HomeMy WebLinkAbout1943_06_24 Town Board Minutes SPECIAL MEETING OF THE TOWN BOARD TOWN OF MAMARONECK, NEW YORK HELD', JUNE 24, 1943 In the Trustees ' Room of The Bank of Westchester, Larchmont Branch, Larchmont, New York. The meeting was called', to order by Supervisor Mandeville at 9 A.M. Eastern War Time. Present: Supervisor Mandeville Councilmen Griffin, Brewer and Stiner Absent: Councilman Keeler The presence was also noted of Town Clerk Payne and Town Attorney Delius. The Supervisor stated that the meeting was called to con- sider such business as may be pending and urgent. There was some discussion and on motion made by Councilman Brewer and seconded by Councilman Stiner, the following resolution was adopted: WHEREAS , Alexander Finson was appointed Clerk to the Supervisor by resolution of the Town Board adopted December 29, 1942 at a salary of $1 ,500 per annum, and also bookkeeper in the office of the Receiver of Taxes at an annual salary of $500; and WHEREAS , the salary of the said Alexander Finson, thereafter, by resolution of the Board adopted February 10, 1943 , was increased from $2,000 per annum to $2 ,500 per annum; and WHEREAS , the classifications of the various positions held by said Alexander Finson as listed on the Allo- cation Sheet for the Town of Mamaroneck by the Personnel Officer of Westchester County, and as approved by the Civil Service Commission of the State of New York, are as follows: Present Incumbent Alexander Finson Alexander Finson Budget or 'Payroll Title Bookkeeper , P.T. Bookkeeper C Clerk, P.T. Proposed Title Clerk to Super- visor, P.T. Bookkeeper P.T Jurisdictional Assignment Exempt and; WHEREAS , the total salary now received by the said Alexander Finson is the sum of $2,500 a year for all services rendered by him in the positions to which he has been appointed; and Competitive WHEREAS , in the opinion of this Board, the class- ification most nearly in accordance with the duties which he performs , should be that of senior account clerk, which position has been and should be class- ified - as competitive: .. NOW THEREFORE , BE IT RESOLVED that , subject to approval by the Personnel Officer of the County of Westchester and the Civil Service Commission of the State of New York, the position of Alexander Finson be re-classified as M Senior Account Clerk, Competitive and that his salary be fixed at the rate of $2 ,600 per annum as of July lst , 1943 and the additional compensation of $50. for the period from July 1st , 1943 to Dec- ember 31st , 1943 , is hereby appropriated from un- expended salaries payable from General Town Appro- priations; and BE IT FURTHER RESOLVED, that the position of Clerk to the Super- visor is hereby declared vacant. The foregoing resolution was adopted by the following vote: AYES: Supervisor Mandeville Councilmen Griffin, Brewer and Stiner NOES: None The Supervisor informed the Board that the Town Clerk had advised him that he was in need of the services of a Deputy Registrar of Vital Statistics , and that pursuant to Section 373 of the Vital Statistics Law of the 'State of New York, he had selected and appointed Miss Wilhelmina Schroeder to service in this capacity. The members of the Board were unanimous in the approval of the action of Mr. Payne, Registrar of Vital Statistics. There being no further busineys , the meeting adjourned at 9:30 A.M.
