REGULAR METING OF THE TOWN BOARD, TOViN OF
MAMARONECK, HELD MARCH 7, 1945
In the Council Room of the leaver Street Fire House , Town of
Mamaroneck, New York.
The meeting was called to order by Supervisor Mandeville
at 8:15 P.M. (Eastern War Time) .
Present: Supervisor Mandeville
Councilmen Embury , Stiner , Feeler
Absent: None
The presence was also noted of Town Clerk Payne and Town
Attorney Delius.
The minutes of the meeting of February 21 1945, were ap-
proved as presented .
The following reports for the month of February , 1945,
were ordered received and filed. Report of the Receiver of Taxes
and Assessments; Report of the Department of Public Welfare; Re-
port of the Public Health Nurses; Report of the Westchester County Dog
Protective Association.
A report from the State Commission of Correction on the
Town' s Lockup was also received.
A report from the Public Service Commission was received
to the effect that the hearing on the application of the Scarsdale
Bus Company had been postponed until April 9 , 1945. ,
The Town Clerk informed the members of the Board that the
Receiver of Taxes had requested the usual resolution which must be
adopted at this time of the year to provide for the method of col-
lection of taxes.
On notion by Councilman Stiner , seconded by Councilman
Keeler , it was , upon roll call , unanimously
RESOLVED, that pursuant to Section 96A of Chapter
60 , of the Consolidated Laws as amended , known as
the Tax Law, the Receiver of Taxes and Assessments
of the Town of Mamaroneck is authorized to collect
the 1945 State , County , Town and District taxes,
assessments for street. and sidewalk improvements
and water rents which become a lien April 1 , 1945,
in two partial payments each amounting to fifty
per cent of the total of said taxes , assessments
and water rents;
MURTHER RESOLVED, that the Receiver of Taxes and
Assessments is authorized and empowered to receive
such partial payments or instalments of taxes , assess-
ments and water rents at any time prior to the sale
of tax liens but subject to the same penalties as
are specified and provided in Section 18 of Chapter
105 of the Laws of 1916 as amended, for the neglect
to pay the total amount of said taxes , assessments
and water rents;
FUTRTHER RESOLVED, that the acceptance of any such
partial payment or instalment of the 1945 taxes ,
assessments and water rents , shall not be deemed to
affect in any manner any right of the Town of Ilamaro-

neck under any General or Special Law, to enforce
collection of any unpaid balance of such taxes ,
assessments and water rents as my remain due and
owing to the Town of Mamaroneck but such rights
and powers shall remain in full force and effect
to enforce the collection of the unpaid balances
of such taxes , assessments and water rents , to-
gether with interest , penalties and other lawful
charges.
On motion by Councilman Stiner , seconded by Councilman
Keeler , it was , upon roll call , unanimously
RESOLVED, that in accordance with the provisions
of Section 26 of the `Westchester County Tax Act ,
"The Daily Times ," the official newspaper published
in the Village and Town of Mamaroneck, be and it
hereby is designated as the newspaper in which the
Receiver of Taxes and Assessments shall publish the
notice of the collection of State , County, Town and
District taxes , Special Assessments and Water rents;
and be it
FURTHER RESOLVED, that said publication be made on
March 20 , 1945 in "The Daily Times" ; and be it
FURTHER. RESOLVED, that in accordance with the pro-
visions of Section 26 of the Westchester County Tax
Act , the Town Board do and it hereby does direct the
Receiver of Taxes and Assessments to mail to each
taxpayer of the Town of Mamaroneck, whose address is
known to said Receiver of Taxes and Assessments , a
tax bill for all taxes , assessments and water rents ,
the expense thereof to be a town charge.
FURTHER RESOLVED, that pursuant to Chapter 82 of the
Lays of 1944, the Town Board hereby approved the of-
ficial form of tax receipt used by the Receiver of
Taxes in the year 1944 for taxes for the year 1945.
The Supervisor stated that there was sadness in the hearts
of every one because of the loss by death of Councilman Edward C.
Griffin. He said that Councilman Embury had prepared a memorial to
Mr. Griffin.
Councilman Fmbury presented the following , which was seconded
by the Supervisor and adopted by all present , by standing in silence
for one minute
Our fellow Councilman, Ednard C. Griffin, departed
from this life on March 4, 1945. Mr. Griffin had
been a resident of Larchmont since the turn of the
century and, from the very beginning of his residenc6 ,
had been active in its social , civic , religious , chari-
table , and business affairs. He first served. the Vil-
lage of Larchmont as a trustee and later , from 1909
to 1920 , as President . He was instrumental in the
organization of the Larchmont Aid Association and the
Larchmont Free Library and had served as Chairman of
both organizations. He had been President and Chair-
man of the Board of the Larchmont Trust. Company , and,
at the time of his death, was Vice President of the
Bank of Westchester. He had served the New Rochelle
Hospital in various capacities, including its pre-
sidency. He had. been active in our local clubs and
in the Larchmont Fire Department. He was a vestrjrman

