CALL TO ORDER The Supervisor called the meeting to order at 8:15 p.m. ROLL CALL Present: Supervisor Burchell Councilman Kane Councilman Brush Councilwoman Helwig Councilman Cook Absent: None Also Present: Mr, Gronberg - Town Clerk Mr, Delius - Town Attorney Mrs. Brewer - Secretary Mr. Orsino - Receiver of Taxes Mr, Kellogg - Town Engineer Mr, Altieri - Town Accountant Mr. Fischer - Supt, of Highways PRESENTATION - PRELIMINARY BUDGET, 1963 The Supervisor presented the preliminary budget for 1963, prepared by the Board from the requisitions submitted by each department, together with a transmittal letter ex- plaining in some detail the recommendations contained therein. And thereupon following discussion, on motion by Council- man Kane and seconded by Councilman Cook, it was unan- imously RESOLVED, that this Town Board does hereby pre- pare and approve as the Preliminary Budget of this Town for the fiscal year beginning on the lst day of January, 1963, the itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution; and be it FURTHER RESOLVED, that such Preliminary Bud- get shall be filed in the Office of the Town Clerk, where it shall be available for inspection by any in- - terested person at all reasonable hours; and be it FURTHER RESOLVED, that this Board shall meet at 8:15 p.m. on the 5th day of December, 1962, for the purpose of holding a public hearing upon such Preliminary Budget; and be it _l_ FURTHER RESOLVED, that the Town Clerk give notice of such public hearing in the manner provided in Section 113 of the Town Law, and that such notice be published and posted in substantially the following form. Public Notice Notice is hereby given , that the Prelim- inary Budget of the Town of Mamaroneck, New York, consisting of the estimated revenues and expenditures for the year 1963, has been completed and filed inthe Office of the Town Clerk of said Town, where the same may be examined by any person interested therein, and that a public hearing thereon will be held by and before the Town Board of said Town on Wed- nesday, December 5th, 1962, at 8;15 p.m. in the Council Room of the Weaver Street Firehouse, Weaver Street, Town of Mamaroneck, New York, at which time and place all those who appear and are interested will be given an opportunity to be heard with respectto said Preliminary Budget or any part or item thereof. Gronberg Town Clerk and be it FURTHER RESOLVED, that such notice shall be pub- lished twice in the following newspaper having general circulation within the Towne The Mamaroneck Daily Times, the first publication to be on or before the -2- 24th day of November, 1962, and the second publica- tion on any day subsequent thereto and before the day of such hearing, OTHER BUSINESS 1, Resignation of Mrs, Austin S. Phillips Board of Park Commissioners Councilwoman Helwig requested acceptance of Mrs. Phillips resignation, which had been previously pre- sented and held over, explaining that Mrs. Phillips was engaged in the throes of moving and would like to be re- lieved of her duties at this time. Whereupon following an expression of regret at loosing Mrs. Phillips and high tribute to her service by each of the members of the Board, on motion by Councilwoman Helwig, seconded by Councilman Brush, it was unani- mously RESOLVED, that this Board accepts with deep re- gret the resignation of Mrs, Austin S. Phillips as a member of the Board of Park Commissioners of the Town of Mamaroneck, effective as of this date, November 14th, 1962, And thereupon, on motion by Councilwoman Helwig and seconded by Councilman Brush, the following resolu- tion was adopted by unanimous vote of the Board to be spread upon the minutes of this meeting in tribute to Mrs, Phillips and forwarded to her in appreciation of her outstanding service to this community: Whereas , Mrs, Austin S. Phillips has served as a member of the Board of Park Com- missioners of the Town of Mamaroneck since January of 1951; and Whereas , Mrs, Phillips' concern with conserva- tion and the preservation of open space contributed largely to the saving of the County lands in the Town for park use; and Whereas , Mrs, Phillips was among the first to suggest the development of the property adjacent to Memorial Park as a play- ground for the children of the Town; Now , Therefore , Be It Resolved , That the Town Board, in regretfully ac- cepting Mrs. Phillips' resignation, ex- presses the gratitude of the Park Dis- trict and of the entire Town of Mamaro- neck for her outstanding contributions to this community and for her diligent and -3- distinguished service throughout the twelve years she served as a member of the Board of Park Commissioners; and be it Further Resolved , that this Board extends its best wishes to Mr, and Mrs. Phillips in their new home and community; and be it Further Resolved , that a copy of this resolution be presented to Mrs. Phillips as a memento of this Board's esteem and an expression of the community's gratitude. 2. Appointment to Park Commission Councilwoman Helwig then nominated Mrs, James A. Donnelly, Jr. of 4 Wagon Wheel Road, Town, for appoint- ment to the Park Commission to fill the vacancy created by the loss of Mrs. Phillips, stating that Mrs. Donnelly, a resident of the community since 1923, came to the post ex- cellently qualified through her long and active participation in civic affairs and past membership in the Mamaroneck Garden Club. Whereupon, since upon the Supervisor's inquiry there were no further nominations, on motion by Councilwoman Helwig, seconded by Councilman Brush, it was unani- mously RESOLVED, that Mrs, James A. Donnelly, Jr, of 4 Wagon Wheel Road, Town, be and she hereby is appointed a member of the Board of Park Com- missioners of the Town of Mamaroneck, to serve for the balance of the unexpired term of office of Mrs. Austin S. Phillips, to be effective as of this date and to terminate on December 31st, 1962, The Clerk was directed to notify Mrs. Donnelly of her appointment, expressing the Board's pleasure that she was willing to so serve and welcoming her to the "offi- cial family" of the Town of Mamaroneck, 3, Snow Removal - County Roads The Clerk presented an agreement with the County for snow removal on County roads in the Town for the 1962- 1963 season at a flat rate of $300, per mile, requesting that the Supervisor be authorized to sign the agreement — if this were the pleasure of the Board. Whereupon, on motion by Councilman Kane, seconded by Councilman Brush, it was unanimously RESOLVED, that the Supervisor be and he hereby is authorized to sign the agreement with the County of Westchester for the removal of snow -4- and ice on County roads within the unincorporated area of the Town of Mamaroneck, at a flat rate of $300. 