In the Council Room of the Weaver Street Fire House, Town of
Iuamaroneck, New York.
The meeting was called to order by Supervisor handeville
at 8: 15 P .M. ( Eastern Standard Time . )
Present Supervisor Yandeville
Councilmen Stiner, Fills, fiiatson, Embury
Absent None
The presence was also noted of Town Clerk Gronberg, Town
Attorney Delius, Torun Accountant Finson, and Assessor Smith.
The Supervisor announced that it would be in order to proceed
with the opening of the bids as advertised by Notice in the daily news-
paper.

Council Room in the Weaver Street Fire House, Weaver
Street and Edgewood Avenue, in the Town of Yamaroneck,
on Lay 7, 1947, at 8: 15 P.M. upon the proposed improve-
ment of Elkan Park ( Larchm:ont Veterans Building Cor-
poration) on Palmer Avenue, Town of Yamaroneck, by the
constructions of streets, ( including paverent and curb-
ing) , sanitary sewers and water mains .
The estimated cost of such improvements is as follows:

The map or plan of said improverent may be examined at

A letter dated April 21, 1947, was received from J .T. McKeever
-- tendering his resignation as an employee of the Town, effective May 1,

A letter dated April 22, 1947, was received from J.C . I,IcLain,
Principal of the I.4amaroneck Senior High School, requesting the use of
three voting machines on Iday 22 and 23, 1947, which machines are to
be used by the student body in conducting their annual elections .
The Town Clerk stated that he had a verbal request from

Resolved, that the request of J.C . McLain, Principal
of the I:'-amaroneck Senior High School for the use of
three voting machines on Pray 22 and 23, 1947, be
granted. Also, the request of T'r. K.G. Van Sciver
Clerk of the Board of Education, for the use of one
voting machine, be granted.
A letter dated April 10, 1947, was received from the Secretary
J of the Mamaroneck G .I . Civic Association, thanking the members n of

Town Board for their untiring efforts and excellent coo
planning and conducting the recent veterans housing survey.
The letter was ordered placed on file .
A letter dated March 28, 1947, was received from the State
Traffic commission of the State of New York, together with a traffic
order and diagram, advising that certain changes would be made at j
Signal 10 located on the Boston Post Road at the intersection of Weaver
Street and Hormocks Road.
A letter dated March 6 47,' was received from the State

Town Clerk reported that he had received costs for eCovera e

Following discussion, the members of the Board agreed to keep
the present policy in effect .

The Supervisor presented the proposed distribution covering
the sale by the Village of Mamaroneck of property known as Block 826,
Parcel 178 on the Town Assessment map. He said the Town' s share amounts
to $589.85, which would be applied first to the 1946 taxes and the balance
to prior years ' taxes .
On motion by Councilman Embury, seconded by Councilman Stiner,
it was, upon roll call, unanimously
RESOLVED, that the sum of $589.85 be accepted by the
Town of Mamaroneck as representing its share of the
purchase price of the premises known as Block 826,
Parcel 178, and that said sum be applied first to
the 1946 state, county, town and school taxes with
full penalties and the balance to the outstanding
tax liens , which tax liens are hereby cancelled.
The Supervisor stated that he had at hand a resolution from the
Village of Larchmont covering the sale of properties in : their In Rem
foreclosure on Section 6 and 7. It was his recommendation that these
sales be approved.
Following discussion, it was on motion by Councilman Watson,
seconded by Councilman Mills, the following was, upon roll call,
unanimously adopted:
77HEREAS, the Village of Larchmont, through the institution
of an action begun on February 13, 1946 in the County Court
of Westchester County, and entitled "In the Matter of the
Foreclosure of Tax Liens pursuant to Article Seven-A,
Title 3 of the Tax Law by the Village of Larchmont (List
of Delinquent Taxes for 1946) 11 , has become and now is the
owner of a. number of parcels of Real Estate situate in
the Village of Larchmont and Town of Lamaroneck by virtue
of a judgment in said foreclosure action made and entered
on June 19, 1946 and cdnveyances to the Village by the
Village Treasurer made in pursuance of said judgment;
and
E"HEREAS, both the Village of Larchmont and Town of Mamaroneck
held tax liens for unpaid taxes on said parcels of real pro-
.
perty; and
WHEREAS, pursuant to Section 165H-a of the Tax Law an agree-
ment dated May 20, 1946 was entered into between the Village
of Larchmont and the Town of Mamaroneck, which among other
things set forth the interests of said municipalties in
the properties being foreclosed, the disposition of said
tax liens and unpaid taxes, the manner of the sale of
said parcels of real property and the manner of the
distribution of the proceeds received from said sales ; and
WHEREAS, the Village of Larchmont, has , pursuant to said
agreement with the Town of Mamaroneck advertised on
March 13, 1947 and held on March 20, 1947 a public auction
and received bids on certain of said parcels of real estate
now owned by the Village of Larchmont, such bids ; however,
being received subject to approval by the Board of Trustees
of the Village of Larchmont and by the Town Board of the
Town of Mamaroneck, and subject to upset prices and terms
of sale as advertised; and
WHEREAS, the highest bids received at the aforesaid public
auction of March 20, 1947 for the respective properties
so offered at the public auction are listed with the name
of the highest bidder as follows '

