Councilman Stiner stated that at the last meeting the appli-
cation of Anthony Decicco for a Plumber' s license was referred to him.
He stated that he had looked into the matter and recommended that the
license be granted.
On motion by Councilman Stiner, seconded by Councilman
Embury, it was, upon roll call , unanimously resolved:
WHEREAS, it has bb proven to the satisfaction of the
Town Board that Mr. Anthony Decicco as partner of the
firm of Warren and Decicco, prior to his entrance into
the Armed Forces of the U.S. ; and
WHEREAS, Mr. Decicco now desires to enter in business
in his own name; and
WHEREAS, the firm under which Mr. Decicco was originally
doing business met all the requirements of the Town' s
ordinance known as the Plumbing Code of the Town of
Mamaroneck; and
WHEREAS, Mr. Decicco had duly made application to the
board of Plumbing Examiners who have consented to the
renewal of a license to Mr. Decicco and has evidenced
the same by a poll of the Board of Plumbing Examiners
by its Chairman, Munroe Stiner;
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board does hereby authorize the
Town Clerk to issue the renewal-'..of said license to Anthony
Decicco upon the payment of the usual renewal fee of $2.00.
Council Mills reported that through the Fire Chief' s efforts,
American La-France Co. has agreed to make certain repairs to the aerial
truck equipment, such as installing a new reinforced ladder, new hy-
draulic system used in raising of ladder, new electric fuel pump on
motor, checking all cylinders, and other miscellaneous, which expenditure
would amount to approximately $3,000-but that these repairs are being
done gratis for the Town.
He reported that he had at hand a number of bills from the
Fire Department, totalling 1,889.81, which he had checked and recom-
mended the approval of the bills as presented.
The members of the Board sitting as the Board of Fire Com-
missioners considered the claims, and on motion by Councilmen Mills,
seconded by Councilman Stiner, it was , upon roll call , unanimously
RESOLVED, that the following described clairgs be and
they hereby are approved and the Supervisor and Comp-
troller be and they hereby are authorized to pay same out of the
budget for the Fire Departments

The members of the Board referred to the two matters pend-
ing earlier in the meeting.
In considering the request submitted by the two representa-
tives of American Legion Post #90, the members of the Board Suggested
that the Supervisor confer with Village Manager Johnson, inasmuch as
this is more or less a Village matter.
After full discussion regarding the offer made by Mr. William
J. Merritt, the Board decided to take no action.
The Supervisor stated that the County Board of Supervisors
had recently considered a proposition to sell ,County Parkway Property
originally acquired for rights of way reserved for the Pelham-Port
Chester'-Parkway. He stated that under the circumstances this Board should
make request and recommendation to the County Board to offer for sale
the land acquired in the Town of Mamaroneck for the Pelham-Port Ches-
terParkway since at least the greater part of it would not be adaptable
for the New En&Zand Thruway as contemplated by the State authorities.
In furtherance this thought, he stated that he had requested the Town
Attorney to prepare a resolution which he might submit to the County
Board. He asked the Town Attorney to read the resolution which he had
prepared; as follows:
WHEREAS, heretofore the County of Westchester has
acquired certain lands in the Town of Mamaroneck,
constituting rights of way for County parks or park-
ways; and
WHEREAS, to date , such parkways have not been con-
structed nor any funds appropriated for the con-
struction thereof, and it appears that most of the
land so accquired is not adapted for the use of a
"State Thruway" as contemplated by the Staff s
Post Wad' Planning authorities; and
WHEREAS, such lands so acquired by the County, are
exempt from taxation; and
WHEREAS, the County of Westchester and/or the County
Park Commission, has heretofore offered for sale, and
sold, similar parcels of property acquired for rights
of way in other cities and towns,
NOW,THEREFORE,BE IT
RESOLVED, that this Board requests the Board of
Supervisors to take such action as will bring about
the sales of such property in the Town of Mamaroneck
to the end that it may be restored to the tax assess-
ment rolls of the Town and the several districts therein.
The foregoing resolution was on motion by Councilman Embury,
seconded by Councilman Stiner, upon roll call, unanimously adopted.
The Town Attorney made a brief report in connection with the
"in Rem" foreclosure proceedings under Article 7-A of the State Tax
Law insofar as it applied to the Town, outside of villages. He stated
that the general title companies had agreed to insure title acquired
by municipalities in this way with some exception principally connected
with rights of the Federal Government or its Agencies where liens were
filed against real property. The principal difficulty, however, he ex-
plained, was the fact that the law requires the resolution and notice
to include all property in the Town or other tax districts where taxes
are unpaid for a period of more than four years.
Since the Village of Mamaroneck has already adopted the "in
rem" foreclosure proceedings and the Village of Larchmont indicates
its intention to follow suit, the Town would be required to foreclose
properties in the Village which are already included in the Village
"in rem" proceedings. For this reason, he said, an amendment is now
being prepared for introduction at the present session of the legis-
lature which would make it possible for towns and other tax districts
in the State to exclude from the list of properties to be foreclosed,
all properties or parcels subject to the Levy and collection of taxes
by other tax districts such as the villages that have already adopted
resolutions to foreclose in this type of proceeding. This amendment
would make it possible for the Town to include in its list only such
properties as are located in the Town outside of the villages(unin
corporated section) .
Until this amendment becomes a law, he stated that the Town
should take no further action but continue to foreclose properties out-
side of the villages by foreclosure action under the provisions of the
Westchester County Tax Act as has been done heretofore.

