HomeMy WebLinkAbout1946_04_17 Town Board Minutes 7I THE REGULAR MEETING OF THE TOWN BOARD, TOWN OF MAMARONECK, HELD APRIL 17, 1946 In the Council Room of the Weaver Street Fire House, Town of Mamaroneck, New York. The meeting was called to order by Supervisor Mandeville at 8:15 P.M . ( Eastern Standard Tine) . __- Present: Supervisor Mandeville Councilman Stiner, Mills, Watson, Embury Absent: None The presence was also noted of Town Clerk Gronberg, Town Attorney Delius, Assessor Smith, and Accountant Finsor. The minutes of March 20, 1946 and April 3, 1946, were approved with corrections . The Supervisor requested the Town Clerk to read the communica- tions . A letter dated. April 11, 1946, was received from Police Chief Paul A. Yerick, advising that Patrolman Leslie Lund, a member of the Town of Mamaroneck Police Department for sixteen years has resigned as of April 16, 1946. The resignation was received with regret . The following reports for the month of March, 1946, were ordered placed on file : Report of the Town Clerk; Report of the De- partment of Public Welfare. - - The Supervisor announced that the Board would proceed to the public hearing on amendment of the Ordinances, notice of which was given by publication as required by law. The Clerk filed the affidavit of the newspaper showing publi- cation of the notice . No one appearing either for or against the proposition, it was , on motion of Councilman Embury, seconded by Councilman Stiners RESOLVED , that the General Ordinances of the Town of Mamaroneck are hereby amended as follows : (a) Chapter Il , Section 6 of the General Ordinances is hereby repealed . (b) Chapter Vl, Section 3, is hereby amended to read as follows : Section 3. If the street opening is to be made by a person or corporation other than a municipal or public service corporation, the Town. Superintendent of High- ways may grant a permit f or such street opening and make such conditions for the granting of such permit as he considers necessary under the circumstances, including a condition that such person or corporation shall fern ish to the Town of Mamaroneck, a surety bond in an amount approved by him and in such form as may be approved by the Town Attorney, issued by a casualty or indemnity in- surance Company, which bond shall indemnify the Town against all liability and expense by reason of any act or omission in and about the opening of such street. In every case where the Superintendent of Highways issues a permit for the opening of a street or highway he shall require the applicant for the permit, to ob- tain proper public liability insurance for himself, his contractors, agents or servants, protecting the Town and its Superintendent of Highways against any claim for injury to person or property occasioned by the opening of such street. - In case of a public service corporation or muni- cipal board or body which is required to maintain sub- structures in any street or highway, the Town Attorney in lieu of bond, may accept and approve an indemnity agreement between the Town and such public service cor- poration, municipal board or body which is required to maintain sub-structures in any street or highway, or liability insurance protecting the Town and its Superin- tendent of Highways against all liability or expense of whatsoever kind or nature, by reason of any act or omission of such public service corporation, municipal board or body. The Town Clerk advised the merfoer of the Board that the time limit on the permissive referendum relative to the observance of Memorial and Armistice Days by Veterans' Posts, of the Town of Mamaroneck, had expired. The Town Clerk informed the members of the Board that Mr. A.J. Foote requested a resolution authorizing him to open a bank account for the safekeeping of all monies received in connection with the Build- ing and Plumbing Department. On motion by Councilman Embury seconded by Councilman Mills, it was, upon roll call , unanimously - RESOLVED, that A.J. Foote be authorized to open a bank account in the Bank of Westchester , Larchmont New York, in the name of "A.J. Foote, Building and Plumbing Inspector, Town of Mamaroneck, New York" . The Supervisor requested that Councilman Embury make his re- ports inasmuch as Mr. Embury was not feeling well and wished to leave as soon as possible . Councilman Embury reported that the regulations which he men- tioned at the last meeting of the Board were adopted by the Park Com- mission at the meeting held last evening. He said that a copy was being furnished to the Police Department and the Police Chief has already ordered the signs. He also advised that work has already commenced in cutting off the corner of the curb at Station Play and Vine Street. Councilman Embury reported that Frank Arthur Johnson started to work for the Park Department on April 16, 1046 as assistant park foreman. He said that there is an appropriation of $1,800 in the Park Department Budget. Following discussion, it was on motion by Councilman