MINUTES OF A REGULAR nEE'T'ING OF THE TOWN BOARD OF THE TOWN OF MAMARO-
NECK, HELD FEBRUARY 17, 1954, in THE COURT ROOM OF MAMzRONECK 'TOWN
POLICE HEADQUARTERS AT 11 EDGEWOOD AVENUE, TOWN.
As Acting Supervisor, Councilman McKeever called the meeting to order
at 8:15 P. M.
PRESENT: Councilmen McKeever, Kane, Brush and Waterman
ABSENT: Supervisor Mandeville
Presence was also noted of Mr. Gronberg, Town Clerk, and Mr. Delius,
Town Attorney.
The Clerk presented and read a letter, dated February 15, 1954, from
Arthur M. Brown, Secretary of the Fire Department of the Town of Mamaro-
neck, giving the names of members nominated at the annual meeting of
toe Department, to hold office for the year 1954•
On motion by Councilman Waterman, seconded by Councilman Kane, it was
unanimously
RESOLVED that the following officers nominated by the
Town of Mamaroneck Fire Department to hold office for
the year 1954, be and they hereby are approved:
Charles Conte Chief
Dominic Ianello First Deputy Chief
Edward L. Leone Second Deputy Chief
Arthur M. Brown Secretary
Harold 0 . Tnomsen Treasurer
Dr. Charles Weller, Jr. Surgeon
ivIonsignor John J. Flynn Chaplain
Fred Dodenhoff Sergeant-at-Arms
The Town Clerk presented requests from the Villages of Larchmort and
Mara.roneck for the use of election e2uipment for both registration and
election.
Following discussion, on motion by Councilman Kane, seconded by Council-
man Brush, it was unanimously
RESOLVED that the requests of the village of Larchmont
and Mamaroneck for the use of the T'ownrs election equip-
ment for registration and election, be and they hereby
are granted.
Tne Clerk presented toe matter of tine approval by the 'Town Board of Mr.
Joseph Rigano° s reappointment to the Zoning Board of Appeals and Mr.
Brush said it would give him a great deal of pleasure to make this
motion inasmuch as he had served with .sir. Rigano on the Zoning Board of
Appeals for a number of years and had found him extremely able and con-
scientious .
Therefore, on motion by Councilman Brush, seconded by Councilman
Waterman, it was unanimously
RESOLVED that Joseph J . Rigano be and he hereby is re-
appointed E member of tie Board of Zoning Appeals of the
Town of Mamaroneck for a five-year term, expiring Febru-
ary 19, 1959.
The Clerk reported on prices charged for advertisements in the Engin-
eering News and was instructed to purchase a display ad in said magazine.
Mr. Sylvan Scnwartzreicn, an attorney with an office on Mamaroneck
Avenue, Mamaroneck, addressed the Board on behalf of Mr. Adam Sumetz,
who is building a house on Briar Cliff Road, and submitted a sketch of
the property. He explained that Mr. Sumetz is ready to connect with

water and sewer and now learns that he cannot attach into the existing
water main as the Superintendent of the Water Company informs him that
the main is not large enough.
Councilman McKeever requested permission to read a letter dated Febru-
ary 17, 1954, from the Superintendent of Grestcrester Joint Water 'Works,
Ido. 1, addressed to the Supervisor as follows:
Dear Mr, Mandeville:
The two vacant parcels of land on Briarcliff Road, east of Crescent
Road have recently been sold and plans are being made for building
on them.
The existing main near tre dead end of the street is a 1 1/211 gal-
vanized iron pipe laid in 1931. At 23 years of age, it is un-
likely that a pipe of this material in the ground na.s much life
left before it will start to leak badly.
There are now four residences being served from this old line
which is barely adequate in size . I am reluctant to periit two
more consumers to tie in to this line for fear that we will then
have altogether six dissatisfied users.
The permanent solution to this problem is to replace the existing
line with 21' cast iron from the terminus of the 611 pipe to a point
about 200 feet easterly where Mr. Scappaticci can run his service
when he is ready. This line can be run in the existing trench to
avoid rock excavation. unfortunately, as much trencn as has been
exposed, indicates that it has been filled with Heavy boulders.
For this reason, contractors have given an estimate of $2.75 per
foot for excavation and backfili.

An estimate of the cost of replacement of the pipe is attached.
Mr. Sumetz is building now on parcel 97, Block 210, and has applied
for service so that an immediate answer as to how he is to get
water is required.

After discussion, it was decided that Councilman HcLeever would contact
Mr. Straub with. a view toward permitting Mr. Sumetz to connect with the
existing 1 1/2T' main.
Mr. Armand Mignarri appeared to request installation of a water line in
Valley Place. ie said he had recently purchased property there and now
learns there is no water in the street.
lhis matter was put over until the meeting of March 3rd, in order that
tide Board members might acquaint themselves with the situation.
Councilmen Lane and Waterman had nothing to report.
Councilman gush stated that he had previously reported on his meeting
with the Board of Park Commissioners and would now report on another
of his appointments - Civil Defense. He said he had et with tier. Steve
Hartley, rile local Director of Civil Defense and after discussion, is
nappy to report that our organization is more than just on paper.
The ToGm of Mamaroneck was instrumental in having the County install the
present buzzer alarm. At ti--,e time of the last air raid test, the alarm
was received here eight minutes late. This caused iIr. Bartley much con-
cern and he persuaded the County to install an alarm which sounds simul-
taneously in all County police stations . This alarm is tested daily at
10 A. M

Hr. Hartley is planning to make the residents of our community aware
of our civil defense organization and plans . He has already given
several talks and shown motion pictures before a paid firements con-
ference and three different groups of tree League of Women Voters, and
he is planning others.
in conclusion, Mr. Brush said he is very much pleased with the way the
organization is set up at the moment.
Councilman Waterman reported that the Junior League has taken over tie
sponsorship of the Teenage Canteen project and as active interest is
now being shown, developments will probably be rapid. There will be
a. meeting on February 18tH., but it is not anticipated that any request
will be made to tine Town.
Mr. Delius submitted a renewal of lease of an island in Long Island.
Sound known as Great Knoll Island, which lease expired December 31,
1953, for 2 years on the same terms.
On motion by Councilman Kane, seconded by Councilman Waterman, it was
unanimously
RESOLVED that the above lease be extended for two years
from January 1, 1954, on the same terms as contained in
the lease dated April 25, 1950.
Mr. Delius reported on the matter of Blossom Terrace. He stated that he
had been authorized to offer Mr. Petigor Ji00 for release to certain
lands . He has now obtained said release from Larchmont Estates, Inc.
and will record it. He will now proceed to obtain releases from the
owners on the other side of the street. Mr. Petigor did not accept
the 'W100.
On motion by Councilman Kane, seconded by Councilman Brush, it was
unanimously
RESOLVED that this Board hereby accepts the deed from
Larchmont Estates, Inc. , releasing to the Town of Mamaro-
neck, ail of its right, title and interest in the bed of
the street known as Blossom Terrace on Map of Blossom Heath,
filed in the County Clerkes Office of Westchester County,
Division of Land Records, as Map No. Vol. 25, page 75 on
July 5, 1907, and that the Town Attorney be and he hereby
is instructed to obtain releases from the owners on the
opposite side of Blossom Terrace.
Mr. Delius submitted a request from the City of New Rochelle to approve
the contract of the Consulting Engineer re the Pryor manor Bridge. Mr.
Delius stated that he is not satisfied with this contract or agreement
and had written a memorandum on it, copy of which he presented to each
member of the Board.
There being no further business to come before the meeting, it adjourned
at 8:45 P. M. to sleet again on March 3rd.
