MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARO-
NECK, HELD JULY 281 19542 IN THE COUNCIL ROOM OF THE WEAVER STREET
FIRE HOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN.
Supervisor Mandeville called the meeting to order at 8: 15 P. M.
PRESENT: Supervisor Mandeville
Councilmen Waterman and Kane
ABSENT: Councilmen McKeever and Brush
- Presence was also noted of Mr . Gronberg, Town Clerk, Mr. Delius, Town
Attorney, and Mr. O 'Brien, Superintendent of Highways .
Mr. Robert Thompson and a group of residents from Dillon Park, appeared
before the Board to learn what, if any, decision had been reached in
the matter of a curfew for young children playing on the new play-
ground in that area, which matter had been brought before the Board
at its last meeting.
Mr . O'Brien said that he, together with Chief Yerick, had visited the
playground and he understands that Chief Yerick is opposed to a cur-
few. Mr. O'Brien also reported that he is taking steps to prevent
the hitting or throwing of balls into the adjoining property.
After much discussion concerning a. curfew, Supervisor Mandeville
suggested that Mr . Thompson contact Chief Yerick and that they spend
some time together to see if something can be done about checking the
noise.
A group of 6 residents from the Pryer Manor area appeared to re-open
the problem of repair of the Fryer Manor Bridge. Mr. John Mann. 10
Wildwood Road, Dr. Herbert Conway, 1 Pryer Manor Road, and Mr. William
Hickey, 15 Dogwood Lane acted as spokesmen for the group.
The bridge was closed May 22, 1951, when New Rochelle Engineers found
it unsafe for vehicle traffic . Since then, residents from both sides,
have been urging the bridge 's re-opening. Last November the Town
Board approved the expenditure of $1,250 for one-half the cost of a
joint Town and New Rochelle engineering survey, to determine structural
repairs needed. Nothing further has been done .
The Board took no action although the Board expressed its approval
of re-opening the bridge and the Supervisor recommended that Mr. Delius
go to Albany to "find out if the Town has the right to spend money
on the span" .
The question seemed to be whether there is any legal means by which the
bridge can be repaired.
Councilman Waterman said that, to have the question of jurisdiction
settled, specifications on the bridge would be needed and the matter
must be acted upon through the State Legislature .
It was also suggested that Pryer Manor residents form a home owners '
association to take over the bridge. Dr. Conway believes this would
be impractical as only "about half a dozen persons" could be found for
such an organization and costs of repairs would be prohibitive for
such a small group.
---- The Supervisor commented that Larchmont "was divorced completely from
the action" since the Village Board of Trustees had found they had
"no right to spend money for the span's repair" .
It was finally agreed that Mr. Delius and the Attorney for the City of
New Rochelle would take the question to the Bureau of Municipal
Affairs in- Albany. Purr. Delius said he will write to Mr. Chamberlain.
A decision by this Board will await the reply from that office.

Another group of residents, this time from the Prince Willows area ,
appeared in connection with the proposed establishment of a sewer
district in that area. after discussion, it was agreed that the
Town Board would meet in 2 weeks, (august 111th) at which time it
is planned that Mr. Ralph Cronquist will be present and submit
preliminary drawings .

