PRESENTATION OF BOOKLET--LEAGUE OF WOMEN VOTERS
The Supervisor welcomed Mrs, Lionel Robbins and Mrs, Spencer
Weart, President and immediate Past'President of the League of
Women Voters of Larchmont, who presented copies of the League's
new edition of the "Do You Know Larchmont" booklet to the mem-
bers of the Town Council, and, with the Supervisor's permission,
to the representatives of local civic organizations attending the
meeting.
On behalf of the Council, the Supervisor thanked Mrs. Robbins
and Mrs. Weart, complimenting the League on its brochure and
on the fine service this organization renders to the community,
APPROVAL OF MINUTES
The minutes of August 15, 1956, were approved as presented,
RE- MATTERS NOT ON THE AGENDA
In the interest of the public's time, the Supervisor invited any per-
son present to address the Board on any matter of concern not on
the agenda for this meeting,
1. Mr. Gennaro Capodanno of 6 Cabot Road, Larchmont,
as spokesman for a group of neighboring residents,
called the Board's attention to the highly unsatisfac-
tory drainage condition of properties in this area
directly caused by the construction of the Thruway,
and requested the Board to act in their behalf with
the Thruway Commission to seek relief to the condi-
tions e$istant.
The Supervisor and the Town Engineer advised Mr.
Capodanno that the Town was aware of this situation
and had been informed by the Thruway Commission
that steps were being taken by the Thruway to rectify
such conditions as were due directly to Thruway con-
struction.
Z. Mr. Jerome N. Wanshel of 6 Beverly Place, Larch-
mont, brought up the matter of Town acceptance of
Ormand Road which had been before the Board at a
previous date. He stated that he was acting as attor-
ney for interested parties and requested that he be no-
tified of the date this matter would again come before
the Board.
Mr. Wanshel was informed that this matter would
come before the Board at the October 3rd meeting.,
PUBLIC HEARING--AMENDMENT TO ZONING ORDINANCE
ARTICLE II, SECTION 3
The Clerk presented the .Affidavit of Publication of Notice of
Public Hearing published in the official newspaper of the Town
of Mamaroneck, The Daily Times, on September 8, 1956, and
filed in the Office of the Town Clerk.
The Supervisor outlined the background briefly, and after in-
quiring whether any member of the Board wished to supplement
this information, declared the Hearing open.
The Following persons were heard;

Upon ascertaining that no one else wished to be heard, on motion
by Councilman Kane, seconded by Councilman Brush, it was
unanimously
RESOLVED that the Hearing be declared closed.
On motion by Councilman Waterman, seconded by Councilman Kane,
upon roll call, the following resolution was unanimously adopted:
RESOLVED that the Zoning Ordinance of the Town
of Mamaroneck, Article II, Section 3 - "Resi-
dence Districts--Classes AA, A, A2, A3, and B211,
-as last amended by resolution of the Town Board on
October 19, 1955, be further amended so as to add
thereto a new subdivision to be known as Subdivision
8 and which reads as follows:
8. In addition to other uses permitted in
Residence A Districts, the Town Board
of the Town of Mamaroneck may, after
-- a Public Hearing held pursuant to no-
tice as hereinafter provided, establish
areas owned or leased by the Town, con-
taining not less than Z5, 000 square feet,
as municipal off-street or commuter
parking areas, provided that in the
judgement of the Town Board the follow-
ing conditions prevail;
(a) That the proposed municipal
parking area will serve a
community need or con-
venience.
(b) That it will be appropriate
in the proposed location,
(c) That the proposed area is
adequate and physically
adaptable for municipal off-
street parking.
Notice of such Public Hearing shall be given by pub-
lishing a notice once at least ten (10) days prior to
such meeting in the official newspaper.
Supervisor Burchell informed those present that there were still
many questions and problems to be resolved regarding these
parking areas, i.e, regulations, costs, etc. , and that the Board
was engaged in deliberating and studying these matters.
RE: INSTALLATION OF WATER MAIN--GLEN ROCK ESTATES
Mr. Joseph Gleicher and Mr. William Glaser, developers of
the subdivision known as Glen Rock Estates, appeared before
the Board to protest the resolution adopted by the Town Board
on August 15, 1956, which resolution authorized the installation
of a water main through the first section of the subdivision,
Glen Rock Estates, without inclusion of the usual 9010 refund
agreement. They requested that the Board reconsider this mat-
ter and amend this resolution so as to authorize the usual re-
fund agreement.
After discussion, on motion by Councilman Santoro, seconded
by Councilman Kane, upon roll call, the following resolution
amending the resolution of August 15, 1956, was adopted:
RESOLVED that the resolution heretofore adopted
by this Board on August 15, 1956, authorizing
installation of a water main through the first section
of the subdivision known as Glen Rock Estates for a
distance of approximately 1170 feet in from Fenimore
Road in the bed of the street known as Old Country
Road be amended at the foot thereof so as to contain
a further provision which shall read as follows.
FURTHER RESOLVED that the Town Board approves
the usual agreement between Westchester Joint Water
Works No. 1, William Glaser and Joseph Gleicher,
Developers of the subdivision known as Glen Rock Es-
tates, and the Town of Mamaroneck, providing that
the amount deposited by William Glaser and Joseph
Gleicher, i. e. $5, 218. 83, shall be subject to refund
up to 9014 from revenues derived from the sale of
water to customers along this line over a period of
ten (10) years from the date of this resolution as
amended, or until the total amount of the deposit is
refunded, whichever event shall first occur; and further
provided that no refund shall be made under this agree-
ment unless and until William Glaser and Joseph
Gleicher, the Developers of the subdivision known as
Glen Rock Estates, complete the installation of the
water line or main so as to furnish a complete water
system to the subdivision known as Glen Rock Estates
in accordance with the recommendations and specifica-
tions of the Superintendent of the Westchester Joint
Water Works No, 1.

