SPECIAL MEETING OF THE TOWN BOARD, TOWN OF MAMARONECK
FIELD ,TUNE 249 1947
In the Council Room of the weaver Street Fire House, Town of
Mamaroneck, New York
The meeting was called to order by Supervisor Mandeville
at 8:15 P.M. ( Eastern Standard Time) .
Present: Supervisor Mandeville
Councilman Stiner, Mills, Watson `
Absent: Councilman Embury
The presence was also noted of Town Clerk Gronberg, Town
Attorney Delius, and Town Accountant Finson.
The Supervisor announced that the purpose of the meeting
was to act upon the distributions of proceeds of the HomLocks Golf
Course and Club House and the former Bank Building properties .
Regarding the Hommocks Club property, the Supervisor explained
that this property was leased jointly by the Town and Village of Mamaro-
neck to the Estate Valuation & Appraisal Co. , which agreement provides
that upon the completion of the lease, the Town and Village will deed
the property to the Estate Valuation & Appraisal Co., free and clear
of taxes .
He explained that this property was presently included in
the Town' s In Rem foreclosure action and that an answer had been inter-
posed as a defense against the Town foreclosing the property because of
-- the open taxes .
The Supervisor informed the Board that the 1947 payment of
$6, 500. was available for distribution and it was felt that in order to
eliminate this parcel from the In Rem foreclosure, the Town' s share
should be applied in full payment of all the open taxes now outstanding
on the property.
He explained that taxes on part of the property are open from
1934 to date, and on the remainder from 1940 to date, and the Town' s share
based on the percentage which the Town and School taxes bears to the total
taxes on property for the year 1947 amounts to 63.96%, or $4, 157.40.
Councilman Watson asked what would happen in the event that
the Estate Valuation & Appraisal Co. were to default on the contract
and the property were to be resold by the Town and Village.

The Supervisor explained that this case the Town would be
entitled to its proportionate share of the proceeds as determined by
what the percentage of the taxes which are being cancelled would bear
to the total taxes cancelled by both the Town and Village.
It was further explained that the Town Board would be antici-
pating the cancellation of the taxes which they are obligated to cancel
under their agreement at its completion.

RESOLVED, that the Receiver of Taxes is hereby
authorized to accept the sum of $4,157.40 in full
payment of all taxes and/or tax liens which are
open against the following parcels ; Block 933,
Parcel 1; Block 936, Parcel 1,Block 414,'-Parcel,
1; Block 936, Parcel 86; Block 9339 Pa cal 317;
Block 933, Parcel 297; Block 942, Parcel 568;
Block 942, Parcel 367.
In connection with the former Bank Building, the Supervisor
presented the proposed distribution of ,proceeds on hand between the
Village and Town of Mamaroneck. He explained that this distribution
is in accordance with the agreement between the Town and the Village as
to the distribution of proceeds on foreclosed properties.
He further stated that there was available the amount of
$6,396.28, representing the Town' s share of the proceeds in full payment
Of all 1947 state, County, town and prior years ' taxes in accordance
with the aforementioned agreement .

RESOLVED, that the Receiver of Taxes is hereby
authorized to accept the sum of $6,396.28 in full
payment of the 1947 State, County and Town Taxes
and prior years' taxes and/or tax liens on property
known as Block 913, Parcel 227.
The Supervisor presented a report on the Town' s In Rem Fore-
closure Action, as of June 24,1947, which showed as follows:
Number of parcels originally in In Rem Action - 335
Number of parcels redeemed from In Rem Action 137_
--- Number of parcels left at end of redemption - 19
Titles to be immediately acquired by Town - 178
Parcels to be separately sold, as per answers 3
Parcels to be adjudicated by Court on answers _ 17

Tax Arrears Collected - $73,131.43
Interest and Penalties 9.047.60
Total Collections to Date -$82,179.03 Plus current tax and
penalty at time of payment. )
Since extension of original In Rem, 35 parcels have been
redeemed with a total collection of tax arrears and in-
terest of $32, 248.57•
Supervisor Mandeville offered and Councilman seconded
the followingsresolution and upon roll, it was unanimously
RESOLVED, that Police Chief Yerick be authorized to
attend the New York State Police Chief' s Convention
at Elmira, New York on July 22, 23 and 24, 1947;
FURTHER RESOLVED, that the expenses of the trip shall
be paid out of the item in the budget set aside for
that purpose .

The Town Attorney reported that Mr. Morway Pickett, owner
and developer of Byron Estates has offered to deed to the Town the
street running through the development.
It was reported that the roadway^in question had been paved
in a very fine fashion and in accordance with specifications approved
by the Town Engineer.
- On motion by Councilman Mills, seconded by Councilman Stiner,
it was, upon roll call, unanimously
RESOLVED, that the Town accept the deed to the street

to record the same.
There being no further business, the meeting adjourned at
9 o 'clock P.M. , to meet on July 9, 1947®
