The meeting was called to order by Supervisor Mandeville at 8: 15 P . M.

Presence was also noted of Town Clerk Gronberg and Town Attorney
Delius.
Mr. Frank H . Twyeffort, Stratton Road, New Rochelle, appeared before
the Board in behalf of his client, Sales Management, Inc. , owner of
property known as Block 224, Parcel 998 and Block 225, Parcel 450 on
the Assessment Map, lying between Fenimore Road and Bonnie Briar Lane,
and consisting of approximately 35 acres.
He said the Bill family has owned the property since 1912 and in that
time taxes, in the approximate amount of $45,000,have been paid. The
property, according to Mr. Twyeffort, is very rocky and would be very
expensive to develop. There is only a small strip of the land which
has access to any street or road, leaving the rest landlocked and it
would cost $10,000 an acre to put in roads. His client has had the
property on the market for the last 20 years and has received no
offer for it. It is presently assessed at $47,700.
Mr . 'Twyeffort requested that the property be reduced to one-half of
its present assessment.
Mr. Delius explained to the Board that a portion of the property, about
- 18,000 square feet representing lot frontage on Bomqie Briar Lane, is
in the ,lamaroneck Valley Sewer District and is assessed for $5,000 or
about 27 cents a square foot. The rest of the property which ccnsists
of approximately 35 acres is in the rear and, except for the piece on
Bonnie Briar Lane, has no access to any street or highway. This acre-
age is assessed at $1,200 an acre. In assessing the land, there was
some distinction made between the part on Bonnie Briar Lane and the
part in the rear, although it has been bracketed together, as other-
wise a situation would result where there would be acreage without any
access to a street.
The Supervisor thanked Mr. Twyeffort for appearing and said the Board
would discuss this matter later.
There were several other persons attending the meeting and the Suwer-
visor asked if anyone wished to be heard by the Board. There was no
response and apparently these people were spectators.
The minutes of the meetings of September 20th and October 4th were
approved as corrected and the minutes of October 18th were approved
as presented.

The C lerk presented and read a letter dated October 30th, 1950, received
from Mr. T . J . Ahern, Superintendent of Schools, requesting the in-
stallation of a street light at the Palmer Avenue entrance to the
Mamaroneck Senior nigh School. The letter was referred to Superinten-
dent of Highways, A. J. Foote and Chief Yerick, for recommendation.
The Clerk presented and read a letter dated October 27th, 1950, from
lZr. Murray G . Tanner, Secretary of the New York State Public Service
Commission, advising the Board that the Public Service Commission, in
the interests of New York State commuters, had directed its Counsel
to take all necessary steps to review the ruling of the Interstate
Commerce Commission and to exhaust all legal means to prevent the in-
creased rates from becoming effective within t_ e State of New York.

The Clerk presented and read a letter dated November 1st, 1950, from
Mr. -�,T4nton L . Miller, Jr. with reference to a deed to a parcel of
land given to the Town of Mamaroneck by Mr. C . C . Merritt, 125 Weaver
Street, Larchmont, which land is located at the corner of Weaver
Street and Palmer Avenue. The letter further stated that the follow-
ing conditions were attached to the negotiations:
(1) That the Weaver Street end of the road, adjoining 125 Iveaver
Street, was to be permanently closed to traffic.
(2) That the part of the road from Palmer Avenue to 27 feet beyond the
rear entrance was to be maintained for the convenience of the kerritts
and Mrs. Louise Decker whose only access to Palmer Avenue is from that
road.
The writer stated that neither of these conditions have been observed
and he requested that, before the commencement of the winter season,
the Police Department erect barriers to prevent through traffic from
using this road.
Following discussion, the Clerk was instructed to acknowledge the
letter and inform Mr. Miller that for the purposes of snow removal
and garbage collection it would be inconvenient to close the street,
and to further inform him that the Police Department will be notified
of this condition and asked to cooperate in preventing through traffic
from using the road.
The Clerk stated that he had received a request from the Westchester
Day School, 856 Oriente. Avenue, Mamaroneck, for the use of a voting
machine for demonstration purposes. After discussion, the board de-
nied the request, believing it would be unwise to establish a prece-
dent of loaning this expensive equipment to private schools, and also
because the machines have all been crated and stored away. The Clerk
was instructed to inform the applicant that some arrangements could
be made with the Board of Education during the time the voting
machines are being demonstrated to the Senior sigh School students.
For the record, the Town Clerk informed the Board that the budget
requests had been filed with him on October 30th, 1950.
The Clerk requested permission to destroy the old elections booths,
which permission was unanimously granted him by the Board.