Larchmont and the Village of Mamaroneck recuesting that certain In Rem

He said this matter would be discussed again at the next meeting .
The Supervisor presented a letter dated April 7, 1947, received
from Fire Chief F.N . Taylor of the Larchmont Fire Department, extending
their thanks to the "leaver Street Fire Department for their splendid
cooperation on many occasions ®
The Assessor presented a petition stating that errors had
been made by him on the assessment roll of 19469 taxes of 1947, in so
far as improvements had been included which do not exist as of the date
of these assessments . These errors are as follows:
Block 130, Parcel 123 ( 32 Lester Place) , Building assessed at $700.
which did not exist and should be corrected.
Block 924, Parcel 114. Building on property assessed at $7,000. Was
incomplete and had a value of only $2,000.

Emerson Place a srall area which is about 200 ft . long and connects with
TEurray Avenue, but which is really an extension of I,,Taple Hill Drive, to
avoid the confusion which grows out of the fact that there is a short
street which parallels with T.Iurray Avenue known as Emerson Road, which
terminates at the intersection with Emerson Place and 1aple Hill Drive .
Following ollowin discussion, it was on motion by Councilman Mills,
seconded by Councilman Stiner, upon roll tail, unanimously
RESOLVED, that the name of Emerson Place be and it
hereby is renamed Maple Hill Drive, subject to the
approval of two of the three residents residing on
Emerson Place .
The Town Attorney was instructed to write to the residents
of Ewers
on Place asking for their, comments as to their approval or dis-
approval.
The Supervisor informed the rembers of the Board that a training
school for Assessors would be held in Albany on April 24, 25 and 26, 1947•
Following discussion, it was on r:otion by Councilman Watson,
seconded by Councilman Stiner, upon roll call, unanimously
RESOLVED, that Assessor Smith be authorized to attend
the training school for Assessors in Albany, in the
State Office Building, on April 24, 25 and 269
FURTHER RESOLVED, that the expenses of the trip shall
be paid out of the item in the budget set aside for
that purpose .
The Supervisor read a letter dated April 23, 1947, received
from hr . Harry Alpiar, President of the Larchmont Soft Ball League
asking for financial assistance ®

Following further discussion, the Supervisor said that he

Supervisor reported that a total of $16 ,411.16 had been
received on Village of Mamaroneck In Rem Sales since the last meeting i
and of this amount $1,387, 50 would be applied to the 1934-33-32 school
taxes . Altogether he said, the Town has received from both Villages

In the Council Room of the weaver Street Fire House, Town of
Mamaroneck, New York.
The meeting was called to order by Supervisor Iuiandeville at
8 ;15 P .M. ( Daylight Saving Time) .

The presence was also noted of Town Clerk Gronberg, Town
Attorney Delius, Town Accountant Finson, and Town Assessor Smith.
The Town Clerk presented the affidavit of publication calling
for a public hearing upon the proposed improvement of Elkan Park ( Larchmont
Veterans ' Building Corporation) , by the construction of streets, ( including
pavement and . c�.zrbing) , sanitary servers and water mains.
The Supervisor asked if there was any one in the room opposed installation
to the Town' s awarding the contract to the lowest bidder for t he
of the utilties for the veterans ' housing project. There being no op-
position, the Supervisor stated that it ir?as safe to assure that every one,
present was in favor of the installation of these public utilties .
The Supervisor then asked the .veterans delegation if they had any
preference as to whether stone or concrete curbing be installed.
Yr . Albert Kohler replied that this matter be left entirely
to the discretion of the Town Engineer.

FURTHER RESOLVED, that the sum included in this contract
for highway improvement items, be transferred from General
Town Surplus to Item 1V, Highway Budget. 1947 and that the
budget heretofore adopted by this Board for the year 1947,
be amended accordingly.
FURTHER RESOLVED, that the sum included in the amount of
the above contract for sewer District improvements, be
obtained by borrowing the sum upon a budget note in
Sewer District No. 1, as provided in Section 29.00 of
such bud

residential section of the fire district in an effort to make all
residents " fire" conscious and give them instructions for alert and
intelligent action in calling the Fire Department in any emergency.

