MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK, HELD AUGUST 15, 1956, IN THE
AUDITORIUM OF THE WEAVER STREET FIREHOUSE, WEAVER
STREET, TOWN OF MAMARONECK.

The Supervisor called the meeting to order at 8:15 p.m.

APPROVAL OF MINUTES
The minutes of July 11, 1956, were approved as amended.
PUBLIC HEARING--PROPOSED ORDINANCE, REGULATING COMMUTER
PARKING AND DESIGNATING CERTAIN AREAS AS
OFF-STREET PARKING AREAS.
The Clerk presented the Affidavit of Publication of Notice of
Public Hearing as published in the official newspaper of the
Town of Mamaroneck, The Daily Times, on August 2, 1956,
and filed in the Office of the Town Clerk.
The Supervisor declared the hearing open and outlined the
situation briefly, pointing out some of the questions involved,
such as whether the areas should be limited to residents of
the Town (such residents including all those of the Village of
Larchmont and of that part of the Village of Mamaroneck lying
within the Town of Mamaroneck, as well as those of the unin-
corporated area), whether decals or meters should be used,
and the question of fees to be charged. He explained that as
this matter was not immediately pressing, the Board would
probably not take any definitive action at this time but would
welcome hearing the suggestions, ideas, and thinking of those
present and interested.
The following persons addressed the Board, all of whom seemed
to favor restriction to Town residents and the use of decals with
as low a fee as possible providing for maintenance costs and the
possible establishment of a sinking fund for future parking purposes
Mr. William J. Vey 1 Bryson Street, Town.
Mr. Arthur G. Bogardus -- 17 Overlook Terrace,
Town.
Dr. Lawrence B. Hobson -- 25 Echo Lane, Town.
Mr. Harold V. Bozell 37 Lincoln Avenue, Larchmont.
Mr. Bozell, who serves as Chairman of the
Traffic Commission of the Village of Larch-
mont, described the experience of that Vil-
lage with regard to its decal parking area at
the Larchmont Railroad Station, and advised
that said Village had found the best ratio for
the sale of decals to be to issue about two-
and-one-half (2-112) times as many decals
as the number of parking spaces available.
Councilman Waterman suggested that a survey be made to find
out how many non-Town residents use the parking space and
that a study be made of the costs.
The Supervisor, upon ascertaining that no one else wished to be
heard, declared the hearing closed, and advised that the-Board
would report at the next meeting.
PUBLIC HEARING--AMENDMENT TO ZONING ORDINANCE -ARTICLE
- II, SECTION 3.
The Clerk presented the Affidavit of Publication of Notice of
Public Hearing as published in the official newspaper of the
Town of Mamaroneck, The Daily Times, on August 2, 1956,
and filed in the Office of the Town Clerk.
Supervisor Burchell declared the hearing open and explained
briefly the purpose of this ordinance.
The following persons were heard.
Mr. George P. Forbes, Jr. -- 8 Devon Road, Town.
Mr. Forbes, an attorney representing Mr. Frank
Turco of 106 Myrtle Boulevard, Town, who owns
property within thirty feet of the proposed park-
ing area # 1 at Myrtle Boulevard and Baldwin
Street, and Mr. Euclid Brondoli of 635 Center Ave-
_ nue, Mamaroneck, the owner of land on Baldwin
Street, stated that his clients' properties would de
preciate in value because of the nearness of the
proposed parking lots unless consideration were to
be given to a general rezoning plan for this entire
area.

