The meeting was called to order by Supervisor lZanddeville at
8®15 o ' clock P. T,". (Eastern Standard Time)
PRESENT: Supervisor P3a.nd.eville
Councilmen: Watson, P.ATills and McKeever
ABSENT : Councilman Embury
The Town Clerk presented and read a public notice of public
hearing on amendments to the Plumbing Code of the Town of
Mamaroneck. There being no one present to speak either for or
against this amendment , the Supervisor declared the public
hearing closed.
On motion made by Councilman TcKeever , seconded by Councilman
Eills , it was unanimously
RESOLVED that the Plumbing Code of the Town of
Mamaroneck, as originally adopted June 16th, 1938,
be and it hereby is amended as follows :
(1) The first sentence of Section 65, Article V
is hereby amended to read as follows:
All house sewers between the building and the public
sewer in the street shall be laid by a licensed
plumber under the specifications hereinafter set
- forth.
(2) A new section to be known as Section 119, is
--- to be inserted in Article IX and is to read as
follows:
SECTION 110r
Asbestos cement pipe , when used for house sewers
shall be not less than 4 inches in diameter and all
asbestos cement pipe , couplings and other fittings
shall be fabricated in accordance 7,,ith the standard
specifications for asbestos cement pipe on file in
the office of the Building Inspector.
(3) A new section to be known as Section 137 is
to be inserted. in Article X and is to read as follows :
SECTION 137
All joints in asbestos cement pipe shall be made
with standard couplings , duplex adaptors or sleeve
adaptors conforming with the standards of the
manufacturer of the pipe with which the couplings
shall be used.
(4) Section 165, Article XII is hereby amended to
read as follows :
SECTION 165
TATERIAL AYD FALL - All house sewers from buildings
discharging into public sewers , cesspools , vaults
or septic tanks shall be not less than 4" in diameter

of cast iron or asbestos cement pipe , solidly laid
on a. true grade of 1/4" per foot and as nearly as
possibly in a straight line.
(5) Section 170 , Article XII is hereby amended to
read as follows:
SECTION 170
All house sewers from buildings discharging into
a public se,,°rer , shall be of cast iron soil pipe
of the quality and weight specified in Article
IX, Section 111 , or may be of asbestos cement
pipe as specified. in Article IX, Section 119..
All pipe used for house sewers shall be of proper
size (inside diameter) to care for all the sewage
flow from the building , but in no case shall the
pipe be less than 4 inches (inside diameter) .
If cast iron soil pipe is used. , all joints for bell
and spigot cast iron pipe shall be made with oakum
and molten lead (or lead wool) and shall be hand-
caulked so as to make them air- and water-tight.
The quality of the lead shall be t*.>>elve (12) ounces
of fine soft lead for each inch in diameter of
the pipe.
If asbestos cement pipe is used, the joints shall
be made by standard asbestos ceir-ent couplings for
each five or ten foot length of pipe , as made by
the pipe manufacturer. The ends of the pipe and
fittings sha11 be tapered and primed with an
asphalt coating at the factory. The standard coup-
lings shall be furnished with each standard. , or
half length of pipe . It shall consist of an asbes-
tos cement sleeve , the asphalt lining of which shall
-- have been applied at the factory. In laying the
pipe , the asphalt coating on the end of the pipe
and inside the coupling , shall be painted 1iith a
liquid primer , as made by the pipe manufacturer ,
and the coupling shall be firmly pushed into posi-
tion. If, for any reason, the pipe has to be cut ,
the joint shall be made with adaptors , and caulked
with yarn and asrhaltic joint compound , or molten
lead or lead rrool.
Joints between asbestos cement pipe and cast iron
ripe shall be caulked with lead and oakum. Joints
between asbestos cement pipe and the public sewer ,
either tile pipe or cast iron pipe , shall be made
by the use of M-D fittings.
(o) Section 171, Article XII is hereby repealed.
(7) Section 221, Article XIV is hereby amended to
read as follows:
SECTION 221
The house sewer shall be at least 4 inches in
diameter of cast iron soil pipe or asbestos cement
-- pipe.
The minutes of February 9th were approved as presented.

A letter dated February 18th , 1949 , was received from MT. Frank E.
Barnes , 194 Murray Avenue , Larchmont , N.Y. , suggesting that the
Town pave Byron Place , cut down the bank extending in front of the
African I4ethodist Church, put in a sidewalk and see that the
light on the street is kept in operating condition. The letter
was referred to the Superintendent of Iligh7n7ays.
A letter dated P,'Iarch 14th , 1949, was received from 11_r. Peter C.
Doern, Jr. , in behalf of his client , Mr. E . Gardner Gibbons , 407
Chestnut Avenue , I?iamaroneck, offering to purchase premises known
as Parcel 8, Block 131, for the sum of S170. His check, represen-
ting 10% of the offer , in the amount of 817. was also enclosed.
It was suggested that this offer be taken up at the Torn auction
which will be held April 11th.

Councilman Watson presented the follow?inF petitions received from
the Assessor for the correction of the assessment roll so as to
permit the apportionment of taxes .

Councilman McKeever stated that he had nothing to report for his
departments .
Councilman Pills presented a list of claims from the Fire Department ,
totalin- 8351. 52. He said he had checked the bills and recommended
their approval.
The members of the Tol,,rn Board , sitting as the Board. of Fire Com-
missioners , considered the claims , and on motion by Councilman
Mills seconded by Councilman ?F�atson, it was , upon roll call,
unanimously:

On motion by Councilman ;cKeever , seconded by Councilman Watson,
it was unanimously
RESOLVED that the next public auction for the
sale of properties taken by the To=rn in the fore-
closure proceeding in rem, be held on April 11th,
1949 , at 8:45 o ' clock P. M. in the 1,7eaver Street
Fire House.
Supervisor Eandeville submitted the folloraing bids for the pur-
chase of a. new police car:

Follow,in� discussion, on motion by Supervisor T.?andeville , seconded
by Councilman Watson , it was unanimously
RESOLVED that this Board hereby authorizes the
purchase of a 1949 , 2-door , styleline Chevrolet
be Luxe model, for the Police Department , at a
price of $1 ,643. less allowance for a 19946 Ford ,
2-door sedan, in the amount of $1,1439 or $500.
Supervisor Mandeville relDorted_ that a fire had occurred in the
Incinerator , which fire had been very viell handled by the person-
nel of the Town of Yamaroneck Fire Department .
Councilman 11ills suggested covers for the cans of wax that are
stored at the Incinerator.
The Town Attorney stated that the Engineer is ready to commence
work on the grading and paving of 71illiams and Lester Place , out
of funds appropriated in the budget and, therefore , he suggested
that the Toy=rn Board accept the deed. from the o7vners along these
streets for the fee , together faith a release from the mortgagees .
On motion duly made and seconded. , the Town Attorney was authorized
to obtain suck; a deed in proper form and record the same.
The members of the Board discussed a plan to centralize all pur-
chases made by the Town. It was decided that department heads
viould continue to be in charge of purchases for their departments ,
but before placing an order for supplies or services , they shall
notify I;r . Finson, who sill be in charge of issuing purchasing
orders for all departments.
There being no further business to come before the neeting, it
adjourned at 9:15 P. M. to meet again on April 6th.
