HomeMy WebLinkAbout1958_03_05 Town Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD MARCH 5, 1958, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEA- VER STREET, TOWN OF MAMARONECK. CALL TO ORDER--APPOINTMENT OF TEMPORARY CHAIRMAN Councilman Waterman as the senior Councilman called the meeting to order at 8:15 p.m, and explained that the Supervisor was unable to be present due to illness which made the election of a Temporary Chairman the first order of business. Whereupon, on motion by Councilman Brush, seconded by Councilman Santoro, it was unanimously RESOLVED that Councilman Waterman be and he hereby is designated to act as Temporary Chairman of this meeting in the absence of the Supervisor, PRESENT: Councilman Brush Councilman Waterman Councilman Kane Councilman Santoro ABSENT: Supervisor Burchell ALSO PRESENT: Mr, Gronberg - Town Clerk Mr, Delius - Town Attorney Mr, Friedlander - Town Engineer Mr. Orsino - Comptroller Mr, Finson - Accountant Mr, O'Brien - Superintendent of Highways Mrs, Brewer - Secretary OPENING OF BIDS The Clerk presented the affidavit of publication of the Notice to Bidders for the construction of storm drains and appurtenances in Town-owned land on the southerly side of Hommocks Road in the Town of Mamaroneck as published in the official newspaper of the Town of Mamaroneck, The Daily Times, on February 28, 1958, and opened and submitted the following bids: San Marco Marrello Construction BIDDER: Bros, Corporation Approx. Ditch 2.00 400. 00 4.90 980. 00 TOTAL $19, 696. 00 $15, 941. 00 (Each of the above bids was accompanied by a certified or cashiers check for 51yo of the total bid as required by the Specifications and Proposal. ) 5 Councilman Waterman suggested that the bids be referred to Councilman Santoro and the Town Engineer for detailed study and report and on motion by Councilman Kane, seconded by Councilman Brush, it was unanimously RESOLVED that the bids submitted at this meet- ing on the construction of storm drains and ap- purtenances in Town-owned land on the southerly side of Hommocks Road, Town of Mamaroneck, be and they hereby are referred to Councilman Santoro and Town Engineer Friedlander for de- tailed study with report thereon presented at the next meeting of the Board. OLD BUSINESS There was no Old Business to be brought before the meeting. NEW BUSINESS There was no New Business to be brought before the meeting. COMMUNICATIONS 1. County Personnel Department--Permanent Appointment Superintendent of Recreation The Clerk presented a communication from the County Person- nel Department under date of February 18, 1958, advising that the service record for the probationary period of James Kronenberger as submitted on the Probst Service Report Form had been rated as 95% and was a satisfactory rating and requesting permanent ap- pointment of Mr. Kronenberger as Superintendent of Recreation. Whereupon, on motion by Councilman Santoro, who attested to the Recreation Commission's and his high opinion of Mr. Kronen- berger's work, and seconded by Councilman Brush, it was unanimously RESOLVED that James W. Kronenberger be and he hereby is permanently appointed as Superin- tendent of Recreation of the Town of Mamaroneck, effective immediately and to be compensated at the rate of $6, 500. 00 per annum. Gleicher Go. , Inc. --Copy of Letter to Planning Board The Clerk read a copy of a letter addressed to the Planning Board of the Town of Mamaroneck under date of February 24, 1958, by Joseph W. Gleicher Co. , Inc. regarding proposed rezoning in Glen Rock Estates. I D t� This communication was received and filed and Councilman Kane advised the Board that the original had been received by the Planning Board and would be taken under advisement on Monday night at the meeting of that Board, 3. Louis Grattepanche--Transportation, School Children The Clerk read a letter written by Mr. Grattepanche of 18 Dean Place, Larchmont, under date of February 26, 1958, and addres- sed to this Board, concerning bus transportation for school chil- dren. Councilman Santoro stated that the Supervisor was familiar with this matter and suggested that it be referred to him, Councilman Kane then stated that he believed he was pretty well informed re- garding this situation and advised the Board that this same com- plaint had come before the Larchmont Village Board of Trustees about a month ago and been referred to Mr. Forbes for investiga- tion. He further stated that it was his understanding that Mr. Forbes was presently working with the operator of the local Larch- mont bus line toward the acquisition of a second and much-needed bus and that an answer was anticipated shortly in connection with this matter. Communications '(Not on Agenda) At this