Mr. Jerome T. Wanshel -- 6 Beverly Place,
Larchmont.
Mr, Wanshel, along with Mr. Bogardus-
and Dr. Hobson, questioned the wording
of the ordinance, stating that the words,
"usage either private or governmental",
were too broad to be set down for future
years. All three gentlemen agreed in
recommending that the wording of the
Village of Larchmont ordinance, as ex-
plained by Mr. Forbes at this time,
which required that a public hearing be
held prior to each such use, be used in
this amendment.
Mr. Frank X. O'Donnell, Jr. -- 100 Palmer
Avenue, Town.
Mr. Julian Bers -- 9 Lafayette Road, Town.
Both Mr. O'Donnell and Mr. Bers spoke
along the same lines as Mr. Wanshel,
Mr. Bogardus, and Dr. Hobson.
There being no one else who wished to be heard, the Super-
visor declared the Hearing closed. The Supervisor thanked
the citizens for their suggestions, and particularly thanked
Mr. Bozell for attending the meeting and sharing his ex- .
perience with the Board, and Mr. Forbes for his explana-
tion of the wording of the ordinance used by the Village of
Larchmont.
Following some further discussion, the members of the
Board agreed to hold another Hearing on the proposed
amendment to the Zoning Ordinance of the Town of Ma-
maroneck -- Article II, Section 3 -- so that the pro-
posed amendment would read so as to require that a
Public Hearing be held prior to each proposed estab-
lishment of an area, owned or leased by the Town,
as a municipal off-street or commuter parking area.
On motion by Councilman Santoro, seconded by Council-
man Kane, it was unanimously
RESOLVED that the Town Clerk be and he
hereby is directed to publish the following
- Notice of Public Hearing in the official
newspaper of the Town of Mamaroneck,
The Daily Times, not later than ten (10)
days prior to the date of said Hearing.
NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that on the 19th day of
September, 1956, at 8;15 p.m. in the evening in the
Council Room of the Weaver Street Firehouse on Weaver
Street and Edgewood Avenue, in the Town of Mamaroneck,
New York, a Public Hearing will be. held to consider an
amendment to the Zoning Ordinance of the Town of Ma-
maroneck with particular reference to Article II, Sec-
tion 3 of such ordinance so as to include a new Subdivision
to be known as Subdivision 8 and which shall read as
follows;
8. In addition to other uses permitted in
Residence A Districts, the Town Board
of the Town of Mamaroneck may, after
a Public Hearing held pursuant to notice
as hereinafter provided, establish areas
owned or leased by the Town, containing
not less than 25, 000 square feet, as
municipal off-street or commuter park-
ing areas, provided that in the judgement
of the Town Board the following condi-
tions prevail;
(a) That the proposed municipal parking
area will serve a community need or
convenience.
(b) That it will be appropriate in the pro-
posed location.
(c) That the proposed area is adequate and
physically adaptable for municipal off-
street parking.
Notice of such Public Hearing shall be given by
publishing a notice once at least ten days prior to such
meeting in the official newspaper.
PLEASE TAKE FURTHER NOTICE that at said
Public Hearing all persons interested will be given an op-
portunity to be heard.