Embury, seconded by Councilman Stiner, upon roll call, unanimously 2 RESOLVED, that Frank Arthur Johnson be and he hereby is reinstated to the position of Assistant Park Foreman of the Park Department of the Town of Mamaroneck, effective as of April 16, 1946 at an annual salary of $1,800 per year as recommended by the Park Commission. FURTHER RESOLVED, that the Townes Compensation Plan is hereby amended as follows: Minimum Maximum Assstant Park Foreman $1,500 $2,100 Councilman Embury presented the Welfare Report for the month of March, 1946, which showed as follows: Year Cases Individuals Amount 1945 24 53 $ 1,171.92 1946 21 43 930.72 The Supervisor stated that he had at hand an offer in the amount, of $285.42 from Mr. John J. Swanston for the face amount of the liens plus six per cent interest . On motion by Councilman Stiner, seconded by Councilman Embury, it was , upon roll call , unanimously RESOLVED, that the Receiver of Taxes and Assessments be and he hereby is authorized, empowered and directed to accept payment at the face amount of the tax liens with interest at the rate of six per cent from the date of sale to the date of payment, from Mr. John J. Swanston, for the following tax liens on property known - as Block 620, Parcel 466:. Sale Year Amount of Liens 1938 $ 23.92 1939 25.94 1940 24.67 1941 25.42 1942 25.73 1943 26.83 1944 26.21 1945 207.53 The Supervisor informed the members of the Board that he had attended a meeting of the Larchmont Visiting Nurse Association, at which meeting it was decided that Mrs. Charlotte Heinrichs who was engaged by the Town as part time nurse is to be employed by the Village of Larchmont on a full time basis. He said that Mrs. Elizabeth Dodge was recommended for employment by the Town on a full time basis, subject to the approval of the Town Board. He said that he had at hand the resignation of Mrs. Heinrichs, effective as of April 16, 1946. Following discussion, it was on motion by Councilman Embury, seconded by Councilman Stiner, upon roll call, unanimously - RESOLVED, that Pus. Elizabeth Dodge be and she hereby is appointed as Public Health Nurse for the Town of Mamaroneck at an annual salary of $2,100 per year; I FURTHER RESOLVED, that this appointment is subject to the approval of her qualifications by the Public Health Council of the State of New York and the Personnel Of- ficer of the County of Westchester: FURTHER RESOLVED, that this appointment is effective as of April 16, 1946; FURTHER RESOLVED, that there is hereby appropriated the additional sum of $850.00 to the 1946 Budget, Miscellaneous Outside Villages, Public Health Nurses, which funds are transferred from surplus available 1945 operations, Outside Villages District; FURTHER RESOLVED, that the Town' s Compensation Plan is hereby amended by the addition of the following: Public Health Nurse Minimum $1,800 ➢Maximum $2,400 The Supervisor stated that he had at hand the qualifications of Mr. Thomas J. McKeever. He said that Mr. McKeever was well qualified to fill the various positions assigned to him. Following discussion, it was on motion by Councilman Stiner, seconded by Councilman Mills, upon roll call , unanimously RESOLVED, that Thomas J. McKeever is hereby appointed Assistant Building and Plumbing Inspector and Assistant Town Engineer, and also appointed as Assessment Clerk, that such appointment shall be effective as of April 15, 1946, and shall be compensated as follows: As Assistant Building and Plumbing -- - Inspector, for the balance of the year 1946, or until December 31, 1946 "$'1,275.00 t As Assessment Clerk, for the balance of the year 1946, or until December 31, 1946 467 .50 As Assistant Town Engineer, for the balance of the year 1946, or until December 31, 1946. 467.50 $2,210.00 FURTHER RESOLVED, that there is hereby appropriated: (a) For the salary of the Assistant Plumbing and Building Inspector, the sum of $1,105 . , being the amount unexpended in the budget item" Building and Plumbing Inspector, $1,800 in the Department of Building and Plumbing Inspector, less the amount here- tofore paid to Rutledge Rate as Building Inspector and the amount appropriated to A .J. Foote , Building and Plumbing Inspector for the balance of 1946, together with the sum of $170 . from available General Town sur- plus from 1945 operations . (b) For the salary of Assessment Clerk, the sum of $389.63 from the budget item in the Department of Assessor entitled :Assessment Clerk .