MAAROTTECK, HELD AUGUST 31st , 1949, IN THE COUNCIL ROOM OF THE
1EAVER STREET FIRE HOUSE, LARCHMONT , NEVT YORK,
PRESENT: Supervisor Mandeville
Councilmen: Embury, ?Matson, Mills and McKeever
ABSENT: None
Presence was also noted of Town Attorney Delius , Town Accountant
Finson and Town Clerk Gronberg.
Supervisor Mandeville stated that this meeting had been called
for the purpose of publishing an advertisement for bids for
the shore protection of Larchmont Gardens Lake.
Councilman Embury then explained to the members of the Board that
the Park Commission had addressed a letter to the Conservation De-
partment of the State of New York and one to the Army Engineering
Department , in an effort to obtain information as to the cheapest
and best way of protecting the Lake . Mr. Embury explained in detail
just what work is contemplated at this time , to prevent further
erosion.
After discussion, on motion made by Councilman Embury , seconded by
Councilman Watson, it was unanimously
RESOLVED that the Clerk publish the following
notice to bidders in the Mamaroneck Daily Times
on September 6th , 10th and 12th, 1949:
NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids will be received by
the Town Board of the Town of Mamaroneck, Westchester County,
- New York, between 8 and 8:15 o 'clock P. M. , Daylight Saving
Time , on September 14th , 1949, in the Council Room of the
V,'eaver Street Fire House , corner of weaver Street and Edge-
wood Avenue , in the Town of Mamaroneck, and there , at a regu-
lar meeting of the Town Board, will be publicly opened and read
aloud, for furnishing all materials , tools , equipment , machin-
ery and appliances of every kind and description whatsoever
and providing the labor required for the construction of shore
protection of Larchmont Gardens Lake in the Town of Mamaroneck,
in accordance with specifications on file in the office of
the Town Clerk of the Town of Mamaroneck, 158 west Boston
Post Road , Mamaroneck, td. Y. The specifications and standard
proposals for the work proposed may be obtained at the Town
Clerk' s Office upon deposit of $5, which deposit will be
refunded when specifications are returned in good condition,
within 30 days after the award of the contract or rejection
of the bids. The Town of Mamaroneck reserves the right to
waive any informalities in the bids or to reject any and all
bids and no bidder may withdraw his bid within 45 days after
the actual date of the opening thereof.

The Town Clerk notified the members of the Board that it would be
necessary to have a. special Town Board meeting on Tuesday, September
6th, 1949, to approve the Grand Jury and Trial Jury lists for
1950-1951.

Attorney Delius reported that there appears on the records of the
Commissioner of Finance of Westchester County, three tax liens or
leases owned by the Town of Mamaroneck, dated October Ist , 1912 for
$1.389 October 7th , 1913 , for 1S)1.89g and October 1st , 1914, for $1.919
on vacant property now known as Block 829 , part of Lot 87. He further
reported that no such tax liens or leases appear on the tax or tax
arrears records of the Town of T,iamaroneck. Mr. Delius requested a
resolution cancelling these taxes. On motion made by Councilman
McKeever , seconded by Councilman Mills , the following resolution was
-- unanimously adopted:
THEREAS , it appears that the records of the Commissioner
of Finance of the County of Westchester , indicate tax liens or leases
owned by the Town of 11amaroneck, dated. October 1, 1912 for $1.389
October 7th , 1913 , for $1.899 and October 1, 1914 for 51.91 , which
affect property described as Lot No. 67, Map of ,°Taverly Subdivision
of Grand Park, now known as Block 829, part of Lot 87, which property
is situated in the Towh of Mamaroneck; and
I":T-IEREAS , no record of such tax leases or liens appears in
the tax or tax arrears records of the Town of Mamaroneck; and
V%THEREAS , the owners of the said property have requested
this Board to indicate its approval of the correction of the
records in the office of the County Commissioner of Finance and/or
the cancellation of the said tax liens or leases which appear to be
owned by the Town of Mamaroneck,
NOW9 THEREFORE, BE IT
RESOLVED that this Board authorizes and approves the
cancellation of the tax liens or leases now appearing
on the records of the County Commissioner of Finance
as follows:

Lot No. 67, Yap of Waverly Sub-Division of Grand Park, Block 8201 ,
Part of Lot 87
Tax of 1911 sold. October 1, 1912 to Town 81.38 lease 1 ,000 years
Tax of 1912 sold October 7, 1913 to Town $1.89 lease 1 ,000 years
Tax of 1913 sold October 1, 1914 to Town 81.91 lease 1 ,000 years
and requests the County Commissioner of Finance to cor-
rect his records accordingly.
The Town Attorney reported that the claim of Tor. Edward J. Kelly,
filed under Section 105 of the General Tdfunicipal Law, for damage to a
bicycle owned by his son-. , caused by a garbage truck owned by the
Town of Yamaroneck and operated by David Lyde on June 21st , 1949,
for which he sought reimbursement , and ,which claim had been referred
to the Town Engineer and his Assistant for further information, had
their approval for payment.

On motion by Councilman Mills , seconded by Councilman McKeever , it
was unanimously
RESOLVED that payment of the above claim in the amount of
$42. 50 be and it hereby is approved.
Supervisor Mandeville requested a resolution authorizing the publica-
tion of an advertisement for bids for three new motorcycles. He in-
formed the members of the Board that in the near future , an additional
motorcycle would be in use and he did not believe it good business for
more than one man to operate a motorcycle. On motion by Councilman
Fmbury , seconded by Councilman Mills , it was unanimously

RESOLVED that the Clerk be and he hereby is authorized
to publish the following advertisement in the Daily
Times:
The Town Board of the Town of Itlamaroneck will receive bids until
5 o' clock P. Y. on September 14th , 1949, at the office of the under-
signed, 158 Lest Boston Post Road , Mamaroneck, New York, for the
purchase of the following:
Three (3) 1950 Harley-Davidson police solo motorcycles ,
model 61 (overhead valve) with equipment as listed below:

1. Front safety bar
2. Rear safety bar
3. Rear wheel siren
4. Radio generator with voltage regulator
5. Police name plate on front mud guard
6. Electric speedometer stop
7, Chromium plated air cleaner
8. Police special soft sponge rubber saddle
9. Windshield, both chest and leg
10. Two red lights on front with a toggle switch on
handlebars
11. Fire extinguisher
12. Night-stick holder
13. First aid kit
14. Handle bars mounted in rubber.
The amount bid shall include an allowance for two (2) 1946
Harley-Davidson motorcycles which can be inspected at
Police Headquarters , 11 Edgewood. Avenue , Larchmoht , New
York, and which will be taken in trade by the successful
bidder. A tax exempt certificate will be furnished.
The Town Board reserves the right to reject any and all bids.

Councilman Mills presented a list of claims from the Fire Depart-
ment totaling $1 ,965.83. He said he had checked the bills and
recommended their approval.
The members of the Town Board , sitting as the Board_ of Fire Com-
missioners , considered the claims , and on motion by Councilman
Hills, seconded by Councilman Emburv , it was , upon roll call, un-
animously
RESOLVED that the following described claims be and
they hereby are approved and the Supervisor and Comp-
troller be and they hereby are authorized to pay the
same out of the budget for the Fire Department:
