ORGANIZATION MATTERS RESOLUTION--SALARIES OF ELECTED OFFICIALS On motion by Councilman Waterman, seconded by Councilman Kane, it was unanimously RESOLVED that the salaries of all elected officials of the Town of Mamaroneck for the year 1956 are to be the salaries stated and appropriated in the annual Budget or Estimate for the year 1956 as follows- Name Office Salary George D. FURTHER RESOLVED that these resolutions are effective as of January 1, 1956. RESOLUTION--SETTING BONDS ELECTED OFFICIALS On motion by Councilman Santoro, seconded by Councilman Kane, it was unanimously RESOLVED that the following bonds for elected officials are hereby required, pursuant to the Town Law, and approved as follows: - Bond, George D. Burchell, as Supervisor of the Town of Mamaroneck, conditioned for the faithful performance of his duties including the payment of all school moneys, pursuant to Section 25 of the Town Law, upon which the National Surety Corporation is surety in the penal sum of $25, 000. 00 for a term of two years. RESOLUTION--APPROVING APPOINTMENT OF DEPUTY RECEIVER OF TAXES The Clerk presented the following letters: December 29, 1955 Honorable Town Board Town of Mamaroneck, N. Y. Dillon, Receiver of Taxes, this Board hereby approves of his appointment of Leo N. Orsino, Senior Account Clerk, as Deputy Receiver of Taxes, and his des- ignation of Alexander Finson, Accoun- tant, as a person authorized to receive tax money, give proper receipt therefor in his name, enter such payments upon the records and deposit tax money in the bank for the year ending December 31, 1956. RESOLUTION—APPROVING APPOINTMENT DEPUTY TOWN CLERK On motion by Councilman Brush, seconded by Council- man Santoro, it was unanimously RESOLVED that the appointment by the Town Clerk of Wilhelmina Schroeder and Lavenia Brewer as Deputy Town Clerks, in accor- dance with his certificate, dated December 30, 1955, and this day presented to the Board, is hereby approved. RESOLUTION--APPOINTING REGISTRAR VITAL STATISTICS On motion by Councilman Brush, seconded by Council- man Santoro, it was unanimously RESOLVED that Charles J. Gronberg be and he hereby is appointed Registrar of Vital Statistics of the Town of Mamaroneck for the term beginning January 1, 1956, and 'ending December 31, 1956. FURTHER RESOLVED that the Supervisprbe and he hereby is authorized to sign the Cer- tificate of Appointment of the Registrar of Vital Statistics to be filed with the New York State Department of Health. RESOLUTION--SETTING DATES FOR TOWN BOARD MEETINGS On motion by Councilman Santoro, seconded by Coun- cilman Brush, it was unanimously RESOLVED that the regular meetings of this Board be held on the first and third Wednes- days of each month with the exception of the months of June, July, and August, during which three months the meetings shall be held on the first Wednesdays only at 8:15 p.m. in the Council Room of the Weaver Street Fire- house, Weaver Street,. Town of Mamaroneck. La RESOLUTION--DESIGNATING OFFICIAL NEWSPAPER On motion by Councilman Waterman, seconded by Council- man Santoro, it was unanimously RESOLVED that the "Daily Times" of Mamaroneck be and it hereby is designated as the official news- paper of the Town of Mamaroneck for the purpose of publishing notices. RESOLUTION--APPOINTING AUDITORS FOR 1956 On motion by Councilman Brush, seconded by Councilman Kane, it was unanimously RESOLVED that the firm of Glick-Freedman, Certified Public Accountants of New Rochelle, New York, be and it hereby is appointed to audit the records of the Town for the year 1956. FURTHER RESOLVED that the compensation for this service be in the amount of $2, 400. 00, which is the amount in the 1956 Budget. RESOLUTION--APPOINTING CONSTABLES On motion by Councilman Kane, seconded by Councilman Santoro, it was unanimously RESOLVED that the following be and they hereby are appointed Constables to serve for the term beginning January 1, 1956, and ending December 31, 1956, without salary. RESOLUTION--APPROVING CONTRACT OF THE WESTCHESTER SHORE HUMANE SOCIETY, INC. - $1, 800. 00 The Supervisor presented the contract between the Town of Mamaroneck and the Westchester Shore Humane Society, Inc. for the year 1956 in the sum of $1, 800. 00. On motion by Councilman Santoro, seconded by Councilman Brush, it was unanimously RESOLVED that the Supervisor be and he hereby is authorized to sign the contract between the Town of Mamaroneck and the Westchester Shore Humane Society, Inc. for the year 1956 in the amount of $1, 800. 00 as provided in the 1956 Budget. RESOLUTION--APPROVING CONTRACT OF LARCHMONT PUBLIC LIBRARY - $20, 381. 