TOWN OF MAMAROMCK, NEw YORK
HELD NOVEMBER 17, 1943
In the Council Room of the Weaver Street Firehouse , Town of
Mamaroneck, New York.
The meeting was called to order by Supervisor Mandeville
at 8 p.m. (Eastern War Time).
Present : Supervisor blandeville
Councilmen Griffin, Keeler and Stiner
Absent: Councilman Brewer
The presence was also noted of Town Clerk Payne , Attorney
Delius , Assessor Smith, Town Engineer and Superintendent of Highways
Foote and Comptroller Orsino.
The minutes of October 20 , 1943 were approved as presented.
The Supervisor requested. the Town Clerk to read the com-
munications.
A letter dated November 13 , 1943 was received from Mr . Frank
C. Moore , New York State Comptroller , in which he commended the Town
for the decision not to refund any portion of its indebtedness maturing
in the next fiscal year. He stated that "the policy you have adopted
will undoubtedly strengthen the finances of the Town to meet the pro-
blems of the postwar period. " The letter was ordered received and filed.
A letter dated November 4, 1943 was received from the
Mamaroneck Republican Town Committee , recommending for consideration
for appointment to the office of Councilman, Mr. David A. Embury, to
fill the vacancy which would be left by Councilman Brewer who is enter-
irg the armed forces. The letter was ordered held over until the next
meeting.
The following reports for the month of October , 1943 , were
ordered received and filed: Report of the Town Clerk; Report of the
&:amaroneck Health Center.
Councilman Griffin stated that he had nothing to report for
the Department of Welfare and the same applied to the Department of Parks.
He mentioned that Mr. DeVinne was anxious to talk with the Supervisor
about the proposed budget for the Department of Public Welfare .
Councilman Griffin read the following reports which were
ordered received and filed: Statement of Bank Balances as of 9 a.m. ,
November 17, 1943; Claims audited and paid by the Comptroller , from
November 3 to November 17, 1943 ; Supervisor ' s Report for the month of
October; Summary of Receipts and Disbursements from January 1 to
October 31, 1943; Analysis of Budget Appropriations and Expenditures
from January 1 to October 31 , 1943; Analysis of Estimated Revenues
from January 1 to October 31 , 1943.
Councilman Keeler stated that in connection with insurance
he was happy to report to the members of the Board that the Town had
received a check for $1,043.48, which represented a twenty-five per
cent dividend on insurance carried in the New York State Insurance Fund.
He reported that he had not as yet received the policy from
the Mamaroneck Auxiliary Police Pistol cec Rifle Club. The Town Clerk
was requested to contact the Organization to find out if arrangements
had been made for the policy.
Councilman Keeler read the report of the Weaver Street Fire
Department for the month of October , 1943 , which was ordered received
and filed.
Councilman Stiner reported that the sewers and drains through-
out the unincorporated section had been checked and cleaned. Also,
that the leaves are being swept in various places and that the buttress
wall at the corner of Rockland and Forest Avenues will be completed in
a few days.
Attorney Delius stated that he had nothing to report .
Supervisor randeville informed the members of the Board that
he was working with Town Engineer Foote and Assessor Smith in preparing
a circular to send to each and every real estate broker in the Town
listing parcels of Town-owned property. in this connection he dis-
cussed with the Board the problems recreated by tax arrears and the
liquidation of them through foreclosure proceedings .
Supervisor Mandeville discussed the possibility of a post-
war housing project in the Town on some of the big vacant tracts. He
pointed out that Mr. Murdock had prepared plans and had done considerable
preliminary work before presenting same to the Federal Government during
the program to give work in the depression years. He advised that he
had written a letter to Mr. Martin E. King, Mr. Murdock' s attorney ,
suggesting that some insurance company might be interested in supporting
such a plan.
There was general discussion and the members of the Board
decided to await developments .
The Supervisor asked if there was any one in the room who
wished to address the Board.
There being no one the meetig adjourned at 9 p.m.