00 per mile for the 1962-1963 winter season, 4. Report on Bids Brook Enclosure, Laurel Avenue In accordance with the recommendation contained in the Engineer's report, herewith ordered received and filed for the record, on motion by Councilman Kane, seconded by Councilman Brush, it was unanimously RESOLVED, that this Board hereby accepts the bid of the low bidder, to-wit Buffalo Tank Divi- sion, Bethlehem Steel Company, in the amount of $3, 665, 00, for furnishing to the Town of Ma- maroneck certain corrugated metal pipe in the quantities and sizes set forth in the specifica- tions contained in the notice to bidders. 5. Request for Street Acceptance (Letter from Joseph W. Gleicher) The Clerk presented a letter from Joseph W. Gleicher, President of Joseph W. Gleicher, Co. Inc. , dated Novem- ber 12th, 1962, requesting the Town to accept Glen Lane as a Town street, together with a memorandum from the Engineer and Highway Superintendent recommending such acceptance along with a portion of the street known as Country Road, which were herewith ordered receivedand filed for the record. Whereupon, following the Attorney's report of the re- ceipt of all necessary deeds and easements, on motionby Councilman Kane, seconded by Councilman Brush, it was unanimously RESOLVED, that the Town of Mamaroneck hereby accepts the following described streets, together with the drain and sewer easements listed below, as shown on a map entitled, "Subdivision of a Portion of Section Three Glen Rock Estates, Town of Mamuneck, Westchester County, New York", made by Thomas J. McEvoy, dated September 22, 1958, and filed in the Office of the Clerk of the County of Westchester on July 7, 1959, as Map No. 12047. All of Glen Lane as shown on said filed map, and that portion of the street known as Country Road having an overall length of approximately 340 feet which crosses lands formerly belonging to the Westchester Park Commission and extend- ing approximately 66 feet north of the northerly line of said Park Commission land which pointis opposite the point-of-curve in the front property line of lot 9#8, as shown on said filed map, Drain Easements; A 10 foot drainage ease- -5- went running over and through lots #4 and #5 from the Winged Foot Country Club to Glen Lane as shown on said filed map; and a 10 foot drain ease- ment running from Glen Lane and through lot #3 to lands of the Westchester County Park Commission as shown on said filed map. Sewer Easements; A sewer easement of the reg- ular shape running from a point formed by the in- tersection of the easterly line of lot #13 and the nor- therly line of Country Road through an unnumbered parcel and through lot #13 from Country Road to the Winged Foot Country Club, all as shown on said filed maps 6. Letter from Larchmont League of Women Voters (Go-See Trips) The Clerk presented a letter addressed to the Supervisor by Mrs, Jerome Kaufman, President of the League, re- garding the "Go-See Trips" of the Town and Village Offices to be conducted again this year, which was herewith or- dered received and filed for the record. 7. Construction of Sanitary Sewer and Appurtenances (Boston Post Road - Town of Mamaroneck) With reference to the proposed construction of a sanitary sewer and appurtenances in the Boston Post Road, pursu- ant to memoranda addressed to the Board by the Town En- gineer under date of October 4th and November 13th, 1962, herewith filed for the record and advising that the State of New York Department of Public Works requested a certi- fied copy of a resolution adopted by this Board stating that the Town owned and was responsible for all maintenance costs arising from the construction and use of the subject sewer, on motion by Councilman Kane and seconded by Councilman Cook, it was unanimously RESOLVED, that the Town of Mamaroneck here- by agrees to hold the State of New York harmless from any claims arising from the construction, use or maintenance of a Town-owned sanitary se- wer constructed in the southerly shoulder of the Boston Post Road, running easterly from Rock Ridge Road for a distance of approximately 495 feet. -- 8. Reports The Clerk presented the following reports which were or- dered received and filed; Report of the Westchester Shore Humane Society Inc, for the month of October, 1962, Report of Receipts and Disbursements, Town of -6- Mamaroneck, for the period from January 1st, 1962, through October 31st, 1962. 9. Notice of Meeting, Zoning Board of Appeals Village of Larchmont The Clerk presented for the record a notice of meeting to be held by the subject Board on November 14th to con- sider an application for installation of dry cleaning equip- ment at 2005 Palmer Avenue, which had been referred to the Town Attorney, and which, upon his advice that no action was necessary by the Town, was ordered received and filed. 10. Myrtle Boulevard Park and Playground Councilwoman Helwig advised the Board that the En- gineer had reported this evening that work was progress- ing satisfactorily with 500 feet of drain pipe installed near the Murray Avenue bridge to relieve the swampy condition existing in this location. 11. Mrs. Jerome Kaufman -- At this time, Mrs. Kaufman, President of the Larch- mont League of Women Voters, addressed the Board, stating that she was sure the League would be very un- happy that consideration had not been given to its rec- ornmendations regarding consolidation of election dis- tricts under one roof for registration in the proposed bud- get for 163, The Clerk explained that this was due to the County Board of Elections desire to conduct further study as to the actual practibility and workability of this proposal, but further stated that if it should be recommended follow- ing such study, it could be implemented under the provi- sions proposed in the 1963 Election budget.