06 The Supervisor presented the renewal of the contract between the Town of Mamaroneck, the Village of Larchmont, and the Larchmont Public Library, in the amount of $20, 381. 06, as provided in the 1956 Budget. On motion by Councilman Waterman, seconded by Councilman Kane, it was unanimously RESOLVED that the Supervisor be and he hereby is authorized to sign the contract between the Town of Mamaroneck, the Village of Larchmont, and the Larchmont Public Library, in the amount of $20, 381. 06 for the year 1956, which amount is provided in the 1956 Budget. RESOLUTION--AUTHORIZING LEASE OF TOWN OFFICES $3, 300. 00 ANNUALLY The Supervisor presented a lease for two years, covering the rental of the premises at 158 West Boston Post Road, used for the Town Offices. On motion by Councilman Kane, seconded by Councilman Santoro, it was unanimously RESOLVED that the Supervisor be and he hereby is authorized to sign the lease for the rental of the premises used as the Town Offices at 158 West Boston Post Road, Village of Mamaroneck; the lease being for the years 1956 and 1957 at the rate of $3, 300. 00 per annum. RESOLUTION--APPOINTING OF TOWN HISTORIAN On motion by Councilman Santoro, seconded by Council- man Waterman, it was unanimously RESOLVED that William Fulcher be and he hereby is reappointed as Town Historian, effective January 1, 1956, to serve at the pleasure of the Board. RESOLUTION--FIXING SALARY OF CONFIDENTIAL CLERK TO SUPERVISOR The Clerk presented the following letter: January 1, 1956 Honorable Town Board Town of Mamaroneck, N.Y. Gentlemen: Under authority given to me by Section 29, Subsection 15 of the Town Law, I have this day appointed Lavenia Brewer Confidential Clerk to me as Supervisor, Mr. Delius explained that this agreement is one which carries into effect the transfer of two sewer pump stations by the Town to the County, one situated on the westerly side of Fa2imore Road near the Town of Ma- maroneck-Village of Mamaroneck boundary line and the other in a vault lying in the bed of Colonial Avenue, approximately 10 feet from the easterly side of Murray Avenue. He pointed out that Mr. Mandeville had secured this agreement from the County to take over these two pumping plants as of January 1, 1956, but that the agreement provided that certain equipment replacements and additions should be made before the acceptance by the County. He stated further that this part of the agreement has been performed by the Town, and that the contract for the work had been awarded, after competitive bidding, to the Jacobs Equipment Company for $4, 676. 00. He presented a deed of conveyance from the Town to the County of Westchester of these two pumping stations, and requested that the Supervisor be authorized to sign it, but noted that in the agreement are provisions requiring the Town to take back certain portions of the old County Trunk Sewer, which eventually would be abandoned by the County be- cause of re-routing of sewage in connection with the new -- New Rochelle Sanitary Sewer District. Upon motion by Councilman Brush, seconded by Council- man Kane, it was unanimously RESOLVED that there be transferred for the purpose of paying Jacobs Equipment Corpor- ation, from Sewer District No. 1 Surplus $1, 000. 00, and from 1956 Sewer Department line item "Refund Advance General Fund" $3, 676. 00, to "Reconstruction Pump Stations" $4, 676. 00. On motion by Councilman Santoro, seconded by Council- man Kane, it was unanimously RESOLVED that the Supervisor is hereby au- thorized to sign the deed from the Town of Mamaroneck to the County of Westchester of two pump stations, one of which is located on the westerly side of Fenimore Road near the Town of Mamaroneck-Village of Mamaroneck boundary line, and the other in a vault lying in the bed of Colonial Avenue, approximately 10 feet from the easterly side of Murray Avenue. COMMUNICATION--CHIEF YERICK CONCERNING SCHOOL CROSSING GUARDS The Clerk presented a communication from Chief Yerick with reference to the status of Mr. Francis O'Brien of of 14 Dean Place, Larchmont, and Mr. George J. Mulcahy of 180 Palmer Avenue, Larchmont, in their positions as School Crossing Guards. The Supervisor advised the members of the Board that Mr. Delius and he had discussed the matter with Chief Yerick and that the Chief was to advise Mr. Mulcahy of the decision of the County Personnel Officer. COMMUNICATION--CHARLES M. BAXTER RE CANCELLATION OF OLD TAX LIEN The Clerk presented a communication from Judge Charles M. Baxter requesting cancellation of lien on property known as Block 833 - Parcel 36 - MAP WASHINGTONVILLE. Supervisor's Report for November, 