.Councilman Yills stated he had no written fire report at this
time , but he enumerated the various fires responded to during the past
-- month making special mention of the wonderful work performed at a fire
on Carlson Avenue ®
The Supervisor mentioned that he was familiar with this particular
fire and also commended the Fire Department for the splendid work done at
this address .
In regards to veterans ® housing, Councilman Mills reported that
two apartments have been made available at the Larchmont Acres,
Councilman Mills -stated that he wished to recor:mend to the
Town Board, as the Board of Fire Cormissioners, approval of Fire Department I
claims totaling $1,318.29.
The members of the Board examined the claim and on motion by
Councilman Mills, seconded by Councilman Embury, it was, upon roll call,
unanimously
RESOLVED, that the following described claims be and

_ The Town Attorney recommended the following resolution, which
was on motion by Councilman INatson, seconded by Councilman Stiner, upon
roll call, unanimously adopted:
WHEREAS, heretofore and on the 18th day of August,
1936, a resolution or ordinance was duly adopted by
this Board, pursuant to authority granted by Section
201 of the Town Law, prescribing how severer connections
should be made ; and
iiVHEREAS, it is now desired to amend said resolution
so as to provide that such sewer connections may be
made by property owners as well as by the Town of
Mararoneck,
RESOLVED, that the resolution or ordinance heretofore
adopted be modified and amended so as to read as
follows :
( 1) In all cases where there are existing sewers in
streets, there shall be filed, together with any ap-
plication for a building permit as required by the
Building Ordinances of the Town of Mamaroneck, an
_. _ application for a sewer connection from the sewer in
the street to the property line , together with a plan
or sketch showing the place where such connection is
to be made .
( 2) Upon the approval of plans and the issuance of a
building permit, the Town Engineer shall, in his dis-
cretion, notify the applicant whether the sewer con-
nection shall be made by Town employees or by the
applicant for the permit ,
(3) If the flown Engineer decides that the sewer con-
nection shall be made by the applicant for the permit,
he shall so notify the applicant, after approving the
plans and specifications for such sewer connection.
If it be necessary to make an opening in any street
or highway for the purpose of making such sewer con-
nection, the applicant shall be required to obtain a
street opening permit as provided. in Chapter VI of the
General Ordinances of the Town of Mamaroneck and obtain
the usual permit granted for such street opening by the
Superintendent of Highways, and comply with all the con-
ditions for obtaining such a permit . If it be necessary
to use explosives or blast for the purpose of making such
sewer connection, the applicant shall be required to obtain

a permit under Article 11 of the Fire prevention
Ordinance of the Town of Yar. aroneck and comply with
all the conditions for obtaining such permit .
(4) If the Town Engineer decides that such sewer con-
nection shall be made by the Town of 114amaroneck, he
shall upon approval of the plans and specifications,
notify the applicant of the charge or cost of making
such sewer connection, which shall be the estimated
cost thereof as determined by the Town Engineer and
no work shall be cor_menced until after payment of the
amount required for the charge or cost as so estimated
by the Town Engineer . If the actual cost shall be less
than the estimated cost, any excess shall be refunded
to the person making such payment .
( 5) In all cases where there are existing sewers in
streets, no certificate of occupancy shall be issued
for buildings completed on and after September 1, 1936,
until such buildings have been connected with existing
sewers .
(6) In all cases where there are existing sewers in
streets and where houses have been completed and certi-
ficates of occupancy issued prior to September 1, 1936,
if the Town Board hereinafter orders such houses to be
connected with existing sewers, such sewer connections
shall be made by the Town of Ivamaroneck in the same
manner as is provided for sewer connections for houses
completed subsequent to September 1, 1936, as :herein-
above provided.
FURTHER RESOLVED; that this resolution be published on
_ or before the 5th day of Iiay, 1947 in the official news-
paper, and a copy thereof posted conspicuously in at
least three public places in the Town of Yararoneck.
A further discussion was held by the r,_embers of the Board in
connection v,.Tith the proposed utilties at the Larc_hmont Veterans Housing
Project and the Supervisor stated that the tentative plan to finance these
improvements would be as follows: The highway portion would be paid from
surplus General Town funds presently on hanik tahe water portion would be
paid for from the water fund, which funds are Xvailableg and the
sewer improvements would be financed by issuing a certificate to the
General Fund from the Sewer District and which certificate would be
included in the 1948 budget of the Sewer District .
There being no further business, the meeting adjourned at
10:15 P.M.