NEW BUSINESS
CHANGE IN POLLING PLACE--18th DISTRICT
The Town Clerk informed the members of the Board that
it has become necessary, because of the inconvenience
and the smallness of the quarters, to change the location
of a polling place in the 18th Election District from the
Hampshire House, 3 Washington Square, Larchmont, to
the Carlton House, 1 Washington Square, Larchmont.
On motion by Councilman Waterman, seconded by Coun-
cilman Brush, the following resolution was unanimously
adopted.
WHEREAS, this Board, by resolution adopted
August 15, 1956, designated polling places for
the purposes of primary, registration, ana
election days in the twenty-one (21) Election
Districts in the Town of Mamaroneck, which
designation is for the election year from Oc-
tober 1, 1956 to September 30, 1957; and
WHEREAS, it has become necessary to change
the location of the polling place in the 18th
Election District from its present location in
the Hampshire House at No, 3 Washington
Square, Larchmont, New York, to the Carlton
House at No. 1 Washington Square, Larchmont,
New York;
NOW, THEREFORE, BE IT
RESOLVED that the location of the polling place
in the 18th Election District of the Town of Ma-
maroneck be changed from the Hampshire House
at No, 3 Washington Square, Larchmont, New
York, to the Carlton House at No, 1 Washington
Square, Larchmont, New York,
APPLICATION TO ERECT FENCE--MR. JOSEPH V. TOBIN
Mr. Joseph V. Tobin of 1 Homer Avenue, Larchmont,
applied for permission to erect a stockade fence, five
feet in height, along the boundary line at the rear of
his property for a distance of approximately 35 feet.
The Supervisor read a communication presented at the
meeting by Dr. John J. Hillsley of 164 Murray Avenue,
Larchmont, under date of September 19, 1956, pro-
testing the erection of this fence and requested the
Clerk to follow the usual procedure notifying other ad-
joining property owners of the application. He advised
that the matter would be determined at the next Town
Board meeting after the members of the Council viewed
the site of the proposed fence in accordance with the
regular custom followed in such applications.
REQUEST TO CONDUCT FUND RAISING DRIVE--WESTCHESTER
CHAPTER OF THE ASSOCIATION FOR THE HELP OF RETARDED
CHILDREN, INC.
The Clerk presented a communication from the Westchester
Chapter of the Association for the Help of Retarded Children,
Inc. , dated August 30, 1956, requesting permission to con-
_ duct their annual fund raising drive in the form of a house-
to-house canvass in the Town of Mamaroneck during the
period from November 11 to November 21, 1956,
This matter required no action by the Board as the request
was withdrawn.