1955 REPORT OF THE SUPERVISOR Re: County Board of Supervisors The Supervisor reported that he had attended the meeting of the Board of Supervisors on January 3, 1956. This was the organization meeting with election of officers. Re. Departmental Meeting The Supervisor reported that on January 4, 1956, he held a meeting with the Heads of all Town Departments in his office; further, he reported that he had been meeting with each Department Head individually, which practise he proposes to continue. REPORTS OF THE COUNCILMEN Councilman Brush-- No report. Councilman Kane-- Councilman Kane reported that Mr. Delius and he would attend a meeting on January 7, 1956, to discuss the Pinebrook flood area and report at the next meeting of the Board. Councilman Waterman-- No report other than Fire matters. Councilman Santoro -- No report. REPORT OF THE ATTORNEY No report. FIRE PROTECTION--DILLON PARK AVEA Mr. George P. Forbes, Attorney for the Village of Larchmont, again brought up the matter of fire coverage for the Dillon Park area by the Village of Larchmont Fire Department. He stated that although this matter had been brought before previous Boards and the law had been amended to so permit, no decision had been reached to date. Supervisor Burchell suggested that a meeting be held with the Fire Council to determine their feelings in the matter and to see what might be worked out. MR. JOSEPH F. GAGLIARDI Mr. Joseph F. Gagliardi of 18 Willow Avenue, Larchmont, welcomed Supervisor Burchell and Councilman Santoro and ex- tended both his personal best wishes and those of the Village of W Larchmont. He paid compliment to Supervisor Burchell for the fine manner in which he conducted his first Town Board meeting. MR. JEROME N. WANSHEL Mr. Jerome N. Wanshel, President of the Larchmont Park Civic Association, added his good wishes to those of Mr. Gagliardi in behalf of his Association and all of the other Civic Associations. Mr. Wanshel requested that copies of the agenda of Town Board meetings be sent to the Presidents of all Civic Associations well in advance of the date of said meetings. He also requested that the Board give consideration to the scraping and spraying of the Gardens Lake during the skating season. Supervisor Burchell advised that this matter would be referred to the Park and Recreation Commissions and that every effort would be made to work out a satisfactory solution. MR. A. G. BOGARDUS Mr. A. G. Bogardus of 17 Overlook Terrace, Larchmont, - appeared before the Board and stated that he would like to add his warm welcome and good wishes to the Board. Mr. Bogardus requested that some precautionary safety mea- sures be set-up at the Lake to take care of any accidents and emergency situations during the skating season. Supervisor Burchell referred this to the Park and Recrea- tion Departments for their consideration and recommen- dations. PETITION--COUNCIL OF LARCHMONT CIVIC ASSOCIATIONS Mr. A. G. Bogardus appeared in behalf of the Council of Larchmont Civic Associations requesting that a public hearing on the matter of the petition submitted to the Town Board on December 7, 1955. After some discussion, ommotion by Councilman Water- man, seconded by Councilman Kane, it was unanimously RESOLVED that the petition of the Council of Larchmont Civic Associations, dated Decem- ber 7, 1955, requesting the Town Board to amend the Zoning Ordinance, specifically Article 3, Section 14, Paragraph 3, so as to limit the maximum number of families housed on any acre of ground to 30 instead of 80, be referred to the Planning Board, pursuant to Section 274 of the Town Law, to report thereon to this Board as soon as possible. $_n 1 FURTHER RESOLVED that this Board take no further action on this matter until the report of the Planning Board, with reference thereto, is received. MR. A. A. RUSSO Mr. A. A. Russo of 31 Ellsworth Road, Larchmont, expressed to the Board his good wishes for a successful administration. Mr. Russo requested that a particular portion of the Gardens Lake be restricted to hockey-playing during the skating season and that the police patrol the Lake. Supervisor Burchell thanked Mr. Russo and referred these sug- gestions to Councilman Santoro. HIGHWAY AGREEMENT--1956 The Clerk presented the Highway Agreement for the year 1956. On motion by Councilman Kane, seconded by Councilman Water- man, it was unanimously RESOLVED that the Highway Agreement, as presented for the year 1956, be and it hereby is approved. MEETING--BOARD OF FIRE COMMISSIONERS The meeting of the Board of Fire Commissioners was con- vened immediately upon the adjournment of the Town Board meeting.