$550" being the unexpended amount thereof and in addition the sum of $77.80 from available General Town surplus from 1945 operations. I 5 (c) For , the salary of Assistant Town Engineer, the sum of $212 .50 from the budget item in the Department of Town Engineer, entitled "Plumbing Inspector $300, being the unexpended amount thereof and in addition $225. from available General Town surplus from 1945 operations . (d) FURTHER RESOLVED, that there will be no additional or other compensation for the position of Deputy Super- intendent of Highways. The Supervisor suggested that the Board deviate from the regular order of business to hear those present who wished to address the Board. ' Mr. Lawrence Greenbaum, attorney for Lt. William P. Rosen- sohn, appeared to talk about the subdivision of the former Prince Willows Estate located on Old White Plains Road and Griffen Avenue . He introduced Mr. John J Watson, Consulting Engineer-Town Planner, for Mr. Rosensohn. Mr. Greenbaum explained to the Board that it was their intention to file a subdivision at the present as the plans were in a preliminary stage and were submitted to Town Engineer Foote in an ad- visory capacity. Mr. John J. Watson stated that Mr. Foote had made a study of the layout and had made several suggestions, which Mr. Foote explained to him were subject to the approval of the Town Board. Mr. Watson stated that the property would be planned and maintained with one-acre plots as small country estates of not over forty (40) houses and it was his opinion and experience that an 18' road is ample to take care of the needs of this development. He said that a 30 foot road would make a citified street which is the thing most city planners are trying to get away from. Regarding Mr. Footers criticism that the Town Board would not favor the suggested: layout with respect to the two dead-end streets with turn grounds, Pair. Watson pointed out that quite a number of "cul- de-sacs" with a 100 foot radius at the end have been approved by planning boards of recent date in Westchester County. The Supervisor pointed out that although there was not a doubt in his mind that the proposed development was of the best, there were several factors to be considered. Said the Supervisor, °` We are thinking about the day that is coming when all of these subdivided plots will be- come the properties of others and they will call upon someone to serve them, maintain their streets, etc." He further stated that he believed that the Board would like to see this tract developed and that it would no doubt be a great asset to this community. He suggested that Mr. vatson consult with Mr. Foote and that in his opinion the differences were not too great and some decision could be reached. Mr. Watson agreed to do this and thanked the Board for their courtesy in discussing the proposed development with them. Mr. Reuben Sirlin, Attorney, appeared before the Board re- lative to a commission which he claimed was due him on the recent sale of a parcel of Tovm-owned property to his client, Mr . Jules Gorlitz . He said that he had written a letter to the Town Attorney explaining his position in the matter and was leaving the payment of this com- mission entirely up to the Town Board. The Supervisor stated that this offer was accepted in good faith with the understanding that Pair. Sirlin was representing Mr. Gorlitz as an attorney and not as a broker. i Mr. Sirlin then added that according to law all attorneys are entitled to commissions. When asked by the members of the Board, the Town Attorney stated that this was the law. He further stated that he believed Mr. Sirlin was representing Mr. Gorlitz strictly as an attorney and was informed of a commission due when he spoke to Mr. Sirlin after the contracts had been prepared. The Supervisor asked the other members of the Board what their opinion was of the matter. Councilman 'Watson said that he had spent quite a little time on the inspection of this property and it was his opinion that the Town was getting the minimum at the time . As far as he was concerned he would like to stand by the resolution as it was passed by the Board and added that he thought it was a direct sale . Councilman Mills said that he thought Mr. Sirlin was entitled to the commission and that when he voted for the resolution approving the sale he took it for granted that Mr . Sirlin would receive his com- mission Councilman Stiner said that he was of the opinion that Mr. Sirlin was representing Mr. Gorlitz as a lawyer and. it was news to him that lawyers were entitled to a broker' s commission, whether specified or not. Following further discussion, it was on motion by Supervisor Mandeville , seconded by Councilman Watson, _ RESOLVED, that the payment of a commission to Mr . Reubin Sirlin in connection with the Gorlitz sale, be denied. The vote on the foregoing resolution was as follows: Ayes: Supervisor Mandeville,. Councilman Stiner Noes: Councilman Mills Absent: Councilman Embury Fire Chief Burton appeared with a delegation of the Town' s Fire Department. He suggested that a letter from the Fire Department Council dated April 15, 1946 which was in the hands of the Town Clerk be read. The letter requested additional compensation for the paid personnel and attached was a schedule of salaries paid to firemen of neighboring towns and villages . When asked by the Supervisor what the recommendations were the Fire Chief replied that he thought if the men were paid on the same basis as the Policemen , that is, on the same basis as the patrolmen with the same period of service, they would be satisfied. A comparison of the compesation received by the police was discussed. Following further discussion the Supervisor advised the mem- bers of the Fire Department delegation that the Board would give their - request careful consideration and a report would be made at the next meeting. Mr. Anthony Testa again appeared to ask what decision had been reached regarding his offer for the purchase of tax liens on Block 124, Parcel 423. 9 The Supervisor stated that it was his understanding that the owner of record intended to take care of the taxes on the property he owns along Laurel Avenue . A lengthy discussion ensued in which protection to the tax- payer, the amount of the offer, and giving the veterans a chance, was brought up. The Supervisor instructed the Town Attorney to write a letter to Mr. Charles Mayone advising him of the situation. The Supervisor requested that the meeting proceed with re- ports of comnittees. Councilman Watson presented the following petition received from the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes. On motion by Councilman Watson, seconded by Councilman Stiner, the following was , upon roll call, unanimously adopted. WHEREAS, the Assessor has presented a petition for the correction of the assessment roll for certain years, pursuant to the provisions of Section 33 of Chapter 105 of the Laws of 1916, as amended, known as the 'Westchester County Tax Act; and WHEREAS, after due consideration this Board finds it desirable to grant said petitions for the cor- rection of said assessment roll . NOW, THEREFORE, BE IT RESOLVED, that the assessment roll for the year 1945, -- taxes 1946, which shows property now appearing on the roll as follows: Section Block Lot Owner Land Only 4 41A Plot 20B (412-143) 20A, 19B Rose walker 2,265 be corrected as follows, in accordance with the pro- visions of subdivision 5 of Section 33: Section Block Lot Owner Land Only 4 41A Plot & 20B Suburban Development Corp. 6*1,200 (412-143) located at 724 Rockridge Road 4 41A 19B & 20A Suburban Development Corp. 1,065 (412-153) located at 722 Rock Ridge Road On incineration, Councilman Watson reported that the Pyrometer had been received and installed. He explained that this meter is for the purpose of recording the temperature of the two furnaces at the Incinerator. The Town Attorney reported that Mr. Frank Guadagnola re- quested that he be given the deed without regard to having completed the building. The Building Inspector' s report showed that the building was eighty-five per cent complete and the Town Attorney was authorized to proceed with the closing and giving Mr. Guadagnola the deed upon receipt of the balance due . 101 Following discussion, it was on motion by Councilman Stiner, seconded by Councilman Mills, upon roll call , unanimously RESOLVED, that the Supervisor and Town Attorney be and they hereby are authorized to proceed with the closing of title and giving Mr . Frank Guadagnola the deed upon receipt of the balance due on the contract notwithstanding the building is not yet completed. The Town Attorney reported that a check was received from Larchmont Estates, Inc . , in the amount of $7,500, in payment of taxes on three parcels upon which the Town had a foreclosure action, which action was in agreement with a stipulation entered into with Larchmont Estates , Inc. Following discussion,it was on motion by Councilman IVatson, seconded by Councilman Stiner, upon roll call , unanimously RESOLVED; that, the Town Attorney is hereby authorized to discontinue the pending foreclosure action against Larchmont Estates, Inc . on Block 408, Parcel 290; Block 918, Parcel 1; Block 403, Parcel 61, upon the payment of $7,500 to be distributed between the Town and Village as follows: Town of Mamaroneck $5,050.50; Village of Mamaroneck $2,449.50 . Following discussion, it was on motion by Councilman Mills , seconded by Councilmmn Stiner, upon roll call, unanimously resolved WHEREAS, it appears that throughout Westchester County as well as in the Town of Mamaroneck, owners of un- developed property, stimulated by increase in values in real estate, are subdividing such areas as have not heretofore been subdivided, and preparing maps containing streets and other improvements; and WHEREAS, the indiscriminate filing of such maps in j the County Clerks office may cause serious problems in connection with the dedication and acceptance of such streets and improvements as are contemplated by such subdivision maps; RESOLVED, that this Board .urges and requests the County Board of Supervisors to provide by local law' under provisions of the Westchester County Charter, - that no subdivision map or survey shall be filed in the County Clerk' s office unless the same shall have been approved by the Town or Village in which such land is actually situated and if the land is situated in both the Town and Village, that the approval of both Town and Village shall be necessary . The Supervisor requested that a