man, it was unanimously
RESOLVED that the salaries of all appointed officers of

Resolution - Approval of Bonds for Appointed Officers
On motion by Councilman Waterman, seconded by Councilman
Santoro, it was unanimously
RESOLVED that a bond be required for the faithful
performance of the duties of each of the following
officers in the amount stated, with sufficient sur-
ety to be approved by this Board, and the form to
be approved by the Town Attorney.

compensation for the same in the year 1957 is here-
by fixed and shall be paid from the amounts appro-

FURTHER RESOLVED that the employment of the last
named persons to the aforesaid positions is in accor-
dance with the classifications made by the County Per-
sonnel Officer, under the provisions of the Civil Ser-
vice Law of the State, and any vacancies which now
exist or which may, from time to time, occur in said
positions, are to be filled at salaries set in accordance
with the provisions of the salary scale adopted by the
Town Board and in conformity with the Civil Service
Rules and amendments thereto, for towns, villages,
and special districts in Westchester County, New York.

On motion by Councilman Brush, seconded by Councilman Kane,
it was unanimously

Civil Service Law, such appointments to be made as
of January 1, 1957, and to continue at the pleasure of
the Town Board, at the annual salary or rate of com-

Resolution - Fixing Payment of Salaries (Semi-monthly)
On motion by Councilman Waterman, seconded by Councilman
Santoro, it was unanimously
RESOLVED that the salaries of all officers, elected
and appointed, and all employees, be paid semi-
monthly on the first and fifteenth days of each month.
FURTHER RESOLVED that these resolutions are ef-
fective as of January 1, 1957.
Resolution - Approving appointment of Deputy Receiver of Taxes
and of employees authorized to receive tax money
and give receipt therefor.
The Clerk presented three letters from Henry R. Dillon, Re-
ceiver of Taxes, all dated December 28, 1956, requesting ap-
proval of his appointment of Leo N. Orsino as Deputy Receiver
of Taxes, and his designation of Alexander Pinson and Donna
Wiedemann as employees authorized to receive tax money and
give receipt therefor.
On motion by Councilman Santoro, seconded by Councilman
Brush, it was unanimously
RESOLVED that, in accordance with a request received
from Henry R. Dillon, Receiver of Taxes, this Board
hereby approves of his appointment of Leo N. Orsino,
Senior Account Clerk, as Deputy Receiver of Taxes, and
his designation of Alexander Pinson, Accountant, and
Donna Wiedemann, Intermediate Account Clerk, as per-
sons authorized to receive tax money, give proper receipt
therefor in his name, enter such payments upon the rec-
ords, and deposit tax money in the bank for the year end-
ing December 31, 1957.
Resolution - Approving Appointment of Deputy Town Clerks
The Clerk presented a Certification of his appointment of
Wilhelmina Schroeder and Lavenia Brewer as Deputy Town
Clerks of the Town of Mamaroneck for the term of office
ending December 31, 1957, pursuant to Subdivision 10 of
Section 30 of the Town Law, State of New York, and upon
motion by Councilman Brush, seconded by Councilman
Kane, it was unanimously
RESOLVED that the appointment by the Town Clerk
of Wilhelmina Schroeder and Lavenia Brewer as
Deputy Town Clerks, in accordance with his Cer-
tificate, dated December 28, 1956, and presented to
the Board on January 2, 1957, is hereby approved.
Resolution - Appointment of Registrar of Vital Statistics
On motion by Councilman Kane, seconded by Councilman Water-
man, it was unanimously
RESOLVED that Charles J. Gronberg be and he hereby
is appointed Registrar of Vital Statistics of the Town
of Mamaroneck for the term beginning January 1, 1957
and ending December 31, 1957.
Resolution - Setting Dates for Town Board Meetings
The Supervisor presented for consideration the question of
whether Town Board meetings should be held once a month
or continue to be held twice a month as has been the custom
in the past, excepting for the summer months during which
the Board meets only once. He advised that it was his ob-
servation that this practice was being adopted by some of
the municipalities and that while he had no recommenda-
tion on the subject, he felt the Board might wish to give some
consideration and thought to this matter,
Councilman Brush suggested that the Board meet once a
month in regular session with the second date held available
for public hearings.
Following a short discussion of the pros and cons of one meet-
ing or two meetings a month, it was decided to continue at this
time in accordance with the former custom, but to make a
study of the matter during the coming year ascertaining the
policy of other boards and determining from the record whether
the business and needs of the Town could be handled efficiently
were the Board to meet in regular session only once a month
throughout the year.
On motion by Councilman Waterman, seconded by Councilman
Santoro, it was unanimously

