Supervisor Mandeville called the meeting to order at 8:15 o'clock
P. I% (Daylight Saving Time)
A letter dated August 1st , 1949 was received from ATT. Anthony M. Polo,
5490 Main Street , Bridgeport , Connecticut , requesting permission of
the Town Board to stop for passengers for transportation only to
metropolitan race tracks , Belmont , Aqueduct and Jamaica respectively.
Following discussion, the letter was referred to Police Chief Paul A.
Yerick, with a request that a survey be made and reported to the next
Town Board meeting. It was also suggested that an inquiry be made as
to what other communities are doing regarding this matter.
A letter dated August 3rd, 1949, was received from Mr. Harold 0.
Thompson, Secretary of the Town of Mamaroneck Fire Council, stating
that the Council had granted permission to Father John J. Flynn,
Pastor of the Church of St. John and St. Paul , to hold services on
Sundays in the Auditorium of the Vleaver Street Fire House. The Coun-
cil also recommended that the Auditorium be used with remuneration.
Following discussion, and on motion by Councilman Embury, seconded by
Councilman Watson, it was unanimously
RESOLVED that this Board approve the action of the
Fire Council in granting permission to Father John
J. Flynn, Pastor of the Church of St . John and St.
Paul, to allow him to hold services on Sundays in
the Auditorium of the Weaver Street Fire House.

without remuneration.

The Town Clerk reported that it was necessary to make one change in
the polling places for the balance of the election year , ending
September 30th , 1949., He reported that he had acquired space in
the office of the C. & B. Construction Company at No. 632 Fenimore
Road, Mamaroneck, ITT. Y . On motion by Councilman McKeever,
seconded by Councilman Mills , the following resolution was unani-
mously adopted:
WHEREAS , this Board , by resolution adopted July 28th ,
1948, designated polling places for the purpose of primary, regis-

tration and election days in the 16 election districts of the Town
of T�,Tamaroneck, which designation is for the election year , October
1st , 1948 to September 30th , 1949; and
W,HEEREAS , it has become necessary to change the location
of a polling place in the Second Election District from its present
location at No. 560 Fenimore Road , Mamaroneck, IT. v_. , to the C. &
B. Construction Company Office , 632 Fenimore Road, Mamaroneck, N. Y.
NO , THEREFORE , BE IT
RESOLVED that the polling place in the Second Election
District of the Town of Mamaroneck be changed. from
562 Fenimore Road, Mamaroneck, N. Y. , to the C. & B.
Construction Company Office , 632 Fenimore Road,
Mamaroneck, N. Y.
The Town Clerk presented a list of polling places for the purpose
of designating a place in each Election District in the Town in
which the meeting for the registration of voters and election and
primaries shall be held in the year following the ensuing 1st day
of October. On motion by Councilman McKeever , seconded by Council-
man Mills , it was unanimously

RESOLVED that in accordance with the provisions of
Section 66 of the Election Law, being Chapter 17
of the Consolidated Laws of the State of New York
as amended, the Town Board of the Town of Mamaroneck
hereby designates the place in each Election District
in the Town at which the meetings for the registration
of voters and elections and primaries shall be held
in the year following the ensuing 1st day of October.

Councilman Tatson presented petitions received from the Assessor for
the correction of the assessment roll so as to permit the apportionment
of taxes.
On motion by Councilman Tatson , seconded by Councilman Embury, the
following resolution was , upon roll call, unanimously adopted:

Councilman Embury stated he had nothing to report for his departments.
The Supervisor recommended the adoption of the following , and upon
motion made by Councilman 17atson, seconded by Councilman Mills , it was ,
upon roll call , unanimously
RESOLVED that pursuant. to Section 96A of Chapter
62 of the Laws of 1909 as amended. , the Town Board
of the Town of Mamaroneck does hereby authorize
and empower the Receiver of Taxes of the Town of
Mamaroneck, to collect the 1949 School taxes for
Union Free School District No. 1 in the Town of
IrlaEaroreck and School District No. 2 , Town of
Scarsdale , New York, which , under the provisions of
Chapter 105 of the Laws of 1916 as amended , known
as the t"estchester County Tax Law, beirg Article 16
of the 7estchester County Administrative Code , become
a lien and are payable on September 1st , 1949 , in two
partial payments , each amounting to fifty per cent
(5001') of any such school tax as levied.
FURTHER RESOLVED that the Receiver of Taxes of the
Town of Mamaroneck is authorized and empowered to
receive the payment of such partial pag'ments or in-
stalments of the 1949 School taxes for Union Free
School District No. 1 in the Town of Mamaroneck,
and School District No. 2 , Town of Scarsdale , New
York, at any time , but subject to the same penalties
as are specified and provided in Section 542 of the
V.Testchester County Administrative Code , for neglect
to pay the total am_ourt of the School taxes after
the levy thereof.
FURTHER RESOLVED that the acceptance of any such
partial or instalment payment of the 1949 School taxes
for Union Free School District No. 1 in the Town of
Mamaroneck, and School District No. 2 , Town of Sears-
dale , New York, shall not be deemed to affect , in any
manner , any right of the Town of 14amaroreck under any