certified copy of the fore- going resolution be sent to Mr. William Ranscht, Chairman of the Legis- lative Committee, County Board of Supervisors. The Town Attorney stated that the Board of Trustees of the Village of Mamaroneck had closed the redemption period in the In Rem foreclosures on April 15, 1946, and had submitted to him an agreement between the ' own and Village with a list of properties, title to which is to be acquired by the Village in these proceedings. This agreement is in line with what he had previously submitted to the Board and it had already been signed and executed on behalf of the Village, by the Village Manager. The Town Attorney stated that , while the agreement provided that all property acquired by the Village, should be offered for sale, a situation might arise where the Village would wish to retain property thus acquired, for municipal purposes, such as the widening or opening of a street, the establishment of a park or other municipal use . . He said that in that event it should be understood between the Town and Village that such property would be taken over by the Village at an agreed price and the Town paid its share in accordance with the terms of the agreement. He was instructed to write a letter to the Village making this as an additional stipulation or provision of the agreement. Upon motion made by Councilman Stiner, seconded by Councilman Watson, it was RESOLVED, that the Supervisor is authorized to sign the agreement with the Village of Mamaroneck in regard to cancellation of taxes on properties to be acquired by the Village in In Rem foreclosure proceedings, pro- ' viding for resale of the same by the Village and the apportionment and distribution of the proceeds of the sale between the Town and Village in the following forme WHEREAS, the Village of Mamaroneck heretofore adopted a resolution, pursuant to Section 162 of the Tax Law, electing to proceed hereafter to foreclose tax liens, pursuant to Title 3 of Article 7A of the Tax Law; and WHEREAS., in pursuance of such resolution and the provisions of Section 165 (a) and (b) of the Tax Law, the Treasurer of the Village of Mamaroneck has filed with the Clerk of West- chester County, a list of parcels of property. .._ .... ... . . ......... 105 all. -affected and unpaid liens held and owned by said Village , which on said date had been unpaid for a period of at least four years after the date when the tax assess- ment or other local charge represented thereby, became a lien, and has caused notice to be given of publication and nailing as provided in said sections; and WHEREAS, the time for redemption of said tax liens fixed in said notice, to wit: February 11th, 1946, has now ex- pired and there remain still unpaid, certain taxes and and tax liens which are shown upon a list hereto attached and marked exhibit A; and WHEREAS, certain of these parcels of property, so shown upon said list, marked Exhibit A. are subject to collection of arrears of taxes and/or tax liens due the Town of Mamaroneck, where such parcels of property are situated in both the Town and Village of Mamaroneck, more particularly those in Sections 8 and 9 on the Village Assessment Map; and i WHEREAS, the list marked Exhibit A contains the designation of such parcels by Section, Block, Parcel and Lot Number on the Village Assessment Map; and 'WHEREAS, both the Town and Village of Mamaroneck have indicated their willingness to agree, pursuant to Sec- tion 166a of the Tax Law, that all parcels of property which are indicated upon the list hereto attached and marked Exhibit A. upon which they respectively own tax liens, shall be sold free and clear of all taxes and when re-sold, that the avails thereof be divided between the Town and Village, instead of proceeding under subdivision 3 of Section 165 H of the Tax Law' NOW, THEREFORE, THIS AGREEMENT V[WITNESSETH, (1) that the final judgment to be entered, pursuant to Section 165 H of the Tax Law, in the matter of the fore- closure of tax liens pursuant to Article 7A , Title 3 of the Tax Law, by the Village of Mamaroneck, now pending, shall provide that the conveyance directed to be made by the Village Treasurer to the Village of Mamaroneck, shall also provide that such conveyance shall be made subject to this agreement between the Town and Village; ( 2) That the Town, upon the delivery of such con- veyance , shall cancel all tax liens or taxes which have become a. lien prior to the date of such conveyance and note upon its records that such cancellation is made pur- suant to this agreement between the Town and Village of Mamaroneck and will not thereafter include any such liens in any tax lien sale, (3) That the Village of Mamaroneck will offer for sale all the parcels of property conveyed to it and refer any offers received for the purchase of any such parcels, to the Town Board of the Town of Mamaroneck for approval as to the price and terms of sale before actually selling any of such parcels of property; (4) That upon the sale , by