of St. John's Church.
It is not too much to say that for the past forty
years every local municipal , charitable , and civic
organization has had the benefit of his kindly in-
terest and his outstanding ability. He has given
unselfishly and wholeheartedly of his time and ef-
fort , whenever called upon, to whatever was in the
interest of his fellow citizens.
Mr. Griffin was first elected to the Town Council
of the Town of IuIamaroneck in 1933 and he served con-
tinuously as a Councilman until the time of his death.
We , the surviving members of the Turn Council , know
that , in his passing , we have lost not only a capable ,
courageous, and untiring fellow worker but also an
honored and beloved friend. We therefore do herebv
record our tribute of respect to the generous character
and the sterling integrity and dependability of our
departed associate. We cherish the memory of our
years of pleasant association with him and we extend
to the members of his family our deepest sympathy in
a loss which our own profound sense of loss enables
us to appreciate .
The Supervisor stated that he thought that every one present
wished to add a little in remembrance of their relations with Mr.
Griffin.
The Supervisor said that he had known Mr. Griffin ever
since he was able to remember and that Mr. Griffin had been an in-
spiration to him and a friend who would never be replaced.
_._ Councilman Stiner: My friendship with Ed Griffin goes
back many years and it was always a pleasure to be associated with
him and to work with him on committees. When I look back at the mangy
good things he had done for our community , I know we have lost one of
our best citizens and a man we are all proud of. "
Councilman Keelere "Perhaps I have known Mr. Griffin less
than some of you. Since I made my home here about fourteen years ago,
I have always considered him to be one of my very dearest friends. Ile
was of splendid character , and as far as I am concerned , I an thoroughly
disturbed at his loss. "
Councilman Embury: "I believe I have known Mr. Griffin
for a shorter time than any of the rest of you.. I have lived here for
about seventeen years and have known Ed about twelve. He was on the
Town Council when I first became a member of the Park Commission and
during the nine years when I was a member of the Park Commission he
was very close to me. He was not only a very dear personal friend,
but as a man his contribution to the community was equaled by very
few and excelled by no one. "
Town Clerk Payne: "I have known Mr. Griffin for the last
twenty years. Many was the time that I had gone to him for information
and advice and he was always very fine to me as he hsd been to a large
number of other people of this community who went to see him either
— at the Town Offices or his place of business. He was always ready
to offer a little bit of advice or to give his judgment on things
which was always found to be very sound. I miss him greatly. "

Town Attorney Delius: " I have served this Board beginning
January 1 , 1934, and all of the time since then Mr. Griffin has been
on the Town Board. He was a fine gentleman and a public official
of the highest order. I miss him and I am sure everybody in this
community will miss him. "
Councilman Embury was asked by the Supervisor to arrange
for an appropriate copy of the memorial to be sent to the members of
the family of Mr . Griffin.
The members of the Board stood at 8:45 P.M. to adjourn the
meeting , out of repsect to former Councilman Edward C . Griffin.