FELD TADTUARY 16, 1946
In the Councilman room of the Weaver Street Fire House, Town
of Mamaroneck, New York.
The meeting was called to order by Supervisor Mandeville
at 8:15 P.M. ( Eastern Standard Time) .

The Supervisor requested the Town Clerk to read the Com-
munications.
A letter dated January 15, 1946 was received from Village
T'lanager, pdm. H. Johnson, stating that the Village Board decided to
acnrove the bid of 'j2,105. made by Donald B. Abbott, for property
known as section 9, Block 53, Lots 8 and 9.
Following discussion, it was on motion by Councilman 11ills,
Jr. , seconded by Councilman Stiner, upon roll call , unanimously
RESOLVED , that this Board accepts the offer of Donald
B. Abbott in the sum of TWO THOUSAND OIIE HUNDRED FIVE
( $$2,105 . ) DOLLARS, all cash, to purchase the property
known as Block 915, Parcel 32 on the Tax Assessment
Map of the Town of Mamaroneck;
FURTHER RESOLVED, that the Torn Attorney be and he
hereby is instructed to draw the necessary contract
for the sale of the property in accordance with the
term of the offer and acceptance, and that the Super-
visor be and he hereby is authorized to acknowledge
and deliver the deed accordingly;
FURTHER RESOLVED, that the acceptance of this offer
is subject to the approval by the Board of Trustees
of the Village of Mlamaroneck in view of their interest
as owners and holders of tax liens due the Village of
Mamaroneck upon the premises.
A letter dated January 15, 1946, was received from Police
Chief Paul A. Yerick, stating that detective Joseph Paonessa has been
honorably discharged from the Armed Forces and has returned to duty on
the Police Department as of January 16, 1946.
On motion by Councilman Embury, seconded by Councilman
Watson it was, upon roll call, unanimously,
RESOLVED, that the Town Board does ratify the re-
instatement by the Police Department of Detective
Joseph Paonessa who was honorably discharged from
the Armed Forces at the salary provided for in the
Civil Service Compensation plan.
A letter dated January 15, 1946, was received from Frank
Valle, 175 PTyrtle Boulevard, Larchmont , N .Y. , offering to purchase
Town-owned property knoun as Block 132, Parcels 469 and 492, for the
sum of i" 4,000. A check in the amount of "400 . representing ten per
cent of the offer accompanied the bid as evidence of good faith.
Following discussion the Town Clerk was requested to in-
sert an ad in the Daily Times, the official newspaper of the Town,ad-
vertising said property for sale , bids to be returnable at the next
regular meeting of the Board to be held on February 6, 1946.
A letter dated January 16, 1946, was received from dr.
Martin E. King, requesting that an extension of fifteen days be granted
in the payment of tax arrears on Block 325, Parcel 21, Block 326, Par-
eel- land Block 346, Parcel 1, owned by the Johnethel Realty Corporation.
He arsked this request due to the fact that the Lawyers Title Corporation
has been delayed in getting out its title certificate for the purchaser
due to the illness of many of its personnel in their law department .
He said that he knew the title to be in good shape and it was only a
question of getting the transfer completed.
Following discussion, it was on motion by Councilman Stiner,
seconded by Councilman Embury; upon roll call, unanimously
RESOLVED, that subject to resolutions passed by
this Board on December 28, 1945, fixing the taxes
to be paid in settlement of all arrears to date on
Block 325, Parcel 21, Block 326, Parcel 1, and
Block 346, Parcel 1, owned by the Johnethel Realty
Corporation, an extension of fifteen days to Febru-
ary 11, 1946 be granted at no additional interest cost.
A letter dated January 15, 1946, was received from the County
Transportation Co. petitioning the Town Board to grant consent for the
operation by the petioner of an additional omnibus route between the
city of New Rochelle and the "vVestbound Station of the New Haven Rail-
road in the Town of Mamaroneck.
The Supervisor suggested that a public hearing be held on
February 6, 1946 at 8:15 P.M. in the Council Room of the ,Heaver Street
Firehouse, and it was on motion by Councilman Watson, seconded by
Councilman Embury, unanimously
RESOLVED, that the following notice be inserted in
the Daily Times, the official newspaper of the Town:
NOTICE OF HEARING
TAKE NOTICE that a public hearing will be held by the Town
Board of the Town of Mamaroneck on the 6th day of February, 1946, at
8:15 O' clock in the evening of that day, in the Council Room of the
Weaver Street Fire House at Weaver Street and Edgewood Avenue, in the
Town of Mamaroneck, New York, for the purpose of considering the ap-
plication of the County Transportaon Company, Inc. , for the consent
of the Town of Mamaroneck, under the provisions of Section 66 and 67
of the Transportation Corporation Law of the State of New York, for
the operation of motor buses or omnibuses for transportation of pass-
engers, and property carried by said passengers, for hire, in, upon,
along and across certain streets, avenues and highways in the Town of
Mamaroneck as follows:
BEGINNING on Palmer Avenue at the boundary :1-ine of
the City of New Rochelle and the Town of Mamaroneck,
easterly on Palmer Avenue to the westerly boundary
line of the Village of Larchmont and the Town of
Mamaroneck. Returning via the same route .

