CALL TO ORDER The Supervisor called the meeting to order at 8.15 p, m. PRESENT. Supervisor Burchell Councilman Santoro Councilman Kane Councilman Brush Councilwoman Helwig ABSENT. None ALSO PRESENT; Mr. Gronberg - Town Clerk Mr. Friedlander - Town Engineer Mr. Delius - Town Attorney Mr. Finson - Town Accountant Mrs. Brewer - Secretary NEW BUSINESS ---- 1. Adoption of Preliminary Budget for 1960 The Supervisor, after stating that in accordance with the law a preliminary budget for the Town of Mamaroneck for the year 1960 must be prepared and adopted between the 10th and 15th day of November, presented a letter addressed to the taxpayers under this date explaining in some detail various items and charges contained in the proposed budget. He then stated that the budget would be presented department by department and requested that any questions pertaining to a certain department be raised at the time that department was under consideration. Following this presentation and after discussion thereof, the following itemized statement of the estimated revenues and ex- penditures of the Town for the fiscal year commencing January 1st, 1960, and known as the Annual Estimate, was prepared. OLD BUSINESS 1. Request to Purchase Town-owned Property on Harrison Drive (Block 501 - Parcel 415) In connection with the offer of Erick Domscheit for the pur- chase of certain Town-owned property located on Harrison Drive, it was suggested that since there were no utilities or easements located on this property and since it was of no use to the Town that it be offered to Mr. Domscheit at private i sale for its appraisal price of $200. 00, and the Clerk was dir- ected to so notify Mr, Domscheit, Whereupon, on motion by Councilman Kane and seconded by Councilman Brush, it was unanimously - RESOLVED that the Supervisor be and he hereby is authorized to sell to Erick Domscheit at private sale pursuant to the provisions of Section 1166 of the Real Property Tax Law the parcel of property known as Block 501, Parcel 415 on the Tax As- sessment Map of the Town of Mamaroneck for the sum of $200,00. COMMUNICATIONS 1. Request for Town Acceptance of Part of Split Tree Road and Surrender of Bond Deposited Therefor. The Clerk presented a letter from Harold Blass, attorney for Gabriel Vitro, stating that street improvements in a certain part of Split Tree Road as shown on Subdivision Map of Section 4, Murdock Woods, Map No. 11812, were completed and re- questing acceptance of that portion of the road and cancellation of the bond covering installation of said improvements, to- gether with the following report thereon by Mr. Friredlander, Town Engineer and Building Inspector. "In reply to the request of -Gabriel Vitro for acceptance of a certain part of Split Tree Road in Section 4 of the subdivision of Murdock Woods, please be advised that the work has been satisfactorily completed with the exception of the resetting of a Consolidated Edison lighting pole and installation of a street light. However the portion of Split Tree Road in Section 4 referred to in Mr. Blass's letter as attorney for Mr. Vitro, should not be accepted until the other sections of Split Tree Road in Section 3 and part of Section 2 which provide access to this portion are completed and accepted by the Town. " The Board directed the Town Engineer to advise Mr. Blass in accordance, with report submitted on this matter. COMMUNICATIONS (Not on Agenda) 1, Public Notice The Clerk presented a notice of hearing before the Larchmont Village Board of Trustees on November 16, 1959 for permission to erect yard sign, which was referred to the Attorney and or- dered received and filed. f t REPORTS The Clerk presented the following reports which were received and placed on file; Report of the Westchester Shore Humane Society, Inc. for the month of October, 1959. Report of the Town Clerk for the month of October, 1959. REPORT OF THE SUPERVISOR 1. Larchmont Village Reservoir Area For the information of the Board, the Supervisor reported that he had written Mayor Coffinberry and Mayor Dalfonso suggesting that the Boards of the three municipalities con- cerned and interested in the eventual disposition of this area meet informally at a mutually convient time and place to dis- cuss this matter. 2. Bus Service in Unincorporated Area Also for the Board's information, the Supervisor reported that he had talked with Mr. Mastocciolo and Mr. Raiford with regard to possible establishment of franchise bus ser- vice in the unincorporated section of the Town. Further, he suggested to Councilman Brush that he visit with the officers of the Avon Bus Club regarding the matter, which Councilman Brush stated he would be glad to do and report thereon. REPORTS OF THE COUNCILMEN Councilman Santoro -- Councilman Santoro stated that he had no report at this time. Councilman Kane -- Councilman Kane stated that he had no report. Councilman Brush -- Councilman Brush stated that he had no report other than Fire matters. Councilwoman Helwig -- Councilwoman Helwig stated that she had no report to present. REPORT OF THE TOWN ATTORNEY 1. Post Road Building Corporation In the matter of the Post Road Building Corporation action versus the Zoning Board of Appeals, the Attorney reported that it was the decision of the court that reasonable var- iance be granted. OTHER BUSINESS 1. Mr. Bert V. Lichtie Mr. Lichtie commended the Supervisor on his effort to have the three municipalities meet to discuss the Larch- mont Reservoir area and suggested that the Planning Boards of the municipalities have such a meeting, particularly with regard to school matters. The Building Inspector advised Mr. Lichtie that the Town Planning Board was presently arranging to hold a meeting with the Board of Education. 2. Mrs. Flora Chudson Mrs. Chudson again inquired about the Residual Lands and the Supervisor advised her of the present status of the disposal of these properties at the County level. A discussion followed as to possible uses for these prop- erties if and when acquired with Dr. Daniel S. Lukas joining Mrs. Chudson in a suggestion that thought be given to the possibility of moving the location of the Town garage from its present location to one of these parcels should any of them be suitable for such purpose. 3. Mrs. Virginia Paige Mrs. Paige, on behalf of the League of Women Voters of Larchmont, commended the Supervisor on his action with re- gard to the Larchmont Reservoir property and also compli- mented the Board on its handling of the overlapping taxes be- tween the villages and the Town in the present proposed bud- get for the year 1960. ADJOURNMENT There being no further business to come before the meeting, -- it was declared adjourned at 9:30 p.m. BOARD OF FIRE COMMISSIONERS The meeting of the Board of Fire Commissioners was convened T; immediately upon the adjournment of the Town Board meeting. 1. Communications Commissioner Brush stated that there were no communi- cations to come before the meeting. - 21 Reports Commissioner Brush stated that there were no reports to be submitted. 3. Claims There were no claims for presentation at this time. 4. Other Business 1. Fire Drill in Parochial Schools Commissioner Brush reported that the Fire Chief had personally inspected fire drills in the public parochial schools and had commented most favorably upon the ef- ficient and excellent conduct of these drills.
