M. , IN THE COURT ROOM OF MAMARONECK TOWN POLICE HEADQUARTERS AT 11 EDGE„OOD AVZNU TOWN OF MAMARONECK. PRESENT: supervisor Mandeville Councilmen McKeever, Kane, and Brush ABSENT: Councilman Waterman Presence was also noted of Mr . Gronberg, Town Clerk; Mr . Delius , Town Attorney; Mr . Finson, Town Accountant; Mr . O'Brien, Town Superintendent of Highways ; amd Police Chief Yerick. The Clerk presented a memorandum to the Town Board from Chief Yerick, dated November 15, 1954, submitting 3 bids for winter uni- forms which, he stated,had been reviewed by the Police COmmis- sioners, w a who recommend for the Town Bord's approval, the bid submitted by Merson Clothes, Inc . , the lowest bidder . The bids were as follows : Merson Clothers , Inc . , 254-8 Canal Street, New York, N. Y. Brooks Uniform Company, 75 West 45th Street , New York, N. Y. 964.25 Caleb V. Smith & Son, 300 Fourth Avenue , New York, N. Y. S70 .40 The Supervisor recommended that the bid be awarded to the lowest bidder and on motion by him, seconded by Councilman McKeever, it was unanimously RESOLVED that the police Chief be and he hereby is authorized to purchase from Merson Clothes, Inc . (lowest bidder) the winter uniform needs for the members of the Mamaroneck Town Police Department, in accordance with bid of that company dated October 22 , 1954, in the amount of $918 - 10 The Clerk presented a letter addressed to him, dated November 9 , 1954, from Mr . J. J. Barbieri, District Clerk Of the Board of Educe- tion, saying that the School District requests the use of three pri- Mary boothes to be used at the special meeting of the Board of Educa- tion on November 30, 1954, from 8 A , M. to 9 w . M. , in the Junior High School Music Room, and that the school will provide the necessary cartage . it on motion by Councilman Brush, seconded by Councilman McKeever, was unanimously RESOLVED that the Town Clerk be and he hereby is authorized to make available, for use by the Board of Education, three primary booths to be used at the special meeting of the Board of Education on November 30, 1954, from 8 A. M. to 9 p . M. , it being understood that the school will provide the necessary cartage . The Clerk presented a letter from James P. Costello, 7 Daymon Ter- race , dated November 9, 1954, and asking that the Town Board arrange to have a street sign placed at the corner of Daymon Terrace and Forest Avenue and calling attention to the fact that there is no curbing on the east side of Daymon Terrace with a resulting hazard to passing school children due to stones (which have fallen into the street) being thrown across the street by the tires of passing automobiles . This was referred to the Superintendent of Highways . For the record, the Clerk presented a resolution duly passed by the Board of Trustees of the Village of Larchmont, approving the sale by the Town of Block 61S Parcel 11 to Marco lorio for $767 . The Clerk presented to the Board, the matter of appointing an enumerator to take a census of dogs throughout the Town (Unincor- porated Area) . On motion by Councilman Brush, seconded by Councilman McKeever, it was unanimously RESOLVED that, pursuant to Section 108 of the Agriculture and Markets Law, John C . Forrar be and he hereby is appointed Dog Enumerator for the Unincorporated Area of the Town of Mamaroneck for the year 1955 . The Clerk p resented the following: Report of Westchester Shore Humane Society, Inc . for October Town Clerk's Report for October The Supervisor brought up the matter of the Town Budget for 1955 for discussion. Councilman McKeever said he would strongly urge that the maps in the office of Mr . Van Etten (recently deceased) be purchased, brought up to date, and indexed for the Town of Mamaroneck. The supervisor appointed Councilman McKeever and the Superintendent of Highways to obtain these maps and see that they are delivered to the Assessor 's Office . Councilman Kane said he believes some consideration should be given to the possibility of the adoption of the State Building Code . Mr . Delius considers that the 1 and 2-family house requirements are minimum and out of line with the Town's requirements . He said every Code, Ordinance, etc . can always be improved but basically the Town's is Ok . There was some further discussion of the Building Code and the Supervisor suggested that Mr . Kane contact the Building Department of the State and have someone from that office attend a Town Board meeting and explain the State 's Code . Mr. Waterman was assigned to attend the meetings of the Planning Commission, to represent the Town Board . Mr . McKeever objected to the payment of the pay-loader and sand- spreader out of General Town funds . Mr. Brush questioned the reduction in the Planning Board budget . Mr . Delius said the Planning Board has drawn up a set of regulations and they are concerned with subdivision control . The regulations are standard but there is a need for engineering services , The Supervisor maintained that this can be taken care Of in the Town Office . Chief Yerick requested that his budget be increased to take care Of 5 new street lights . I --1 ------- - 7,000 .00 Cash Available SEWER DISTRICT NO . 1 ,0 Cash Available 3 00 .00 Total Revenues $267,344 .75 on motion by Councilman McKeever, seconded by Councilman Brush, it was, upon roll call, unanimously RESOLVED that the foregoing preliminary Estimate or Tax Budget of the Town of Mamaroneck, as prepared by this Board for the year 1955, be and it hereby is approved, and be it FURTHER RESOLVED that the said original estimate or budget be filed in the office of the Town Clerk where it will be available for inspection by any interested persons at all reasonable hours , and be it FURTHER RESOLVED that the Public Hearing thereon as required by Section 113 of the Town Law, be held by and before this Board on Wednesday, December Sth, 1954, at 3: 15 P. M. , in the Court Room of Mamaro- neck Town Police Headquarters, 11 Edgewood Avenue , Town of Mamaroneck. On motion duly made and seconded, it was unanimously RESCLVED that the Town Clerk give notice of said Public Hearing as required by Section 113 of the Town Low, in "The Daily Times" , the official newspaper published in The Town of Mamaroneck, in its issues of November 27th and December 4th, 1954 . IS!x . John Mann, 10 Wildwood Road , appeared in connection with the ------- pryer Manor Bridge project . He said he had previously appeaxed accompanied by Dr . Herbert Conway, 11 pryer Manor Road, New Rochelle, and Mr. W. m. Hickey, 15 Dogwood Lane, Larchmont. As for himself, he said, he is in both New Rochelle and the Town. He read a letter, dated October 8, 1954, which he had written to Mayor Church of New Rochelle, MW a letter he had received from Mr . Aaron Simmons , City Manager of New Rochelle, and said he was here before the Board to learn what had been done by the Town. E39 Mr . Delius read a copy of the letter he sent to the Office of the State Comptroller and explained that he had recently had a reply from that office notifying him that the problem presented in his Tatter (that of finding+ ' indin some means to allow the Town of MamarO- neck contribute funds, with the other municipalities interested , to c .� i .e ion Of i .e . iveva Rochelle and �arohmont, toward the restoration pryer Manor `Bridge) is being given serious study and that he will shortly receive a reply setting forth their conclusions . -- Mr . Delius said he would send a copy of his letter to the State Comptroller to Mr . Mann. Mr . Delius was asked about the proposed extension of sewer in the - r l P had informed Messrs . Mabel Pr ince v?illows area. and stated that he being circulated for signatures must Levin hat the petition �, and t P be submitted to the Assessor for proper certifications . Where being no further business to come before the meeting, it adjourned at 11 P. Id. and immediately re-convened as the Board of Fire Commissioners . The Town Clerk presented the Fire Inspector `s report for September � and October, 1354 . There being no further business , tine meetan�s adjou rned at 11 :05 F .