COMMUNICATION--STATE TRAFFIC COMMISSION CONCERNING
TRAFFIC SIGNALS AT WEAVER STREET AND HOMMOCKS ROAD
The Clerk presented a communication from the New York
State Traffic Commission, dated September 6, 1956, in-
forming of a routine correction concerning Signals 9 and
10, Westchester County, located on Boston Post Road at
its intersections with Weaver Street, Route 125, and
Hommocks Road in the Town of Mamaroneck,
The Supervisor requested Chief Yerick to explain this
matter, and following the explanation, the communication
was received and filed,
PETITIONS--PRINCE WILLOWS SEWER
The Town Attorney presented a petition for the extension of
Sewer District No, 1, the area being in what is known as
Stonewall Lane and Prince Willows between the easterly side
of Old White Plains Road and Saxon Woods County Park, and
stated that this asked for the extension of the Sewer District
with the construction of a trunk sewer line and tributary
lines at a total cost of $150, 000, He stated that attached to
it is a map showing generally the lines of the sewer, and he
further stated that the persons signing represented more
than 5010 of the assessed value of the proposed extension and
also more than 5010 of the assessed value of property owned
by resident property owners,
The Attorney also presented a petition or protest filed by
eight persons residing on Stonewall Lane and a letter from
T. J.D. Construction Corporation, Joseph Scarpinato,
President, endorsing the petition and stating that these per-
sons objected to the elimination of the proposed sewer in the
extreme easterly end of Stonewall Lane, originally included
in the preliminary plans.
Some of the eight persons who signed the protest were
present, and after some discussion between them and Mr,
Morton Levin, representing the signers of the petition, it
was generally agreed that the Town Board should proceed
to order a Public Hearing on the matter at which all persons
could be heard including not only the eight signers of this
protest but also all other persons interested in the proposed
sewer construction.
On motion by Councilman Waterman, seconded by Councilman
- Brush, upon roll call, the following resolution was unanimously
adopted.
WHEREAS, a petition purporting to be signed by
the requisite number of property owners as re-
quired by Section 191 of the Town Law, petition-
ing the Town Board of the Town of Mamaroneck
to create an extension designated as "Section N
to Sewer District No. 1 of the Town of Mamaro-
neck" and to construct a sewer system therein,
said petition describing the boundaries of
the proposed extension and stating the
amount to be expended for the proposed
sewer system to be constructed in said ex-
tension, together with a map and plan pre-
pared by Maurice Friedlander, Town En-
gineer, entitled, "General Plan of Sewers
For Proposed Section "N" In An Extension
of Sewer District No, 1, Town of Mamaro-
neck, Westchester County, New York,
July 18, 195611, showing the boundaries of
the proposed extension, a general plan of
the proposed sewers to be constructed
therein, including all outlets, the terminus,
and course, and showing the manner in
which said sewer system will connect with
and drain into trunk sewers of the West-
chester County Sanitary Sewer Commission
(Mamaroneck Valley Sewer District) has
been filed in the Office of the Town Clerk of
the Town of Mamaroneck on September 19,
1956, and has been duly presented to this
Board, now, therefore,
THE TOWN BOARD OF THE TOWN OF MA-
MARONECK, IN THE COUNTY OF WEST
CHESTER, HEREBY RESOLVES AS
FOLLOWS:
Section 1. The following order is hereby
adopted and approved and, when
signed by the members of this Board present
at this meeting, the same shall constitute an
order by this Board:
ORDER CALLING A HEARING ON OCTOBER 17th, 1956
IN THE MATTER OF THE EXTENSION OF
Sewer District No. 1 of the Town of
Mamaroneck, County of Westchester,
State of New York.
WHEREAS, a petition purporting to be signed by the
requisite number of property owners as required by
Section 191 of the Town Law, petitioning the Town
Board of the Town of Mamaroneck to create an ex-
tension designated as Section N to Sewer District
No. 1 of the Town of Mamaroneck and to construct a
sewer system therein, said petition describing the
boundaries of the proposed extension and stating the
maximum amount to be expended for proposed sewer
system to be constructed in said extension, together
with a map and plan prepared by Maurice Friedlander,
Town Engineer, entitled, "General Plan of Sewers
For Proposed Section "N" In An Extension of Sewer
District No. 1, Town of Mamaroneck, Westchester
County, New York, July 18, 1956", showing the boun-
daries of the proposed extension, a general plan of
the proposed sewers to be constructed therein, in-
cluding all outlets, the terminus, and course, and
showing the manner in which said sewer system will
connect with and drain into the trunk sewers of the
Westchester County Sanitary Sewer Commission (Ma-
maroneck Valley Sewer District) has been filed in the
Office of the Town Clerk of the Town of Mamaroneck

-- IT IS ORDERED AS FOLLOWS:
At a meeting of the Town Board to be held on the 17th day
of October, 1956, at 8:15 p.m. , in the Council Room of
the Weaver Street Firehouse, corner of Edgewood Avenue
and Weaver Street, Town of Mamaroneck, the Town Board
of the Town of Mamaroneck will meet to consider the said
petition for the extension of Sewer District No. 1 of the
Town of Mamaroneck, lying in the said Town of Mamaro-
neck outside of incorporated Villages of Lerchmont and
Mamaroneck, and to hear all persons interested in the
subject thereof, concerning the same.