The Town Clerks presented and read a letter addressed to the Town
Clerk, dated July 15th, 1954, from Mr . Walter E. Warner, Jr . ,
advising that the Town Recreation Commission has arranged to meet
once a, month on the second Monday of each month at S:15 P. Al. , from
September of this year until June of next year, and stating that
it is the opinion of the Commission that a. secretary or clerk
should be. made available and requesting that this be brought to the
attention of the Council at its next meeting. The letter went
on to suggest the appointment of one of the secretaries in Mr.
Cronberg's office and requested that such secretary should be com-
pensa.ted for her services in an amount comparable to compensation
paid to secretaries of other Boards which meet at night.
This was received and filed.
The Clerk presented and read a letter addressed to Messrs . Eggers
Higgins, dated July 21, 1954, from Per. Walter E. Warner, Jr. ,
Chairman of the Swimming Pool Committee, confirming the fact that
Mr. Eggers had been designated to make a cost study with recommenda.-
timns as to type, size, and extent of the proposed swimming pool,
locker rooms, parking, and related facilities to be located on
Town-owned property* at the Ho mocks, and confirming further that
Mr. Eggers' firm's charge for this study, in an amount not to exceed
$1, 800, is acceptable, and advising Mr. Eggers that the Town Council
has shade a. sufficient appropriation and authorized the Swimming
Pool Survey Committee to approve payment of his firm's fee .
This was received and filed.
The Supervisor read the Report of the Citizens' Committee for Teen-
age Center, enclosed with letter addressed to the Town Board, dated
July 26, 1954, from Mr . David Eggers, as Chairman of the Teenage
Center Committee . This report was referred to the Recreation Com-
mission for review and report.
The Clerk presented a letter addressed to the Town Board, dated
July 23 , 1954, from Mr. C . J. Quinn, Secretary of the Board of police
Commissioners, enclosing bids for stop signs and posts as follows :
Charles F. McCullough, Katona.h, N. Y. $11. 15 each
Municipal Supply Co. , Bridgeport, Conn. 13 .45 each
Miro-Flex Co. , Inc . , Wichita, Kansas 18.00 each
and stating that the Commission has approved the recommendation to
purchase 25 units and that Chief Yerick may desire to order both
9 ' 6" and 7'6" posts . The letter stated also that the Commission
recommends the acceptance of the low bid submitted by Charles F.
McCullough.
On motion by Councilman Waterman, seconded by Councilman Kane, it
was unanimously
_ RESOLVED that the Police Chief be and he hereby is
authorized to purchase from Charles F. McCullough,
Ka.tonah, N. Y. , 25 units (stop signs and posts) at
$11 . 18 each, this being the low bid; and be it
FURTHER RESOLVED that this amount be paid out of the
item in the Police Budget appropriated for such purpose .

The Clerk presented a. letter addressed to the Board, dated July 6.
1954, from Chief Yerick, enclosing bids for new uniform state
traffic summons required by October 1, 1954, as follows:

Upon motion by Councilman Iffa-terman, seconded by Councilman Lane,
it was unanimously
RESOLVED that Chief Yerick be and he hereby is authorized
to purchase 2, 500 new uniform state traffic summons re-
quired by October 1, 1954, from The Little Print, 91 Hugue-
not Street, New Rochelle, for $187.50 which was the lowest
bid, and that this amount be paid out of the item in the
Police Budget appropriated for such purpose .

The Clerk presented a letter from the Westchester County Department
of Planning, dated July 2, 1954, addressed to the Clerk, and in-
forming him that the County has just had delivered, a new set of
Aerial Photos taken during the latter part of April and the first
part of May, 1954, and that the same are available from the Con-
tractor, Jack Ammamn, Photogrammetric Engineers , c/o William Fl. Meyer,
Eastern Manager, Box 411, Manhassett, New York, and suggesting that
possibly the Town's Engineer, Building Inspector, or Planning Board
might have use for the sheets covering this area,
The Clerk was instructed to write and obtain prices for individual
sheets covering the Town.
The Clerk presented a. Certificate of Appointment of Election In-
spectors for the election year beginning July 15, 1954, signed by
Supervisor Owen A. Mandeville on July 6, 1954, in accordance with
the recommendation of the Chairmen of the two major political parties .
The Clerk presented a list of polling places for the purpose of
designating a place in each election district of the Town in which
a meeting for the registration of voters , election and primaries
shall be held in the year following the ensuing 1st day of October.
On motion by Councilman Kane, seconded by Councilman Waterman, it
was unanimously
RESOLVED that in accordance with the provisions of
Section 66 of the Election Law, being Chapter 17 of
the Consolidated Laws of the State of New York as
amended, the Town Board of the Town of Mamaroneck
hereby designates a. place for each election district
in the Town at which a. meeting for the registration
of voters, election and primaries , sha.11 be held in
the year following the ensuing let day of October,
as follows :

