MINUTES OF A. SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARO-
NECki, HELD AUGUST 11, 1054, IN THE COURT ROOM OF MAMARONECK TOWN
POLICE HEADQUARTERS AT 11 EI}4°s'EWOOB AVENUE, TOWN.
Supervisor Mandeville called the meeting to order at 5: 15 p, M.

PRESENT: Supervisor Mandeville
Councilmen McKeever, Zane, 'Brush, and Waterman
ABSENT: None
Presence was also noted of Mr. Gronherg, Town Clerk, and Mr . O"Brien,
Superintendent of Highways .
The regular order of business was dispensed with and Mr. William S .
Brill, representing Mr . Stephen. C'oidan, said his client had applied
to the Superintendent of Highways fora sidewalk-cut permit and
had been told it would be necessary for him to submit a, sketch of
what he plans to do on premises located at 26 Alden Road, and also
that it would be necessary for him to appear before the Town Board .
He went on to say they plan to go back 20 feet from the property lane
with a. driveway, in order that they may park their car off the public
street. They intend to erect a sort of open car port, i.e . walls
with no roof .
Councilman Waterman, upon reading the ordinance submitted to him: by
Mr . Brill, felt the Town Board dial not Have jurisdiction. He said
he could see no ;provision in the ordinance for an appeal to this
Board
The Supervisor suggested that a sketch be trade and submitted to
the Superintendent of Highways .
-- Mr , Sidney Fetner, reyreser= i g Fetner Realty and Construction Co, ,
appeared to ask that the street known as Washington Square, when
it is graded and paved by them, and curbs installed, be accepted
and maintained as a, Town street .
The :Supervisor said that in the foreclosure in rem, this property
was taken by the Town but the street was not taxable .
Upon motion by Councilman McKeever, seconded by Councilman Waterman,
it :vas, upon roll call, unanimously
RESOLVED that this Board gill , upon approval by the �
Town Attorney, accept the land lying within the bed
of a street now known. as Washington Square, provided
such street shall, at the expense of Fetner Realty
and Construction Corp, , have curbs installed, be sub-
graded, and paved, all in accordance with specifica-
tions of the Town Superintendent of Highways ; and
FURTHER RESOLVED that upon the acceptance of this
street by the Town of Mamaroneck, the Town hereby
agrees to continue to maintain this street. .
A.- group of people represented by Mr, Morton S . Levin, Old White Plains
Road; and Mr , Harry Mabel, 5 Prince Willow Lane, appeared to hear the
report of Mr . Ralph Cronquist regarding a survey to be made by hair
concerning the proposed sewer to serge the Prance Willows area.
Mr. Cronquist was not present but was represented by Mr. Stanley
Gregory who stated to the Board that he had actually received no
authorization to go ahead on this ,gob and to date, he had expended
considerable time and money in collecting and compiling various data,

The Supervisor assured him that he would be reimbursed by someone
for whatever he had spent.
Councilman McKeever said he had asked Mr. Cropquist for a, brief out-
line of what it would actually cost for whatever they had planned.
Mr . Gregory said he is not in a position to do this at this time
and it would take 3 or 4 weeks to make such a survey,
Mir. Levin said his group has $1, 750 available for a. preliminary
survey.
Mr. Gregory said that for $1, 750, he could give a. plan which would
show the preferred route in both directions : a study or report which
would indicate the present and future areas to be served by each
system; and a. recommendation, together with an estimate of the cost
of both systems .
This will take 3 or 4 weeks .
Mr . Mabel then suggested that the Town pay one-half of this amount
because if the alternate route is used (down Griffin Avenue) other
taxpayers in the Town will benefit as well. as Prince Willows .
Mr . Mabel was requested by the Supervisor to give his understanding
of the matter, and he did so, as follows :
A study would be made by Messrs . Gregory and Cronquist to determine
whether it is advisable to establish sewers in Prince 'Fillows and
environs and to determine whether it is feasable to cross the Park-
way property or Griffen Avenue, after this determination; to present
recommendations to the Board; and to obtain approximate ideas of
the cost of this project . For this they are to receive $1, 750, of
which the Town will pay 1/2.
On motion by Councilman 101.cKeever, seconded by Councilman Waterman,
it was, upon roll call,
RESOLVED that this Board hereby authorizes Messrs .
Cronquist and Gregory to undertake a. survey, from
which it can be determined whether it will be ad-
visable to establish sewers in Prince Willows and
environs , and whether it will be feasa.ble to
cross the Parkway property or Griffin Avenue; and
after this determination, to present recommenda-
tions to this Board and to obtain approximate ideas
of the cost; for which survey they will be paid
$1, 750, of -which the Town of Mamaroneck will pay
1/2 or $675 .
A vote on this resolution was recorded as follows :

Councilman McKeever - Yes
Councilman Kane - Yes
Councilman Brush - Yes
Councilman Waterman - Yes
There will be a meeting on September Sth, to consider this matter
further .
The matter of a report on water needs and a. recommendation to be
made by Mr. Alfred W. Sawyer of the engineering firm of Flazen and
Sawyer, 110 East 42nd Street, New York City, was put over until
September 22nd .

The Clerk presented a letter dated August 2, 1954, addressed to the
Town Council, from Mrs . R. Hemmerich, 14 Alden Road, protesting the
soot and smoke from the Alden House Incinerator.
This was referred to the 'Fire Inspector and the Building Inspector
with instructions to correct the condition, and the Clerk was asked
to so notify Mrs . Hemmerich.
The Clerk presented a letter, dated August 2, 1954, from Jack Ammann
Photogrammetric Engineers, Broadway at Teath, Santonio 3, Texas,
addressed to the Town Clerk, and giving the following information
concerning aerial photographic negatives which they have, covering
the Town of Mamaroneck:
Two serial photographic enlargements will cover the greater
part of the Town, although it will require a third enlargement
to cover the area included in the Town that is southeast of
the Boston Post Road . The enlargements are made on black
and white photographic paper, semi-matte finish, double j
. weight, at the following scale : Scale of I" - 300 ' and
the enlargements will each be 2" x 20" in size and cost
$15. each. At a scale of I" - 4001 the enlargements are
40" x 40" in size, and cost $25. each. From the above
information it can be determined whether or not three
enlargements are desired , to cover the entire town, or two
enlargements to cover most of it . The letter goes on to
say that they would appreciate a map of the Town of Mamaro-
neck so they may be sure to cover the area in which the Town
might be interested.
The Clerk was instructed to send for a $25. set on approval ,
The Clerk presented the Report of the Receiver of Taxes and Assess-
raents for July, 1954, and the Town Clerk's Report for July, 1954.
The Clerk announced that Mr. Wullschleger, Chairman of the new Plan-
ning Commission, had communicated with him to the effect that he
would submit recommendations for two new appointments to the said
Planning Commission, at the next Town Board meeting.
Mr . Waterman said Mr. Schuler had been designated to make a decision I
on this , and had asked thim to ascertain whether members of the new
Board must be property owners . Mr . Schuler said Mr . Norman Blair
and Colonel William Shea had been suggested. This ill go over
until the next meeting,
Mr. Waterman said it would not seem to be a necessary requirement
that the new Commission's members be property owners .
The Clerk submitted a sketch of the property of Mrs . John A. Petterson,
1806 Palmer Avenue, Lawchmont, which sketch had been prepared by the
Assessor, who stated that to correct the situation complained of
by Mrs . Petterscn, would mean changing all numbers of houses
located on that portion of Palmer Avenue included within the Unin-
corporated Town.
The Supervisor suggested that Mrs . Petterson be advised to erect a
small sign on her property, giving her name and house number.
Councilman Kane said he would take the matter up again with Mrs .
Petterson.
The Supervisor requested a resolution setting a date for the next
public auction of Town-owned property and on motion by Councilman
Kane, seconded by Councilman McKeever, it was unanimously