The Clerk submitted the Fire Report for October, 1950, and read the
Fire Inspector' s Report for October, 1950.

The Clerk presented and read a letter dated November 13th, 1950, re-
ceived from Beorge Burton, Fire Inspector, recommending a further ex-
tension of a line now being installed in Hommocks Road from the Post
Road. He stated that the addition of 1100 feet of 641 or 411 pipe to
this new main, would provide a hydrant inside the archway at tine end
of Hommocks Road and would greatly improve the protection in this area.
The letter was received and ordered placed on file.
The Clerk presented a list of claims for Fire Department expenditures
and stated that they had been checked by Chief Burton and audited by
the Comptroller.
The members of the Town Board, sitting as the Board of Fire Commis-
sioners, considered the claims and on motion by Councilman tlaterman,
seconded by Councilman Embury, it was unanimously
RESOLVED trat the following described claims be
and they hereby are approved and that the Super-
visor and Comptroller be and they hereby are authorized
to pay the same out of the budget for the Fire Depart-
ment:

Councilman Watson reviewed the September Report of the County Depart-
went of Health.
He reported that the Traffic Committee in the Village of Larchmont
would soon make recommendations to the village Board with reference
to parking on the south side of the Larchmont Railroad Station.
They will recommend closing 3/4 of tie parking space on the south side
of the Station and reserving the same for the Village residents who
will be able to obtain an annual permit for $1. The balance, or 1/4
of the parking area (with room for about 48 cars) will be allocated
to 25c a day parking meters. Meters will also be installed on
several of the adjoining streets, making a total of 100 or 110 meters.

Mr. Watson further stated that if this is done, it will probably,
cause people to come to the north side of the station and increase
the parking problem there.
Councilman Embury suggested that Councilman Watson confer Frith Mr.
John 1. Mang, Chairman of the Park Commission, with reference to
contacting the New Haver- Railroad concerning the parking situation.
The Supervisor said it was his opinion that if the Village installed
meters, the Town would have to to likewise and also reserve a section
for the residents of the Town. Councilman Watson informed the members
of the Board that he would keep in touch with this parking problem.
Councilmen Embury, McKeever and Waterman said they had nothing to
report for their departments.
Supervisor Mandeville requested a resolution appointing Mr. John
Forrar as Dog Enumerator.
On motion by Councilman Embury, seconded by Councilman McKeever, it
was unanimously
RESOLVED that, pursuant to the provisions of Section 108
of the Agriculture and Markets Law, John C . Forrar be and
he hereby is appointed Dog Enumerator for the unincorporated
Area of the Town of Mamaroneck, for the year 1951.

The Supervisor presented a letter dated November lst, 1950, from Mr.
James C . Harding, Commissioner of Public works, advising that the
County of Westchester has executed,for another year, its contract with
the State Department of Public Works for the removal of ice and snow
from the State highways in Westchester County.
On motion by Councilman McKeever, seconded by Councilman Watson, the
following resolution was unanimously adopted:
WHEREAS, Section 12 of the Highway Law, as amended by Chapter
305 of the Laws of 1946, provides that if the removal of snow and ice
from the State Highways is taken over by the County, the County can
arrange with the Town Superintendents of the various towns in the
County of Westchester and/or the villages therein for the removal of
the snow from such State Highways as are within their municipal boun-
daries, and the entire cost of such work will be reimbursed by the
State, and
WHEREAS, the Town of Mamaroneck, under date of November 8, 19466
entered into a. contract with the County of Westchester for the re-
moval of snow and ice from the State Highways within this Town, in-
cluding the Villages of Mamaroneck and Larchmont, in accordance with
the provisions of Section 12 of the Highway Law as amended, and under
date of December 7, 1949, extended this contract for the season 1949-
1950,
WOW, THEREFORE, BE IT
RESOLVED that the Town of Mamaroneck extend the above
mentioned contract with the County of Westchester for
an additional year, and be it further
RESOLVED that a certified copy of this resolution be
forwarded to the Westchester County Commissioner of
Public Works.

