MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON JUNE 6, 2018, BEGINNING AT 5:00PM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE
TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

CALL TO ORDER - WORK SESSION
On motion of Councilwoman Fiddelman, seconded by Councilman King, the Work Session was unanimously
opened at 5:00PM.
Update – Police Department
Additionally Present: Chief Paul Creazzo
Chief Creazzo gave the Town Board an overview of the openings within the ranks, specifically noting the
retirement of Executive Lieutenant Robert Koziak. There are openings within the Detective Unit and three
openings for Police Officers as well. Ideally, the Chief would like to fill the Police Officer positions with
individuals who have already completed the academy. The Board asked if the Chief could provide a flow
chart of the Department. The Town Board reviewed with the Chief the various sectors of the Town and
duties within the Department. Supervisor Seligson stated how strongly she feels about the Town’s Quality
of Life Laws, especially the leaf blow ban. The Board also noted the Community’s concern for speeding.
The Town Board asked the Chief for a breakdown and explanation of the fleet, how it is utilized and
maintained. Supervisor Seligson added that the Town should be working toward utilizing electric vehicles
for non-pursuit within the Department.
Chief Creazzo remained for discussion of the next item
Update – Building Security
Councilwoman Katz asked the Chief his opinion on employees carrying firearms. The Chief stated that he
was not comfortable with that. The Chief noted that because someone has a license to carry a firearm does
not necessary make them a seasoned gun user; adding that the discharge of a weapon inside a building can
go through sheetrock very easily causing unintended harm. The Town Board reviewed the final draft
legislation for the banning of firearms in certain Town Buildings. Mr. Maker reaffirmed that he thinks the
law is well thought out and does not appear as a knee jerk reaction to national events.
Update – Charitable Donations/Trusts
The Town Board reviewed a memo prepared by Mr. Altieri dated May 31, 2018. In his memo Mr. Altieri
outlines the steps the Town would need to take to implement the State’s new tax law to allow for and
legislate the receiving of donations and the subsequent credit to the tax bill. Mr. Altieri states that the
“greatest challenge is the task of processing the donations, acknowledgments and credits. At this time the
tax collection software cannot accommodate a system of giving credits” Mr. Altieri noted that over the past
week the Town has held preliminary meetings with the School District “to work through the
communication between the two agencies if and when the donation system is put in place.” Additionally, if
the School District were to move forward they would need to have a procedure in place by August. The
Town Board discussed the community’s probable desire to allow for this, but there are difficult hurdles.
Additionally, it has yet to be determined if the Internal Revenue Service will accept this effort. Mr. Altieri

noted that the Town still has many questions for the Auditors and will be closely analyzing the recent
measures Scarsdale has taken to provide for this. Mr. Altieri will prepare additional documents for June 20,
in consideration of setting a public hearing.
ADDED ITEM
The Town Clerk was asked for an update on the on-line parking permit renewals. The Town Clerk brought
to the Town Board’s attention that she has fulfilled the waitlist for the 24 Hour Lot 3 and asked the Board
advice on who should be offered these spaces. The Town Board agreed that since commuter parking
seemed to be the greatest need, demonstrated by the lack of wait list for Lot 3, the 24 hour spaces should
be offered to commuters. Councilwoman Katz would like the meter parking waitlist to be carried over to
next year. The Town Clerk noted that the difficulty in that is that residents who have already called the
Office were not informed of a carryover list only that this year’s list was already quite long and chances for
a permit this year were very unlikely.
Garden’s Lake Pathway Restoration
The Town Board reviewed a memo from Mr. Altieri and a memo from the Engineer Dolph Rotfeld, who
“conducted a pre-design investigation and budget to build a new walking path on the east side of the lake
and rehabilitate the existing path.” The final estimate is between $200,000 and $215,000. The Town Board
discussed the original capital project cost of $61,000 for just the new pathway and how much this differs
from the current cost estimate of between $135,000 and $140,000. The Town did not anticipate having to
do the extensive repairs to the area after the dredging. The Town Board discussed whether the cost of the
new pathway, in light of the repairs that need to be made, is warranted based on use.
The Town Board decided to only restore the existing pathway.
ADDED ITEM
Supervisor Seligson updated the Town Board on her recent attendance at a Chief Elected Officials meeting
in which they discussed the Governor’s proposal to build a tunnel under Long Island Sound connecting
Westchester County and Long Island. None of the municipalities in attendance were in favor of such a
concept.
Councilwoman Elkind Eney reported on the Fire Council meeting, noting that the Fire Department is
considering purchasing a Seagrave truck to replace the one that they did not take delivery on. While they
are making arrangements for that truck the Department will be lease a piece of apparatus. The Department
is anticipating the necessity of another referendum to address the additional costs involved in the
restoration of the Fire House. Councilwoman Elkind Eney stated that funds that were designated for
basement repairs was used to repair a substantial leak in the foundation.
Councilwoman Elkind Eney stated that the Zoning Board is preparing to present to the Town Board
recommendations for amendments to the Zoning Code.
Supervisor Seligson stated that she has approached Ralph Engel about utilizing the unspent funds his
foundation donated for improvements to the median along New Jefferson Street and use them to fund a
deck at the Senior Center instead. Mr. Engel was pleased with the idea and asked for details of costs.
On motion of Councilwoman Katz, seconded by Councilwoman Fiddelman, the Board unanimously agreed
to enter into an Executive Session to discuss Employment History of non-union and management
employees, and the sale Old Jefferson Street.
EXECUTIVE SESSION
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Board unanimously agreed
to resume the Regular Meeting.

CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:20 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this
evening, adding this is an open meeting that all residents are welcome to attend.
PROCLAMATION – George Roniger
Supervisor Seligson read the proclamation for George Roniger.
PROCLAMATION
George Roniger
WHEREAS: George Roniger served as the president of the Larchmont Gardens Civic
Association for 13 years and was an active member for decades prior to that;
and
WHEREAS: George and his family have lived in Larchmont Gardens since 1969 and
he became involved in LGCA because of his strong interest in improving the
community and enhancing the quality of life for residents; and
WHEREAS: In particular, George has been interested in noise reduction as a quality of life
issue and has worked to strengthen legislation limiting the use of gas-powered
leaf blowers through his leadership of the Noise Subcommittee for the Town’s
environmental committee; and
WHEREAS: George has been a dedicated Town volunteer having served as a member of the
Planning Board for 11 years and currently serves as a member of the
Sustainability Collaborative. He has donated his time and talent generously and
brings his extensive knowledge and intelligence to all of his endeavors; and
NOW, THEREFORE, BE IT RESOLVED, that I, Nancy Seligson, Supervisor of the Town of
Mamaroneck, and the Town Board members thank George Roniger for his service to the
Larchmont Gardens Civic Association as president and to our community.

Mr. Roniger addressed the Town Board and the audience, stating how hard it is to believe that he has lived
in this wonderful community for 49 years. Mr. Roniger thanked the Board for giving him the opportunities
to serve his community.
SUPERVISOR’S SUMMARY REPORT
We had many wonderful events to commemorate Memorial Day the past two weeks including two
parades, four ceremonies – three at war monuments, one breakfast, one lunch, and one student
contest. Former Councilman Ernie Odierna was the grand marshal, along with Joanne Blank, for the
Town of Mamaroneck/Village of Larchmont Memorial Day Parade. Thank you to American Legions
347 (Commander Al Bender) and 90 (Commander Bill Goodenough) and VFW Post 1156 Commander
Burt Corwin.
We held our annual employee service awards program on May 18 where we recognized employees
for their length of service to the Town ranging from 10 to 35 years. Town Administrator, Steve
Altieri, was one of two recognized for 35 years of service!

I had the opportunity to address the LGCA at their annual meeting on May 21. I participated in a
meeting to discuss the proposal to build a tunnel from Westchester to LI with other chief elected
officials. All officials thought the tunnel would not benefit Westchester or LI.