The Clerk subTitted a letter dated July 26, 1054, from Councilman
Waterman, suggesting the name of Mr . C. Norman Blair For one of the
vacancies on the newly created Planning Board.
It was the unanimous opinion of the Town Board that the 2 vacancies

The Clerk submitted the following:
Summary of Receipts and Disbursements, January I to June 30, 1954
Analysis of Budget Appropriations and Expenditures , January I to

The Supervisor presented a letter from Mr . Straub, Superintendent
of the Water Company, saying that he had an application from Mr , A.
Poccia for the installation of a 4" main in a new unnamed street,
north of Fenimore Road. The letter, which enclosed an estimate of
the cost of installation of this main, went on to state that no
fire hydrant will be required and that the cost does not include
excavation, backfill, or paving.
Upon motion by Councilman Waterman, seconded by Councilman Kane,
it was unanimously
RESOLVED that this Board hereby authorimes the installation
of a 4" main in a new un-named street, north of Fenimore
Road, upon application by Mr . A. Poccia, at a cost
not to exceed $640 . 371 excluding excavation, backfilling
and paving, in accordance with estimate submitted to this
Board with letter dated July 26, 1954, received from the
Superintendent of the Westchester Joint Water Works , No. I
provided A. Poccia deposit with the Westchester Joint Water
Works , No. 1, the necessary funds to cover the cost, and
provided further that the owner shall give to the Town
any easement which the Town Attorney and Superintendent
of Highways may decide is necessary.
Councilman Waterman and Kane had nothing to report .
The Town Attorney reported that he had received a letter from the
Police Commission recommending certain amendments to the General
Ordinances and in compliance with the same, he presented an affidavit
of publication of notice of public hearing for the 28th day of July,
1954, at 8 : 15 F , M. at the Weaver Street Fire House, Edgewood
Avenue and Weaver Street in the Town of Mamaroneck, for the purpose
of considering an amendment to Section 6 Chapter 11 (Use of Streets
and Highways) of the General Ordinance as last amended on April 21,
I954, by including in the designation of public highways in the
Town of Mamaroneck designated as main arteries of travel, the
street known as Orsini Drive, and providing that all vehicles
approaching said street from Byron Lane shall, before entering the
same, come to a full stop, provided that a sign bearing the word
"STOP" is erected at said intersection of Orsini Drive and Byron Lane .
There was no one present at this hearing, either in favor of or
against the amendment, and on motion by Councilman Kane, seconded
by Councilman Waterman, it was unanimously
RESOLVED that Chapter 11 (Use of Streets and Highways)
Section 6 of the General Ordinances of the Town of
Mamaroneck as last amended on April 21, 1954, is
hereby further amended so as to designate, in addi-
tion to streets already so designated as main arteries
of thoroughfare, the street known as Orsini Drive
at its intersection with the street known as Byron
Lane, so that all vehicles approaching Orsini Drive
from Byron Lane, shall, before entering the same,
come to a full stop, provided that a sign bearing
the work "STOP" is erected and maintained at or
near the intersecting line of Orsini Drive .

The Town Attorney presented the proposed agreements between the
Town of Mamaroneck, the Village of Mamaroneck, and the Village
of Uarchmont, concerning the re-sale of parcels of property
included in the Town's foreclosure in rem, which axe situated in
the Villages . These agreements are similar to those entered
into in 1947 with the Villages and provide that before any
sale is made, the Villages must approve the same and the agree-
vents further set up a, formula for the division of -the net pro-
ceeds .

-- Upon motion by Councilman Dane, seconded by Councilman Waterman,
it was unanimously
RESOLVED that the Supervisor be and he hereby
is authorized to sign -these agreements .
The Town Attorney suggested to Councilman Waterman that resolu-
tions for the operation of the planning Board be drawn up.
There being no further business to come before the meeting, it
adjourned at 10 .39 P. 11. to meet again on August 11, 1954.