RESOLVED that the regular meetings of this Board
be held on the first and third Wednesdays of each
month with the exception of the months of June, July,
and August, during which three months the meetings
shall be held on the first Wednesdays only at 8.15
p.m. , in the Council Room of the Weaver Street Fire-
house, Weaver Street, Town of Mamaroneck.
Resolution - Designating Official Newspaper
(The Daily Times, Mamaroneck, N. Y. )
On motion by Councilman Santoro, seconded by Councilman
Brush, it was unanimously
RESOLVED that "The Daily Times" of Mamaroneck
be and it hereby is designated as the official news-
paper of the Town of Mamaroneck for the purpose of
publishing notices.
Resolution - Appointing Auditors for 1957
(Glick Freedman - New Rochelle, N.Y. - $2, 400. )
On motion by Councilman Brush, seconded by Councilman
Kane, it was unanimously
RESOLVED that the firm of Glick-Freedman, Certi-
fied Public Accountants of New Rochelle, New York,
be and it hereby is appointed to audit the records of
the Town of Mamaroneck for the year 1957.
FURTHER RESOLVED that the compensation for this
service be in the amount of $2, 400. 00, which is the
amount in the 1957 Budget.
Resolution - Appointment of Constables
On motion by Councilman Kane, seconded by Councilman Water-
man, it was unanimously
RESOLVED that the following be and they hereby are
appointed Constables to serve for the term beginning
January 1, 1957, and ending December 31, 1957,
without salary;

Resolution - Setting Bonds for Constables
On motion by Councilman Kane, seconded by Councilman
Waterman, it was unanimously
RESOLVED that the appointed Constables, Rocco V.
Migliaccio, Frank Comblo, Jr. , Joseph R. Tezzi,
and Frank Herz, each file a bond in the sum of
$2, 500. for the faithful performance of their duties,
said bond to be for one year and to be approved by
the Town Attorney, and the premium for the same
to be paid out of Town funds.
Resolution Appointing Trustee for Police Pension Fund
On motion by Councilman Santoro, seconded by Councilman
Brush, it was unanimously
RESOLVED that Town Councilman Jeremiah C.
Waterman be and he hereby is appointed a mem-
ber of the Board of Trustees of the Police Pen-
sion Fund for the term beginning January 1,
1957, and ending December 31, 1957.
Resolution - Appointment of Member of Board of Plumbers
The Supervisor, in accordance with Article 2, Section 12, of
the Plumbing Code of the Town of Mamaroneck, appointed
Sam F. Paonessa to the Examining Board of Plumbers, to
serve until December 31, 1957.
On motion by Councilman Brush, seconded by Councilman Kane,
it was unanimously
RESOLVED that this Board approves the appointment
by the Supervisor of Sam F. Paonessa, 1021 Old White
Plains Road, Mamaroneck, to the Examining Board of
Plumbers, for the term beginning January 1, 1957, and
ending December 31, 1957.
Resolution - Appointment of Member of Park Commission
On motion by Councilman Brush, seconded by Councilman San-
toro, it was unanimously
RESOLVED that Mrs. Austin S. Phillips, 20 Colonial
Avenue, Larchmont, be and she hereby is reappointed
as a member of the Board of Park Commissioners for
a term of three years beginning January 1, 1957 and
ending December 31, 1959.

Resolution - Designating Depositories for 1957
On motion by Councilman Kane, seconded by Councilman Water-
man, it was unanimously
RESOLVED that the following Banks and Trust Companies
are hereby designated as depositories of funds of the Town
of Mamaroneck for the year 1957, and the escrow agree-
ments between these Banks and the Town of Mamaroneck,
which are presently in effect, shall be continued.

FURTHER RESOLVED that all withdrawals from the above
mentioned accounts shall be upon the signature of the Su-
pervisor of the Town of Mamaroneck, and the counter-
signature of the Comptroller of the Town of Mamaroneck.
Resolution - Approving Contract
Westchester County Dog Protective Association - $1, 800.
The Clerk presented the contract between the Town of Mamaro-
neck and the Westchester County Dog Protective Association
for the year 1957, and upon motion by Councilman Waterman,
seconded by Councilman Santoro, it was unanimously
RESOLVED that the Supervisor be and he hereby is
authorized to sign the contract between the Town of
Mamaroneck and the Westchester County Dog Pro-
tective Association for the year 1957 in the amount
of $1, 800. 00 as provided in the 1957 Budget.
Resolution - Approving Contract
Larchmont Public Library - $19, 706. 78
The Clerk presented the renewal of the contract between the
Town of Mamaroneck, the Village of Larchmont, and the
Larchmont Public Library, in the amount of $19, 706. 78, as
provided in the 1957 Budget.
On motion by Councilman Santoro, seconded by Councilman
Brush, it was unanimously
RESOLVED that the Supervisor he and he hereby is
authorized to sign the contract between the Town of
Mamaroneck, the Village of Larchmont, and the
Larchmont Public Library, in the amount of
$19, 706.78 for the year 1957, which amount is pro-
vided in the 1957 Budget.
Resolution - Approving Lease for Town Offices (2 years)
The Clerk presented a lease for two years covering the rental
of the premises at 158 West Boston Post Road used for the
Town offices.
On motion by Councilman Brush, seconded by Councilman Kane,
it was unanimously
RESOLVED that the Supervisor be and he hereby is
authorized to sign the lease for the rental of the
premises used for the Town Offices and located at
158 West Boston Post Road, Village of Mamaroneck;
the lease being for the years 1957 and 1958 and at
the rate of $3, 600. 00 for the year 1957, and $3, 900. 00
for the year 1958.
Resolution - Authorization of Payment of Dues for 1957
Association of Towns - $250.
The Clerk presented the c laim of the Association of Towns of
New York State for the Annual dues for the year 1957 in the
amount of $250. 00.
On motion by Councilman Kane, seconded by Councilman Brush,
it was unanimously
RESOLVED that the Town of Mamaroneck continue its
membership in the Association of Towns of the State of
New York for the year 1957, and that the annual dues
in the amount of $250. 00 be paid out of the item set
aside for this purpose in the 1957 Budget.
Resolution - Amending Compensation Plan
On motion by Councilman Waterman, seconded by Councilman
Santoro, it was unanimously
RESOLVED that the salary scale of Civil Service em-
ployees of the Town of Mamaroneck, adopted January
4, 1956, is hereby amended as follows;

