An executive session preceeded the regular meeting which was called to order by Supervisor Mandeville at 8: 15 P.M. ( Daylight Savings Time) . Present: Supervisor Prandeville Councilmen Stiner, Niills, Watson, Embury Absent : None The presence was also noted of Town Clerk Gronberg, Town Attorney Delius, Town Accountant Finson, and Town Comptroller Orsino. The Town Clerk presented the affidavit of publication calling for bids for the construction of Althea Lane Sewer in Sackett Drive and Althea Lane . Foote, for tabulation and recorn endation. The Supervisor thanked all the bidders for their bids and suggested that the meeting proceed with the regular order of business. The minutes of 4.iay 7, 1947, were approved as presented. Aletter dated I :aj% 10, 1947, was received from B.J . Santoro, Chairman of the Flag Day Committee of the Yamaroneck Lodge No. 1457, BPOE, inviting the members of the Town Board to its annual Flag Day Services on Saturday evening, June 14, 1947, at 7:00 P.Ei . The members of the Board made note of the date . The following reports were ordered placed on file : List of Claims Audited and Paid by the Comptroller from YaY 7 to I,�ay 21, 19479 Summary of Receipts and Disbursements from January 1 to April 30, 19479 Analysis of Budget Appropriations and Expenditures from January 1 to April 30, 19479 Analysis of Estimated Revenues from January 1 to April 30, 1947® The Town Clerk presented Bond No. 5301343A, in the amount of $976. 50 covering funds to be received by the Town in connection with State Aid under Section 283 of the Highway Law, and which bond has been approved by the Town Attorney as to form. On motion by Councilman Embury, seconded by Councilman Stiner, it was, upon roll call, unanimously RESOLVED, that Bond No. 5301343A as to form is ap- proved, and the Supervisor is authorized to execute the same and file same pursuant to Law. Councilman Watson presented three petitions received from -- the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes. Julian Cargill Chairman of the Town' s 77ar Lemorial Conmittee, to comae to the meeting and personally report to the members of the Board on the progress of the 7Tar Idemorial. Committee 1 Mr. Cargill reported that the Village /has been very cooperative with 1,_r. Jennewein, their advisor. He said that Pirlr. Jennevaein and Ep, . Eggers are ^forking very closely together on certain reco=endations that have been rade which necessitated revision of the plans . He said the plans would be submitted to the Park Cor.mission for .approval at their -- next meeting. He stated that in checking the 47 names which are to go on the plaque, the names appear exactly like those in the records of the Larcnmont Legion and, although the names coincide, it was suggested that the names be published in the Daily Times in order to double check in case a name was misspelled or omitted, provided the Town Board had no objections . The members of the Board unanimously agreed to this suggestion and it was decided to publish the names in the Daily Times on the following day. The Supervisor thanked 1Jr. Cargill for his kindness in coming to the meeting and making his report . He expressed appreciation for Mr. Cargill ' s time and efforts and added that the Town is grateful for having a person like him to take up this burden. The Supervisor reported that on 14ay 16, 19479 the Village of Mamaroneck passed a resolution approving the sale of property in their In Rem action. It was his recommendation that this sale be approved. On motion by Councilman Embury, seconded by Councilman Stiner, the following resolution was, upon roll call, unanimously adopted: WHEREAS, the Village of Mamaroneck through the institution of an action in the County Court of Westchester County, entitled " In the Yatter of the Foreclosure of Tax Liens Pursuant to Article Vll-A, Title 3 of the Tax Law by the Village of 11amaroneck, List of Delinquent Taxes for .1945" , has become and now is the owner of a number of parcels of Real Estate situate in the Village of Mamaroneck and Town of Kamaroneck; and `'!HHEREAS, both the Village of Mamaroneck and Town of Mamaroneck hold tax liens on said parcels of real property; and WHEREAS, pursuant to Section 165H of the Tax Law an agreement 1,ras entered into between the Village of Mamaroneck and the Town of Mamaroneck, which among other things set forth the interests of said munici- palities in the properties being foreclosed; the manner of the sale of said properties ; and the manner of the distribution of the proceeds from said sales , WHEREAS; the Village of Iamaroneck, has pursuant to an agreement had with the Town of Mamaroneck advertised for and has heretofore received bids on certain pro- perties owned by the Town of L'iamaroneck as well as on certain properties owned by the Village of iIamaroneck in the Town of Yamaroneck; and 6417 I ?