October 28, 1947 Members of the Town Board: I transmit to you herewith the recommended Town of Mamaroneck budget for 1948. A special meeting of the Town Board should be held on November 12, 1947 to adopt the preliminary budget. The gross Town budget will decrease by 427,246,50 and the net levy to the taxpayers will decrease by 692, 5181147 as shown below: 1947 Recommended Total Appropriations Budget 1948 Change General Town 4`232,292.00 2'Q, 031.00 - 22,261.00 Outside Villages 1822881,30 185,366.50 + 21985.20 Special Districts 319,263.37 311,292.87 - 7.970,50 Total j97341436467 707,190.37 V7,2.46.30 Net Tax Levies General Town 89,942.00 - 89,942.00 Outside Villages 180,581.30 183,515101 2,933.71 Special Districts 271,716.87 266,206.69 - 5,510.18 Total 15420240.17 449,721.70 - 92,518.47 The recommended budget would result in a decrease of >1.16 in the two Villages, and about = 1.49 in the unincorporated area. This reduction is primarily the result of the omission of the General Town tax by the use of available cash surplus, which would elim- inate any levy of taxes to the taxpayers throughout the Town for the following services: GENERAL T0111N Town Offices Assessor Supervisor Law Town Clerk Foreclosure & Certiorari Costs Comptroller Justices of the Peace Elections Contributions & Donations _ Receiver of Taxes Board of Appeals Members of the Toxin Board -2- October 28„ 1947 -- GENERAL TOWN (Continued) Engineer Building & Plumbing Dept. Highway - General Town Public 'Felfare Miscellaneous Expenditures Debt Service on General Town Bonds The elimination of the General Town tax should not be construed as the elimination of all taxes by the taxpayers throughout the Town. The taxpayers will still be required to pay a State and County tax in 1948. In addition thereto, the unincorporated area would still be billed for those services which are rendered to the residents of that area, such as police, fire, garbage collection, highway maintenance, street lighting and the debt service on district bonds . Adjustments have been made in salaries to meet present day living costs and to make them comparable to those paid for similar duties by other municipalities and private industry. Fixed Charges Debt Service is 5?21,996.50 lower than 1947. No commitment has been made for the issuance of bonds in the past five years and the indebtedness of the Town has been reduced by 1) 1,385,400 in that period. The bonded indebtedness of the Town has been re- duced to ?j2,652,400 at the present time . Contingent Fund No provision is made for a Contingent Fund. in this budget. Originally this item was included in the budget in 1944 when there was no available surplus and it was felt that some funds should be provided in the event of an emergency arising during the year that could not be foreseen at the time the budget was prepared. In view of the present financial condition of the Town such an item would serve no purpose and it has been eliminated in the 1948 budget. Honor Roll The Honor Roll is omitted from this yearts budget as the Park Commission has sufficient funds available from the 1946 and 1947 appropriations to cover the Tovm' s share of the cost. Recreation The item for Recreation has been omitted until such time as the three Municipalities and the School districts can arrive at a mutual agreement as to the necessity for such a program and its scope and. cost. Supervisor Mandeville called the meeting to order at 8 :15 P.M. Eastern Standard Time. PRESENT : Supervisor Mandeville -- Councilmen: McKeever,Mills, Watson, and Embury ABSENT : None Presence was also noted of Town Clerk Gronberg, Town Attorney Delius and Town Accountant Finson. The Town Clerk reported that Mr. Foote, Town Engineer, recom� ended that the bid of Richard Hoffman, in the amount of $35. for the purchase of scrap iron, be accepted. On motion by Councilman McKeever, seconded by Councilman Embury, it was unanimously RESOLVED that the bid of Richard Hoffman, in the amount of $35. for the purchase of scrap iron, be and it hereby is accepted. A letter dated December 19th, 1949, was received from Mr. Lambert Huppeler, 28 Byron Lane, Town, requesting the installation of street lights on Byron Lane. This letter was referred to the Town Engineer, TJr. A.J. Foote. A report of the meeting of the Examining Board of Plumbers, held on December 17th, 1949, was received and ordered placed on file. This bid, in the amount, of $225, accompanied by a deposit of $25. was for the 1945 Ford Pickup Truck. The Clerk was instructed to return the deposit to the bidder and to inform him that he will be notified regarding his bid. Councilman 71atson stated that he had nothing to report for his de- partments. On motion made by Councilman Embury, seconded by Councilman McKeever, it was unanimously RESOLVED that the following notice be published on the 10th day of January, 1950 in the Mamaro- neck Daily Times : NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that sealed bids will be received by the Town Board of the Town of Mamaroneck, Westchester County, New York, between 8 and 8:15 o 'clock P.M. Eastern Standard Time, on January 18th, 1950, in the Council Room, of the weaver