RESOLVED that the date for the next public auction
of Town-owned property be and it hereby is set for
September 8, 1954, at 8 P . M. , in the Court Room
at police Headquarters , 11 Edge-,wood avenue, Town
of 1`"ama.roneck .
The Supervisor requested a. resolution authorizing the Receiver of
Taxes to accept payment of School taxes in two installments .
Upon motion made by Councilman McKeever, seconded by Councilxraam
Waterman it was unanimously
RESOLVED that, pursuant to Section 96A of Chapter
62 of the Laws of 1999 as a-mended, the To-,Yn Board
of the Town of Mamaroneck does hereby authorize
and empower the Receiver of Taxes of the Town of
Mamaroneck, to collect the 1954 School taxes for
,anion free School District No . 1 in the Town of
Mamaroneck, and School District No. 2, Town of
Scarsdale, 1,ew York, which, under -the provisions of
The Westchester County Tax Law, being Article 16
of the Westchester County Administrative Code, become
a. lien and are payable on September lst, 1954, in two
partial payments, each amounting to fifty per cent
(50%) of any such school tax as levied .
FURTHER RESOLVED that the Receiver of Taxes of the
Town of Mamaroneck is authorized and empowered to
receive the payment of such partial payments or in-
sta.lsnents of the 1954 School taxes for Union Free
School District No. 1 in the Town, of Mamaroneck,
and School District No. 2, Town of Scarsdale, New
York, at any time, but subject to the same penalties
as are specified and provided in Section 542 of the
Westchester County Administrative Code, for neglect
to pay the total amount of the School taxes after
the levy thereof.
FURTHER: RESOLVED that the acceptance of any such
partial or instalment payment of the 1954 School taxes
for Union Free School District No, 1 in the Town of
Mamaroneck, and School District Rio . 2, Town of ;cars-

dale, New York, shall not be deemed to affect, in any
manner, any right of the Town_ of Mamaroneck under any
general or special act, to enforce collection of the
unpaid balances of such taxes as may remain due and
owing to said Town, but such rights and powers shall
remain in full force and effect to enforce collection
of the unpaid balance of such school taxes, together
with interest, penalties and other lawful charges .
Upon motion by Councilman IcKeever, seconded by Councilman Waterman,
it was unanimously
RESOLVED that this Board hereby designates "The Daily
Times" 2 a daily newspaper published in the Village
and Town of Mamaroneck, for the purpose of publishing
the notice of the collection of the 1954 School tares
as required by liar* and be it
FURTFER RESOLVED that, in accordance with -the provisions
of Section 550 of the "+estchester County Administrative
Code, the Town Board do and hereby does direct the Re-
ceiver of Taxes and Assessments to ma.il to each taxpayer
of the Town of id?a.maroneck, whose address is known to said
Receiver of Taxes and °_ssessments , a tare bill for 195.E
School taxes , the expense thereof to be a. Town charge .

Chief Yerick addressed the Board concerning the Dillon Park play-
ground situation. He said he had visited the playground and had
found that the children who play there are all very young and he
feels they should continue to be allowed to play there.
Mr. O 'Brien also had no fault to find . He feels a wire fence should
be continued around the playground .
The Chief has notified his patrolmen to inspect the playground each
evening about 7 P, M. , to see if there is too much noise .
Councilman McKeever said he had been asked to suggest to this Board
that a permanent golf trophy to cost in the neighborhood of "160 . to
$75. be donated, to be awarded to the winner of a proposed Town of
Mamaroneck Golf Tournament .
There being no further business to come before the meeting, it ad-
journed at 10 P. U. and immediately re-convened as the Board of Fire
Commissioners .
Councilman Waterman presented the Fire Report for July, 1954.
There being no further business, the meeting adjourned at 10 P. M. to
meet again on September Sth.
