MINUTES OF A SPECIAL 'MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK, HELD OCTOBER 26th, 1949, IN THE COUNCIL ROOM OF THE
WEAVER STREET FIRE HOUSE, TOWN OF MAMARONECP,, NEW YORK.
The meeting was called to order by Supervisor Mandeville at 8:15
O 'clock P.M. ( Eastern Standard Time) .
PRESENT : Supervisor Mandeville
Councilmen: Embury, Watson, Mills and McKeever
ABSENT: None
Presence was also noted of Town Attorney Delius and Town Clerk
Gronberg.
The Town Clerk read a letter addressed to the Board by Mr. Harold
0. Thomsen, Secretary of the Fire Council, informing the members of
the Board that a resolution had been passed by the Fire Council re-
questing that the Town Board take the necessary steps to insure
proper coverage of the volunteer firemen, that is, the firemen who,
at present, reside outside the Incorporated Area and are, therefore,
not covered by the State Insurance Fund.
Supervisor Mandeville read from a letter received from Mr. Edward
Siemer, Deputy Comptroller of the State of New York, regarding in-
surance coverage of volunteer firemen_, and stated that, in his
opinion, there is no need for concern.
A letter, dated October 23rd, 1949, was received from Iairs. James
B. Hunter on Vine Place, Larchmont, N.Y. , requesting the installa-
tion of a street light on Vine Place. Mrs. Hunter went on to state
that she was making the request with the consent of Mrs. Ralph Deutch
and Mrs. John Elliott, both of whom reside on Vine Place. The letter
was referred to Mr. A.J. Foote, Town Engineer.

The Town Clerk brought up the matter of the rate of pay for elec-
tion inspectors . On motion by Councilman McKeever, seconded by
Councilman Mills, it was unanimously
RESOLVED that the rate of pay for election in-
spectors shall be as follows :

Councilman Watson stated that he had nothing to report for his department
Councilman Embury reported that work had been proceeding rapidly at the
Larchmont" Gardens Lake.
Supervisor Mandeville stated he would like to recommend the name of
Mr. John C. Forrar for appointment to the office of Dog Enumerator.
On motion by Councilman Watson, seconded by Councilman Embury ,it was
unanimously
RESOLVED that, pursuant to the provisions of Section
108 of the Agriculture and Markets Law, John C. Forrar
be and he hereby is appointed Dog Enumerator for the
Unincorporated Area of the Town of Mamaroneck, for
the year 1950.
The Supervisor stated that he had received an estimate from the West-
chester Joint Water Works No. 1 in the amount of $549.92 for the in-
stallation of a watermain in Highland Road, near Roxborough Road. He
stated that a house is being constructed on Highland Road by Mr. C.W.
Moody, for TIrs . Campbell, and there is no water in the street.
Following discussion°:and on motion by Councilman McKeever, seconded
by Councilman Mills, it was unanimously
RESOLVED that the Westchester Joint dater Works
No. 1 be and it hereby is authorized to install
a watermain in Highland Road, near Roxborough
Road, as per their estimate dated October 26,
1949, in the amount of $549.92.;
The Supervisor read the following report of the present relief load
in the Town of Mamaroneck for the month of September, 1949, submitted
by Mr. Stanton M. Strawson, Deputy Commissioner of Welfare of the
County of Westchester:

Aid to Dependent Children 26 1t
Old Age Assistance 113
Aid to the Blind 2 "
The Supervisor informed the members of the Board that there is a
hill of rock at the corner of Harrison Drive and Palmer Avenue, and
a local contractor has made a request for permission to remove this
rock and bring the property to street level.
Following discussion and on motion by Councilman Mills, seconded
by Councilman Watson it was unanimously
RESOLVED that the Supervisor be and he hereby
✓ is authorized to enter into an agreeemnt, subject
to approval by the Town Attorney, for the removal
of rock at the corner of Harrison Drive and
Palmer Avenue, without cost to the Town. , :
✓ ` The Supervisor reported that he has been observing burning of rubbish
at the Incinerator Plant and a man has been hired on a full times basis
to burn this material in small quantities.

Councilman Mills submitted the following report:
FIRE INSPECTOR' S_REPORT FOR SEPTEIBER
Alden House Entirely new oil burning unit including wiring now
installed. Main shutoff switch now located in accessi-
able spot outside door to boiler room. Old underground
tank is discontinued and replaced by 5000 gallon tank
in garage. This tank to be enclosed within six inch
concrete block wall. Doorway cut thru wall opposite
- oil burner permitting easy and clean extinguishment
of any fire that might occur by use of fog applicator.
This installation should provide much better ignition
of the number six oil being used and remedy the heavy
smoke and soot condition which has been prevalent in
this vicinity.

Gables In addition to previous complaints coal storage space
was overloaded causing collapse of partition wall allow-
ing coal to flow out in hallway and barricade passage .
Inspection made with Foote and McEvoy. Consulted with
Mr. Delius same day and owners were notified that if
immediate corrections were not made legal action wou;d
be taken. Premises since inspected and work is in pro-
gress .
Water Several hydrants in need of repair reported to water
Company. Repairs made and hydrant system in general

is in improved condition.
Conditions in general are excellent. j
Fire loss up to September one of lowest in history.
Number of calls involving buildings decreased from
previous year.

Councilman Mills presented a list of claims for Fire Department
expenditures and stated that he had checked the bills and recommended
their approval and payment.
The members of the Town Board sitting as the Board of Fire Commis-
sioners considered the claims and on motion by Councilman Miis,
seconded by Councilman Embury, it was, upon roll call, unanimously
RESOLVED that the following described claims be
and they hereby are approved and that the Super-
visor and Comptroller be and they hereby are autho-
rized to pay the same out of the budget for the
Fire Department:
