Johnson, Village Manager Mr. Anthony Sansone, Corporation Counsel Mr. Claude Latimer, Village Engineer From the County Health Department Mr. Richard McLaughlin, Sanitary Engineer -- Supervisor Mandeville called the meeting to order at 8:25 P . M. , saying that the purpose of the meeting was to arrive at some understanding concerning the Fenimore Road sewer. To explain this in greater detail, he called on Village Manager Johnson. Mr. Johnson said that in 1928 the Village and Town had entered into an agreement whereby the Village would permit the Town to discharge sani- tary sewage, not storm water, into a 10" line starting just below Fenimore Bridge, in the Village of Mamaroneck, and the Town would per- mit the Village to discharge into the Town sewer in the Hommocks section. Over the years, because of almost unprecedented development in the Fenimore Road Section of the Town, the discharge of sewage by the Town into the Fenimore Road branch of the sewer, and the infiltration of storm water, has resulted in a very serious problem for the Village. Mr. McLaughlin of the County Health Department stated that he has known of this situation for some time. In 1947., Mr. A. J . Foote submitted a report which was not given serious study until 1950 when the County Department became aware that the Village had plugged the Fenimore Sewer line, thereby forcing the sewage to diverge into the west branch of the Mamaroneck River. A meeting of the Town and Village officials was held on December 20th, 1950, and the Village consented to remove the plug, although they have since found it necessary at times to again plug this line, causing an unsanitary condition. The Health Department is faced with the creation of a public health nuisance which apparently exists either with or without the plugging of the line. Mr. McLaughlin believes the Village sewer system is barely adequate to handle its own sewage without adding that of the Town, and that Mr. Foote' s report (Scheme 3 thereof) calling for a pumping station on Fenimore Road, is the logical and most practical answer to the problem for the Town of Mamaro- neck. 655'7 Mr. Latimer read a report, dated November 26, 1951, which he had sub- mitted in connection with this subject. Mr. Foote read from a report, dated March 29, 1949, which he had pre- viously submitted at a Town Board meeting held March 4., 1949, and added that his figure of $28,000 estimated at that time for Scheme 7ITI3 (Pump- ing Station on Fenimore Road with force main and 1099 pipe to connect with County Sewer, near Railroad Bridge on Fenimore Road) would be in- creased to approximately $40,000 at this time and the annual cost of operating would be approximately $750. The Supervisor said he feels the Town has a moral obligation to take care of this situation, even though it is his belief that it will not entirely solve the problem for the Village of Mamaroneck. There was general discussion by members of both Boards concerning this matter. Mayor Dooley then thanked the Supervisor for the opportunity of the meeting, expressed pleasure at the reaction and thanked all present for their attendance. The Joint Meeting of the Boards then adjourned and the Town Board con- tinued with its special meeting. i Mr. Delius was asked to explain the legal situation. After a thorough discussion, on motion by Councilman McKeever, seconded by Councilman Embury, it was unanimously RESOLVED that this Board will proceed with t'_1e project to build a pumping station in Fenimore Road with force main and 1091 pipe to connect with County Sewer near Railroad Bridge on Fenimore Road, as generally shown in the report of A. J. Foote as Scheme #3 and on the maps which accompany his report; and FURTHER RESOLVED that the Town Attorney be instructed to proceed with this matter and present to this Board all necessary resolutions and other matters required by law; and FURTHER RESOLVED that the funds for such improvements, which are now estimated not to exceed $40,000. shall be borrowed upon capital notes issued by Sewer District No. 1 to the General Town Fund which has available surplus and that such funds be borrowed when as and if the money is necessary. Mr. Foote stated that he believes it is the responsibility of the Winged Foot Golf Club to connect its present sewer, which is 70 feet in length, to the main sewer line. The Town Attorney said there is an agreement between the Winged Foot Golf Club and the Town which, he believes, obligates the Club to make this connection. He was instructed to investigate this contract and if it is the Club' s responsibility to make the connection, a letter should be written them insisting that it be made at the Club' s expense.