OLD BUSINESS
LETTER RE ACCEPTANCE OF ORMOND PLACE
At the request of the parties concerned, this matter was put
over to the September meeting.
NEW BUSINESS
COLLECTION OF SCHOOL TAXES
The Supervisor requested a resolution authorizing the Receiver
of Taxes to accept payment of School Taxes in two installments.
On motion by Councilman Kane, seconded by Councilman
Santoro, it was unanimously
RESOLVED that, pursuant to Section 96A of Chapter
62 of the Laws of 1909 as amended, the Town Board
of the Town of Mamaroneck does hereby authorize
and empower the Receiver of Taxes of the Town of
Mamaroneck to collect the 1956 School Taxes for
Union Free School District No. 1 in the Town of Ma-
maroneck, and School District No. 2, Town of
Scarsdale, New York, which, under the provisions
of The Westchester County Tax Law, being Article
16 of the Westchester County Administrative Code,
become a lien and are payable on September 1, 1956,
in two partial payments, each amounting to fifty per
cent (501e) of any such school tax as levied.
FURTHER RESOLVED that the Receiver of Taxes, of
the Town of Mamaroneck is authorized and em-
powered to receive the payment of such partial pay-
ments or installments of the 1956 School Taxes for
Union Free School District No, I in the Town of Ma-
maroneck, and School District No. 2, Town of
Scarsdale, New York, at any time, but subject to the
same penalties as are specified and provided in Sec-
tion 542 of the Westchester County Administrative
Code, for neglect to pay the total amount of the
School Taxes after the levy thereof.
FURTHER RESOLVED that the acceptance of any
such partial or installment payment of the 1956
School Taxes for Union Free School District No. I
in the Town of Mamaroneck, and School District No. 2,
Town of Scarsdale, New York, shall not be deemed to
affect, in any manner, any right of the Town of Ma-
maroneck under any general or special act, to enforce
collection of the unpaid balances of such taxes as may
remain due and owing to said Town, but such rights
and powers shall remain in full force and effect to
enforce collection of the unpaid balance of such
school taxes, together with interest, penalties, and
other lawful charges.
On motion by Councilman Kane, seconded by Councilman
Santoro, it was unanimously
RESOLVED that this Board hereby designates "The
Daily Times", a daily newspaper published in the
Village and Town of Mamaroneck, for the purpose
of publishing the Notice of the Collection of the 1956
School Taxes as required by law; and be it
FURTHER RESOLVED, that, in accordance with the
provisions of Section 550 of the Westchester County
Administrative Code, the Town Board do and hereby
does direct the Receiver of Taxes and Assessments
to mail to each taxpayer of the Town of Mamaroneck,
whose address is known to said Receiver of Taxes
and Assessments, a tax bill for 1956 School Taxes,
the expense thereof to be a Town charge.
LETTER RE SOUNDVIEW WOODS, INC. --BLOCK 227 - PARCEL 1
The Clerk presented a communication from Mr. Joseph E.
Muson, attorney for Soundview Woods, Inc. , dated August 7,
1956, requesting an adjournment of the closing of title from
August 13, 1956, to September 13, 1956.
On motion by Councilman Kane, seconded by Councilman
Santoro, it was unanimously
RESOLVED that the closing of title on Soundview
Woods, Inc. , known as Block 227 - Parcel 1 on
the Assessment Map of the Town of Mamaroneck,
be and it hereby is adjourned to September 13,
1956, provided all adjustments be met as of
February 13, 1956.
PERMANENT APPOINTMENT OF PATROLMAN EARL W. MEALING
The Clerk presented a letter, dated August 7, 1956, from
Police Chief Paul A. Yerick, advising the Board of the
permanent appointment by the Board of Police Commissioners
of Earl W. Mealing as a Patrolman in the Town of Mamaro-
neck Police Department,
On motion by Councilman Waterman, seconded by Councilman
Kane, it was unanimously
RESOLVED that this Board hereby approves the perm-
anent appointment by the Board of Police Commissioners
of the Town of Mamaroneck of Earl W. Mealing as a
Patrolman in the Town of Mamaroneck Police Depart-
ment, effective July 16, 1956, at a salary of $4, 520. 00.
PETITION, ASSESSOR--CORRECTION OF ASSESSMENT MAPS
The Clerk presented a petition from the Assessor, dated
August 1, 1956, requesting approval of corrections to the
Assessment Roll Maps as of June 1, 1956.
On motion by Councilman Santoro, seconded by Councilman
Kane, it was unanimously
RESOLVED that the Town Board hereby approves
the changes made in the Assessment Maps of the
Town of Mamaroneck as of June 1, 1956, and said
maps are hereby corrected and rectified as of
June 1, 1956, in the following places:

PRINTING OF GENERAL ORDINANCES
The Clerk submitted two bids for the printing of the General
Ordinances of the Town of Mamaroneck as follows;
Printcraft - 250 copies at $3.75 per page
500 copies at 4, 25 per page.
(Each additional hundred after
first 500 - 20� per page)
Larchmont Print - 250 copies at $5. 50 per page
500 copies at 6, 00 per page
On motion by Councilman Santoro, seconded by Councilman
Waterman, it was unanimously
RESOLVED that the Town Clerk be and he hereby
is authorized to proceed with the printing of the
General Ordinances of the Town of Mamaroneck,
FURTHER RESOLVED that the bid for said.print-
ing be awarded to the low bidder, Printeraft.
FURTHER RESOLVED that there is hereby au-
thorized the transfer of a sum not to exceed
$500, 00 from the Contingency Fund in the 1956
budget to the Town Clerk's budget to cover the
cost of such printing,
DESIGNATION OF POLLING PLACES
The Clerk presented a list of polling places for the purpose
of designating a place in each election district of the Town
in which a meeting for the registration of voters, election,
and primaries shall be held in the year following the en-
suing first day of October.
On motion by Councilman Waterman, seconded by Councilman
Kane, it was unanimously
RESOLVED that in accordance with the provisions
of Section 66 of the Election Law, being Chapter
17 of the Consolidated Laws of the State of New
York as amended, the Town Board of the Town of
Mamaroneck hereby designates a place for each
election district in the Town, at which a meeting
for the registration of voters, election, and pri-
maries, shall be held in the year following the
ensuing 1st day of October, as follows:

