HomeMy WebLinkAbout1944_05_02 Town Board Minutes i REGULAR MEETING OF THE TOWN BOARD TOWN OF MAMARONECK, NEW YORK HELD MAY 29 1944 In the Council ,Room of the Weaver Street Firehouse , Town of Mamaroneck, New York. The meeting was called to order by Supervisor Mandeville at 8:15 P.M. (Eastern War Time) . Present : Supervisor Mandeville Councilmen Griffin, Stiner, Keeler, Embury Absent: None The presence was also noted of Town Clerk Payne , Attorney Delius , Comptroller Orsino, and Assessor Smith. The minutes of April 13 , 1944 were approved as presented. The minutes of April 20, 1944 were approved with corrections. The Supervisor requested the Town Clerk to read the com- munications. A letter dated April 25, 1944, was received from Mr. Clair V. Johnson, Chairman of the Board of Police Commissioners , Town of Ia4amaroneck, recommending on behalf of the Police Commissioners , Dr. Charles Weller to the position of Police Surgeon to fill the vacancy left by the death of Dr. William G. LeFurgy. Following some discussion, it was on motion by Councilman Keeler , seconded by Councilman Stiner , unanimously RESOLVED, that Dr. Charles Feller be and he hereby is appointed Police Surgeon to serve at the pleasure of the Board. FURTHER, that before entering upon his duties he shall file a statutory oath of office with the Town Clerk. A note of thanks was received from Yrs. Anna B. Simonds for the Board' s expression of sympathy and the flowers sent upon the death of her late husband, Frederic P. Simonds, former assessment clerk of the Town. On motion by Councilman Keeler , seconded by Councilman Stiner, the following resolution was , upon roll call, unanimously adopted; WHEREAS , the members of the Town Board of the Town of Mamaroneck wish to record this expression of their sorrow at the death of Assessment Clerh, Frederic P. Simonds , who departed this life on April 19, 1944; and WHEREAS , he served the Town faithfully and courteously for many years and was respected by all for his high character and integrity; NOW, THEREFORE , BE IT RESOLVED, that this Board express its warmest appreciation of his services to this community, and extends to the members of his family sincere sympathy in this hour of bereavement; and BE IT FURTHER RESOLVED, that copies of this resolution be spread upon the minutes of this meeting and forwarded to his family. A letter dated April 27, 1944, was received from Iir. C.D. DeVinne, Public Welfare Officer, notifying the Board that there will be a vacancy in the Department of Welfare for a junior stenographer, effective May 15, 1944. The members of the Board decided that Mr. DeVinne , as head of the Department , be authorized to contact Mr. Edward J. Donovan, Personnel Officer , and advise him of the vacancy so that the Civil Service might take steps in assisting to fill the vacancy. A copy of a memorandum dated April 24, 1944, which was sent to the members of the Board by Councilman Stiner , was presented. The memorandum was a report of Councilman Stiner in connection with the ap- plication of Joseph Noto for the use of property at the corner of Max- well Avenue and Madison Avenue, for the storage of top soil and humus. I Following some discussion the members of the Board directed the Town Clerk to advise Mr. Noto that his application was denied. The following reports for the month of April, 1944, were re- ceived and ordered filed: Report of the Plumbing Inspector; Report of the Building Inspector. Councilman Griffin stated that before proceeding with the re- gular order of business , he wished, on behalf of the members of the Board, to express to the Supervisor sympathy upon hearing the news of the death of his uncle , Philip Mandeville. Fie recalled that Mr. Philip Mandeville was born in Harrison, N.Y. and that he lived in the Town of Mamaroneck a great many years and was well liked by everyone. That at one time he was a member of the Board of Assessors of the Town of Mamaroneck, that he was the Assessor of the Village of Larchmont, and that in re- cent years he was connected with the school system. He said that his passing away is a loss to the community. Supervisor Mandeville thanked the members of the Board for their kind expression of sympathy. Councilman Griffin read the report of the Public Welfare Department for the month of April , 1944, which showed as follows: Year Case Load Individuals Total Exrenditures 1944 31 51 $ 19452,31 1943 69 189 2,909.64 He presented a statement of the claims audited and paid by the comptroller from April 20 to Biay 21 1944, which was ordered filed. He presented and read a statement of the bank balances as of 9 A.M. May 2, 1944, showing a total on deposit in all funds of 8801,299. 