Section Z. A copy of such Order together with a Certificate
by the Town Clerk showing the date of the
adoption of the same, shall be published once, i.e. on the
6th day of October, 1956, which is not less than ten (10) nor
more than twenty (20) days before the date set therein for
the Hearing, in the Daily Times, the official newspaper in
the Town of Mamaroneck, and shall be posted in five (5)
public places within the proposed extension to Sewer Dis-
trict No. 1, and also on the Bulletin Board at the Town
Clerk's Office, 158 West Boston Post Road, in the Village
of Mamaroneck, not less than ten (10) nor more than
twenty (20) days before the date of said Hearing.
Section 3. This resolution shall take effect immediately.
COMMUNICATIONS NOT ON AGENDA
At this time, the Clerk presented the following communications
-- not appearing on the agenda:
(1) A communication from Chief Yerick advising that Dr. Sey-
mour H. Fine had submitted his resignation as Police
Surgeon of the Town of Mamaroneck to the Board of Police
Commissioners and also advising that that Board recom-
mended the appointment of Dr. Victor J. Curtis to fill the
vacancy created by Dr. Fine's resignation.
On motion by Councilman Brush, seconded by Councilman
Waterman, it was unanimously
RESOLVED that this Board hereby accepts with deep
regret the resignation of Dr, Seymour H. Fine as
Police Surgeon of the Town of Mamaroneck as sub-
mitted to the Board of Police Commissioners, and
publicly commends Dr. Fine highly on the outstand-
ing service rendered to the Town during the years
he served in that office.
On motion by Councilman Waterman, seconded by Council-
man Brush, it was unanimously
RESOLVED that, in accordance with the recommen-
dation of the Board of Police Commissioners, this
Board hereby appoints Dr. Victor J. Curtis as Police
Surgeon of the Town of Mamaroneck, effective im-
mediately, to serve at the pleasure of the Board, to
fill the vacancy created by the resignation of Dr. Sey-
mour H. Fine.
The Board directed that letters be sent to Dr. Fine, Dr.
Curtis, and the Board of Police Commissioners advising
of this action.
(2) A petition which the Clerk presented on behalf of Mr.
George P. Forbes, Jr. , attorney for the petitioners, in
his absence. This petition was signed by twenty-four (24)
property owners in the area of Baldwin Avenue, Woods
Street, Myrtle Boulevard, Cabot Road and Taylor Place
in the Town of Mamaroneck, in the general area of the
New Haven Railroad Station, and since the petition re-
ferred directly to the establishment of the commuter park-
ing areas, discussion of same was put over, and the Clerk
directed to inform Mr. Forbes that a Public Hearing was
scheduled to be held on this matter on the evening of
October 3rd, 1956.

REPORT OF THE SUPERVISOR
Re: Board of Supervisors
The Supervisor reported that the Board of Supervisors
had unanimously passed a resolution authorizing a cen-
sus to be conducted in Towns, Villages, and Cities.
Because of the tremendous population increase, the
Towns., Villages, and Cities will benefit greatly in per
capita state aid. The cost of such a census is 15� per
person. The estimated increase in state aid to the
Town and Villages in the Town in 1958, as a result of
the increase in population, will be $28, 000. 00,
Re: Street Lighting at Corner of Fifth and Madison Avenues
The Supervisor advised that he had received a communi-
cation from the Chief of Police, dated September 15,
1956, recommending a change in the street lighting at
the corner of Fifth and Madison Avenues, a dangerous
intersection. The Chief suggested that the present street
lamp be replaced with a mercury vapor light.
The Supervisor further advised that the Superintendent of
Highways had submitted an estimate of $140. 00 as the
cost of such an installation.
On motion by Councilman Waterman, seconded by Council-
man Kane, it was unanimously
RESOLVED that, in accordance with the recommen-
dation of the Chief of Police, the Superintendent of
Highways be and he hereby is authorized to have a
Mercury Vapor 400 street light installed at the cor-
ner of Fifth and Madison Avenues, at a cost not to
exceed $140. 00 for materials and installation as
stated in the estimate submitted under date of Sep-
tember 28, 1956, and filed in the Office of the Town
Clerk.
Re: Land Auction
The Supervisor requested a resolution setting a date for
the next public auction of Town-owned properties, ad-
vising that bids had been submitted on several such pieces.
On motion by Councilman Brush, seconded by Councilman
Santoro, it was unanimously
RESOLVED that the date for the next public auction
of Town-owned properties be and it hereby is set
for October 3, 1956, at 8 p.m„ in the Council
Room of the Weaver Street Firehouse, Weaver
Street, Town of Mamaroneck,