time, the Clerk presented the following communications received too late for inclusion on the prepared agenda: (1)- Newspaper Clipping--Anonymous The Clerk presented a newspaper clipping from the Herald-Tri- bune, dated February 27, 1958 and headlined, "Scarsdale Happy in its Rural Ways", sent to the attention of the Town Council anony- mously with the notation, "What A Neighbor Did This Week". The clipping was received and filed. (2) West Fordham Transportation Corp. The Clerk presented a letter from the West Fordham Transpor- tation Corp. , dated February 20, 1958, enclosing two copies of the temporary time-table. The communication was received and filed. - (3) New York and Stamford Railway Company The Clerk read a letter from the New York And Stamford Railway Company under date of February 26, 1958, enclosing check in the amount of $50.96 covering period from January 1 to July 5, 1957, final payment in accordance with franchise granted to the Larchmont Horse Railroad Company by the Town of Mamaroneck dated July 2, 1900, which was received and placed on file. z (4) League of Women Voters of Larchmont The Clerk read a letter addressed to the Supervisor and Members of the Town Council by the League of Women Voters of Larchmont under date of February 21, 1958, pertaining to three matters of con- cern to the Town government, namely -- the proposed new zoning or- dinance, the Hommocks Recreation project, and the acquisition of County-owned lands, The Board directed that this letter be referred to the Supervisor for answer following a short discussion of same during which Coun- cilman Waterman commented on the value of the comments and sug- gestions offered in the letter and Councilman Kane remarked on the value of the many meetings the Planning Board had held with the var- ious Civic and Home Owners Associations in conducting its study of the proposed revisions to the zoning ordinance. At this time, Frank X. O'Donnell addressed the Board from the floor requesting that copies of the revised ordinance in its final draft be sent to the Larchmont Democratic Club. Councilman Kane assurred Mr. O'Donnell that such copies would be sent as requested just as soon as they were ready and available. REPORTS The Clerk presented the following reports which were received and placed on file; Report of the Building Inspector for the month of February, 1958. Report of the Receiver of Taxes and Assessments for the month " of February, 1958. REPORTS OF THE COUNCILMEN Councilman Kane -- Councilman Kane stated that he had no report at this time. Councilman Waterman-- (1) Memorandum from Police Chief Councilman Waterman presented a memorandum from the Police Chief under date of March 5, 1958, requesting approval of Detective Sergeant Smith's attendance of the Regional Criminal Investigation School to be held at the County Jail from March 18 to 28 with ex- ___ penes not to exceed the sum of $25.00. Whereupon, on motion by Councilman Kane, seconded by Coun- cilman Santoro, it was unanimously RESOLVED that this Board hereby authorizes I Detective Sergeant Smith of the Town of Mamaro- neck Police Department to attend the Regional Criminal Investigation School to be held at the County Jail, March 17 to March 28, 1958, with expenses paid from the item in the Budget for such purpose in an amount not to exceed the sum of $25. 00, --- (2) Town of Mamaroneck Annual Police Report for 1957 Councilman Waterman presented the Annual Report of the Police Department for the year 1957 and pointed out various items of par- ticular interest contained therein, He advised the Board that upon completion of his study of the report, it would be circulated among the members of the Board for individual perusal, Councilman Waterman commented upon the excellence of the report and the fine work of the department during this past year, and on motion by Councilman Kane, seconded by Councilman San- toro, it was unanimously RESOLVED that this Board hereby expresses its appreciation of the excellent Annual Report of the Town of Mamaroneck Police Department for the year 1957 and also for the fine performance of duty by each officer and member of the Depart- ment throughout the past year, Councilman Brush -- (1) Larchmont Gardens Civic Association Meeting Councilman Brush reported that he had attended the meeting of the Larchmont Gardens Civic Association by invitation and that while there had been some question about the station and Lake areas, the main concern had been in connection with the planting of trees along the brook as had been requested last year and about which nothing had been done as of this date. He further stated that he believed when this request had been presented many months ago, the Board had stated that there were no funds available in the budget for such pur- pose at the time but that funds would be provided in the new budget. He further advised that he realized that sewer construction was go- ing on along the east side of the brook and that therefore no planting would be feasible at this time in that area, but he did feel, he stated, that such planting was possible and in order on the opposite side of the brook at this time, -- Upon inquiry by the Board, Mr, O'Brien, Superintendent of High- ways, advised that some funds were available for such purpose in the current budget, he believed to the amount of approximately some $500,00, The Board then suggested that Mr. O'Brien consult with Mr. Aitchison regarding the purchase of shade trees to this amount, and on motion by Councilman Brush, seconded by Councilman Kane, it was unanimously RESOLVED that the Superintendent of Highways be and he hereby is authorized upon consultation with the Foreman of the Park Department to expend from the Shade Tree Fund in the 1958 budget a sum of money not to exceed the amount of $500.00 for the purchase and planting of shade trees along the west side of Brookside Drive in the Town of Mamaroneck. Councilman Santoro -- (1) Survey of watershed Councilman Santoro reported that a survey had been made of the watershed following the 2" rainfall and that everything was found to be in good shape from the Bonnie Briar Country Club to Rockland Avenue, (2) Sewer Blockage--Cabot Road Councilman Santoro reported that a sewer blockage had been re- ported on Cabot Road and that the Superintendent of Highways had investigated the matter immediately. (3� Murray Avenue Sewer Councilman Santoro reported that the Town Engineer was taking tests at this time and working on the specifications for this job. These specifications will be submitted to the County for approval just as soon as prepared and immediately upon County approval, _ as required by law, will be advertised for bids. (41 Martin Sewer Matter--70 Howell Avenue Councilman Santoro advised the Board that he would submit a full report in writing on this matter at the next meeting of the Board. REPORT OF THE TOWN ATTORNEY The Attorney reported that he had no report to submit at this time. OTHER BUSINESS Upon the Temporary Chairmants inquiry as to whether there was any further business to come before the meeting, the following matters were called to the Board's attention; (1) Status of work in Larchmont Gardens Lake area Edmund V. Van Hook of 198 Weaver Street, Town, addressed the Board inquiring as to the status of the work in the area of the Larch- mont Gardens Lake and was advised by Engineer Friedlander that new pipe was now being laid and progressing satisfactorily with a probable completion date of another week or two with good weather. r (2) Condition of Firehouse - At this time, Councilman Kane asked Councilman Santoro whether the report of the Engineer pertaining to the condition of the Fire- house was ready and was advised that the Engineer was working on the survey of the building and that a complete and full report would be ready within the next two weeks, Councilman Kane stated that he brought the matter up because al- though the building was indeed beautiful on the outside, it was not very pretty inside and stated further that he was greatly concerned about this matter. George E. Mills, Jr, of 11 Kenmare Road, Town, present at the meeting, addressed the Board stating that he was greatly concerned and worried and had been for many years about the weight of the ap- paratus on the floor and also about the presence of some 200 people or more dancing on the second floor upon occasion. Councilman Santoro advised the Board that all of these matters would be covered in the report now being made and to be ready in all probability by the date of the next meeting of the Board, ADJOURNMENT There being no further business to come before the meeting, it was de- clared adjourned at 9:05 p.m. , to reconvene on March 19, 1958, BOARD OF FIRE COMMISSIONERS The meeting of the Board of Fire Commissioners convened immed- iately upon the adjournment of the Town Board meeting. COMMUNICATIONS Commissioner Waterman stated that he had no communications to be presented to the Board at this meeting. REPORTS Commissioner Waterman presented the following reports which were received and placed on file: Fire Department Report for the month of February, 1958. Report of the Fire Inspector for the month of February, 1958. CLAIMS Commissioner Waterman stated that he had received no claims to be submitted at this meeting, ADJOURNMENT There being no further business to come before this meeting, it was declared adjourned at 9:10 p.m. , to reconvene on March 19, 1958, J n C1 rk i