OLD BUSINESS (Not on Agenda)
APPLICATION FOR ERECTION OF SIGN--MR. HARRY BOGART
The Engineer submitted a sketch showing size and location
of the temporary sign to be erected on Town-owned property
located on Madison Avenue, Larchmont, as was requested
by Mr. Harry Bogart in a communication under date of
December 18, 1956, and submitted to the Board at the
meeting of December 19, 1956.
Following some discussion among the members of the Board,
each of whom had personally viewed the site of the proposed
sign, as to whether hardship existed necessitating the erec-
tion of such a temporary sign and as to the possible estab-
lishing of a precedent regarding commercial use of Town-
owned property, upon motion by Councilman Brush, seconded
by Councilman Waterman, it was unanimously
RESOLVED that the request of Harry Bogart for the
erection of a temporary sign on Town-owned prop-
erty next to his business establishment at 19 Madison
Avenue, Larchmont, as stated in his letter of Decem-
ber 18, 1956, be denied due to the lack of hardship
and the possible establishment of a precedent for the
use of Town-owned property for commercial purposes.
NEW BUSINESS (Not on Agenda)
COMMUNICATION--APPOINTMENT OF SCHOOL CROSSING GUARD
The Clerk presented a letter from Police Chief Paul A. Yerick
under date of December 31, 1956, recommending the appoint-
ment of Luke Murtha of Larchmont Acres Apartments, Larch-
mont, as a School Crossing Guard, and advising that Mr.
Murtha had passed his physical examination by Dr. Curtis, a
report of which was enclosed therewith.
On motion by Councilman Waterman, seconded by Councilman
Kane, it was unanimously
RESOLVED that, in accordance with the recommenda-
tion of Police Chief Yerick, this Board hereby au-
thorizes the employment of Luke Murtha of Larchmont
Acres Apartments, Larchmont, as a School Crossing
Guard, with compensation at a rate not to exceed $6. 00
per school day, said employment effective as of
January 1, 1957,

MR. HOWARD WEISS - RE: TRANSFER OF FRANCHISE
Mr. Howard Weiss representing the West Fordham Transportation
Corporation, successor to the bankrupt Fordham Transit Company,
Inc. , appeared before the Board and requested the Board's ap-
proval of the transfer of the franchise and agreements formerly
granted to the Fordham Transit Company, Inc. , to the West Ford-
ham Transportation Corporation.
The Town Attorney requested Mr. Weiss to submit this request in
writing for the Board's consideration on or before the date of the
next Town Board meeting, stating all conditions in full and outlin-
ing in detail all proposals of the West Fordham Transportation
Corporation.

Councilman Santoro reported that the Chief of Police and the
Superintendent of Highways had both reported to him that the
mercury vapor light had been installed at Fifth and Madison
Avenues and was doing an excellent job.
REPORT OF THE TOWN ATTORNEY
Re: Laurel Avenue
The Town Attorney submitted a deed or release of a portion of
the street known as Laurel Avenue signed by all owners and
mortgagees and stated that it was advisable to accept this as
a public street in connection with the installation of a water
main to service the house of Mrs. Frank Polera.
On motion by Councilman Santoro, seconded by Councilman
Brush, upon roll call, it was unanimously
RESOLVED that a portion of the street known as
Laurel Avenue running west for a distance of 170
feet from its present terminus be accepted as a
public street and the Town Attorney be directed
to record the deed.
Re: Request of Police Chief Yerick - For Full-Stop Signs
The Town Attorney stated that the Police Chief, with the
approval of the Police Commission, had requested certain
additional Full-Stop signs and as this necessitated amend-
the ordinances, he stated that he would like to study this
matter further and report thereupon at the next meeting of
the Board.
ADJOURNMENT
There being no further business to come before the meeting, it
was adjourned at 9.15 p.m. , to reconvene on January 16, 1957,