CHANGE IN ELECTION INSPECTORS
The Clerk presented a letter from Mr. Nils Hanson, Chairman
of the Mamaroneck Republican Town Committee, dated
August 15, 1956, requesting that in District No. 11, Mrs.
Percy S. Clark of 17 N. Chatsworth Avenue, and Mrs. A. B.
Cunneen of 17 N. Chatsworth Avenue, and in District No. 18,
Mrs. Jane Downey of 633 Fifth Avenue, all Town of Mamar-
oneck, be appointed to fill the existing vacancies on the Town
of Mamaroneck Board of Election Inspectors created by the
resignations of Mrs. Runk and Mr. Pearse in the 11th Dis-
trict and Mrs. Burnstein in the 18th District.
On motion by Councilman Kane, seconded by Councilman
Santoro, it was unanimously
RESOLVED that in accordance with the provisions of
Section 43, Chapter 100 of the Laws of 1949, and Sub-
divisions 1 and 2, Section 314 (Laws of 1955) of the
Election Law, the following persons are appointed
Election Inspectors for the Town of Mamaroneck
for one year beginning July 15, 1956;
District No. 11
Mrs, Percy S. Clark, 17 North. Chatsworth Avenue,
Town of Mamaroneck, to fill the vacancy created by
the resignation of Mrs, Mildred S. Runk.
Mrs. A. B. Cunneen, 17 North Chatsworth Avenue,
Town of Mamaroneck, to fill the vacancy created by
the resignation of Mr. R. Herbert Pearse.

FURTHER RESOLVED that the Clerk of this Board
be and he hereby is directed to furnish a certified

COMMUNICATIONS NOT ON THE AGENDA
At this time, the Clerk requested and was granted permission to
present two communications not on the agenda,
(1) Communication from Mr. Mario Lorenti of McLaughlin,
Stickles, McKean & Hayden, Counsellors At Law, dated
August 13, 1956, requesting that the Town undertake the
extension of the present sewer facilities to the property
of Mr. Peter Lividini, his client, which property is lo-
cated on Burton Road and known as Block 407 - Parcel
300 on the Tax Assessment Map of the Town of Mamaroneck.
This matter was referred to Councilman Santoro and the
Engineer, Mr; Friedlander, for study and report.
(2) Communication from Mr, George Straub, Superintendent
of the Westchester Joint Water Works No. 1, dated Au-
gust 15, 1956, received in connection with a, request from
Mr. William Glaser, developer of the subdivision known
as Glen Rock Estates in the Town of Mamaroneck,
The Clerk read Mr. Straub's communication which in-
cluded an estimate in the amount of $5, 218. 83, not in-
cluding excavation, backfill, and pavement restoration,
for the cost of the installation of the first section of
the water main through the subdivision known as Glen
Rock Estates in the Town of Mamaroneck, Mr. Glaser's
present request, which main is to be installed in Old
Country Road for a distance of approximately 1170 feet
in from Fenimore Road to the un-named cul-de-sac.
At this time, it was brought to the attention of the Board
that on October 19, 1955, a resolution had been adopted
by the Town Board authorizing the installation of such a
line through the entire property known as Glen Rock Es-
tates, for a total cost of $10, 558, and on motion by
Councilman Santoro, seconded by Councilman Waterman,
it was unanimously
RESOLVED that the resolution approved by the
Town Board of the Town of Mamaroneck on
October 19, 1955,. authorizing the installation
of a water line, including 4 hydrants, from Fen-
imore Road to Old White Plains Road through the
subdivision known as Glen Rock Estates in the
Town of Mamaroneck, be and it hereby is re-
scinded.
And, on motion by Councilman Santoro, seconded by Council-
man Waterman, it was unanimously
RESOLVED that the Town Board of the Town of Mamaroneck
hereby approves the installation of a water line or main
through the first section of the subdivision known as Glen
Rock Estates for a distance of approximately 1170 feet
l
in from Fenimore Road in the bed of the street
known as Old Country Road as, shown on Maps
known as Map of Section One and Map of Sec-
tions Two and Three, Glen Rock Estates,filed
in the County Clerk's Office of Westchester
County, Division of Land Records, as Maps
#8887 and #9103 respectively, to the un-named
cul-de-sac, at a cost of $5, 2.18.83, not in
- cluding excavation, backfill, and pavement
restoration.
FURTHER RESOLVED that this approval is con-
tingent upon the deposit by the developer or ap-
plicant with the Westchester Joint Water Works
No. I, of the sum of $5, 2.18. 83 to cover the costs
of such installation, and provided that said ap-
plicant provides an easement satisfactory to the
Town Attorney.