%'HEREAS, the Board of Trustees of the Village of I!Iamaro- neck have given consideration thereto and after due deliberation accepted the bids hereinafter listed as to price and terms therein set forth; and WHEREAS, since receipt of said bids this Board has given consideration thereto, and after due deliberation, it is --- RESOLVED, that the bids hereinafter listed be accepted at the price and terms therein set forth: LIST OF BIDS ACCEPTED IN SECTION $ Village Town Block Lot Block Parcel Bidder Amount Terms 87 33 832 Part of 9 Nicola Doria $240. Cash The Supervisor, stated that in further reference to the employ- ment of a Public Health Nurse, as reported by him at the last meeting, he had now received formal notification from the lamaroneck Health Center that Mrs . Julie B. Krause has been appointed as of Lay 19 1947. On motion by Councilman Stiner, seconded by Councilman Mills, it was, upon roll call, unanimously RESOLVED, that Ers . Julie B. Krause be and she hereby is appointed as Public Health Nurse, Part Time, by the Town of Lamaroneck at an annual salary of $1, 290 .00, effective hay 1, 1947. The Supervisor recommended the appointment of Mr . James P. Surd of 7 Parkland Avenue, Town, to fill the vacancy left by the resignation --- of Mr. John T . I4'cneever. He informed the members 5 the Board that h1r. 7Tard was previously employed by the Town and in addition to being com- pletely familiar with the engineering problems of the Town he was a licensed land surveyor. He recommended hr . 77ard' s appointment at an annual salary of $3, 500. , effective as of Yay 16, 1947. Foll o:ging discussion, it was on motion by Councilman Stiner, seconded by Councilman Kills, upon roll call, unanimously RESOLVED, that James P . 'Ward is hereby appointed as an employee of the Town of Mamaroneck, effective DZay 169 1947, at an annual salary of $3, 500. and shall be com- pensated as follows: As Assistant Building and Plumbing Inspector $2,000.00 As Assistant Town Engineer 840.00 As Assessrent Clerk P .T . 660 .00 As Assistant Su_oerintendent of No additional Highways Compensation i f i , 649 The Supervisor recommended the appointrr-ent of Mr . John R£. Potts of 332 Stanley Avenue, Mamaroneck, to replace Mr . Fred Dworak as custodian of the Police Department, effective May 169 1947 at an annual salary of $1,450.00. On motion by Councilman Stiner, seconded. by Councilman Mills, it was upon roll call, unanimously --- RESOLVED, that L-Ir. John G!!. Potts be and he hereby is appointed as custodian of the Police Department effective May 16, 1947, at an annual salary of $1,450.00 The Supervisor also recommended the appointment of 1-r . Charles F. Mink as a member of the Zoning Board of Appeals to fill the vacancy caused by the resignation of Idir . Clarence Merritt . On motion by Councilman Stiner, seconded by Councilman Mills, it was, upon roll call, unanimously RESOLVED, that Yr. Charles F. Mink be and he hereby is appointed a member of the Zoning Board of Appeals to fill the vacancy caused by the resignation of Mr . C .C . Ii_erritt for the term expiring February 19, 1949. The Supervisor stated that he had at hand an offer of $19000. from Lir . Orson A. Raynor on behalf of his client L°_rs . Belle C . Salmon to settle the open taxes on property known as Block 412, Parcel .l. He recommend the acceptace of this offer. Following discussion, it was on motion by councilman V ills, -- seconded by Councilman Stiner, upon roll call, unanimously RESOLVED, that the Receiver of Taxes is hereby authorized to accept the sum of $1,000. in full payment of the 1947 State, County and Town Taxes and prior years ° taxes and/or tax liens on pro- perty known as Block 412, Parcel 1. The Supervisor. presented a letter received from L'r . E .G. Hill, advising that he was agreeable to changing the name of Emerson Place to Maple Hill Drive. It was felt that although two of the three who live on the street are in favor of this change, L1r. Hill advised that he did not want to be responsible for hurting Idr . Simpson' s feelings