HomeMy WebLinkAbout1959_04_04 Town Board Minutes MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD APRIL 4, 1959, IN THE COUNCIL ROOM OF THE WEAVER STREET FIRE- HOUSE, WEAVER STREET, TOWN OF MAMARONECK. CALL TO ORDER The Supervisor, stating that this special meetinghad been called pursuant to Section 62 of the Town Law, called the meeting to order at 9:00 a. m, PRESENT: Supervisor Burchell Councilman Brush Councilman Kane Councilman Santoro ABSENT: None ALSO PRESENT: Mr. Gronberg - Town Clerk Mr, Delius - Town Attorney Mr, Friedlander - Town Engineer Mrs. Brewer - Deputy Clerk APPOINTMENT OF COUNCILMAN The Supervisor, advising that the Board felt that it was its duty to provide full representation on this Board to the resi- dents of the unincorporated area, stated that the appointment of a successor to Councilman' Water man's seat on this Board would be the first order of business, Councilman Brush placed in nomination the name of Mrs, Edward P. Helwig of 1 Seton Road, Town, presenting a brief resume of her civic and service activities in this community and her qualifications to fill this office. After the Supervisor, Councilman Kane,and Councilman Santoro each paid tribute to Mrs. Helwig, remarking on the great contribution she had made to the community through her many and outstanding services, on motion by Councilman Brush, seconded by Councilmen Kane and Santoro, it was unan- imously RESOLVED that Mrs, Edward P. Helwig of - 1 Seton Road, Town, be and she hereby is appointed Councilwoman to serve for the 'un- expired term of office occasioned by the res- ignation of Councilman Jeremiah C. Waterman or until December 31, 1959. The Clerk administered the Oath of Office to Mrs. Helwig, who then took her seat on the Town Board stating that she was indeed honored and would serve the Board and the residents of this community to the best of her ability, APPOINTMENT OF BOARD COMMITTEES The Supervisor briefly outlined the BoardTs policy in desig- nating each of the members to serve as liaison to certain of the departments and commissions of the Town government and announced the following committee assignments; Councilman Brush Police Fire Councilman Kane -- Planning Zoning Civil Defense Councilman Santoro Public Works Finance Councilwoman Helwig -- Recreation Parks PARKING LOTS The Supervisor requested the Engineer to present the plans for the construction of the parking areas. During the study and discussion of these plans and whether the entire area should be metered or part of it decalerl, the following persons, all residents of the unincorporated area, ad- dressed the Board. 1) Leonard J. Reich--90 East Brookside Drive Mr. Reich requested that space be reserved for the residents on a decal basis. 2) William S. H. Hamilton--65 Edgewood Avenue Mr. Hamilton inquired whether an arrangement which would be mutually beneficial to the resi- dents of both the Town and Village could not be worked out with the Village of Larchmont re- garding the use of all parking areas. 3) William H. Fernschild--193 Rockingstone Avenue Mr. Fernschild inquired as to the total number of cars which could be accommodated under the plans presented. At the conclusion of the discussion, it was decided to pave and meter the areas on both sides of Wood Street, to advertise for bids for such construction, and to hold a special meeting of this Board on Friday, April 24th, 1959, at 8.15 p.m, for the purpose of opening the bids which were to be submitted to the Office of the Town Clerk by 5.00 p.m. of that day. 3ar Whereupon, on motion by Councilman Santoro, which was seconded by Councilman Brush, it was unanimously RESOLVED that the Town Engineer be and he hereby is authorized to prepare and the Town Clerk be and he hereby is authorized to pub- lish in the official newspaper of the Town of Mamaroneck, The Daily Times, the Notice for Bids for the construction of parking lots and appurtenances, said bids to be sealed bids submitted at the office of the Town Clerk by 5000 p.m. on the afternoon of the 24th day of April, 19590 and be it FURTHER RESOLVED that said bids will be publicly opened at a special meeting of this board to be held on April 24th, 1959 at 8-15 P,M. in the Council Room of the Weaver Street Firehouse, Weaver Street, Town of Mamaroneck, ADJOURNMENT There being no further business to come before the meeting, it was declared adjourned at 9-55 a,m, �T o n C erk