Statement of Bank Balances, Town of Mamaroneck, as of
August 1, 1956.
Report of the Supervisor for the period from January 1 to
June 30, 1956.
Report from the County Transportation Company, Inc.
relative to operations of buses of that company in the Town
of Mamaroneck for the six months ended June 30, 1956,
with check for $144. 60 covering gross earnings tax for that
period.

The Supervisor stated that he had no report at this time.

Re; Apportionments
Councilman Kane presented the following petitions re-
ceived from the Assessor for the correction.of the as-
sessment roll so as to permit the apportionment of
taxes.
On motion by Councilman Kane, seconded by Councilman
Waterman, the following resolution was .unanimously
adopted:
WHEREAS, the Assessor has presented petitions
for the correction of the assessment roll for cer-
tain years, pursuant to the provisions of Section 557,
Article 16, of the Westchester County Administra-
tive Code, known as the Westchester County Tax
Law; and
WHEREAS, after due consideration, this Board
finds it desirable to grant said petitions for the
correction of said assessment roll,

Re: Appeal of Ferndale Decision
Councilman Waterman reported that he had received eleven
(11) post cards opposing appeal of Judge Schmidt's decision.
Councilman Santoro
Re. Sanitation Department
Councilman Santoro reported that the increase of area
covered in the collection of garbage in the Town had
been brought to his attention by some of the personnel
of the Sanitation Department, and recommended that
the Board have a survey made which would show this
increase over the past ten-year period.
This matter was referred to the Superintendent of
Highways and the Town Engineer.
Re; Recreation
Councilman Santoro reported that the Superintendent of
Recreation was working very diligently and called atten-
tion to the program and facilities presently available in
the Town. Yard. The Councilman added that he wished
more of the citizens of the Town would visit the Town
Yard and become familiar with what was existant and
taking place there at this time.
REPORT OF THE ATTORNEY
Rea New Water Supply
The Attorney reported that the Town of Harrison had recom-
mended that the firm of Vandewater, Sykes, Heckler & Gal-
loway, act as Bonding Attorneys in connection with the con-
struction of the new water supply line and that following a
conference at the office of the Westchester Joint Water Works
No, 1 between the attorneys of all the municipalities con-
cerned, the attorney for the Water Works, and Mr. Dykeman
from that firm, it was decided to adopt resolutions in connec-
tion with the construction of this water line in the form ap-
proved by these attorneys and that such resolution be subject
to a permissive referendum and require that Notice of the
adoption be published and posted thirty (30) days before it
becomes final.
The following resolution was offered by Councilman Santoro,
who moved its adoption, seconded by Councilman Waterman,
to-wit:
BOND RESOLUTION DATED AUGUST 15th, 1956
A RESOLUTION APPROVING THE PLAN, ESTIMATE
AND OTHER DATA PERTAINING TO THE ENLARGE-
MENT, EXTENSION AND IMPROVEMENT OF THE
FACILITIES OF WESTCHESTER JOINT WATER WORKS
NO, 1, AND AUTHORIZING THE ISSUANCE OF NOT
EXCEEDING $332, 000 SERIAL BONDS OF THE TOWN
OF MAMARONECK, WESTCHESTER COUNTY, NEW
YORK, TO PAY THE AMOUNT REQUIRED TO BE
CONTRIBUTED BY SAID TOWN FOR SAID ENLARGE-
MENT, EXTENSION AND IMPROVEMENT.
WHEREAS, the Board of Trustees of the Westchester
Joint Water Works No, 1, pursuant to Chapter 654 of the
Laws of 1927, as amended, has determined it to be nec-
essary to enlarge, extend and improve the facilities of
said Joint Water Works to obtain an additional and auxil-
iary source of water supply by the connection of the
present water system of said Joint Water Works with the
water system of the City of New York at shaft 22 of the
Delaware Aqueduct located in Yonkers, New York; and
WHEREAS, said Board of Trustees have caused to be pre-
pared and approved a plan, estimate and other data per-
taining to said enlargement, extension and improvement
of said facilities, which plan, estimate and other data has
been duly presented to this Town Board for a vote of ap-
proval or disapproval; and
WHEREAS, said estimate duly states that $1, 277, 000 is
the total estimated cost of said enlargement, extension and
improvement, and that $332, 000 is the amount of money re-
quired to be contributed by said Town to pay said total es-
timated cost; and
WHEREAS, it is now desired to adopt a resolution
approving said plan, estimate and other data, and
further authorizing the issuance of serial bonds to
finance the Town's share of the total estimated
cost of said enlargement, extension and improve-
ment of said Joint Water Works;
NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Ma-
maroneck, Westchester County, New York, as
follows:
Section 1. The plan, estimate and other data, as
described in the preambles hereof, are
hereby in all respects ratified, confirmed and ap-
proved, and shall be incorporated in the minutes of
this meeting.
Section Z. For the specific object or purpose of
providing the amount of money required
to be contributed by the Town of Mamaroneck, West-
chester County, New York, to pay the cost of the
enlargement, extension and improvement of the fa-
cilities of Westchester Joint Water Works No. 1, as
described in the preambles hereof, and as set forth
in said plan, estimate and other data, there are
hereby authorized to be issued not exceeding $332, 000
serial bonds of said Town pursuant to the Local Fi-
nance Law.
Section 3. The maximum estimated cost of such
specific object or purpose is $332, 000
and the plan for the financing of such maximum esti-
mated cost is by the issuance of $332, 000 serial bonds
of said Town herein authorized.
Section 4. It is hereby determined that subdivision 1
of paragraph a of Section 11. 00 of the Lo-
cal Finance Law applies to the aforesaid specific ob-
ject or purpose, and that the period of probable useful-
ness thereof is forty years. It is hereby further deter-
mined that the proposed maturity of the bonds herein
authorized will be in excess of five years.
Section 5. The faith and credit of said Town of Mamar-
oneck, New York, are hereby pledged for the
payment of the principal of and interest on said bonds as
the same respectively become due and payable. The
principal of and interest on said bonds shall be payable
in the first instance from water rates and, to the extent
necessary, from a levy upon all the taxable real property
of Water Supply District No. 1 of said Town, in the man-
ner provided by law, but if not paid from such sources,
all the taxable real property within said Town shall be
subject to the levy of an annual ad valorem tax sufficient
to pay the principal of and interest on said bonds as the
same become due and payable.
Section 6, Subject to the provisions of the Local Fi-
nance haw, the power to authorize the is-
suance of and to sell bond anticipation notes in antici-
pation of the issuance and sale of the serial bonds
herein authorized, including renewals of such notes,
is hereby delegated to the Supervisor, the chief fiscal
officer. Such notes shall be of such terms, form and
contents, and shall be sold in such manner, as may
- be. prescribed by said Supervisor, consistent with the
provisions of the Local Finance Law.
Section 7. The validity of such bonds may be con-
tested only if:
1) Such bonds are authorized for an object or purpose
for which said Town is not authorized to expend
money, or
2) The provisions of law which should be complied with
at the date of publication of this resolution are not
substantially complied with,
and an action, suit or proceeding contesting such validity
is commenced within twenty days after the date of such
publication, or
3) Such bonds are authorized in violation of the provi-
sions of the Constitution.
Section 8. This resolution is subject to a permissive
referendum.
The question of the adoption of the foregoing resolution was
duly put to a vote on roll call, which resulted as" follows.

