 1943
In the Councilman Room of the Beaver Street Firehouse , Town of
Mamaroneck, New York.
The meeting was called to order by Supervisor Mandeville
at 8.15 p.m. (Eastern War Time) .
Present : Supervisor Mandeville
Councilmen Griffin, Keeler and Stiner
The presence was also noted of Town Clerk Payne and Town
Attorney Delius.
The Supervisor announced that the meeting was called to
consider Councilman Brewer ' s request for a leave of absence because
of his re-entering the military service of the United States of
America. Also , to consider any other business present to the Board.
The following letter was read:

Mamaroneck, N.Y.
Gentlemen:
-- I write to advise you directly and formally that I
have re-entered the military service of the Unites States
on active duty and accordingly I request that I be given
leave of absence as Town Councilman pursuant to the pro-
visions of the Military Law.
While I regret leaving your midst and have enjoyed
working with you, I an glad to take active participation
in the war effort.
Let me extend my congratulations to each of you upon
the overwhelming endorsement of the electorate you so re-
cently received.
Please excuse this handwritten letter for the moment.
I have no other facilities available.

Following some discussion, it was on motion by Councilman
Griffin, seconded. by Councilman Stiner , on roll call
RESOLVED, that the letter dated November 17, 1943
received from Munsr Brewer , notifying the Town Board
of his re-entry to active duty in the armed forces
of the United States of America.,: be received and
ordered made part of the record; and be it
FURTHER RESOLVED , that it is declared that there
now exists a temporary vacancy in the office of
councilman of the Town of Mamaroneck, New York.
Councilman Griffin moved and Qouncilman Stiner seconded the
following resolution:
WHEREAS , a vacancy now exists on this Board due to
the induction into military service of Munn Brewer ,
councilman, duly elected for a term commencing
January 1 , 1942 and terminating December 31 , 1945;
and
WHEREAS , pursuant to the provisions of Chapter 26
of the Laws of 1943, this Board desires to fill the
temporary vacancy which exists by reason of the in-
duction of Munn Brewer as aforesaid, into the military
service of the United States;
NOW, THEREFORE , BE IT
RESOLVED, that David A. Embury be and he hereby is
appointed to fill the vacancy in the office of council-
man created by the entry of Munn Brewer upon military
duty , which appointment is pursuant to Chapter 26 of
the Laws of 1943.
A vote taken on the foregoing resolution resulted as follows :
AYES : Supervisor Mandeville
Councilmen Griffin, Keeler and Stiner
NOES: None
The Town Clerk was requested to notify Mr. Embury.
A letter dated November 22 , 1943 was received from Mr. C.D.
DeVinne , Public Welfare Officer , regarding recommendations for the em-
ployees in his Department. Following some discussion, it was decided
to send a reply to Mr. DeVinne saying that the matter would be con-
sidered after the first of the year.
A letter dated November 22 , 1943 was received from the
County Transportation Co. Inc. , stating that in the consent: granted
by the Town Board on Play 19 , 1943 to the Cotmty Transportation Co. Inc
or the operation of buses along Palmer Avenue , one hundred eighty days
were allowed in which time authorization was to be secured from the
Public Service Commission, and that the time has now expired and no
authorization .had been received. In the letter they petitioned the
Town Board to grant another consent for the operation by the petitioner
of a described route.
Following some discussion, it was decided to hold a public
hearing on December 15, 1943 at 8:15 p.m. , in the Council Room of the
Weaver Street Firehouse, and it was on motion by Councilman Griffin, .
seconded by Councilman Stiner , unanimously
RESOLVED , that the following notice be inserted
in "The Daily Times" , the official newspaper of
the Town, on December 3 , 1943:
NOTICE OF HEARING
TAKE NOTICE that a public hearing will be held by the
Town Board of the Town of Mamaroneck on the 15th day of December, 1943 ,
at 8. 15 o 'clock in the evening of that day, in the Council Room of the
Weaver Street Fire House at Weaver Street and Edgewood Avenue in the
Town of PSanaroneck, New York, for the purpose of considering the ap-
plication of County Transportation Company , Inc. for the consent of
the Town of Mamaroneck, under the provisions of Sections 66 and 67
of the Transportation Corporations Law of the State of New York for
the operation of motor buses or omnibuses for the transportation of
passengers , and the property carried by said passengers , for hire ,
in, upon, along and across certain streets , avenues and highways in
the Town of Mamaroneck, as follows:
BEGINNING on Palmer Avenue at the boundary line
of the city of New. Rochelle and the Town of
Mamaroneck, easterly on Palmer Avenue to the
westerly boundary line of the Village of Larch-
mont and the Town of Mamaroneck. Returning via
the same route.
Beginning on Chatsworth Avenue at the southerly
boundary line of the Town of Mamaroneck with
the Village of Larchmont, northerly to the en-
trance to the grounds of the westbound Larchmont
Railroad Station of The New York, New Haven and
Hartford Railroad Company in the Town of Mamaroneck.
Returning from the said railroad station grounds
westerly on Myrtle Avenue to its intersection with
Chatsworth Avenue; thence southerly on Chatsworth
Avenue to the boundary line between the Town of
Mamaroneck and the Village of Larchmont.
TAIT FURTHER NOTICE that the purpose of said public hearing
is to consider the granting of such consent for the use of the above
described portions of streets or highways in the Town of Mamaroneck
to County Transportation Company , Inc. , and that at said public hearing
all persons interested will be given an opportunity to be heard, this
notice being given pursuant to Section 64, Paragraph 7, of Chapter 62
of the Consolidated Laws , known as the Town Law, and Sections 66 and 67
of Chapter 63 of the Consolidated Laws , known as the Transportation
Corporations Law of the State of New York.

The Supervisor reported that Town Engineer Foote had received
the following letter:

Commission for the preparation of designs .

Pursuant to Chapter 660 , Laws of 1943, your officials must
signify their intention to match sums equal to those provided by the
State. The Chief Fiscal Officer should sign both copies of the certi-
fication form and the duly authorized official execute four copies
of the contracts. All copies must be returned to us so that the ne-
cessary signatures of the State officials can be affixed. A copy of
the contract will then be returned for your records .
As the Commission has allocated the amount shown above for
final plans we would call your attention to the attached letter re-
garding preliminary plans or sketches so that we may comply with the
provisions of the law.

There was general discussion, following which the Supervisor
suggested that the papers be referred to Councilman feeler for study
and report to the other members of the Board.
The Supervisor reported that while going through the city
of Rye he saw some New York State , New York City and County officials
near the Pelham Portchester Parkway right-of-way. He said that he
decided to stop and inquire as to what was going on. He said that
he had learned that the State Planning Board was making a survey of
the route for a highway.
He informed the Board that Town Engineer Foote had prepared
a map which he was submitting to James C. Harding , Commissioner of
Public Works of the County , showing a suggested alternate route in
the Town of Mamaroneck.
After some discussion it was decided that when Councilman
Keeler is again in Albany that he stop in to see Mr. Charles H. Sells ,
Feiu York State Engineer, to go over the matter and make a report back
to the Town Board.
The Supervisor presented a letter dated. November 22 , 1943
received from Peter C. Doern, Jr. Inc, in which an offer of 1811,000
was made for the former lahlstedt property known on the town assess-
ment map as Block 825, parcel 70.
The Town Clerk was directed to reply to the letter stating
that action was deferred pending the action of the Village of 11amaro-
neck because the property is situated in the Village of Mamaroneck
and foreclosure proceedings had been started by the Village.
At 9:20 p.m. the Board unankously resolved t-62 adjourn.