Street Fire House, corner of Weaver Street and Edgewood Avenue, in the Town of Mamaroneck, and there, at a regular meeting of the Town Board, will be publicly opened and read aloud, for furnish- ing all materials, tools, equipment, machinery and appliances of every kind and description whatsoever and providing the labor required for the construction of shore protection of the island in Larchmont Gardens Lake in the Town of Pamaroneck, in accor- dance with specifications on file in the office of the Town Clerk of the Town of Mamaroneck, 158 west Boston Post Road, Mamaroneck, N.Y. The specifications and standard proposals for the work proposed may be obtained at the Town Clerk' s Office upon deposit of $5. , which deposit will be refunded when specie ---- fications are returned in good condition, within 30 days after the award of the contract or rejection of the bids . GRONBERG, Town Clerk Councilman McKeever reported that the vault and suction line at the sewage pump station, located at the corner of Colonial and Murray Avenue, are complete and only the arrival of pumps and motors is needed to finish the job. i Councilman Mills stated that he had nothing to report for his departments . I Mr. Jerome Wanshel appeared before the Board in connection with the writ of certiorari which he had obtained to review the - assessment on his property at No. 6 Beverly Place, Larchmont. Following discussion, upon recommendation of Attorney Delius and upon motion of Councilman Embury, seconded by Councilman Watson, the following resolution was unanimously adopted : WHEREAS, heretofore a writ of certiorari was obtained by Sylvia G. Wanshel and Jerome Wanshel, owners of property described on the assessment map and assessment roll of the Town of Mamaroneck as Block 617, Parcel 270, to review the assessment for the year 1949, tax of 1950 ; and 8 I WHEREAS, the Assessor and Board of Review of the Town of Mamaroneck duly filed an answer to said writ and no further pro- ceedings have been had; and WHEREAS, the Town Attorney and Assessor recommend to this Board that the proceedings be settled and discontinued upon the reduction of the assessment from $16,800 to $15,000, 1071, THEREFORE, BE IT RESOLVED that the assessment for the year 1949, tax of 1950, upon property owned by Sylvia G. Wanshel -- and Jerome 77anshel and described upon the assessment map and assessment roll of the Town of Mamaroneck as Block 617, Parcel 270, be reduced as follows : From To Block 617, Parcel 270 $16,800 $15,000 provided the certiorari proceeding now pending in the name of Sylvia G. Wanshel and Jerome Wanshel for the year 1949, taxes of 1950, be discontinued without costs against either party; FURTHER RESOLVED that the Town Attorney is hereby authorized and directed to sign the necessary stipu- lation to obtain an order of the Supreme Court providing for such reduction. The Supervisor presented his annual report of Highway moneys for the year 1949. On motion made by Councilman McKeever, seconded by Councilman Embury, it was, upon roll call, unanimously i RESOLVED that the Supervisor 's Annual Report of Highway Moneys for the year 1949 be and it hereby is approved. The Supervisor presented an agreement for the removal of snort and ice from County roads within the Town of Mamaroneck for the flat sum of $200. per mile. Upon motion made by Councilman McKeever, seconded by Councilman Embury, it was, upon roil call, unanimously RESOLVED that the Supervisor be and he hereby is authorized to sign the agreement with the County of C7estchester providing for the removal of snow and ice from County roads within the Unincorporated Section of the Town of Mamaroneck, for the flat sum of $200. per mile . Supervisor Mandeville requested a resolution authorizing the leasing of an island known as Block 718, Parcel 500 on the tax Assessment Map, to Mr. Frank Jobson, for a two-year period at an annual rental of $12. Upon motion made by Councilman Watson, seconded by Councilman Embury, it was, upon roll call, unanimously RESOLVED that the property known as Block 718, Parcel 500, which is an island in Long Island Sound 'mown as Great Knob Island, be leased to Frank Jobson for a term of 2 years, comment- ing January 1st, 1950, at an annual rental of $12. payable in advance on the first day of January; and i FURTHER RESOLVED that the Town Attorney is hereby authorized and directed to prepare a lease covering said premises and submit it to this Board for approval and signature by the Supervisor. The Town Clerk presented a recommendation from Mr. A.J. Foote, Super- intendent of Highways, for the purchase of one passenger car and a 5- ton dump truck to be used in the Highway Department. He also presented a notice that such recommendation had been duly published as provided by Section 142 of the Highway Law. --' Supervisor Mandeville presented a bid received from the Brockway Motor Company, Inc . for the purchase of a model 152T, 6-ton truck in the amount of $5,590. with an allowance of $500. to be given for one 160-S 1940 truck. On motion made by Councilman Embury, seconded by Councilman McKeever, it was unanimously RESULVED that the Supervisor be and he hereby is authorized