- The Town Attorney then advised the Board that the Town of
Harrison had retained the firm of Vandewater, Sykes, Heck-
ler & Galloway in connection with their share of the cost of
the construction of the new water supply line, and stated it
was his feeling that it would be more efficient if the services
of this same firm were retained by the municipalities con-
cerned, and requested the Town Board to retain this firm in
connection with the issuance of the water system bonds as
authorized by this Board.

Kane, it was unanimously
RESOLVED that the Town Attorney be and he hereby
is authorized to retain the services of the firm of
Vandewater, Sykes, Heckler & Galloway to act as
- Bonding Attorneys for the Town of Mamaroneck in
connection with the issuance of Water District Bonds
as authorized by the Town Board of the Town of Ma-
maroneck at the regular meeting of that Board on -
August 15th, 1956,
Re: Certioraris- Larchxnont Properties, Inc,
The Attorney reported that a conference had been held with
some of the members of the Board meeting with the Attorney
for Larchmont Properties, Inc„ owners of Knotty Knolls
Apartments, and presented for the Board's approval, a pro-
posed settlement of these certioraris pending since 1951.
After a lengthy discussion with former Supervisor Owen A.
Mandeville presenting many questions and queries regarding
this proposed settlement, in view of the absence of Council-
man Brush and in order to afford all of the members of the
Board time for further study and review, action on this
matter was deferred.
ADJOURNMENT
--- There being no further business to come before. the meeting, it was

The meeting of the Board of Fire Commissioners was convened im-
mediately upon the adjournment of the Town Board meeting,
