MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF
MAIJIAROtvECK, HELD MAY 2nd, 1951, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIRE HOUSE, TOWN OF MAMARONECK.
Supervisor Mandeville called the meeting to order at S: i5 P. M.

Presence was also noted of Town Clerk Gronberg, Town Attorney
Delius and Town Accountant Finson.
The Supervisor announced that the Board would dispense with the
regular order of business in order to hear from the residents of
the Bonnie Way section who had come to this meeting to hear a
report on their drainage problem.
Mr. R. C . Dalton, 21 Bonnie Way said that he had been pleasantly
surprised at the activity on Briar Close, namely the installation
of a curb.
The Supervisor explained that the curb was being constructed of
concrete as, while it might not be as attractive as native stone,
it will make a better job.
Mr. William G . McLaughlin, 1 Bonnie Way, asked whether it would be
possible to put the same sort of curb on the other side of the
street, in front of his house.
The Supervisor asked the Board' s opinion on this.
Councilman Watson remarked that he believed them might be other
places in the Town where the need for this sort of thing was more
urgent. The Supervisor, however, thought that if the job is to be
done, it should be done while the men are there.
The Supervisor informed Mr. Eugene N . West that two new catch
basins have been installed in Weaver Street, leading into the
Sheldrake River, and two more will be installed in Bonnie Way,
leading into the brook in the rear of Dr. haralambie' s house .
Councilman McKeever submitted profile drawings of the property in
back. of the residences on the north side of Bonnie Way. He said he
had gone, with Mr. Foote, to inspect this area and they found that
there is an approximate drop of 2 1/2 feet over a distance of 700
feet. It is the plan of the Town, he said;- to clean out and deepen
that part of the creek located in Town property near Weaver Street.
He believed that the creek or ditch, which runs through property of
residents on the north side of Bonnie Way, should be straightened
and cleaned but as this is on private property, the Town would be
unable to do it.
Mr. West believed that the entire condition should be corrected by
the Town.
Mr. Harry Rubenoff, 26 Bonnie Way, asked if the Town would clean
out that portion of the creek located in back of the home of Dr.
Haralambie.
Following further discussion, it was agreed that that portion of the
creek located on Town property in the vicinity of Weaver Street
would be cleaned out and deepened and two new catch basins would
be installed in Bonnie Way.

The Board resumed the usual order of business.
The minutes of April loth were approved as presented.
The Clerk presented and read a letter dated April 28th, received from
the Fire Department of the Town of Mamaroneck, inviting the Board to
participate in the Annual Memorial Day Services which will be held at
Headquarters on May 30t1i, at 9: 30 A. M. The members of the Board
:Wade note of this date.

Councilman Watson presented the following petitions received from the
Assessor for the correction of the assessment roll so as to -cermit
the apportionment of taxes, and on motion by Councilman Watson,
seconded by Councilman Embury, the following resolution was unani-
mously adopted:
WHEREAS, the Assessor has presented petitions for the correc-
tion of the Assessment Roll for certain years, pursuant to the pro-
visions of Section 557, Article 16 of the Westchester County Adminis-
trative Code, known as the Westchester County Tax Law; and
WHEREAS, after due consideration, this Board finds it desirable
to grant said petitions for the correction of said assessment roll,
NOW, THEREFORE, BE IT

Councilman Embury said he had nothing to report for his departments.
Supervisor Mandeville reported that Chief Yerick had received the fol-
lowing bids for a 1949 Chevrolet car which had been used as the detec-
tives' car in the Police Department:
Cook and Sanford, Inc. $1,025 .00
Rice' s 1,050.00
Flinn Motor Corp. 1,055 .00
On motion by Councilman McKeever, seconded by Councilman Embury, it
was unanimously
RESOLVED that the bid of Flinn Motor Corp. for the
purchase of a 1949 Chevrolet, Engine No. GAM 4663
for the sum of $1,055 . be and it hereby is accepted.
The Supervisor requested a resolution creating the position of General
Foreman which position was previously classified as Assistant Super-
intendent of Public Works. This has been approved by the Personnel
Office of the County of Westchester.
On motion by Councilman McKeever, seconded by Councilman Watson, it
was unanimously
RESOLVED that there be and hereby is created the posi-
tion of General Foreman which position is to be in the
non-competitive class of the classified Civil Service.
FURTHER RESOLVED that Francis O'Brien be and he hereby
is appointed General Foreman.
FURTHER RESOLVED that the Compensation Plan of the Town
of Mamaroneck be and it hereby is amended as follows:

Supervisor Mandeville requested a resolution transferring fro;r Water
Fund to Capital Fund, the sum of $628.81 to pay for water meter in-
stailation in 1950 by the Westchester Joint Water Works, No. 1.
On motion by Councilman Watson, seconded by Councilman McKeever, it
was unanimously
RESOLVED that the Supervisor be and he hereby is
authorized to transfer the sum of $628.81 from
Water Fund to Capital Fund to pay for water meter
installation in 1950 by Westchester Joint Water j
Works, No. 1.
Supervisor Mandeville requested a resolution appointing Roscoe Paysoure
as Sanitation Man.