BEGINNING on Chatsworth Avenue a t the southerly
boundary line of the Town of Mamaroneck with the
Village of Larchmont, northerly to the entrance to
the grounds of the west-bound Larchmont Railroad
Station of The New York, New Haven and Hartford
Railroad Company in the Town of Mamaroneck, Re-
turning from the said railroad station grounds westerly
on Myrtle Avenue to its intersection with Chatsworth
Avenue; thence southerly on Chatsworth Avenue to the
boundary line between the Town of Mamaroneck and the
Village of Larchmont.
Being parts of an additional route via Stephenson
Boulevard and Palmer Avenue, between the City of
New Rochelle and the Village of Larchmomt.
TAKE FURTHER NOTICE that the purpose of said public hear-
ing is to consider the granting of such consent for the use of
the above described portions of streets or highways in the Town
of Mamaroneck to County Transportation Company, Inc . , and that
at said public hearing all persons interested will be given an
opportunity to be heard, this notice being given pursuant to
Section 64, Paragraph 7, of Chapter 62 of the Consolidated Laws,
known as the Town Law, and Sections 66 and 67 of Chapter 63 of
the Consolidated Laws, known, as the Transportation Corporations
Law of the State of New York.

The following reports were received and ordered filed: Super-
visor' s Report of annual operations for 1945; Annual Report of the
Town Clerk for 1945.
The Supervisor asked if there was any one present who wished
to be heard. He recognized Mr. James Hewson, Mr. Jonathan Welsh and
Mr. 'Na.rren K. Friar, representatives of the American Legion Post No. 90.
Referring to the Town Hall Building on Prospect Avenue, the
Supervisor stated that since this property is located within the con-
fines of the Village he saw no reason why they would not be receptive
in taking the building over, provided legal ways and means could be
found for such conveyance . He said that Village Manager Johnson would
bring the matter before his Board on Monday evening and whatever the
outcome both Village Attorney Sansone and Town Attorney Delius would
get together and iron out technicalities in some fashion. He said
he felt that this matter should come through the Village of Mamaroneck
and that the Village should have control over it.
The representatives of American Legion Post #90 thanked the
Supervisor and the members of the Board for getting the matter under
way.
Mr. Henry P. Rubin appeared on behalf of his client, Mr.
George Polera, to amend his original offer for the purchase of property
located on Laurel Avenue and Myrtle Boulevard, which is known as Block
124, Parcels 440 and 445 . He said that his client would increase his
offer to $800. , or he would be willing to pay $1,000, provided the Town
foreclosed the property.
Following discussion,the Board decided to accept the 6800.
offer rather than have the Town foreclose the property. On motion by
Councilman Watson, seconded by Councilman Stiner, it was, upon roll
call, unanimously
RESOLVED, that the Receiver of Taxds and Assessments
be and he hereby is authorized, empowered and directed
to sell by assignr¢ent to George Polera, the following
tax liens on property known as Block 124, Parcels,
440 and 445, for the sum of Eight Hundred Dollars.