17FERFAS , such water supply improvements were made by 17est-
chester Joint Plater PTorks , No. 1 for the benefit of, and as agent
of Nlater Supply District No. 1 , Town of Mamaroneck,
NOW t THEREFORE , BE IT
RESOLVED that the claim for $1 ,154.43 as presented ,
be audited and paid by the Town of Mamaroneck out
of funds of Plater Supply District No. 1, which are
now, available for such purpose.
The Supervisor informed the members of the Board that the Board of
Trustees of the Town and County Officers ' Training School, in
cooperation with the Association of Towns, the New York State
Association of County Superintendents of Highways , the County
Officers ' Association and Cornell University are jointly spon-
soring a state-wide school for Superintendents of Highways to
be held at Cornell University , Ithaca, N. Y. , on August 8th, 9th
and 10th, 1949. It was the Supervisor 's recommendation that
Thomas McEvoy, Joseph Donahue and Alexander Finson attend. this
Training School. Following discussion, it was , on motion by Council-
man Embury, seconded by Councilman Tatson, unanimously
RESOLVED that Thomas McEvoy , Joseph Donahue and
Alexander Finson be and they hereby are authorized
to attend the Training School to be held at Cornell
University , Ithaca , N. Y. , on August 8th , 9th and
10th , 1949.
FURTHER RESOLVED that the expense be paid by the
Town of Mamaroneck.
The Supervisor requested a resolution authorizing an increase of
salary for Joseph Donahue , automotive mechanic , from $3 ,040. to
$3 ,600. effective July 1st , 1949. The Supervisor stated that hir.
-- Donahue is doing additional work for the Town, due to the fact that
he is able to operate any type of equipment. Thus , the Town is able
to save considerable money when hiring equipment , as Mr. Donahue can
act as operator. Following discussion and on motion by Councilman
McKeever , seconded by Councilman Watson, it was unanimously
RESOLVED that the annual salary of Joseph Donahue,
automotive mechanic , be increased to $3,600 effective
July 1st , 1949.
FURTHER RESOLVED that the Compensation Plan of the
Town of Mamaroneck be and it hereby is amended as
follows:

Supervisor Mandeville reported that the new soft ball diamond at the
_- Town Yard was extremely popular and that his office had received
numerous requests for its use. He further stated that the new back-
stop has been erected and in connection with this , he wished to commend
the work of Pdilliam Paonessa , an employee of the Engineering Depart-
ment of the Town of Mamaroneck. The Supervisor stated that Mr.
Paonessa had inspected a similar back-stop erected in Flint Park and
at a great saving to the Town, had done a splendid job in constructing
the one at the Town Yard. On motion by Councilman Embury, seconded
by Councilman ?"Iatson, it was unanimously

RESOLVED that this Board hereby expresses its appre-
ciation to Pdilliam Paonessa for his diligent and
effective work in erecting the back-stop for the
soft ball diamond at the Town Yard.
The Supervisor stated that he had received a letter , dated August
lst , 1949 , from the Village of Mamaroreck, advising the Town that
Miss Gladys Forde , of 10 Horton Avenue , New Rochelle , a registered
nurse , had been appointed to the staff of the Mamaroneck Health Center
as of August 15th , 1949. On motion by Councilman McKeever , seconded
by Councilman 1']atson, it was unanimously
RESOLVED that Miss Gladys Forde be and she hereby is
appointed. as Temporary Health Nurse , P. T. by the Town
of Mamaroneck for a three-month period at an annual
salary of $1 ,335 commencing August 15th, 1949
Councilman McKeever had nothing to report for his departments.
Supervisor Mandeville reported that the work on Holly Place is pro-
gressing satisfactorily.

Councilman Mills presented a list of claims for Fire Department
expenditures and stated that he had checked the bills and recommended
approval and payment .
The members of the Town. Board sitting as the Board of Fire Commis-
sioners considered the claims and on motion by Councilman 14ills ,
seconded by Councilman Embury, it was , upon roll call, unanimously
RESOLVED that the following described claims be and
they hereby are approved and that the Supervisor and
Comptroller be and they hereby are authorized to pay
the same out of the budget for the Fire Department:

In reply to a question by Councilman Watson, regarding the water
shortage , Supervisor Mandeville stated that the s_tuation is still v-ry
— serious.
The Town Attorney stated to the Board that Mr. Edward J. Yelly
had filed a claim under Section 105 of the General Municipal
Law for damage to a bicycle owned by his son; , caused by a garbage

truck owned by the Town of Mamaroneck and operated by David Lyde on
June 21st , 1949, for which he s- ught reimbursement and that the claim
had been investigated by the Town Engineer and his Assistant who recom-
mended that the claim be paid but that in order to obtain a Court
Order allowing the Town to pay this claim, the Town Board should pass
a resolution approving the payment. The matter was referred to Town
Engineer Foote for further information.
There being no further business to come before the meeting, it was
unanimously resolved to adjourn to meet again on September 14th,