to sign the extension agreement which provides for the extension of the lease dated February 13th, 1948, with the County of Westchester, covering vacant land on Sheet 9, Pelham-Port Chester Parkway, known as Parcels 5, 6, 7, 479 48 and 53 and a portion of 4 and 46, for the period of one year, beginning January 1st, 1950, at an annual rental of $1. The Supervisor informed the members of the Board that it is unneces- sary to certify a list of properties with arrears for water to the Receiver of Taxes this year. The Town Attorney stated that in connection with the trial of the case of Jacobson V. Quinn, for damages claimed by reason of the alleged negligence of the Town in operating a traffic light at the corner of Murray Avenue and Forest Avenue, it would be necessary to take the testimony of George Blenniss, a retired member of the Police Force who is now in Florida. He stated further that application had been made to the Court to take the testimony of Mr. Blenniss upon a deposition before a Commissioner in Daytona Beach, Florida, and that the Court Order must provide that the Town pay the expenses of the attorneys for all parties (3 besidecs himself) in traveling to and returning from Day- tona Beach, and their hotel expenses while there. He stated that probably the witness would be willing to return if lie were paid his expenses. The Chief of Police, who was present, suggested that this could be done and he felt sure that Mr. Blenniss would return on that basis. The Town Attorney was thereupon authorized to pay him not exceeding $150. for his traveling expenses. The Town Attorney stated that a final order had been made by the County Court in the proceeding In Rem, directing that the surplus resulting from the sale of Block 131, Parcel 328 which was sold by the Supervisor on the 10th of March, 19499 to Carlo Ronconi, amounting to $4,010.15, be paid to Jennie Pnay Palmer and Daisy Belle Palmer and that the Order provided that the surplus of 82 cents derived from the sale of Block 131, Parcel 136 by the Supervisor at the same sale, be paid into the office of the County Commissioner of Finance. He further stated that this Order of the County Court was dated and entered November 14th.„ 1949 and that the same had been served upon Lillian E. Ravenscroft personally and no appeal had been taken. I The Supervisor stated that he wished the Board to be informed con- cerning this matter as he was about to draw the checks for these payments. Supervisor Mandeville stated that on December 16th, 1949, Chief Yerick had completed 25 years of service with the Town of Mamaroneck and he recommended that a suitable resolution be adopted in recognition of this . 889 Upon motion made by Councilman Embury, seconded by Councilman Mills, the following resolution was adopted: WHEREAS, Paul A. Yerick on December 16th, 1949, completed a total of 25 years of service to the Town of Mamaroneck as patrolman, sergeant and then Chief of the Town Police Department; and WHEREAS, during all of this time and particularly as Chief of the Department, he has shown himself to be not only an excellent administrative officer, successfully raising the morale of the De- partment, contributing greatly to- the efficiency and alertness of all of its merabers, but also in his relations with the taxpayers and public, demonstrating his exceptional ability in obtaining their cooperation, NOW, THEREFORE, BE IT RESOLVED that this Board, on behalf of the Town of Mamaroneck and the residents whom they represent, hereby extends to Paul A. Yerick their thanks and appreciation for his services rendered. FURTHER RESOLVED that the Clerk be instructed to send a certified copy of this resolution to Chief Yerick. After discussion, upon motion made by Councilman McKeever, seconded by Councilman Mills, it was, upon roll call, unanimously RESOLVED that the Supervisor purchase from Ward La France Company, 1 Type 85 - 240 horse power Fire Truck, in accordance with their bid, for the sum of -- $21,850, less an allowance of $4,600. for old appara- tus, making a net bid of $17,250. FURTHER RSOLVED that the Supervisor is hereby authorized to sign the usual contract to purchase and pay on account for that purpose in the 1950 Fire District Budget. Supervisor Mandeville said that this was the last meeting to be attended by Councilman Mills and he recommended that an appropriate resolution be adopted. On motion made by Councilman Watson, seconded by Councilman Embury, the following resolution was unanimously adopted :. { Councilman Mills not voting) WHEREAS, George E. Mills, Jr. will complete his term as Coun- cilman for 4 years, on the 31st day of December, 1949; and WHEREAS, during his term of office, he has applied himself diligently to the problem of Town goaernment and has faithfully attended all meetings of the Board, and has given generously of his time and energy to serve the taxpayers who elected him to office, ITOW, THEREFORE, BE IT RESOLVED that this Board expresses to George E. Mills, Jr. itsthanks for his cooperation as a member, and wishes him all success . FURTHER RESOLVED that the Town Clerk be instructed to send a certified copy of this resolution to George E.