as he is a good friend and neighbor. No action was taken by the members of the Board. The Supervisor presented and read a letter from Mr . Ldunn Brewer, Chairman of the Zoning Board of Appeals, requesting that the Town Board give consideration to certain changes to the amendments of the Zoning Ordi nance . Following discussion, and on motion by Councilman Stiner, seconded by Councilman Watson, it was, upon roll call, unanimously RESOLVED, that the following notice be published in the Daily Times : PUBLIC NOTICE TAI. NOTICE that the Town Board of the Town of Lamaroreck will hold. a public hearing, pursuant to Section 265 of the Town Law, in the Council Room at the Weaver Street Fire House, weaver Street and Edge- wood Avenue in the To=rn of Yamaroneck, on the 4th day of June, 1947, at 8:15 o' clock P.I.T. to consider the following. amendments to the Zoning Ordinance of the - -- Town of Mamaroneck: (1) To amend Article 119 Section 7 and Article 1119 Sections 9 and 10, so as to substitute for the words, ' " upon the concurring vote of four members of the Board of Appeals" wherever these word occur, the words " upon the consent of the Board of Appeals" ; (2) To amend Article Vl, Section 25, so as to provide that the Board of Appeals have original juris- diction to grant relief, from the strict provisions of the Ordinance in all cases and whether or not an order, requirement, decision or determination has been made by an administrative official of the Town who is charged with-_the enforcement of the Zoning Ordinance ; (3) To amend Article Vl, Section 24 so as to pro- vide that a person taking an appeal or making any ap- plication to the Board of Appeals shall -pay at the time of filing such appeal with the Board, a fee of $10'. to cover the cost of advertising the notice of the hearing to be held on such appeal. Gronberg, Town Clerk Mr. P; ichael A. Ilerola appeared before the Board and presented his request for sick leave ccnmencing June 1st for a period of six weeks, terminating July 15th, and stated that because of the condition of his health, he desired to resign his position as foreman in the Highway Department as of July 15, 1947. Upon motion duly made by Councilman Stiner, seconded by Councilman Embury, it was, unanimously RESOLVED, that sick leave with pay be granted to 1.1ichael A. !,.erola for a period from July 1 to July 15, 1947. FURT-1ER RESOLVED, that his resignation as of July 159 1947, be accepted with regret. Councilman Stiner reported that Mr . Foote recomrended that the salary of Oscar Rivers be increased from .822 ¢ to .90¢ per hour. Following discussion, it was on motion by Councilman Stiner, - seconded by Councilman Mills, upon roll call, unanimously 653 RESOLVED, that the salary of Oscar Rivers, laborer in the Department of Public 7dorks, be increased from .822¢ to .90¢ per hour. Councilman P,Zills extended the invitation of Fire Chief George Burton to the Supervisor and members of the Town Board to participate in the annual Memorial Day Service and Parade which will start at Fire Headquarters at 10:00 A.Y. sharp. Councilman Mills presented a list of claims from the Fire Department totaling $1, 797.05® He stated that he had checked the bills and recommended their approval. The members of the Board sitting as the Board of Fire Com- missioners considered the claims, and on motion by Councilman Mills, seconded by Councilman Embury, it was upon roil call, unanimously RESOLVED, that the following described claims be and they hereby are approved and the Supervisor and Comp- troller be and they hereby are authorized to pay same out of the budget for the Fire Department- L. In addition to the above inspections, a check is made at the 1 places of public assembly each Saturday evening, to guard against overcrowd- ing, illegal parking, exits, proper lighting and other safety factors for the public . Theodore Zeiler ,3` 10 Locust Ridge Road, appeared and called attention to the unsightly appearance of a triangular plot at the end of Knollwood Drive, because of the dumping of clippings and other debris by the gardners in the neighborhood. He said if the Town wished to sell this clot he would be glad to buy it . If it is not for sale, he re- quested the Town to keep it clean. The Supervisor stated that he would look into the matter and advise Mr . Zeiler. The Town Attorney presented the deed for the acceptance of Elka.n Road in connection with the La.rdhmont Veterans ' Building Corp.