Re: Apportionments
Councilman Kane presented the following petitions re-
ceived from the Assessor for the correction of the as-
sessment roll so as to permit the apportionment of
taxes.
On motion by Councilman Kane, seconded by Council-
man Brush, the following resolution was unanimously
adopted:
WHEREAS, the Assessor has presented peti-
tions for the correction of the assessment
roll for certain years, pursuant to the pro-
visions of Section 557, Article 16, of the West-
chester County Administrative Code, known as
the Westchester County Tax Law; and
WHEREAS, after due consideration, this Board
finds it desirable to grant said petitions for the
correction of said assessment roll:
NOW, THEREFORE, BE IT
RESOLVED that the assessment roll of 1955,
School taxes of 1956, which shows property

Councilman Santoro --
Re. Extension of Sewer on Burton Road
Councilman Santoro reported that he had a request from
owners of property at the southerly end of Burton Road
for the extension of the sewer for the purpose of ser-
vicing the two new houses proposed to be built at the
end of this street. He stated that investigation showed
that the Town had accepted this street and paved it so
the houses thereupon would have frontage on the street,
but advised that the sewer construction had been stopped
just short of these two proposed new houses, and recom-
mended that the Town continue the sewer so these houses
W
could be connected, The Town Attorney advised that
this should be charged against Sewer District No, 1,
and Councilman Santoro advised that $4, 000 would be
sufficient to cover the cost and that this money be ap-
propriated in the next budget, there being no surplus
at this time. He recommended, however, that this
sewer not be constructed until the owners had applied
for Building Permits for the construction of the pro-
posed houses.
On motion by Councilman Santoro, seconded by
Councilman Kane, it was unanimously
RESOLVED that there be constructed in the
southerly end of Burton Road an extension
of the sewer line for approximately 250 feet
at a cost not to exceed $4, 000, the amount
to be included in the budget of Sewer Dis-
trict No. 1 for the year 1957.
REPORT OF THE ATTORNEY
Re: Public Hearing Establishment of Commuter Parking
Areas in Residence District A
The Attorney advised the Board that since the Zoning Ordi-
nance had been amended so as to permit the establishment
of off-street parking areas in a Residence District A of the
Town of Mamaroneck after a Public Hearing, it would now
be necessary to hold such a Hearing on the establishment
of the proposed Commuter Parking Areas in Residence Dis-
tract A, and suggested that this Hearing be held at the next
meeting of the Board.
On motion by Councilman Brush, seconded by Councilman
Kane, it was unanimously
RESOLVED that the Town Clerk be directed to pub-
lish the following Notice in the official newspaper
of the Town of Mamaroneck, The Daily Times, not
later than ten (10) days prior to the date of said
Hearing,

at 8:15 p.m. , in the evening, in the Council Room of the Weaver
Street Firehouse on Weaver Street and Edgewood Avenue in the

Town in accordance with Article II, Section 3, Subdivision 8, of

COMMUNICATION RE THRUWAY--TOWN ENGINEER
The Town Engineer read a communication written by F. T.
Griffin, Village Engineer of the Village of Larchmont, to
Mr, Bertram D. Tallamy, Chairman of the New York State
Thruway Authority, dated September 14, 1956, requesting
that any proposed detour of traffic from the New England
Thruway be at the junction of the latter with either Kings
Highway or North Avenue in New Rochelle rather than at the
intersection of Chatsworth Avenue in the Village of Larch-
mont in order to eliminate a bad and dangerous traffic con-
gestion on that street,
The Board directed that a letter be sent to Mr. Tallamy by
the Town endorsing the request of the Village of Larchmont,