57. Councilman Embury reported that quite a number of trees had been planted by the Park Department recently. He informed the members of the Board that it is very difficult to hire men and that Mr. Wang, Chairman of the Board of Park Commissioners had talked about resorting to an ad in the newspaper. Supervisor Mandeville offered to assist in getting some men. Councilman Stiner reported on the progress of the work in connection with drainage. Councilman Heeler informed the members of the Board that there was some repair work to be done to the Weaver Street Firehouse , partic- ularly on the roof. He said that he would try to get some estimates and make a detailed report at the next meeting. Supervisor Mandeville reported that to date the collection of the 1944 state , county and town taxes amounted to $1 ,085,000.00, representing eighty-five (85%) per cent of the entire levy. This, he added, comperes with eighty-two (82%) per cent last year. He also reported to the members of the Board that he was about to pay off $200 ,000.00 certificates of indebtedness borrowed on January 10 , 1944 in anticipation of the collection of the 1944 taxes. This note is due May 5, 1944 and the interest on this borrowing to May 5, 1944 is $281.11. He recommended the following resolution, which was on motion by Councilman Embury, seconded by Councilman Stiner , upon roll call, unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby express and record its great appreciation of the outstanding services rendered to the people of the Town of Mamaroneck by the late Tilliam G. LeFurgy, M.A. as Police Surgeon for more than fifteen years , and does hereby express and record the deep and abiding sorrow of its members, general to those who knew him, in the pass- ing of so worthy a citizen; and it is further RESOLVED, that a copy of this resolution shall be de- livered to the family of Dr. LeFurgy in evidence of the foregoing. The Town Attorney stated that he recommended settlement of the certiorari proceeding instituted by Agnes Purdy Faile , to review the assessment for the year 1942 (tax of 1943) upon property in the Town of Mamaroneck, owned by Mrs. Faile , on the basis of a reduction in the assessment which he believed was agreeable to the relator. Councilman Stiner introduced the following resolution which was seconded by Councilman Embury and upon roll call unanimously adopted; WHEREAS , heretofore a writ of certiorari was obtained by Agnes Purdy Faile , owner of property described on the assessment map and assessment roll of the Town of Mamaroneck as Block 907, Parcel 171; Block 907, Parcel 174; and Block 907, Parcel 366; and WHEREAS , the Assessor and Board of Review of the Town of Mamaroneck duly filed a return to said writ and no further proceedings have been taken with regard to the aforesaid proceeding to review the said assessment; and WHEREAS, the Town Attorney and Assessor recommend to this Board that the proceeding be settled and dis- continued upon the reduction of the assessments for the year 1942 (tax of 1943) as follows: FROM BLOCK_PARCEL Land Im provements Total 907 171 4 8,750 4 69250 $ 159000 907 174 179500 14,500 32,000 907 366 10,000 5,000 15,000 TO 907 171 4 6,250 4 3,750 $10,000 907 174 129500 109000 22,500 907 366 7, 500 59000 129500 NOW, THEREFORE , BE IT RESOLVED, that the assessment for the year 1942 (tax of 1943) upon property owned by Agnes Purdy Faile and described upon the assessment map and assessment roll of the Town of Mamaroneck as Block 907, Parcel 171; Block 907, Parcel 174; and Block 907, Parcel 366, be reduced as follows: FROM Block Parcel Land Improvements Total 907 171 $ 89750 $ 69250 8 159000 907 174 17,500 14,500 329000 907 366 10,000 59000 159000 TO 907 171 $ 69250 $ 3 ,750 $ 10,000 907 174 12, 500 10,000 22 ,500 907 366 79500 5,000 12, 500 provided that the proceeding for the year 1942 (tax of 1943) be discontinued without costs to the Town of Mamaroneck. FURTHER RESOLVED, that the Town Attorney is hereby authorized and directed to sign the necessary sti- pulation to obtain an order of the Supreme Court providing for such reductions , and the refund of any excess taxes paid. At 9:30 P.M. the Board unanimously resolved to adjourn, and it was agreed that the next meeting of the Town Board would be held on May 23 , 1944, in the regular meeting room. Town Clerk