I joined WJWW manager Paul Kutzy to review the Macy Road project where WJWW is building a
new 16 inch pipe connecting Macy Road in Harrison to the end of North Barry Ave. in Mamaroneck.
The pipe will increase water supply for the low pressure area. A large PRV was installed at the end
of North Barry Ave. It is housed in a bright blue tank that is still visible from the road.
The Town submitted 5 grant applications last week for funding to install 4 electric vehicle charging
stations and for one rebate on our new leased electric vehicle. It is being used for parking
enforcement. We will be getting new signage for the Town Center, Sr. Center, Hommocks Ice Rink,
and entry signs within the next month.
I attended our first movie in the park last Friday night where we had a pretty good crowd
considering it was a rain date.
Congratulations to Reverend Bill Crawford from LAC, who had a fabulous retirement celebration last
Sunday.

Finally, please note that gas-powered leaf blowers are prohibited from June 1 to September 30 in
the Town of Mamaroneck, Village of Larchmont and Village of Mamaroneck. Please tell your
landscapers and gardeners we will be enforcing this ban. If you see a leaf blower in operation,
please call the police to tell them.
CITIZEN’S COMMENTS
Supervisor Seligson asked if anyone in the audience would like to address the Board.
Kevin Kroll on behalf of the Larchmont Gardens’ Civic Association asked for an update on the Garden’s Lake
projects. Mr. Altieri responded that the Town is still waiting on Con Edison to hook up the aerators. This
evening the Town Board approved the work to repair the pathway. Final repairs will not be completed until
the fall, so temporary repairs will be made to make the area usable.

LEGAL NOTICE IS HEREBY GIVEN that pursuant to Section 130 of the Town Law of the State of New York,
and pursuant to a motion of the Mamaroneck Town Board on May 16, 2018 this Public Hearing will be
adjourned until Wednesday, June 6, 2018 at 8:00 PM or as soon thereafter as is possible at the Town
Center, 740 W. Boston Post Road, Mamaroneck, New York to consider: “Prohibited Overnight Parking
on Garit Lane” Law.
Purpose
On May 2, 1984, it was decided to allow parking between the hours of 3:00 am (prevailing time) and
6:00 am (prevailing time) on Garit Lane. Over the last thirty years circumstances have changed and
therefore like most streets within the Town, overnight parking on Garit Lane should be prohibited.

1. Set Public Hearing – “Restriction on Parking on a Portion of the West Side of North Avenue near the
Intersections with Rochelle Road and Huguenot Drive” Law
On motion Councilwoman Katz, seconded by Councilwoman Fiddelman, it was unanimously
RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public
Hearing on the “Restriction on Parking on a Portion of the West Side of North Avenue

at 8:00PM at the Town Center, 740 West Boston Post Road, and

2. Authorization – Agreement to Transfer Old Jefferson Street
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the proposed contract of
sale between the Town of Mamaroneck and 16 North Chatsworth Avenue Corporation for the
sale of Old Jefferson Street for the price of $23,000, and
BE IT, FURTHER
RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on
behalf of the Town.

3. Authorization – Renewal of Caretaker Agreement – Senior Center Building
On motion Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the Renewal Agreement
between the Town of Mamaroneck (“Licensor”) and Joseph and Pamela Cotroneo
(“Licensees”), for the term May 1, 2018 through April 30, 2020, with the extension for one
additional two-year period, at the option of the Town, to continue to inhabit the living
quarters of the premises known as 1228 Boston Post Road, Larchmont, New York, and also
known as the Senior Center, on the second floor of the building on the Premises in exchange
for a monthly fee of $400.00 and for the provision of certain services by the Licensees with
respect to the maintenance of the Premises as set forth in the agreement, and
BE IT, FURTHER
RESOLVED, that the Town Administrator is hereby authorized to execute said renewal
agreement on behalf of the Town.

4. Transfer of Funds – Capital Project #2018-2 Police Department Vehicle
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the purchase of a third
Police Vehicle in 2018, to replace a damaged vehicle, and
BE IT FURTHER,
RESOLVED, that the Mamaroneck Town Board does hereby authorize the amendment to
Capital Project #2018-02 Police Vehicles and the transfer of funds in the amount of $37,500, as
detailed by the Town Comptroller in the following schedule:
