COMMUNICATIONS
a. Request for Improvement of Cargill Park--George Burton
The Clerk read a letter addressed to the Town Council by
George Burton under date of May 21, 1959, written with ref-
erence to the lack of a drinking fountain and rest room facil-
ities at Cargill Park and requesting correction of this situ-
ation.
, T
. ;A.
Councilwoman Helwig informed the Board that the Superin-
tendent of Recreation, to whom this matter had been referred,
reported as follows in a memorandum under date of June 3rd.
"The two toilets at Cargill Park were once again
broken this past winter. Contrary to previous
years this year the breakage was not due to
vandalism. It seems that even though all pre-
cautions were properly taken, the two flush
tanks were cracked at their attachment to the
wall by the cold weather.
These two toilets were repaired and opening of
the facility is awaiting completion of the drink-
ing fountain, which has been ordered and willbe
installed when it is received, Mr. Paonessa,
of Richards Plumbing, feels that this work will
be completed by the end of this week,"
After discussion, the Board directed the Supervisor to re-
ply to Mr. Burton advising him that the rest rooms and drink-
ing fountain were now in service and that plans are presently
under study for new and enlarged recreation facilities together
with new Town Yard facilities, which, of course, would have
to be put to a referendum,
b. Request for Sign--Murdock Woods Association
The Clerk presented a request of the Murdock Woods Asso-
ciation for permission to erect and maintain a redwood sign
30 11 x 18" and bearing the words "Murdock Woods" on Town
property at the northeast corner of Griffen Avenue and Mur-
dock Road, to be approximately 7 feet above the ground and
not less than 3 feet in from either paved road, together with
a letter dated May 27th, 1959 addressed to the Town Board
by Sidney J. Winkel of 127 Griffen Avenue in objection to
this request.
During the discussion of this request and after Maurice
Austin of 7 Split Tree Road, Town, addressed the Board on
behalf of the Murdock Woods Association explaining in some
detail the reasons for this request, Councilman Kane sugges-
ted that the matter be put over to the next meeting so as to
give the members of the Board an opportunity to view the
location personally and to check on the objections raised by
Mr. Winkel in his letter.
The Board so ordered.

ted at the rate of $3, 100.00 per annum.
6) Request of New Haven Railroad for Fare Increase
The Supervisor called to the Board's attention the recent
articles in the New York papers in connection with an appli-
cation for an increase in commuter fares filed with the Pub-
lic Service Commission by the New Haven Railroad, stating
that this had come as something of a shock and he felt was
poorly-timed and in ill grace. He further stated that he
felt strongly that the railroad should make no effort to in-
crease fares until the impact of the recent tax abatement
relief legislation on income could be determined, adding
that he personally was in complete accord with the action
taken Monday evening by the Larchmont Village Board op-
posing any increase at the present time.
Mr. Burchell further advised the Board that he had called
the County Attorney and in discussing the matter with him
had been informed that no prior notice of intention had been
received nor notice that the application for rate increase had
actually been filed. He then said that as the Chairman of the
Public Service Committee of the Board of Supervisors, he'
had requested the Attorney to get copies of the application
and to oppose the request on principle until the Attorney and
Committee had an opportunity to study the matter and ascer-
tain all the facts.
The Board, in unanimous agreement with the Supervisor,
directed him to proceed with his efforts and to take any ac-
tion to block any increase, alerting the Town Attorney to the
situation.
7) Rent Control
In answer to inquiries received, the Supervisor reported
that no action was required on the part of this Board regarding
the continuance of rent control since the resolution continuing
rent control adopted by this Board two years ago was frozen
and therefore still in effect.