The Supervisor requested a resolution appointing Francis R. 0 °33rien
Deputy Superintendent of Public Works and explained to the Board, the
reason for this appointment.
On motion by Councilman McKeever, seconded by Councilman Waterman, it
was unanimously
RESOLVED that Francis R. O 'Brien be and he hereby is
appointed Deputy Superintendent of Public 'storks at an
annual salary of `$''4,000. effective Dlovember lst, 1950.
The Supervisor read to the Board Members, the record of garbage collec-
tion for the month of September, 1950.
The Supervisor requested a resolution appropriating 41,000. for Civil-
ian Defense, of which $822.45 covers t.ie cost of sirens.
On motion by Councilman Waterman, seconded by Councilmen E_mbury, it
was unanimously
RESOLVED that $1,000. is hereby appropriated. for Civilian
Defense for the fiscal year 1950, in accordance with the
provisions of Section 205 of the Executive Law as added
by Chapter 690 of the Lass of 1950.
The members of the Board next discussed tiie reouest of Sales Manage-
ment, Inc . (owner of Bill property) for -eduction in the assessment,
and 'Town Attorney Delius was instructed to offer a reduction to X750.
per acre, exclusive of the lot which is now assessed at 5, 003 .
in connection with the Colony apartment certiorari, now pendi7lg, 'Town
Attorney Delius reco=ended that it be settled for "365 .000.

following resolution was, upon roll call, unanimously adopted:
WrIEREAS, heretofore a writ of certiorari was Obtained by
Charles U. Hummel, et al, individually and as co-partners doing busi-
ness as l815 Palmer Avenue Company, owners of property described on
the assessment reap and assessment roll of the Tows. of Mamaroneck as
Block 603, Parcel 224, to review the assessment for the year 1950,
tax of 1951; and
VtiEREAS, the Town Attorney and Assessor recommend to this
Board that the proceedings be settled and discontinued upon the re-
ducticn of the assessment,
NOW, THEREFORE, BE IT
RESOLVED that the assessment for the year 1950, (taxes
of 1951) upon property owned by Charles U . Hummel, et all
and described upon the assessment map and assessment
roll of the Town of Mamaroneck as Block 603, Parcel
224, be reduced as follows:

provided the certiorari proceeding now pending in
the name of Charles U. hu^imel, et a.l, for the year
1950, tax of 1951, be discontinued without costs
as against either party.
FURTHER RESOLVED that the Town Attorney is hereby
authorized and directed to sign the necessary
stipulation to obtain an order of the Supreme
Court providing for such reduction.
The Supervisor stated that he had received a letter from ti_e -ational
Cash Register Company advising him that the trade-in allowance on the
old cash register presently in the office of the Receiver of is
$1 5'0.
On motion by Councilman Waterman, seconded by Councilman Em- bury, it was,
upon roll call, unanimously
RESOLVED that the trade-in allowance in the amount
of X50. offered by the national Cash Register Company
for the Ohmer Cash Register, be and it hereby is
accepted.
The Supervisor brought up the claim of Ruts! Green as Acting Post Master
of the United States Post Office in Larchmont.
This claim was filed August 16th, 1950, with the Town Clerk and is for
damages to a Ford Truck owned by the Post Office Department, which on
the 10th day of July, 1950, collided with a limb of a tree which over-
hung or protruded into Orchard Road, a public street in the Town. It
is claimed that the driver of this vehicle was unable to see the limb
of the tree because of the very heavy rain and the fact that the heavy
--- foliage on the tree concealed the fact that the limb was actually hang-
ing into the street. Damage consists of a broken windshield, a hole
in the roof and other damage to the body and the Post Office Department
- asks that it be paid $25 .
Upon motion by Councilman Embury, seconded by Councilman 1vaterman, it
was, upon roll call, unanimously
RESOLVED that the claim of the Post Office Depart-
ment in the amount of $25 . for repairs to a Ford
Truck, be paid and that the Town Attorney be
authorized to obtain an order from the Court
providing for such payment.

was, upon roll call, unanimously
RESOLVED that the foregoing Preliminary Estimate or
Tax Budget of the Town of Mamaroneck as prepared by
this Board for the year 1951 be and it hereby is
approved, and be it
FURTHER RESOLVED that the said original estimate or
budget be filed in the office of the Town Clerk where
it will be available for inspection by any interested
persons at all reasonable hours, and be it
FURTHER RESOLVED that the Public Bearing thereon as
-- reeuired by Section 113 of the Town Law be held by and
before this Town Board on Tednesday, December 6th, 1950
at 5: 15 P. M. in the Council Room of the Neaver Street
Fire house, Town of Mamaroneck.

On motion duly made and seconded, it was unanimously
RESOLVED that the Town Clerk give notice of said Public
Hearing as required by Section 113 of the Town Law in
'The Daily TimesP . the official newspaper published in
_ the Town of wlamaroneck, in its issues of November 25th
and December 2nd, 1950.