On motion by Councilman McKeever, seconded by Councilman Embury,
it was unanimously
RESOLVED that Roscoe Paysoure be and he hereby is
appointed Sanitation Man, effective May 1, 1951, at
an annual salary of $2,780 to fill the vacancy
created by the resignation of Alfred Johnson.

Supervisor Mandeville rec_uested a resolution increasing the salary of
-- Miss Winifred Taylor, Public Health Nurse,
On motion by Councilman Embury, seconded by Councilman Watson, it was
unanimously
RESOLVED that the salary of Winifred Taylor, Public Health
Nurse, P . T . be and it hereby is increased from $1,545 to
41,670 per annum, effective March let, 1951.
FURTHER RESOLVED that the Compensation Plan of the Town of
Mamaroneck be and it hereby is amended as follows:

On motion by Councilman McKeever, seconded by Councilman Embury, it
was unanimously
RESOLVED that the Town Office will be closed on Saturdays
from June 2nd, 1951 to September 1, 1951, both inclusive.
Councilman McKeever stated he had nothing to report for his departments .
The Board was unanimous in its opinion that the curbing should be in-
stalled on the east side of Briar Close.
The Supervisor informed the Board that he had received a check in the
amount of X1,155 .46 from Mr. Henry M. Leslie in payment of sewer costs .
Town Attorney Delius reported that it would be necessary to amend
our present Dog Ordinance in accordance with the new law recently
passed. This will require a public hearing .
On motion by Councilman McKeever, seconded by Councilman Embury, it
was unanimously
RESOLVED that the following notice be published in the
Mamaroneck Daily Times;
PLEASE TAKE NOTICE, that a public hearing will be held by the
Town Board of the Town of Mamaroneck, pursuant to Section
130 of the Town Law on May 17th, 1951, at 8: 15 P . M. , in the
Council Room of the Weaver Street Fire House, for the purpose
of considering an amendment to certain sections of Chapter V
of the General Ordinance of the Town of Mamaroneck providing
substantially:
That no unmuzzled dogs shall be allowed upon the streets,
sidewalks or public places of the Town of Mamaroneck between
the first day of May and. October in any year unless held on
a leash; and
That no unmuzzled dog shall be allowed to run at large on
any private property other than the property of the owner or
other person consenting thereto; and

That in addition to the above provisions, any unmuzzied
dogs (unless held on a leash) running at large, may be im-
pounded by the Police Department pursuant to the Agriculture
and Markets Law of the State of New York and if the owner
does not claim such dog and pay a penalty of _10.00 for
violation, together with the ex_:penses of impounding such
dog, then such dog may be disposed of by sale or killing,
proceeds of such sale to be for the use of the Town.
TAKE FURTi= NOTICE that all persons appearing at the
time and place aforesaid, will be given an opportunity
to be heard.

Mr. Delius also reported that the Police Commission wished to have
the Auxiliary Police who have finished their course of study, given
some field training including target practice and patrol work and
before this is done, the Commission wants to be sure that the men
will be protected by insurance in case of injury. Mr. Delius is in-
vestigating to learn whether these men would come under the provisions
of the Workmen� s Compensation Law and if so, whether the Town Board
would be agreeable to such an arrangement.
The Board expressed approval of this procedure .
Mr. Delius is to appear before the Police Commission on Thursday
night, May 10th.
The Town Clerk, on behalf of Councilman Waterman, presented a list of
claims for Fire Department expenditures which had been checked. by
Chief Thomsen and audited by the Comptroller .
The members of the Town Board, sitting as the Board of Fire Commis-
sioners, considered the claims and on motion by Councilman McKeever,
seconded by Councilman Embury, it was unanimously
RESOLVED that the following described claims be and
they hereby are approved and that the Supervisor and
Comptroller be and they hereby are authorized to pay
the same out of the budget for the Fire Department:
