Mr. Ralph Stiner, representing the Letter Carriers of the Larch-
mont Postal District, presented the following prepared statement:
"1 request that the Town Council draft and accept a resolu-
tion urging the Honorable Ralph A. Gamble to give his sup-
port to the revision and passage of H. R. 4644 to make it
as nearly parallel to Bill S. 1 as possible. Bill H. R.
4644, which provides for an average postal pay increase
of 7.50, actually only provides 6.6% increase in the
lower pay grades where in increase is most needed.
"This legislation also includes detrimental reclassifica-
tion provisions which we would like to see eliminated.
"Due to the difficulty in contacting Mr. Gamble and getting
an expression of his feelings on this matter, we, the
local Letter Carriers feel that an official expression of
support of our position by the Town Council, will go
far toward enlisting Mr. Gamble in our cause ."
Following some discussion, on motion by Councilman Waterman,
seconded by Councilman McKeever, it was unanimously
RESOLVED that this Board requests the Honorable
Ralph A. Gamble to give serious consideration
to the revision of bill now before Congress,
known as H. R. 4644, and to make it as nearly
parallel to Bill S. 1 as possible, and, as so
revised, to use his best efforts to secure its
passage.

At Weaver Street and Palmer Avenue the area near the bus

Installation of improved lighting here would cost $160.86

At Alden Road and Boston Post Road many persons cross to

is a very busy area with two apartment buildings and a
tavern. Crossing the Post Road at this point is hazardous
for the pedestrian because of the rise and curve in the
Post Road just east of Alden Road. Installation of improved

and stating that the Police Commission recommends that the con-
tract be awarded to Ralph Valerio, the lowest bidder, if the
Town Board chooses a conventional paint.

Councilman Brush reported that on March 7th, he had attended a
meeting of the Town of Mamaroneck Planning Board which, on that
evening, had held two public hearings, - one on the proposed Rules
and Regulations of the Planning Board, which were duly adopted after
the hearing and referred to this Board for approval, and the other
on the Requirements for Approval of Subdivision Plats in the Town of
Mamaroneck. Present at this second hearing, were a number of builders
who protested that the Requirements were too strict . The Planning
Board, therefore, agreed to study whatever recommendations for
changes which might be submitted by this builders.
On March 15th, he attended a meeting of the Park Commission, at
which there was considerable discussion of the planting of the
Station Park flower beds for this summer, because of the contem-
plated construction of the Thruway. It was decided to spend only
a nominal amount (if possible under $300) as compared with $800
spent the previous summer.
On March 21st, Mr. Brush attended a meeting of the Recreation
Commission at which Mr. Ahern, Superintendent of Schools, dis-
cussed recreation, including the summer program contributed by
the Board of Education. Also at this meeting, the Town Golf
Tournament Committee reported that it is undecided as yet, whether
the proposed tournament will be held at Winged Foot or the Hamp-
shire Country Club.
Mr. Brush also suggested to the Board that it might be a good
idea to amend the Parking Meter Ordinance, to eliminate the
charge for parking on Saturdays. This was referred to Chief Yerick
for recommendation.
The Town Attorney presented a letter from the Westchester County
Attorney, with which was enclosed a form of agreement for the
acquisition by the County, of two sewer pump stations in the Town
of Mamaroneck, operated by Sewer District No. 1, one on Fenimore
Road together with the force main running from that plant to
connect with the Westchester County trunk system, and the other
station in a vault in the bed of Colonial Avenue near Murray
Avenue . This contract further provides that the County will re-
transfer to the Town, the gravity operation of certain force
main sewers which were turned over to the County in 1934 but
for which the County has now no further use because of the con-
struction of the New Rochelle Sanitary Sewer District.
Since these lines, however, are still used by the Town, it is
planned to re-transfer them as soon as the County makes the
necessary connections with the new New Rochelle trunk sewer.
The contract also has attached to it, as an exhibit, a schedule
of equipment replacements or additions to the two pumping stations
which the Town will transfer to the County, and these replace-
ments and additions are to be made before acceptance by the
County.
On motion by Councilman McKeever, seconded by Councilman Waterman,
it was, upon roll call, unanimously
RESOLVED that the Supervisor be and he hereby
is authorized to sign the contract as submitted.
The Town Attorney presented an agreement or easement from the
Vermilion Building Corp. , granting to the Town, an easement for
4 lighting standards on private property owned by the Vermilion
Building Corp. , and which are to be used for street lighting of
Washington Square.

On motion by Councilman McKeever, seconded by Councilman Waterman,
it was, upon roll call , unanimously

and the agreement recorded.
The Town Attorney presented a letter from Mr. A. J. Foote, for-
- merly Town Engineer, recommending that a correction deed be given
to Ralph Chilcoat, purchaser of premises known as Block 604
Parcel 361, which the Town acquired in the 1947 foreclosure in rem
proceeding, because the description used in the deed from the
Supervisor to the Town and from the Town to Chilcoat was erroneous.
He submitted for the Supervisor 's signature, two correction deeds .
On motion by Councilman McKeever, seconded by Councilman Waterman,
it was, upon roll call, unanimously
RESOLVED that the Supervisor be and he hereby is
authorized to sign these two correction deeds.
The Town Attorney reported as follows on the legislation pending

passed and signed by the Governor and has become Chapter 39 of
the Laws of 1955.
The pryer Manor Bridge bill has been passed by the Assembly and
will be sent to the Governor for signature .
The bill to allow the Fire District to make a contract with
Larchmont Village for protection of the Dillon Park area, has
apparently been disapproved by the Department of Audit and
Control.
The Supervisor requested a resolution for the purchase of a
Bell and Howell CRX motion picture projector with 6 foot radiant
_ educator screen in the amount of $431 for use by the department
of Civil Defense .
Councilman McKeever asked if it would not be cheaper to rent a
machine than to purchase one outright.
It was decided to take no action on this matter until further
information could be obtained.
The Supervisor read a letter from Mr. Barry K. Keller, 76 Mamaro-
neck Avenue, White Plains, K. Y. , stating that he would repre-
sent the Town on the basis of a fee of $500 for preparation, and
$100 a day for Court appearances .

Boivin, a former officer of the Town of Mamaroneck Police Depart-
ment had died, and suggested that Councilman Waterman draw up an
