CALL TO ORDER - The Supervisor called the meeting to order at 8:15 p.m. PRESENT: Supervisor Burchell Councilman Brush Councilman Kane Councilman Waterman ABSENT: Councilman Santoro ALSO PRESENT: Mr. Gronberg - Town Clerk Mr. Delius - Town Attorney Mr. Friedlander - Town Engineer Mr. Finson - Accountant Mr. O°Brien - Superintendent of Highways Mrs. Brewer - Deputy Clerk APPROVAL OF MINUTES The minutes of the meeting of November 5th, 1958 were approved as presented. OPENING OF BIDS FOR SANITATION TRUCK The Clerk presented the affidavit of publication of the notice for bids for the purchase of one truck for the Town of Mamaroneck Sanitation Department in the official news- ', paper of the Town of Mamaroneck, The Daily Times, on November 26th, 1958, and opened and submitted the follow- ing bids: Bidder Bid Brockway Motor Trucks $ 11, 363. 50 Gramatan Dodge Co. Inc. 10, 693. 00 (a) 13, 309.40 Bronx-Westchester Mack Corporation (b) 13, 409.40 (a) 11, 538. 00 Chulew Motor Sales (b) 11, 588. 00 Alternate: -- 11, 000. 00 Following some discussion, the Board directed that the bids be referred to Councilman Santoro, who was unable to attend tonight's meeting due to illness, for study and report at the next meeting. PUBLIC HEARING--1959 BUDGET The Clerk presented the affidavits of publication and post- ing of the notice of public hearing as published in the official newspaper of the Town of Mamaroneck, The Daily Times, on November 21st and 28th, 1958 and posted in seven (7) public places in the Town of Mamaroneck, located within the said Town, and filed in the Office of the Town Clerk, together with a certified copy of the list of water arrears for 1958 as submitted by the Westchester Joint Water Works No. 1. The Supervisor then declared the hearing open and after giving those present an opportunity to read the introductory remarks, explained that the budget would be presented de- partmentally. He suggested that any questions relating to a particular department be raised at the time that depart- ment was under discussion. The following persons addressed the Board and were heard on various items in the budget; Mr. Owen A. Mandeville - 15 Kenmare Road Mr. Peter Mosher - 72 Vine Road Mr. George B. Butcher - Split Tree Road Mr. Edward P. Meehan - 10 Thompson Place Mr. George E. Mills, Jr. - 11 Kenmare Road Mr. Harold Kronenberg - 5 Salem Drive Commissioner Edward P. Duffy - 8 Homer Avenue Mr. Hayden Smith - 8 Lafayette Road Mr. John M. Coughlin - 13 Elkan Road In concluding the discussion on the budget, Mr. Mande- ville and Commissioner Duffy spoke in protest of the 2% salary increase with Mr. Mandeville recommending an increase of $240. 00 across the board and Commissioner Duffy requesting consideration of a larger percentage of increase particularly in the case of the Police Department. Whereupon, after some further discussion by the mem- bers of the Board, on motion by Councilman Kane, sec- onded by Councilman Brush, it was unanimously RESOLVED that the hearing be closed. yia :. NEW BUSINESS 1. Authorization for borrowing in anticipation of collection of 1959 Taxes Upon request that the Supervisor be delegated the power to authorize the issuance of and to sell Tax Anticipation Notes of the Town of Mamaroneck in anticipation of uncol- lected Town Taxes levied or to be levied for the fiscalyear beginning January 1, 1959, the following resolution was offered by Councilman Brush and seconded by Councilman Kane: BE IT RESOLVED, by the Town Board of the Town of Mamaroneck, Westchester County, New York, as follows. Section 1. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell tax anticipation notes of the Town of Mamaro- neck, Westchester County, New York, in anticipation of the collection of Town taxes levied or to be levied for the fiscal year be- ginning January 1, 1959, including renewals of such notes, is hereby delegated to the Su- pervisor of said Town. Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be pre- , scribed by said Supervisor consistent with the provisions of the Local Finance Law. Section 2. This resolution shall take ef- fect immediately. Notice--City of New Rochelle The Clerk presented a Notice of Public Hearing on proposed amendment to the Zoning Ordinance to be held by the City of New Rochelle on Wednesday, January 7, 1959, at 8.30 p.m. in the General Purpose Room; Trinity School, which was re- ferred to the Town Attorney for study. Z. Request--Board of Police Commissioners The Clerk presented a letter from the Board of Police Com- missioners, dated November 30th, 1958, requesting approval of three Police officers' attendance at the Manhattan College Institute of Forensic Research on December 6th, 1958, with expenses in the amount of $10. 00. Whereupon, on motion by Councilman Waterman, seconded by Councilman Kane, it was unanimously RESOLVED that the attendance of three Police officers at the Manhattan College Institute of Forensic Research on December 6th, 1958, with expenses in an amount not to exceed the sum of $10. 00 is hereby approved; said ex- penses to be paid out of the item established in the Police Budget for such purpose. COMMUNICATIONS (Not on Agenda) 1) Briar Del Circle The Clerk presented a memorandum addressed to the Town Board by the Engineer and Superintendent of Highways under date of December 3rd, 1958, recommending the acceptance of Briar Del Circle as a Town road in connection with the request presented at the last Board meeting and referred to their at- tention. Whereupon, on motion by Councilman Kane, seconded by Councilman Waterman, it was unanimously RESOLVED that the street known as Briar Del Circle as shown on map entitled, "Subdivision Map of Briar Del Homes, Inc. , Town of Ma- maroneck, Westchester County, New York, " dated September 14, 1957, made by Thomas J. McEvoy, Surveyor, New York State License No. 21387, and filed in the County Clerk=s Of- fice, Division of Land Records, as Map #11343 on January 9, 1958, be and it hereby is ac- cepted as a Town road provided that deeds sat- isfactory to the Town Attorney cozering the bed of the street and any easements required for sewer or drainage purposes are de- livered and recorded; fees for the prep- aration, search, and recording to be borne by Briar Del Homes, Inc. 2} Letter from Samuel Weiss The Clerk presented a letter from Samuel Weiss, Attorney for West Fordham Transportation Corporation, dated Decem- ber 2nd, 1958, enclosing duly executed agreement between said corporation and the Town of Mamaroneck, which was re- ceived and placed on file.