the Village, of any such parcel, with the approval of the Town Board of the Town of Mamaroneck, the proceeds or avails thereof shall be distributed between the Town and Village as follows- 107 (a) By paying to the Village , the proportionate cost of the In Rem Foreclosure proceeding which shall not exceed the sum of 85.00 for each parcel foreclosed and sold: (b) By paying or allowing all taxes levied and which have accrued or became liens subsequent to the date of such conveyance to the Village of Mamaroneck; ( c) By paying to the Town of Mamaroneck such part or portion of the net proceeds as is represented by a fraction, the denominator of which is the total of all taxes and/or tax liens owed to both the Town and Village of Mamaroneck as of the date of such conveyance and the numerator of which is the amount of the taxes and/or tax liens owed to the Town of Mamaroneck as of the date of such conveyance; (5) IT IS FURTHER UNDERSTOCD AND AGREED that should the Village of Mamaroneck receive any rent or other com- pensation for the use and occupation of any of such parcels of property, then the armounpipgg received, shall be included in the proceeds of sale after deducting, however, the usual and necessary expenses in connection with the management or renting of the property from which such rent or other com- pensation is received. Johnson Village Manager FURTHER RESOLVED, that all officers and employees of the Town having charge of its records are hereby authorized and directed to make the necessary entries in such records so as to carry out the provisions of the aforesaid agreement with the Village of Mamaroneck. As requested by the Supervisor, the Town Attorney stated that he had prepared a memorandum on the matter of Public Housing. He pre- sented a copy of the same to each member of the Board for their in- formation. Mr.C .C . Merritt appeared before the Board relative to a Veteran's Housing Project in which, he said, his son and a few friends were interested. It is their plan to construct a series of small houses on Richbell Road and he wished the Town Board to consider providing the improvements and laying the lateral sewer tailed for by the plans . Following discussion, the matter was referred to Councilman Mills for a report. 109 On personnel, Councilman Stiner presented the following re- solution, which was on motion by Councilman Stiner, seconded by Council- man Watson, upon roll call, unanimously RESOLVED, subject to the approval of the Personnel Officer of the County of Westchester, Mrs. Donna Wiedemann be and she hereby is appointed to the position of Intermediate Account Clerk, in the Town Offices, at a salary of $1,560 . per annum, effective as of April 8, 1046. FURTHER RESOLVED, that there is hereby transferred from the 1946 Budget appropriations Town offices., Junior Stenographer, the sum of $914.47 to the 1946 Budget, Town Offices, Intermediate Account Clerk- FURTHER RESOLVED, that there is hereby appropriated the additional sum of $225 .17 from 1945 surplus to the 1946 Budget, Town Offices, Intermediate Account Clerk. Councilman Stiner reported. that John Catoe, Sanitation Man, was injured in the line of duty and would require an operation. He said that Mr. Catoe was to enter the New Rochelle hospital on April 15, 1946 and probably would be away from work for eight weeks . It was his recommendation that Mr. Catoe be granted sick leave with pay. On motion by Councilman Stiner, seconded by Councilman Watson, it was , upon roil call, unanimously RESOLVED, that a leave of absence with pay be granted to John Catoe for a period of not more than eight weeks commencing April 16, 1946. Councilman Mills presented a list of claims from the Fire Department, totaling $1,198.17. He stated that he had checked the bills and recommended their approval . The members of the Board sitting as the Board of Fire Com- missioners considered the claims, and on motion by Councilman Mills , seconded by Councilman Watson, it was, upon roll call, unanimously RESOLVED, that the following described claims be and they hereby are approved and the Supervisor and Comptroller be and they hereby are authorized to pay same out of the budget for the Fire Department- A & A Automotive Co. $15.45 Free Parking Service Station 47.92 Wesco Paint and Glass Co. 12.06 G. Joint Water Works " " 730.00 782.50 Grand Total. . . . . . . . . . . $1,198.17 Regarding the Palmer ;Gemetery, Councilman Mills reported that he had talked to Mr. William Fulcher who advised. that the Historical Society in Mamaroneck had no funds excepting the dues that were collected from Itdmbership and they were not financially able to take care of the same. He said that it was difficult to obtain permission of some of the owners of these historical places as most of them were non-residents The following reports for the month of March, 1946, were ordered placed on file: Summary of Receipts and Disbursements; Analysis of Budget Appropriations and Expenditures; Annalysis of Estimated Revenues .