Mr. WM. J.Vd. Merritt appeared before the Board and stated
that he had not been notified as to what action the Town Board had taken
_ in regard to his offer which he had presented at the last meeting. He
said that he would be willing to split the difference and asked if the
Board would consider his proposal in which he would agree to pay half
the difference of 0384.69 which represents the difference between his
original offer of $1,350, and the face amount of the tax liens plus
six per cent interest.

Mr. Meritt was advised that the members of the Board would
take this matter into consideration later in the meeting.
Public Welfare Officer DeVinne informed the members of the
Board that one of the local doctors had not returned his vouchers for
the years 1944-1945. He said that he had made several telephone calls
and had written several letters, but to date the vouchers have not been
returned. He pointed out that quite a number of families use this
physician and asked suggestions from the Board as to what he should do
in the matter.
The Supervisor suggested that Town Attorney Delius write
him a letter and follow this up in order to give a report at the next
Board meeting.
The Supervisor suggested that the meeting proceed with reports
of committees.
Councilman Watson presented the following petitions received
from the Assessor for the correction of the assessment roll so as to
permit the apportionment of taxes.
On motion by Councilman Watson, seconded by Councilman Stiner,
the following resolution was, upon roll call , unanimously adopted:
WHEREAS, the Assessor has presented petitions for
the correction of the assessment roll for certain
years pursuant to the provisions of Section 33 of
Chapter 105 of the Laws of 1916 as amended, known
as the Westchester County Tax Act; and
WHEREAS, after due consideration this Board finds
it desirable to grant petitions for the cor-
re,s`ction of said assessment roll;
NOW, THEREFORE, BE IT
RESOLVED, that the assessment roll of 1945, taxes
of 1946, which shows property now appearing on the

Councilman Embury presented and read the report of the
Welfare Department for the month of December, 1945, which showed as
follows :

For the Park Department, he reported that not only did the
Department stay within its budget last year but the cost of operation
was $300. lower than it had been for the previous year.
In regard to the honor Roll, he reported that there were
1 ,344 names - 579 of which are residents of the Village of Larchmont
and 765 are residents of the unincorporated section. There are 43
gold stars - 12 from the Town and 31 from the Village of Larchmont.
He said the Park Department would like to know a little more about
the Honor Roll situation. Mr. Philip Moynahan, president of the
Board of Education, in reading about the Town Memorial, had gotten
in touch with Mr. Cargill and called attention to the Richard Kemper
Memorial, which was presented to the school district and is now in
the process of construction.
Councilman Embury displayed a blueprint of this Memorial
which is located on the Boston Post Road between the Mamaroneck Junior
High School and the Central School. He said that the land was pur-
chased by the parents of the late Richard Kemper on which a plaque
is to be erected bearing the names of all who gave their lives in
World War 11. The cost of the land, including landscaping, and the
tablet is in the neighborhood of $ 25,000. Mr. Ahern has been in
charge of collecting these names which includes the entire school
district, along with the list of names that would appear on the Town
Memorial.
He said that the question before the Park Department is
Whether the Town should have memorials of this type . Mr. Wang
suggested that some expression should be sought from the various
civic organizations who were originally interested in the Town' s
Honor Roll.
He pointed out that if the Village of Larchmont does not wish
to share in the Town' s project, it would be unnecessary extravagance to
spend ten or twelve thousand dollars on a tablet bearing only 12 names
from the unincorporated area. He said if all 43 names are to appear
and the expenses shared by the Village of Larchmont, then that would
be another matter .
The Supervisor suggested that Councilman Embury contact
Mayor Washburn of Larchmont to get the views of the Village on the
matter, The Supervisor agreed to sit in with Mayor Washburn and
Councilman Embury.
